Air flow at the land-sea-air interface influences to a large extent the atmospheric conditions that determine the transport, di lution, and trapping of natural and man-made air pollutants in the coastal areas of Monterey Bay and the Salinas Valley. Analysis of the hourly air flow on a daily and monthly basis indicates patterns of stagnation from midnight to noon of the fol lowing day with moderate to strong air flow during period 1300 to 2200. Throughout the year 1971 whenever flow is greater than 5 mph, the prevailing wind direction is onshore and from a westerly direction. Suggestions for urbanization and industrialization are made on the basis of an understanding of the atmospheric conditions which lead to trapping and dispersal of atmospheric waste. Marine protected areas (MPAs) are being promoted around the world as an effective means of protecting marine and coastal resources and biodiversity. However, concerns have been raised about their impact on the livelihoods, culture and survival of small-scale and traditional fishing and coastal communities. Yet, as this study from Brazil shows, it is possible to use MPAs as a tool for livelihood-sensitive conservation. Based on detailed studies of three sites–the Peixe Lagoon National Park in Rio Grande do Sul, and the marine extractive reserves (MERs) of Mandira, São Paulo, and Corumbau, Bahia – the study shows how communities in Brazil have been able to use protected areas to safeguard their livelihoods against development and industrialization projects, like shrimp farms and tourist resorts. Trace metals constitute a major form of water pollutant that can adversely affect fish production. The potentially toxic metals have been identified as lead, zinc, copper, arsenic, antimony, mercury beryllium, barium, cadmium, chromium, nickel, selenium among others. Preliminary laboratory studies have been directed to the determination of traces of lead in the aquatic biota and its toxicity. There are indications that the levels reported in effluents from some of the industries may be above the tolerant limits of local fish species and organisms that make up their food. Metal pollution could become a serious problem to freshwater fisheries in the future as a result of increasing urbanization and industrialization, unless efforts are made to prevent it

It has been predicted that the global demand for fish for human consumption will increase by more than 50% over the next 15 years. The FAO has projected that the increase in supply will originate primarily from marine fisheries, aquaculture and to a lesser extent from inland fisheries, but with a commensurate price increase. However, there are constraints to increased production in both marine and inland fisheries, such as overfishing, overexploitation limited potential increase and environmental degradation due to industrialization. The author sees aquaculture as having the greatest potential for future expansion. Aquaculture practices vary depending on culture, environment, society amd sources of fish. Inputs are generally low-cost, ecologically efficient and the majority of aquaculture ventures are small-scale and family operated. In the future, advances in technology, genetic improvement of cultured species, improvement in nutrition, disease management, reproduction control and environmental management are expected along with opportunities for complimentary activities with agriculture, industrial and wastewater linkages. The main constraints to aquaculture are from reduced access to suitable land and good quality water due to pollution and habitat degradation. Aquaculture itself carries minimal potential for aquatic pollution. State participation in fisheries production has not proven to be the best way to promote the fisheries sector. The role of governments is increasingly seen as creating an environment for economic sectors to make an optimum contribution, through support in areas such as infrastructure, research, training and extension and a legal framework. The author feels that a holistic approach integrating the natural and social sciences is called for when fisheries policy is being examined.

In the late 1980's and early 1990's, significant changes occurred in the fisheries of Hawaii. Expansion and diversification of pelagic fisheries and growth (including industrialization) of fisheries that, in at least some cases, had been largely recreational or artisanall ed to fear of overfishing and problems in allocation among fishery sectors. Combined with establishment of limited entry programs in Hawaii fisheries (bottomfish, longline, and lobster), this led to anticipation that similar growth might occur in Guam, the Northern Marianas, and American Samoa.
