Conflict management is an intrinsic element of natural resource management, and becomes increasingly important amid growing pressure on natural resources from local uses, as well as from external drivers such as climate change and international investment. If policymakers and practitioners aim to truly improve livelihood resilience and reduce vulnerabilities of poor rural households, issues of resource competition and conflict management cannot be ignored. This synthesis report summarizes outcomes and lessons from three ecoregions: Lake Victoria, with a focus on Uganda; Lake Kariba, with a focus on Zambia; and Tonle Sap Lake in Cambodia. Partners used a common approach to stakeholder engagement and action research that we call “Collaborating for Resilience”. In each region, partners assisted local stakeholders in developing a shared understanding of risks and opportunities, weighing alternative actions, developing action plans, and evaluating and learning from the outcomes. These experiences demonstrate that investing in capacities for conflict management is practical and can contribute to broader improvements in resource governance.

Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States. The Lower Mekong Basin has extensive wetlands and these are being threatened by numerous problems. Most of these problems are interdependent and interact with one another. The lack of an appropriate definition of wetlands applicable to the region, pervasive inefficiencies and chronic lack of funds among riparian governments, and the poor appreciation of the true economic importance of wetlands and its resources are among the most prominent. The current definition, based on the Convention on Wetlands (Ramsar, Iran, 1971), is too broad when compared to the understanding of wetlands as being swamps, marshes and the like, and was developed specifically for wetlands with international importance as waterfowl habitats. Furthermore, wetlands are composed of different types of resources, which require different modes of management. Often, institutional competition, overlapping mandates and sometimes jealousies occur between government departments when they try to assert their authority on a particular wetland resource and use, and put forward their development plans without considering how these may conflict with other wetlands uses. Finally, effective wetland management requires reliable statistics or information on rate of harvest of natural resources such as fish and others, fishing/harvesting methods over time in order to determine the level of exploitation, and the status of the natural resources. This information is needed to identify opportunities for expansion, to establish historical trends, and to determine when management interventions are necessary to protect the resources from being overused by other developments. In order to address these issues, ICLARM - The World Fish Center has launched a project, the aim of objectives of which are described in this paper.

Where natural resources are a key component of the rural economy, the ability of the poor to realize their visions for the future depends significantly on institutional structures that govern resource access and management. This case study reports on an initiative on the shores of Lake Kariba in Zambia, where lakeshore residents face competition over fishing, tourism, and commercial aquaculture. Multistakeholder dialogue produced agreements with investors and increased accountability of state agencies and traditional leaders, enabling communities to have greater influence over their futures through improvements in aquatic resource governance. The report documents the rationale for the approach followed and steps in the capacity-building process, discusses obstacles encountered, and identifies lessons for policymakers and practitioners seeking to implement a similar approach.

In Bangladesh, wetlands are managed through leasing system traditionally from time immemorial. Recently the Government accepted co-management approach for wetland fisheries management and this approach is being practiced in few wetlands for maximize revenue income. A study was carried out to evaluate trend and impact of co-management in Tanguar haor (a Ramsar site wetland) on fisheries resources and livelihood of resident people in the immediate vicinity of the wetland. In Tanguar haor, conflict between leaseholders and the local community was a common phenomenon in the past. Since 2003 the district administration of Sunamganj has been managing the vast wetland resources, however, local people participation was ignored in haor management system. Average monthly fish catch of fishermen increased by 17% after introduction of co-management system and 7 fish species reappeared after introduction of co-management. Average monthly volume of fish catch has increased from 70 kg to 87 kg. A well-defined management structure has been developed for integration of all people of Tanguar haor which would enable them to raise voice jointly and influence policy in their favour.
