Ground-water is not widely used in Baker County, but the presence of a high equipotential area in the artesian system beneath the County made it necessary that the resource be understood insofar as this high affected the ground-water resources of Nassau and Duval counties which were being intensively studied and mapped. The method and rates of movement of ground-water from one point to another in the artesian aquifer are understood more fully by use of the data in this report. (PDF contains 30 pages)

ENGLISH: Catch and effort statistics from the Japanese longline fishery operating in the eastern Pacific Ocean east of 130°W, from 1964 through 1966, were examined to study the geographic distribution, trends in apparent abundance, sexual maturity, and size composition of the tunas and billfishes. Yellowfin and bigeye tuna are generally most abundant in the equatorial regions of the high seas between about 10°N and 20°S, but west of 95°W. The marlins are more coastal in distribution, usually occurring to the east, and to the north and south of the heavy concentration of tropical tunas. Sailfish tend to be associated with coastal areas also, whereas shortbill spearfish are more frequently captured on the high seas. Swordfish are found most abundantly in the coastal regions off northern Mexico, and off northern Peru and southern Ecuador. The albacore, a temperate-water species of tuna, is most abundant in the high-seas area of the southeastern Pacific, Trends in apparent abundance were measured by the hook-rate (i.e. catch per 100 hooks). Hook-rates for bigeye tuna have decreased from about 3.5 fish per 100 hooks in 1958 to about 1.1 fish per 100 hooks in 1966. During the same period, effort was increased substantially and total catch has decreased since 1963. It does not appear that increased effort will result in sustained increased catches of bigeye. Hook-rates for yellowfin tuna in recent years have decreased to about one third of their initial levels. The surface fishery for yellowfin in the eastern Pacific apparently affects recruitment to the longline fishery. Assuming that present conditions in the surface fishery do not change appreciably, increased effort in the longline fishery probably would not produce sustained increased catches, but might in fact result in reduced catch rates. Unlike the situation for the other tunas of the eastern Pacific, it appears that the albacore fishery east of 130°W is not having a marked effect on their abundance. Although a high degree of variability was observed in the hookrates for striped marlin, no obvious trends are evident. Catches have decreased slightly from 13,500 tons in 1964 to about 11,000 tons in 1966. Heavy fishing for sailfish began in 1964 with a hook-rate of 10.6 fish per 100 hooks; by 1966 it had dropped to 5.8. Catches of this species in the area of major concentration dropped from 329,900 fish in 1965 to 173,600 fish in 1966. This fishery has operated for too short a period of time to enable one to determine its effect on the sustainable yield. Length-frequency measurements and gonad samples from yellowfin and bigeye tunas collected in the eastern Pacific were analyzed to determine sexual maturity and growth characteristics. The results corroborate the findings of earlier investigators. Skipjack (Katsuwonus pelamis), yellowfin (Thunnus albacares), and bigeye (Thunnus obesus) tunas are caught by purse-seine vessels in the eastern Pacific Ocean (EPO). Although there is no evidence to indicate that current levels of fishing-induced mortality will affect the sustainability of skipjack or yellowfin tunas, fishing mortality on juvenile (younger than 5 years of age) bigeye tuna has increased, and overall fishing mortality is greater than that necessary to produce the maximum sustainable yield of this species. We investigated whether time-area closures have the potential to reduce purse-seine bigeye catches without significantly reducing skipjack catches. Using catch and effort data for 1995–2002, we identified regions where the ratio of bigeye to skipjack tuna catches was high and applied simple closed-area models to investigate the possible benefits of time-area closures. We estimated that the most optimistic and operationally feasible 3-month closures, covering the equatorial region of the EPO during the third quarter of the year, could reduce bigeye catches by 11.5%, while reducing skipjack tuna catches by 4.3%. Because this level of bigeye tuna catch reduction is insufficient to address sustainability concerns, and larger and longer closures would reduce catches of this species signficantly, we recommend that future research be directed toward gear technology solutions because these have been successful in many other fisheries. In particular, because over 50% of purse-seine catches of bigeye tuna are taken in sets in which bigeye tuna are the dominant species, methods to allow the determination of the species composition of aggregations around floating objects may be important.

As more people discover coastal and marine protected areas as destinations for leisure-time pursuits, the task of managing coastal resources while providing opportunities for high quality visitor experiences becomes more challenging. Many human impacts occur at these sites; some are caused by recreation and leisure activities on-site, and others by activities such as agriculture, aquaculture, or residential and economic development in surrounding areas. Coastal management professionals are continually looking for effective ways to prevent or mitigate negative impacts of visitor use. (PDF contains 8 pages) Most coastal and marine protected area managers are challenged with balancing two competing goals—protection of natural and cultural resources and provision of opportunities for public use. In most cases, some level of compromise between the goals is necessary, where one goal constrains or “outweighs” the other. Often there is a lack of clear agreement about the priority of these competing goals. Consequently, while natural resource decisions should ultimately be science-based and objective, such decisions are frequently made under uncertainty, relying heavily upon professional judgment. These decisions are subject to a complex array of formal and informal drivers and constraints—data availability, timing, legal mandate, political will, diverse public opinion, and physical, human, and social capital. This paper highlights assessment, monitoring, and planning approaches useful to gauge existing resource and social conditions, determine feasibility of management actions, and record decision process steps to enhance defensibility. Examples are presented from pilot efforts conducted at the Rookery Bay National Estuarine Research Reserve (NERR) and Ten Thousand Islands National Wildlife Refuge (NWR) in South Florida.

The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

A survey carried out on the fishery of the northern portion of Imo basin (known as Ibu project area for the purpose of this study) provided some information on the number and type of fishermen cropping this portion of the Imo River, Nigeria. The population was found to be very mobile with many itinerant or seasonal fishermen. The type of gear in use was studied and a high number of traditional dug-out canoes recorded which shows the ability of the people to make their own canoes. The presence of freshwater shrimps crayfish and clupeids at this upper region of the Imo River was observed

In August, 1991, an entanglement event was observed in the High Seas Driftnet area in the North Pacific. This description of an entanglement of Lagenorhynchus obliquidens is the first such documented report of dolphins entangling while bowriding. One of the entangled dolphins was rescued from the driftnet.
