The Cogtong Bay experience represents a bold attempt to pursue a shared responsibility between the government and local residents for rehabilitating coastal resources. Some of the factors that provided the impetus to co-management arrangements were the recognition of resource management problems, dependence on coastal resources for livelihood and the desire for more sustainable resource use. This paper draws attention to the importance of legitimate user/property rights, vigilant law enforcement efforts, common commitment among stakeholders and continuing support from local leadership in viable co-management arrangements.

As threats to the marine environment continue to remain high, and conventional resource-management techniques have been found wanting, marine protected areas (MPAs) are being seen as a tool to address the abuse and destruction of the environment. This study discusses the social dimensions of MPAs in Tanzania, using the case of the Mafia Island Marine Park and the socioeconomic, political and cultural contexts within which Mafia people live their lives. After reviewing the rather thin literature on the subject, we investigate the relationship between aquaculture and poverty based on a case study of five coastal communities in the Philippines. The analysis relies on a data set collated through a questionnaire survey of 148 households randomly selected in these five communities. The methodological approach combines the qualitative analysis of how this relationship is perceived by the surveyed households and a quantitative analysis of the levels and determinants of poverty and inequality in these communities. There is overwhelming evidence that aquaculture benefits the poor in important ways and that it is perceived very positively by the poor and non-poor alike. In particular, the poor derive a relatively larger share of their income from aquaculture than the rich, and a lowering of the poverty line only reinforces this result. Further, a Gini decomposition exercise shows unambiguously that aquaculture represents an inequality-reducing source of income. We believe that the pro-poor character of brackish water aquaculture in the study areas is explained by the fact that the sector provides employment to a large number of unskilled workers in communities characterized by large surpluses of labour. Our results also suggest that the analysis of the relationship between aquaculture and poverty should not focus exclusively on the socio-economic status of the farm operator/owner, as has often been the case in the past. The variables include the age-structure of the fishermen, level of investment, educational background, membership of co-operative societies and marketing arrangements. All these variables were found to be crucial to productivity in the artisanal fishing sector

Technology generation and dissemination are important components of rural transformation programmes. Nigerian fisheries sub-sector is still hampered by low productivity (especially in aquaculture) and low output (capture fisheries and post-harvest technologies). Research institutions and the Universities have made efforts in developing improved technologies to find solution to these problems, yet the level of adoption of the technologies remain low. This is due to a combination of various factors among which are faulty agricultural policies; institutional framework and unfavourable socio-economic environment. Niger State plays an important role in production in Nigeria and host the only research institute with the mandate in inland fisheries. It is important therefore to know the effectiveness of various extension approaches used in disseminating the technologies developed and their impact on adopters. Forty fishers were randomly selected in Shiroro L.G.A. of the Niger State and interviewed. The study probed into their socio-economic characteristics, traditional practices, extent of awareness and adoption for fisheries technologies and the effectiveness and impact of various approaches used by the extension organizations to disseminate the technologies. The results show that the economically active age group of the fishers was in the range of 20-50 years (87.5%). Males (95%) dominate the fisher population. 47.5% of the respondents have average household size of 6-10 and 57.5% were below primary school in educational attainment. Only 57.5% belonged to cooperative societies, while 90.0% of the fishers have no access to credit other than personal finance. Majority of fish-farmers (60%) operate at homestead level with pond size less than 50 square meter, stock under polyculture fishing methods are at subsistence level, while 67.5% of processors use mud-oven to cure, by smoking, freshly caught fish. Disseminated aquaculture technologies have low level of awareness (5-20%) and adoption (2.5-22.5%). For capture fisheries and post-harvest technologies awareness levels of 47.5-72.5% and adoption levels of 27.5-50.0% were recorded. Method demonstration (87.5%), result demonstration (75.0%) and field days (47.5%) are the major approaches used by the ADP. Respondents were of the opinion that method demonstration (65%), result demonstration (57.5%) and field day (30.0%) are effective. 62.5% of respondents had enhanced income due impact of extension activities

Coastal communities throughout the United States have dealt with the devastating effects of storms for centuries, however today’s threats are greater due to three factors. First, the population along the coastline has grown, and is projected to increase.i Additionally, past land use management decisions in the coastal zone have rarely led to the greatest protection from threats. Finally, climate change is predicted to affect coastal areas by accelerating current sea level rise rates and possibly increasing storm intensity.ii These factors compounded together mean that coastal communities are facing a very dangerous situation that threatens economies and human life. The foundation of Habermas's argument, a leading critical theorist, lies in the unequal distribution of wealth across society. He states that in an advanced capitalist society, the possibility of a crisis has shifted from the economic and political spheres to the legitimation system. Legitimation crises increase the more government intervenes into the economy (market) and the "simultaneous political enfranchisement of almost the entire adult population" (Holub, 1991, p. 88). The reason for this increase is because policymakers in advanced capitalist democracies are caught between conflicting imperatives: they are expected to serve the interests of their nation as a whole, but they must prop up an economic system that benefits the wealthy at the expense of most workers and the environment. Habermas argues that the driving force in history is an expectation, built into the nature of language, that norms, laws, and institutions will serve the interests of the entire population and not just those of a special group. In his view, policy makers in capitalist societies are having to fend off this expectation by simultaneously correcting some of the inequities of the market, denying that they have control over people's economic circumstances, and defending the market as an equitable allocator of income. (deHaven-Smith, 1988, p. 14). Critical theory suggests that this contradiction will be reflected in Everglades policy by communicative narratives that suppress and conceal tensions between environmental and economic priorities. Habermas’ Legitimation Crisis states that political actors use various symbols, ideologies, narratives, and language to engage the public and avoid a legitimation crisis. These influences not only manipulate the general population into desiring what has been manufactured for them, but also leave them feeling unfulfilled and alienated. Also known as false reconciliation, the public's view of society as rational, and "conductive to human freedom and happiness" is altered to become deeply irrational and an obstacle to the desired freedom and happiness (Finlayson, 2005, p. 5). These obstacles and irrationalities give rise to potential crises in the society. Government's increasing involvement in Everglades under advanced capitalism leads to Habermas's four crises: economic/environmental, rationality, legitimation, and motivation. These crises are occurring simultaneously, work in conjunction with each other, and arise when a principle of organization is challenged by increased production needs (deHaven-Smith, 1988). Habermas states that governments use narratives in an attempt to rationalize, legitimize, obscure, and conceal its actions under advanced capitalism. Although there have been many narratives told throughout the history of the Everglades (such as the Everglades was a wilderness that was valued as a wasteland in its natural state), the most recent narrative, “Everglades Restoration”, is the focus of this paper.(PDF contains 4 pages)

The Improved Fish Smoker (IFS) was designed and constructed by NIFFR in collaboration with GTZ in 1997. After the on-station trials, five fishing villages with pronounced fishing activities were selected for the demonstration. The IFS and the traditional Smoking Kiln were compared in one of the fishing villages using Gross Margin analysis (GM) and productivity index to determine the profitability and productivity of the two kilns. It was found that the average income of IFS users at fully capacity was N5, 555.50 per day in a year N1.3 million would be realized. Conversely, the average income of the users of Traditional Smoking Kiln (TSK) was N649.00 per day and about N152, 150.50 would be realized in a year. From this estimate, it is evident that the IFS are more profitable than the TSK. Productivity index of the two kilns also revealed that the productivity of IFS is higher than the TSK. Thus, using the IFS would enhance the income of artisanal women Fish Processors (AWOFPS) and ensure food security for the household

This study presents evidence from a case study of an ecological appraisal of Tatabu flood plain aimed at formulation management approaches for the enhancement of the fishing communities social economic and cultural realities. Tabtabu flood plain is located north of Jebba and at high water the ecosystems cover about 700 hectares. Fishing constitutes the principal economic activity of natural fish food and flora (especially phytoplankton and zooplankton) which support and favour the growth of over 26 fish species that belong to 15 families. Among the commercially important species in terms of dominance on percentage weight basis are Mochokidae, Cichlidae, Claridae and Characidae with an overall average standing crop of 88.24kg/ha based on gill net experiment. The study based on the intrinsic ecological attributes and local people willingness for sustained contribution of fisheries to food supply indicates that with adequate management Tatabu flood plain ecosystems have tremendous fishery potentials that would enhance the economic well being of the communities. A study of the composition and distribution of fish populations in the inshore, surface and bottom water habitats of Kangimi Reservoir showed that the most abundant family was the Cichlidae followed in order of abundance by the familiesCyprinidae, Schilbeidae, Mormyridae, Mochokidae, Characidae, centropomidae and Bagridae. Though the overall composition of families caught inn the three habitats did not vary significantly (P>0.05) only family Cichlidae showed habitat preference: there was a preponderance of Cichlidae in the inshore water habitat (P<0.05). The families Bagridae and Centropomidae were caught only in the inshore and bottom water habitats while the other families were caught from all habitats and showed no habitat preference. The dominance of primary and secondary consumers indicates high fish production potential under adequate management

The depth, alkalinity, total dissolved solids and conductivity of Kubanni Reservoir were monitored biweekly between December 2003 and April 2004. The range values and their means were 0.8-4.64m, 42-67mg/l, 52-71mg/l and 104-142 mhos/cm; 2.8m, 42.6mg/l, 59.8mg/l and 119.6 mhos/cm respectively. Total Dissolved solids correlated significantly (P<0.05) with depth and conductivity while alkalinity correlated highly and significantly(P<0.05) with conductivity, total dissolved solids but negatively correlated with depth. The electrical conductivity was positively and highly correlated with depth while Morpho-Edaphic Index (MEI) which increased with depth decrease correlated positively with conductivity. Based on the average value of the MEI the potential fish catch of the reservoir was estimated to be 38kg/ha. This estimate was compared with other values obtained from other African reservoirs/lakes and management considerations under "private liability company" are proffered

A case study of Atlantic Salmon runs into the R. Tyvi (S. Wales) is presented. Radio tracking of over 200 salmon in 1988 and 1989 has demonstrated that flow is an important factor in modifying both run timing and migratory success. Entry of salmon into the river is typically in response to flow events, and periods of low falling flows delay entry and may directly result in reduced runs into the river. Delayed entry may also increase the proportion of the run migrating after the end of both rod and net fishing seasons. The implications of these results for net and rod catch and catch/effort data are discussed, using both statutory reported catch data and data from specific catch/effort studies. Flow is demonstrated to be a dominant factor in determining the within-season distribution of rod catch and catch/effort during low-flow years. Estuarial seine net catch and catch/effort tend to be controlled more by time of return than by flow although low flows may delay runs. Annual reported rod catch is correlated with flow, which controls in season availability, catchability and consequently the amount of fishing effort. Use of catch or catch/effort data should take account of inter-year variations in flow and other environmental factors. Although catch and catch/effort are valuable indicators of fishery performance, they are inadequate to represent changing stock levels.
