Due to a lack of data on vessel costs, earnings, and input use, many of the capacity assessment models developed in the economics literature cannot be applied in U.S. fisheries. A baseline survey for the project which had been conducted in 2009 had gaps that could not allow assessment of project performance in the outcome and impact indicators to be made. This study was, therefore, commissioned to reconstruct the baseline data, aligned to the impact and outcome indicators on the project logframe and results framework, against which project achievements could be assessed. The purpose and scope of the study was to reconstruct the baseline data and analysis describing the situation prior to QAFM Project inception, taking 2008 as the baseline year, which was aligned to the project logframe outcome and impact indicators; to collect data on current status to compare project outcome (and where possible impact) in improved fish handling sites in comparison with the baseline as well as with comparable non-improved fish landing sites as control group. The study was conducted through secondary data search from sources at NaFIRRI, DFR and ICEIDA. Field data collection was carried out using a sample survey covering 312 respondents including boat and gear owners, crew members, processors and traders at eight project and two control landing sites. Key Informant Interviews were conducted with DFOs and BMU leaders in the study districts and landing sites respectively.

In field biology, cost efficiency is an essential element of experimental design, with ramifications extending well beyond the basic monetary considerations associated with labour and equipment acquisition. Current economic constraints often require scientists to undertake many technical, secretarial and managerial tasks in addition to those associated with data collection, analysis, interpretation and publication. Because the time spent to process material in the laboratory can rarely be shortened without compromising the integrity of the results, it is imperative that field experiments be well-organised, addressing as many aspects of the problem as possible during the same sampling excursion. The sampling strategy employed should provide a maximum of good field data with a minimum cost of time and effort.

This report comprises a mean weekly summary of the raw data of the fish population of the Stocks Reservoir major tributaries in conjunction with completed maps, diagrams, tables and figures. These cover the Stocks tributary stream survey, the Fishery and fish plate impingement. This paper does not constitute a final report which the author intends to submit as a Ph.D. thesis. However, it does present much of the data and analysis completed in its final draft, which may be of immediate use and benefit to the Authority.

The temperature of water in a river system affects fish in various ways; it has an influence on feeding habits, movement and metabolism. All fish vary in their ability to tolerate fluctuations in temperature, but those that live in a reasonably stable environment are more sensitive to major changes (tropical fish) than are salmon which can tolerate abrupt changes. The body temperature of the majority of fish differs from that of the surrounding water by only 0.5 to 1.0 degrees, and changes in temperature can, in many cases, be a signalling factor for some process, for example spawning, migration or feeding. It has been found, after monitoring the activity in 2,623 salmon in the River Lune, that they live in a water temperature of 0-17 degrees. Whilst salmon ova can develop in a temperature range of 0-12 degrees, spawning takes place within a much closer range, and these tolerances will be found in the Report. This report offers data and analysis of fish movement correlated to water temperature for the years 1964/65.

The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii. This paper describes the development and status of this fishery information system.
