In 1948, the U.S.S.R. began a global campaign of illegal whaling that lasted for three decades and, together with the poorly managed “legal” whaling of other nations, seriously depleted whale populations. Although the general story of this whaling has been told and the catch record largely corrected for the Southern Hemisphere, major gaps remain in the North Pacific. Furthermore, little attention has been paid to the details of this system or its economic context. Using interviews with former Soviet whalers and biologists as well as previously unavailable reports and other material in Russian, our objective is to describe how the Soviet whaling industry was structured and how it worked, from the largest scale of state industrial planning down to the daily details of the ways in which whales were caught and processed, and how data sent to the Bureau of International Whaling Statistics were falsified. Soviet whaling began with the factory ship Aleut in 1933, but by 1963 the industry had a truly global reach, with seven factory fleets (some very large). Catches were driven by a state planning system that set annual production targets. The system gave bonuses and honors only when these were met or exceeded, and it frequently increased the following year’s targets to match the previous year’s production; scientific estimates of the sustainability of the resource were largely ignored. Inevitably, this system led to whale populations being rapidly reduced. Furthermore, productivity was measured in gross output (weights of whales caught), regardless of whether carcasses were sound or rotten, or whether much of the animal was unutilized. Whaling fleets employed numerous people, including women (in one case as the captain of a catcher boat). Because of relatively high salaries and the potential for bonuses, positions in the whaling industry were much sought-after. Catching and processing of whales was highly mechanized and became increasingly efficient as the industry gained more experience. In a single day, the largest factory ships could process up to 200 small sperm whales, Physeter macrocephalus; 100 humpback whales, Megaptera novaeangliae; or 30–35 pygmy blue whales, Balaenoptera musculus brevicauda. However, processing of many animals involved nothing more than stripping the carcass of blubber and then discarding the rest. Until 1952, the main product was whale oil; only later was baleen whale meat regularly utilized. Falsified data on catches were routinely submitted to the Bureau of International Whaling Statistics, but the true catch and biological data were preserved for research and administrative purposes. National inspectors were present at most times, but, with occasional exceptions, they worked primarily to assist fulfillment of plan targets and routinely ignored the illegal nature of many catches. In all, during 40 years of whaling in the Antarctic, the U.S.S.R. reported 185,778 whales taken but at least 338,336 were actually killed. Data for the North Pacific are currently incomplete, but from provisional data we estimate that at least 30,000 whales were killed illegally in this ocean. Overall, we judge that, worldwide, the U.S.S.R. killed approximately 180,000 whales illegally and caused a number of population crashes. Finally, we note that Soviet illegal catches continued after 1972 despite the presence of international observers on factory fleets.

For more than 25 years all sea turtle products have been prohibited from international commerce by the 170-member nations of the Convention on International Trade in Endangered Species (CITES). Sea turtles continue to be threatened by direct take (including poaching) and illegal trade despite multi-national protection efforts. Although take may contribute significantly to sea turtle decline, illegal take is difficult to measure since there are few quantified records associated with legal fisheries and fewer still for illegal take (poaching). We can, however, quantify one portion of the illegal sea turtle trade by determining how many illegal products were seized at United States ports of entry over a recent 10-year period. The United States Fish and Wildlife Service (USFWS) oversees the import and export of wildlife and wildlife products, ensuring that wildlife trade complies with United States laws and international treaties. Additionally, the USFWS has legal authority to target suspected illegal wildlife activity through undercover and field investigations. In an effort to assess the scale of illegal sea turtle take and trade, we have conducted a 10-year (1994 – 2003) review of the law enforcement database maintained by the USFWS. This database tracks the number and type of wildlife cases, the quantity of seized products, and the penalties assessed against violators. These data are minimum estimates of the sea turtle products passing through the United States borders, as smuggled wildlife is oftentimes not detected.

It is a common knowledge that illegal fishing which includes use of wrong gears, explosives, excessive exploitation of choice stocks, enhancement and stocking of water body and pollution has devastating effects on the critical biomass of fish biodiversity and livelihood activities associated with fishing. Efforts worldwide to arrest these menace are significant because it has been found that illegal fishing has made fishing non sustainable, resulted in poor fishermen catches, and exacerbated the use of illegal gears in an effort to a must catch. Conflict between fisher folk and policies has continued to generate different strategies in the control of illegal fishing. Some of these strategies at regional and National levels include creation and implementation of fisheries laws, fishing edicts, code of conduct for responsible fisheries, policing of inland water bodies, capacity building and capability through training of fishermen, creating necessary awareness, arrest and punishment of offenders. There are also other initiative on conservation and management of freshwater ecosystems which have interrelation with illegal fishing. This paper examines efforts in promoting and boosting the fisheries of Lake Kainji, through creating necessary awareness, campaign visits, radio programmes, gear control, reward systems, integration and diversification of livelihood activities, community based management and policing. It further analyses what is working, problems, and prospect of fisheries laws, the need to integrate factors of political policies, other global initiative on water management for people and nature. Recommendations on strategies including protection of fishing grounds, establishment of catch data base, integration of other intervention as alternative source of income to enhance livelihood, reduce fishing pressure, and capacity building of fisher folks, development of rules and regulations that is community based are highlighted.

The fisheries of Lake Albert have come under increasing focus due to several driving forces that have synergistically evolved resulting into concerns from diverse stakeholders. The driving forces include: the commercialization of the fisheries with entry into the value chain of industrial fish processing, a decline in fish stocks especially of the large-size fishes and the emergency of the light - fishing targeting small pelagic fishes. In addition, the assumption by some opinion leaders that light-fishing (use of light) has destroyed the Nile perch fishery of Lake Albert, other factors such as cross-border fishing conflicts, the emergence of oil, an influx of traders in fish-related activities, and the limited regulatory and enforcement regimes for the diverse commercially exploited fish fauna of Lake Albert all require continuous information and action.

The study was done at Kayinja landing site, one of the six gazzeted landing sites located on the eastern side of Lake George, Kamwenge district to investigate illegal fishing practices on the lake. The objectives of the study were to identify the fish species most affected by illegal fishing, factors that drive illegal fishing on the lake, impact of illegal fishing to the fishery and livelihoods of the communities around the lake and to find out the prospect of ending illegal fishing on the lake. A participatory approach was used during the study where fishers and fisheries staff were interviewed for the fish species targeted, current management approach so as to find out species at risk and anticipate the prospect or ending illegal fishing respectively also past records of the daily catch ror a period of five years were used to study the trend henee ascertain the impact of illegal fishing to the fishery and livelihoods of the communities around. Results indicated that the most targeted fish hence other wise affected by illegal fishing is Oreochromis niloticus, the most immediate impact being a decline in fish stocks, whereas defining mechanisms to increase fish stocks through closed seasons and implementation of minimum mesh size policy being the prospect to end illegal fishing on the lake.

Toxic chemicals can enter the marine environment through numerous routes: stormwater runoff, industrial point source discharges, municipal wastewater discharges, atmospheric deposition, accidental spills, illegal dumping, pesticide applications and agricultural practices. Once they enter a receiving system, toxicants often become bound to suspended particles and increase in density sufficiently to sink to the bottom. Sediments are one of the major repositories of contaminants in aquatic envronments. Furthermore, if they become sufficiently contaminated sediments can act as sources of toxicants to important biota. Sediment quality data are direct indicators of the health of coastal aquatic habitats. Sediment quality investigations conducted by the National Oceanic and Atmospheric Administration (NOAA) and others have indicated that toxic chemicals are found in the sediments and biota of some estuaries in South Carolina and Georgia (NOAA, 1992). This report documents the toxicity of sediments collected within five selected estuaries: Savannah River, Winyah Bay, Charleston Harbor, St. Simons Sound, and Leadenwah Creek (Figure 1). The long and warm summer 2003 resulted in water temperatures of about 2°C above the average. This promoted the immigration of southern species like the Anchovy, the Sardine, the Red Mullet and different Squid species. The possible conclusions of such invasions concerning the ordinary species of the area are rather contradictory: For the Western Baltic a positive correlation between the occurrence of Anchovy and a good Cod year-class is shown. For the southern North Sea, stomach investigations of Squid make a negative effect on fish eggs and larvae more likely.

Fishing gears and methods that target the Clupeids are atalla lift net, light attraction, midwater trawl and dala (Clupeid beach seine).Dala fisheries have been the most lucrative fishing gear on Clupeids within the recent past. However, it has been declared as 100% illegal gear having a mesh size of 0.1 mm, because it catches indiscriminately undersized (juveniles/larvae) commercial fish. The ban on the gear was therefore mounted through promulgation and implementation of special fisheries laws for Kainji Lake (Nigeria). Although, the use of Dala fishing gear and method has decreased due to this management approach, its use is currently increased again. It is therefore suggested that the ban on the use of Dala may not be the answer to indiscriminate fisheries, but modification of the gear and methods for harvesting Clupeids should be the main objective

For a long time, the Tanzanian Fisheries Department has managed Tanzanian fisheries without incorporating other stakeholders within its management framework. On lake Victoria, the persistent use of illegal fishing gear and declining catches have led the government to realize that this system of fisheries management may no longer be viable, and have sought to incorporate fishing communities into the management structure. Through the creation of beach management units (BMUs), the Fisheries Departments have sought to persuade fishing communities to implement and enforce Tanzania's fishing regulations and to monitor the fishery. In this paper we explore a recently gathered data set that yields information on, amongst others, how Tanzanian fishing communities perceive the state of their resource base, how they view their relationship with the Fisheries Department, the efficacy of fishing regulations and other variables. We draw on a series of criteria developed by Ostron (1990) for institutional 'robustness' to explore various areas of institutional development on Lake Victoria, and to try and anticipate how the BMUs will fare. We argue there are many socio-political and economic factors that will determine how communities will receive and perceive their responsibilities towards government-imposed administrative structures at the local level, these will become 'socialized' such that they will vary from place to place. While this may bode well for problems of heterogeneity, it does not necessarily mean that fisheries management objective on Lake Victoria will be met

The fishery of Lake Victoria became a major commercial fishery with the introduction of Nile perch in 1950s and 1960s. Biological and population characteristics point to a fishery under intense fishing pressure attributed to increased capacity and use of illegal fishing gears. Studies conducted between 1998 to 2000 suggested capture of fish between slot size of 50 to 85 cm TL to sustain the fishery. Samples from Kenya and Uganda factories in 2008 showed that 50% and 71% of individuals processed were below the slot size respectively. This study revealed that fish below and above the slot has continued being caught and processed. This confirms that the slot size is hardly adhered to by both the fishers and the processors. The paper explores why the slot size has not been a successful tool in management of Nile perch and suggests strategies to sustain the fishery

The eel, Anguilla anguilla (L.), stock of the river Elbe severely decreased during the last decades. Detailed knowledge of the stock dynamics in freshwater and especially of the impact factors is necessary to take effective measures for stock conservation and improvement. The dynamics of the eel stock are modelled based on immigration, stocking, natural mortality and mortalities caused by fishing, angling, cormorants and hydropower plants. The model estimates the number of emigrating eel. Moreover, it enables to study the sensitivity of the estimates related to the uncertainty of the source data of the different influencing factors. The model may be used to develop management strategies and to assess the effi ciency of different management options. Many modern stock assessment methods provide the machinery for determining the status of a stock in relation to certain reference points and for estimating how quickly a stock can be rebuilt. However, these methods typically require catch data, which are not always available. We introduce a model-based framework for estimating reference points, stock status, and recovery times in situations where catch data and other measures of absolute abundance are unavailable. The specif ic estimator developed is essentially an age-structured production model recast in terms relative to pre-exploitation levels. A Bayesian estimation scheme is adopted to allow the incorporation of pertinent auxiliary information such as might be obtained from meta-analyses of similar stocks or anecdotal observations. The approach is applied to the population of goliath grouper (Epinephelus itajara) off southern Florida, for which there are three indices of relative abundance but no reliable catch data. The results confirm anecdotal accounts of a marked decline in abundance during the 1980s followed by a substantial increase after the harvest of goliath grouper was banned in 1990. The ban appears to have reduced fishing pressure to between 10% and 50% of the levels observed during the 1980s. Nevertheless, the predicted fishing mortality rate under the ban appears to remain substantial, perhaps owing to illegal harvest and depth-related release mortality. As a result, the base model predicts that there is less than a 40% chance that the spawning biomass will recover to a level that would produce a 50% spawning potential ratio.

We assayed allelic variation at 19 nuclear-encoded microsatellites among 1622 Gulf red snapper (Lutjanus campechanus) sampled from the 1995 and 1997 cohorts at each of three offshore localities in the northern Gulf of Mexico (Gulf). Localities represented western, central, and eastern subregions within the northern Gulf. Number of alleles per microsatellite per sample ranged from four to 23, and gene diversity ranged from 0.170 to 0.917. Tests of conformity to Hardy-Weinberg equilibrium expectations and of genotypic equilibrium between pairs of micro-satellites were generally nonsignificant following Bonferroni correction. Significant genic or genotypic heterogeneity (or both) among samples was detected at four microsatellites and over all microsatellites. Levels of divergence among samples were low (FST ≤0.001). Pairwise exact tests revealed that six of seven “significant” comparisons involved temporal rather than spatial heterogeneity. Contemporaneous or variance effective size (NeV) was estimated from the temporal variance in allele frequencies by using a maximum-likelihood method. Estimates of NeV ranged between 1098 and >75,000 and differed significantly among localities; the NeV estimate for the sample from the northcentral Gulf was >60 times as large as the estimates for the other two localities. The differences in variance effective size could ref lect differences in number of individuals successfully reproducing, differences in patterns and intensity of immigration, or both, and are consistent with the hypothesis, supported by life-history data, that different “demographic stocks” of red snapper are found in the northern Gulf. Estimates of NeV for red snapper in the northern Gulf were at least three orders of magnitude lower than current estimates of census size (N). The ratio of effective to census size (Ne/N) is far below that expected in an ideal population and may reflect high variance in individual reproductive success, high temporal and spatial variance in productivity among subregions or a combination of the two.
