This commodity and product identification research was undertaken in the context of the CGIAR Research Program on Aquatic Agricultural Systems (AAS). AAS seeks to reduce poverty and improve food security for the millions of small-scale fishers and farmers who depend on the world’s floodplains, deltas and coasts. The objective of this research is to strengthen the capacity of AAS to undertake value chain studies with high potential impact on smallholders. The capacity-building aspect of this research was focused on the process of commodity and product identification for value chain analysis. Its scope was limited to fish and other aquatic animals and products in the Tonle Sap area identified for AAS intervention. The result of the identification process was the selection of a number of commodities and products that were deemed to involve a high number of smallholders along the value chain and that have high market development potential.

Aquaculture is the fastest-growing food production sector globally, with production projected to double within the next 15–20 years. Future growth of aquaculture is essential to providing sustainable supplies of fish in national, regional and global fish food systems; creating jobs; and maintaining fish at affordable levels for resource-poor consumers. To ensure that the anticipated growth of aquaculture remains both economically and ecologically sustainable, we need to better understand the likely patterns of growth, as well as the opportunities and challenges, that these trends present. This knowledge will enable us to better prioritize investments that will help ensure the sustainable development of the sector. In Indonesia, WorldFish and partners have applied a unique methodology to evaluate growth trajectories for aquaculture under various scenarios, as well as the opportunities and challenges these represent. Indonesia is currently the fourth largest aquaculture producer globally, and the sector needs to grow to meet future fish demand. The study overlapped economic and environmental models with quantitative and participatory approaches to understand the future of aquaculture in Indonesia. Such analyses, while not definitive, have provided new understanding of the future supply and demand for seafood in Indonesia stretching to 2030. The learning from this research provides a foundation for future interventions in Indonesian fish food systems, as well as a suite of methodologies that can be applied more widely for insightful analyses of aquaculture growth trajectories in other countries or regions.

The Ugandan fishery, heavily influenced by the emergence of global markets, is extremely dynamic. In recent years a major export trade, principally in Nile perch fillets from Lake Victoria, has expanded markedly. The growth of this factory based processing industry has had a marked impact on the pre-existing artisanal fishery, which has become increasingly dependent on supplying the export market instead of its traditional local small-scale markets. The industrial fishery developed as a response to the liberalisation of the management of the Ugandan economy and the consequent opening up of the export markets in North America and Europe. The emergence of the export industry has resulted in the creation of a dual structure in the fisheries sector, with the Nile perch catching and processing chain operating to European standards, whilst the artisanal sub-sector still utilises traditional methods. This dual structure is a potential source of disadvantage to the artisanal fishery which has command over fewer financial assets than the export fishery.

There is now, more than ever before, a growing demand in this country for research to be directed towards the development programmes of the country. Researchers have come under increasing pressure to relate their work to specific development problems and design their investigations to produce results which will be applicable in addressing these problems. The Fish Commodity Systems Economics (U) Project is an attempt to strengthen the focus of studies at UFFRO and elsewhere within the fish system towards the problems of the fish commodity sub-sector in Uganda in order to formulate measures which will improve the performance of the sub-sector in alleviating some of the nation's socio-economic problems

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is collaborating with partners to develop and implement a foresight-based engagement with diverse stakeholders linked to aquatic agricultural systems. The program’s aim is to understand the implications of current drivers of change for fish agri-food systems, and consequently food and nutrition security, in Africa, Asia and the Pacific. Partners include the Global Forum on Agricultural Research (GFAR), the Forum for Agricultural Research in Africa (FARA) and the African Union’s New Partnership for Africa’s Development (AU-NEPAD). A key part of the program was a participatory scenario-building workshop held in July 2015 under the theme of "futures of aquatic agricultural systems and implications for fish agri-food systems in southern Africa." The objectives for the workshop were (i) to engage local stakeholders in exploring plausible futures of aquatic agricultural systems, and (ii) to broker and catalyze collaborative plans of action based on the foresight analysis. This report presents technical findings from the workshop. Seventy percent of the world's catch of fish and fishery products is consumed as food. Fish and shellfish products represent 15.6 percent of animal protein supply and 5.6 percent of total protein supply on a worldwide basis. Developing countries account for almost 50 percent of global fish exports. Seafood-borne disease or illness outbreaks affect consumers both physically and financially, and create regulatory problems for both importing and exporting countries. Seafood safety as a commodity cannot be purchased in the marketplace and government intervenes to regulate the safety and quality of seafood. Theoretical issues and data limitations create problems in estimating what consumers will pay for seafood safety and quality. The costs and benefits of seafood safety must be considered at all levels, including the fishers, fish farmers, input suppliers to fishing, processing and trade, seafood processors, seafood distributors, consumers and government. Hazard Analysis Critical Control Point (HACCP) programmes are being implemented on a worldwide basis for seafood. Studies have been completed to estimate the cost of HACCP in various shrimp, fish and shellfish plants in the United States, and are underway for some seafood plants in the United Kingdom, Canada and Africa. Major developments within the last two decades have created a set of complex trading situations for seafood. Current events indicate that seafood safety and quality can be used as non-tariff barriers to free trade. Research priorities necessary to estimate the economic value and impacts of achieving safer seafood are outlined at the consumer, seafood production and processing, trade and government levels. Le présent Code définit des principes et des normes internationales de comportement pour garantir des pratiques responsables en vue d'assurer effectivement la conservation, la gestion et le développement des ressources bioaquatiques, dans le respect des écosystèmes et de la biodiversité. Le Code reconnaît l'importance nutritionnelle, économique, sociale, environnementale et culturelle de la pêche et les intérêts de tous ceux qui sont concernés par ce secteur. Le Code prend en considération les caractéristiques biologiques des ressources et de leur environnement, ainsi que les intérêts des consommateurs et autres utilisateurs. The Nigerian pelagic fishery contributes about two-thirds of the total marine fishery resources of the country. The main components of this fishery are the clupeid (Ethmalosa, and Sardinella spp) and the scombroid (jacks, barracuda and tuna) fisheries. In 1979 to 1983, fish production from the national inshore and brackishwater zones was 1,702,685 tonnes. Bonga (Ethmalosa fimbriata) which dominates the pelagic fishery in the Cross River State of Nigeria, contributed about 158,612 tonnes (i.e. 9.3%) of this national marine fish catch. Although bonga is caught along the entire Nigerian coast, a significant fishery exists mostly in the wider estuary of the Cross River State, which borders on the Cameroon Republic. In the Cross River State, and within the period, bonga contributed 24% to the marine fish landings. Bonga is supported by a single species (E. fimbriata). The species forms an important fishery all the year-round in the open sea off these estuaries, whenever the canoes venture to sea, but these open sea fisheries are affected by whether conditions. The best, and most suitable gear for bonga are the gill nets, cast nets, boat seines, and shore seines. Dried and smoked bonga are a common market commodity in the southern parts of the country generally, but particularly in the Cross State where it is a readily available and acceptable food item

In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.

This article covers the biology and the history of the bay scallop habitats and fishery from Massachusetts to North Carolina. The scallop species that ranges from Massachusetts to New York is Argopecten irradians irradians. In New Jersey, this species grades into A. i. concentricus, which then ranges from Maryland though North Carolina. Bay scallops inhabit broad, shallow bays usually containing eelgrass meadows, an important component in their habitat. Eelgrass appears to be a factor in the production of scallop larvae and also the protection of juveniles, especially, from predation. Bay scallops spawn during the warm months and live for 18–30 months. Only two generations of scallops are present at any time. The abundances of each vary widely among bays and years. Scallops were harvested along with other mollusks on a small scale by Native Americans. During most of the 1800’s, people of European descent gathered them at wading depths or from beaches where storms had washed them ashore. Scallop shells were also and continue to be commonly used in ornaments. Some fishing for bay scallops began in the 1850’s and 1860’s, when the A-frame dredge became available and markets were being developed for the large, white, tasty scallop adductor muscles, and by the 1870’s commercial-scale fishing was underway. This has always been a cold-season fishery: scallops achieve full size by late fall, and the eyes or hearts (adductor muscles) remain preserved in the cold weather while enroute by trains and trucks to city markets. The first boats used were sailing catboats and sloops in New England and New York. To a lesser extent, scallops probably were also harvested by using push nets, picking them up with scoop nets, and anchor-roading. In the 1910’s and 1920’s, the sails on catboats were replaced with gasoline engines. By the mid 1940’s, outboard motors became more available and with them the numbers of fishermen increased. The increases consisted of parttimers who took leaves of 2–4 weeks from their regular jobs to earn extra money. In the years when scallops were abundant on local beds, the fishery employed as many as 10–50% of the towns’ workforces for a month or two. As scallops are a higher-priced commodity, the fishery could bring a substantial amount of money into the local economies. Massachusetts was the leading state in scallop landings. In the early 1980’s, its annual landings averaged about 190,000 bu/yr, while New York and North Carolina each landed about 45,000 bu/yr. Landings in the other states in earlier years were much smaller than in these three states. Bay scallop landings from Massachusetts to New York have fallen sharply since 1985, when a picoplankton, termed “brown tide,” bloomed densely and killed most scallops as well as extensive meadows of eelgrass. The landings have remained low, large meadows of eelgrass have declined in size, apparently the species of phytoplankton the scallops use as food has changed in composition and in seasonal abundance, and the abundances of predators have increased. The North Carolina landings have fallen since cownose rays, Rhinoptera bonsais, became abundant and consumed most scallops every year before the fishermen could harvest them. The only areas where the scallop fishery remains consistently viable, though smaller by 60–70%, are Martha’s Vineyard, Nantucket, Mass., and inside the coastal inlets in southwestern Long Island, N.Y.

Where natural resources are a key component of the rural economy, the ability of the poor to realize their visions for the future depends significantly on institutional structures that govern resource access and management. This case study reports on an initiative on the shores of Lake Kariba in Zambia, where lakeshore residents face competition over fishing, tourism, and commercial aquaculture. Multistakeholder dialogue produced agreements with investors and increased accountability of state agencies and traditional leaders, enabling communities to have greater influence over their futures through improvements in aquatic resource governance. The report documents the rationale for the approach followed and steps in the capacity-building process, discusses obstacles encountered, and identifies lessons for policymakers and practitioners seeking to implement a similar approach.

Fisheries continue to be important in the national economy, especially as an export commodity. Fish exports increased from 15,876 tonnes valued at 34.4 million US$ in 2000 to 28,153 tonnes valued at 79.0 million US$ in 2001. Consequently information for sustainable exploitation and management of fish stocks is a priority. In order to fulfill this requirement, FIRRI has been implementing two research projects. The first project focuses on sustaining and increasing capture fisheries production through management of fish stocks, biodiversity and environment of aquatic systems. The second project focuses on increasing fish production through improved fry production and pond management and feeding of cultured species.

One of the avenues through which the Government objective of poverty eradication in Uganda can be achieved is Fisheries development and management. Up to 20% of Uganda’s surface area is covered by aquatic systems i.e. lakes, rivers, streams and swamps and to a large extent, all these are interconnected. The large lakes: Victoria, Albert, Kyoga, George and Edward are sites of the more important commercial fisheries, but even the smaller water bodies, rivers (e.g. the Rivers Nile and Kagera) and the surrounding swamps provide sources of livelihood to rural areas. Fish is an important source of high quality food, employment revenue and is currently the second most important export commodity next to coffee generating approximately US $ 80 million annually. Fish exports to regional markets are worth at least US $ 20 million annually. Fish flesh is rich in proteins, which are superior to those of beef and poultry. Fish flesh contains an anticholesterol which assists in reducing heart diseases. Some fishes are of medicinal value e.g. haplochromines (Nkejje) are used to treat measles. Most of the fish in Uganda is got from lakes Victoria, Kyoga, Albert and Albert Nile, Edward and George production systems as well as from the 160 minor lakes and rivers and the associated wetland systems. Capture fisheries based in these systems contribute up to 99% of the fish production in Uganda but aquaculture is also picking up. The fishing industry employs up to one million Ugandans
