This Alliance for Coastal Technologies (ACT) workshop was convened to assess the availability and state of development of conductivity-temperature sensors that can meet the needs of coastal monitoring and management communities. Rased on the discussion, there are presently a number of commercial sensor options available, with a wide range of package configurations suitable for deployment in a range of coastal environments. However, some of the central questions posed in the workshop planning documents were left somewhat unresolved. The workshop description emphasized coastal management requirements and, in particular, whether less expensive, easily deployed, lower-resolution instruments might serve many management needs. While several participants expressed interest in this class of conductivity-temperature sensors, based on input from the manufacturers, it is not clear that simply relaxing the present level of resolution of existing instruments will result in instruments of significantly lower unit cost. Conductivity-temperature sensors are available near or under the $1,000 unit cost that was operationally defined at the workshop as a breakpoint for what might be considered to be a "low cost" sensor. For the manufacturers, a key consideration before undertaking the effort to develop lower cost sensors is whether there will be a significant market. In terms of defining "low cost," it was also emphasized that the "life cycle costs" for a given instrument must be considered (e.g., including personnel costs for deployment and maintenance). An adequate market survey to demonstrate likely applications and a viable market for lower cost sensors is needed. Another topic for the workshop was the introduction to the proposed ACT verification for conductivity-temperature sensors. Following a summary of the process as envisioned by ACT, initial feedback was solicited. The Alliance for Coastal Technologies (ACT) held a Workshop on Sensor Technology for Assessing Groundwater-Surface Water Interactions in the Coastal Zone on March 7 to 9,2005 in Savannah, GA. The main goal of the workshop was to summarize the general parameters, which have been found to be useful in assessing groundwater-surface water (GW-SW) interactions in the coastal zone. The workshop participants (Appendix I) were specifically charged with identifying the types of sensor systems, if any, that have been used to obtain time-series data and to make known which parameters may be the most amenable to the development/application of sensor technology. The group consisted of researchers, industry representatives, and environmental managers. Four general recommendations were made: 1. Educate coastal managers and agencies on the importance of GW-SW interactions, keeping in mind that regulatory agencies are driven by a different set of rules than researchers: the focus is on understanding the significance of the problem and providing solutions. ACT could facilitate this process in two ways. First, given that the research literature on this subject is fairly diffuse, ACT could provide links from its web site to fact sheets or other literature. Second, ACT could organize a focused meeting for managers and/or agency groups. Encourage development of primary tools for quantifying flow. The most promising technology in this respect is flow meters designed for flux chambers, mainly because they should be simple to use and can be made relatively inexpensively. However, it should be kept in mind that they provide only point measurements and several would need to be deployed as a network in order to obtain reliable flow estimates. For evaluating system wide GW-SW interactions, tools that integrate the signal over large areas would be required. Suggestions include a user-friendly hydrogeologic models, keeping in mind that freshwater flow is not the entire story, or continuous radon monitors. Though the latter would be slightly more difficult to use in terms of background knowledge, such an instrument would be low power and easy to operate and maintain. ACT could facilitate this recommendation by identifying funding opportunities on its web site and/or performing evaluations of existing technologies that could be summarized on the web site. Future coastal management practices require that a holistic, ecosystem management approach be adopted. Coastal ecosystems, however, present a variety of specific and unique challenges relative to open ocean systems. In particular, interactions with the seabed significantly influence the coastal ecosystem. Observing technologies must be developed and employed to incorporate seafloor interactions, processes and habitat diversity into research and management activities. An ACT Workshop on Seabed Sensor Technology was held February 1-3, 2006 in Savannah, Georgia, to summarize the current state of sensor technologies applicable to examining and monitoring the coastal seabed, including the near-bed benthic boundary layer and surface sediment layer. Workshop participants were specifically charged to identify current sensors in use, recommend improvements to these systems and to identify areas for future development and activities that would advance the use of sensor technology in the observation, monitoring and management of the coastal benthic environment. An examination is made of the requirements for the commercial propagation of carp and tilapia in Nigeria. It is concluded that the operation of a successful Fish Hatchery and fry production system will depend on the following factors: 1) Correct initial planning for intended production (both species and intended numbers); 2) Design of the appropriate facilities to enable required production; 3) Selection of top calibre, dedicated and experienced hatchery staff; and, 4) The ethical responsibility taken by the hatchery management to produce only the highest quality seed under the best possible conditions. The author endeavours to analyse the recent trend in the local production of fish by sector over a period of 5 years, 1980-1985 and the data available to the author on the Nigerian fish imports. The present and future deficit in fish production in Nigeria could only be met from the capture fishery and the fish farm industry but more likely from the latter. The production techniques involved in fish feed industry are illustrated in this paper with standard feed formulations to arrive at a suitable fish diet. Associated problems of fish feed industry and their possible solutions are highlighted. A case study of investment prospects in fish feed industry as well as the production of brine shrimps are suggested as possible areas of investments in the industry. The unit production cost of fish feed is about 700/ton, while in the case of artemia (brine shrimp), the estimated unit cost if about 400/ton

A brief account is given of the demand for ornamental fish, providing also estimates of world trade volume. The major importing countries are the USA, Japan, Germany, the UK and the Netherlands. Present supply patterns are outlined; although Nigeria has vast natural resources of tropical aquatic life and the right climate for breeding, current exports are estimated at only 5% of the total potential. Conventional aquaculture has been promoted in Nigeria for the past five decades with minimal impact on rural communities: from the findings of Maclearen (1949) where he popularized the use of culturable fish predators Lutjanus sp; Pomades sp; Tarpon adanticus; Chrysichthys nigrodigitatus in earthen ponds near Onikan-Lagos, Nigeria; to the finding of Zwilling, 1963, who reported common carp, Cyprinus carpio propagation and culture in Panyan Fish Farm, near Jos; to the findings of FAO, 1965, when the potential culture of marine mullets culture in brackish water ponds in Buguma, Rivers State was presented. The work of other researchers Sivalingam, (1970; 1973), Ezenwa (1976), development officers and extension officers contributed to the development of aquaculture in few rural areas of the country and informed on public and private owned fish farm infrastructures. Despite a moderate long history of aquaculture research and development in Nigeria, an annual production level of 25,000 metric tons was recorded in 1999. This situation calls for a more sustainable approach for a stronger link between aquaculture research and technology transfer for the development of rural communities of Nigeria. The study examined the sustainability of various indigenous technologies in post-harvest fishery operation in Edo and Delta States (Nigeria). A total of seventy processors were interviewed during the survey through a random selection. The data obtained were analysed by descriptive statistics. The results obtained revealed that the majority of the fish processors within the study areas were married with women who were not educated beyond the first Leaving School Certificate. Most of the fish processed were bought fresh, while the commonest method of preservation/processing practiced was smoking. The type of processing equipment used was the Chorkor smoking kiln and the drum smoker while the commonest source of energy is firewood. The processing activities within the communities were found to be profitable. However it was observed that due to the high cost of processing materials and equipment, the economic growth and the living standard is quite low. Some recommendations were made to improve the traditional method of fish preservation and processing

The pressures placed on the natural, environmental, economic, and cultural sectors from continued growth, population shifts, weather and climate, and environmental quality are increasing exponentially in the southeastern U.S. region. Our growing understanding of the relationship of humans with the marine environment is leading us to explore new ecosystem-based approaches to coastal management, marine resources planning, and coastal adaptation that engages multiple state jurisdictions. The urgency of the situation calls for coordinated regional actions by the states, in conjunction with supporting partners and leveraging a diversity of resources, to address critical issues in sustaining our coastal and ocean ecosystems and enhancing the quality of life of our citizens. The South Atlantic Alliance (www.southatlanticalliance.org) was formally established on October 19, 2009 to “implement science-based policies and solutions that enhance and protect the value of coastal and ocean resources of the southeastern United States which support the region's culture and economy now and for future generations.” The Alliance, which includes North Carolina, South Carolina, Georgia, and Florida, will provide a regional mechanism for collaborating, coordinating, and sharing information in support of resource sustainability; improved regional alignment; cooperative planning and leveraging of resources; integrated research, observations, and mapping; increased awareness of the challenges facing the South Atlantic region; and inclusiveness and integration at all levels. Although I am preparing and presenting this overview of the South Atlantic Alliance and its current status, there are a host of representatives from agencies within the four states, universities, NGOs, and ongoing southeastern regional ocean and coastal programs that are contributing significant time, expertise, and energy to the success of the Alliance; information presented herein and to be presented in my oral presentation was generated by the collaborative efforts of these professionals. I also wish to acknowledge the wisdom and foresight of the Governors of the four states in establishing this exciting regional ocean partnership. (PDF contains 4 pages)

Fisheries is important to Nigeria agricultural economy because it provides employment for fisherfolks (men and women fishers, fishmongers (fish traders), fish processors and fish farmers. It also supplies protein to the diet of Nigerians and it is equally a viable source of foreign exchange earning to the government.The estimated Nigeria population of 120 million consumes about 1.2million metric tones of fish and fish products annual. This justified the important role fisheries could play in nigerian diet considering that Nigeria has vast inland waters that cover an estimated total surface area of 199,580km super(2) and equally vast sea area of 25,000km super(2). In these waters the author claimed that there are diverse fish resources that are of economic importance in both inland and seawaters. FDF (2000) also estimated that the current annual yield of both inland and seawater put together is about 418,069,3 metric tones from artisanal fisheries and 23,720 metric tones from aquaculture. The shortage between the annual consumption level of 1.2million metric tones and annual yield of 418,069,3 metric tones is made available through importation. It is therefore of concern that given the level of current fish yield from the various fisheries resources the demand still exceeds supply. One wonders whether the production inadequacy is due to poor management of available fisheries resources or that improved fisheries technology that could aid increased production was not efficiently transferred to fish farmers. To answer these questions one need to examine the past and present extension policy in Nigeria as they affect dissemination of fisheries technologies

Recent advances in our knowledge of the genetic structure of human caliciviruses (HuCVs) and small round-structured viruses (SRSVs) have led to the development of polymerase chain reaction (PCR)-based molecular tests specific for these viruses. These methods have been developed to detect a number of human pathogenic viruses in environmental samples including water, sewage and shellfish. HuCVs and SRSVs are not culturable, and no animal model is currently available. Therefore there is no convenient method of preparing viruses for study or for reagent production. One problem facing those attempting to use PCR-based methods for the detection of HuCVs and SRSVs is the lack of a suitable positive control substrate. This is particularly important when screening complex samples in which the levels of inhibitors present may significantly interfere with amplificiation. Regions within the RNA polymerase regions of two genetically distinct human caliciviruses have been amplified and used to produce recombinant baculoviruses which express RNA corresponding to the calicivirus polymerase. This RNA is being investigated as a positive control substrate for PCR testing, using current diagnostic primer sets. Recombinant baculovirus technology will enable efficient and cost-effective production of large quantities of positive control RNA with a specific known genotype. We consider the development of these systems as essential for successful screening and monitoring applications.

The document reports on the major findings from a definition study to appraise the options to develop fish tracking equipment, in particular tags and data logging systems, in order to improve the effeciency of the Agency tracking studies and to obtain a greater understanding of fish biology. The definition study was in two parts. The first, Phase 1, collated and evaluated all the known tracking systems that may be suitable for studies of fish which are either produced commercially or have been constructed for specific in-house studies. Phase 2 was an evaluation of all the tracking equipment considered to merit further investigation in Phase 1. The deficiencies between existing and required technologies to improve the efficiency of Agency's tracking studies and to obtain a greater understanding of fish biology are also identified.

Covered in this report are radio telemetry, audio telemetry, High Resolution Position Fixing, data storage and archival tags and other fish tracking systems such as biosonics.
