To better address the charter and party boat fishery needs in the U.S. Gulf of Mexico, fishery managers must understand the linkages between the industry and other groups and organizations that affect its success. Gulf state charter and party boat operators were interviewed to ascertain the extent of their social network linkages, membership in community organizations, business community relationships, and linkages to information sources. Approximately one-third to one-half of the charter and party boat operators did not belong to local community organizations that could assist their business through tourism promotion or natural resource protection. Despite their limited integration in the community, the vast majority of operators gave and received referrals from other businesses. Of four major information sources, the National Weather Service and the County Marine Extension agents were rated highest and lowest, respectively, in mean importance to charter and party boat operators. Results suggest that business success can be enhanced by strengthening network ties between operators and local businesses, chambers of commerce, and tourism organizations. For this to occur, individual operators and charter/party boat organizations need to become more effective in representing industry interests. Informational linkages between industry and govemment agencies also need improvement.

We analyzed the relationships between the larval and juvenile abundances of selected estuarine-dependent fishes that spawn during the winter in continental shelf waters of the U.S. Atlantic coast. Six species were included in the analysis based on their ecological and economic importance and relative abundance in available surveys: spot Leiostomus xanthurus, pinfish Lagodon rhomboides, southern flounder Paralichthys lethostigma, summer flounder Paralichthys dentatus, Atlantic croaker Micropogonias undulatus, and Atlantic menhaden Brevoortia tyrannus. Cross-correlation analysis was used to examine the relationships between the larval and juvenile abundances within species. Tests of synchrony across species were used to find similarities in recruitment dynamics for species with similar winter shelf-spawning life-history strategies. Positive correlations were found between the larval and juvenile abundances for three of the six selected species (spot, pinfish, and southern flounder). These three species have similar geographic ranges that primarily lie south of Cape Hatteras. There were no significant correlations between the larval and juvenile abundances for the other three species (summer flounder, Atlantic croaker, and Atlantic menhaden); we suggest several factors that could account for the lack of a relationship. Synchrony was found among the three southern species within both the larval and juvenile abundance time series. These results provide support for using larval ingress measures as indices of abundance for these and other species with similar geographic ranges and winter shelf-spawning life-history strategies.

Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better support the livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

Abstract—In the first of two companion papers, a 54-yr time series for the oyster population in the New Jersey waters of Delaware Bay was analyzed to develop biological relationships necessary to evaluate maximum sustainable yield (MSY) reference points and to consider how multiple stable points affect reference point-based management. The time series encompassed two regime shifts, one circa 1970 that ushered in a 15-yr period of high abundance, and a second in 1985 that ushered in a 20-yr period of low abundance. The intervening and succeeding periods have the attributes of alternate stable states. The biological relationships between abundance, recruitment, and mortality were unusual in four ways. First, the broodstock–recruitment relationship at low abundance may have been driven more by the provision of settlement sites for larvae by the adults than by fecundity. Second, the natural mortality rate was temporally unstable and bore a nonlinear relationship to abundance. Third, combined high abundance and low mortality, though likely requiring favorable environmental conditions, seemed also to be a self-reinforcing phenomenon. As a consequence, the abundance –mortality relationship exhibited both compensatory and depensatory components. Molecular markers based on mitochondrial DNA (mtDNA) are extensively used to study genetic relationships. mtDNA has been used in phylogenetic studies to understand the evolutionary history of species because it is maternally inherited and is not subject to genetic recombination (Gyllensten et al., 1991). The high mutation rate of mtDNA makes it a useful tool for differentiating between closely related species (Brown et al., 1979)—a tool that is especially important when significant variations occur between species, but not within species (Hill et al., 2001; Blair et al., 2006; Chow et al., 2006a).

Electrophoretic and serological studies of foot muscle protein of three species of Cerithiacea (Telescopium telescopium, Cerithidea fluviatilis and C. obtusum) were carried out to understand their relationships. Living specimens were collected from mud flats and mangrove swamps off Portonovo. Polyacrylamide electrophoresis of proteins from foot muscle extract of T. telescopium, C. fluviatilis and C. obtusum showed that the former had a different densitometric profile as well as more number of protein bands; but the later two species showed a closer related pattern as well as lesser number of protein bands. At the same time these two species are distinguished from each other in their total number of bands and Rf values. Immunological studies using micro-Ouchterlony double diffusion tests which absorbed antiserum indicated that C. fluviatilis and C. obtusum were more closely related as revealed by an identity reactions than T. telesopium as shown by non-identity reactions. A study was conducted to determine the relationships between secchi disk variability, water temperature and dissolved oxygen in fish ponds. Multiple regression correlation analysis was done to evaluate the relationships between the variables. Results indicated that the ranges of secchi disk visibility, water temperature and dissolved oxygen in the study ponds were just within the ranges of the variables for tilapia culture. Multiple regression correlation showed no (or insignificant) relationships with dissolved oxygen and water temperature, dissolved oxygen with secchi disk visibility and water temperature with secchi disk visibility.

A literature review was conducted to locate information on the flow of energy from primary producers to the fishery stocks of the Puerto Rican-Virgin Islands insular shelf. This report uses site-specific information to describe the major ecological subsystems, or habitats, of the region, to identify the more common species and the subsystems in which they occur, to quantify productivity and biomass, and to outline trophic relationships. Discussions on each topic and subsystem vary in substance and detail, being limited by the availability and accessibility of information. (PDF contains 189 pages) Seven distinct subsystems are described: mangrove estuary, seagrass bed, coral reef, algal plain, sand/mud bottom, shelf break, and overlying pelagic. Over 50 tables provide lists of species found in each habitat on various surveys dating back to 1956. Estimates of density, relative abundance, and productivity are provided when possible. We evaluated whether sufficient information exists to support an analysis of the energy basis of fishery production in the area, beginning with the design and development of an ecosystem model. Data needs in three categories - species lists, biomass, and trophic relations - were examined for each subsystem and for each of three species groups - primary producers, invertebrates, and fish. We concluded that adequate data, sufficient for modeling purposes, are available in 16 (25%) of 64 categories; limited data, those requiring greater extrapolation, are available in 35 (55%) categories; and no data are available in 13 (20%) categories. The best-studied subsystems are seagrass beds and coral reefs, with at least limited data in all categories. Invertebrates, the intermediate link in the food web between primary producers and fishes, are the least quantified group in the region. Primary production and fishes, however, are relatively well-studied, providing sufficient data to support an ecosystem-level analysis and to initiate a modeling effort.

The toxicity of sediments in Sabine Lake, Texas, and adjoining Intracoastal Waterway canals was determined as part of bioeffects assessment studies managed by NOAA’s National Status and Trends Program. The objectives of the survey were to determine: (1) the incidence and degree of toxicity of sediments throughout the study area; (2) the spatial patterns (or gradients) in chemical contamination and toxicity, if any, throughout the study area; (3) the spatial extent of chemical contamination and toxicity; and (4) the statistical relationships between measures of toxicity and concentrations of chemicals in the sediments. Surficial sediment samples were collected during August, 1995 from 66 randomly-chosen locations. Laboratory toxicity tests were performed as indicators of potential ecotoxicological effects in sediments. A battery of tests was performed to generate information from different phases (components) of the sediments. Tests were selected to represent a range in toxicological endpoints from acute to chronic sublethal responses. Toxicological tests were conducted to measure: reduced survival of adult amphipods exposed to solid-phase sediments; impaired fertilization success and abnormal morphological development in gametes and embryos, respectively, of sea urchins exposed to pore waters; reduced metabolic activity of a marine bioluminescent bacteria exposed to organic solvent extracts; and induction of a cytochrome P-450 reporter gene system in exposures to solvent extracts of the sediments. Chemical analyses were performed on portions of each sample to quantify the concentrations of trace metals, polynuclear aromatic hydrocarbons, and chlorinated organic compounds. Correlation analyses were conducted to determine the relationships between measures of toxicity and concentrations of potentially toxic substances in the samples. Based upon the compilation of results from chemical analyses and toxicity tests, the quality of sediments in Sabine Lake and vicinity did not appear to be severely degraded. Chemical concentrations rarely exceeded effects-based numerical guidelines, suggesting that toxicant-induced effects would not be expected in most areas. None of the samples was highly toxic in acute amphipod survival tests and a minority (23%) of samples were highly toxic in sublethal urchin fertilization tests. Although toxic responses occurred frequently (94% of samples) in urchin embryo development tests performed with 100% pore waters, toxicity diminished markedly in tests done with diluted pore waters. Microbial bioluminescent activity was not reduced to a great degree (no EC50 <0.06 mg/ml) and cytochrome P-450 activity was not highly induced (6 samples exceeded 37.1 ug/g benzo[a]pyrene equivalents) in tests done with organic solvent extracts. Urchin embryological development was highly correlated with concentrations of ammonia and many trace metals. Cytochrome P450 induction was highly correlated with concentrations of a number of classes of organic compounds (including the polynuclear aromatic hydrocarbons and chlorinated compounds). During July and August 1988, 21 ponds and 33 ditch sites were sampled at Swavesey fens in East Anglia. Water from each site was collected and analysed at monthly intervals in the year preceding faunal sampling. Temperature and oxygen were measured on site. The "quality" of the faunal community was assessed by three approaches: a modification of the BMWP scoring system (Biological Monitoring Working Party); faunal richness was calculated as the number of faunal "groups" at each site; and by using Simpson's index of diversity. Statistical analysis was carried out to explore the relationships between sites, environmental variables and faunal diversity. The survey clearly showed the detrimental effects of elevated nitrate and phosphate from agricultural sources and the localised impacts of treated sewage effluent on invertebrates in ditches.

There is a need to determine quantitative relationships between fishery status and water quality in order to make informed judgements concerning fishery health and the setting of environmental quality standards for fishery protection. Such relationships would also assist in the formulation of a system for classifying fisheries. A national database of fisheries and water quality has been collated from the archives of pollution control authorities throughout the UK. A number of probable and potential water quality effects on fish populations have been identified from a thorough analysis of the database, notwithstanding large confounding effects such as habitat variation and fish mobility, and the generally sparse nature of water quality information. A number of different approaches to data analysis was utilised, and the value of each has been appraised. Recommendations concerning the integration of water quality assessment approaches have been made and further research on fishery status, and its measurement, in relation to water quality has been suggested.

Thirty individuals of each species of Indian major carps, i.e., Catla catla, Cirrhinus cirrhosus (C. mrigala) and Labeo rohita, obtained from a nursery near Mymensingh, Bangladesh were analysed by means of allozyme electrophoresis. Twenty-one loci were studied. Several loci revealed significant deviation from Hardy-Weinberg expectations caused by deficiency of heterozygotes, indicating Wahlund effects due to problems with species identification. Moreover, bimodal distributions of individual heterozygosity within the three putative species indicated hybridisation. This was confirmed using analysis of individual admixture proportions, as individuals misidentified to species and hybrids between species were observed. Furthermore, factorial correspondence analysis to visualize genetic relationships among individuals revealed three distinct groups containing misclassified individuals, along with some intermediate individuals interpreted as hybrids. Ten per cent of all C. catla and L. rohita had been erroneously identified to species, and 40 per cent of all presumptive C. catla were hybrids between C. catla x C. cirrhosus and C. catla x L. rohita. In the case of C. cirrhosus, 37 per cent of the samples were C. cirrhosus x L. rohita hybrids. Thirty per cent of all presumptive L. rohita turned out to be hybrids between L. rohita x C. catla and L. rohita x C. cirrhosus. The high incidence of hybrids in C. catla might be responsible for slower growth of the fish in aquaculture.

A comparison of Mycobacterium tuberculosis complex isolates from seals (pinnipeds) in Australia, Argentina, Uruguay, Great Britain and New Zealand was undertaken to determine their relationships to each other and their taxonomic position within the complex. Isolates from 30 cases of tuberculosis in six species of pinniped and seven related isolates were compared to representative and standard strains of the M. tuberculosis complex. The seal isolates could be distinguished from other members of the M. tuberculosis complex, including the recently defined ‘Mycobacterium canettii’ and ‘Mycobacterium caprae’, on the basis of host preference and phenotypic and genetic tests. Pinnipeds appear to be the natural host for this ‘seal bacillus’, although the organism is also pathogenic in guinea pigs, rabbits, humans, Brazilian tapir (Tapirus terrestris) and, possibly, cattle. Infection caused by the seal bacillus is predominantly associated with granulomatous lesions in the peripheral lymph nodes, lungs, pleura, spleen and peritoneum. Cases of disseminated disease have been found. As with other members of the M. tuberculosis complex, aerosols are the most likely route of transmission. A study was conducted, in association with the Alabama and Mississippi National Estuarine Research Reserves (NERRs) in the Gulf of Mexico (GoM) as well as the Georgia, South Carolina, and North Carolina NERRs in the Southeast (SE), to evaluate the impacts of coastal development on tidal creek sentinel habitats, including potential impacts to human health and well-being. Uplands associated with Southeast and Gulf of Mexico tidal creeks, and the salt marshes they drain, are popular locations for building homes, resorts, and recreational facilities because of the high quality of life and mild climate associated with these environments. Tidal creeks form part of the estuarine ecosystem characterized by high biological productivity, great ecological value, complex environmental gradients, and numerous interconnected processes. This research combined a watershed-level study integrating ecological, public health and human dimension attributes with watershed-level land cover data. The approach used for this research was based upon a comparative watershed and ecosystem approach that sampled tidal creek networks draining developed watersheds (e.g., suburban, urban, and industrial) as well as undeveloped sites (Holland et al. 2004, Sanger et al. 2008). The primary objective of this work was to define the relationships between coastal development with its concomitant land cover changes, and non-point source pollution loading and the ecological and human health and wellbeing status of tidal creek ecosystems. Nineteen tidal creek systems, located along the Southeastern United States coast from southern North Carolina to southern Georgia, and five Gulf of Mexico systems from Alabama and Mississippi were sampled during summer (June-August) 2005, 2006 (SE) and 2008 (GoM). Within each system, creeks were divided into two primary segments based upon tidal zoning: intertidal (i.e., shallow, narrow headwater sections) and subtidal (i.e., deeper and wider sections), and watersheds were delineated for each segment. In total, we report findings on 29 intertidal and 24 subtidal creeks. Indicators sampled throughout each creek included water quality (e.g., dissolved oxygen, salinity, nutrients, chlorophyll-a levels), sediment quality (e.g., characteristics, contaminant levels including emerging contaminants), pathogen and viral indicators (e.g., fecal coliform, enterococci, F+ coliphages, F- coliphages), and abundance and tissue contamination of biological resources (e.g., macrobenthic and nektonic communities, shellfish tissue contaminants). Tidal creeks have been identified as a sentinel habitat to assess the impacts of coastal development on estuarine areas in the southeastern US. A conceptual model for tidal creeks in the southeastern US identifies that human alterations (stressors) of upland in a watershed such as increased impervious cover will lead to changes in the physical and chemical environment such as microbial and nutrient pollution (exposures), of a receiving water body which then lead to changes in the living resources (responses). The overall objective of this study is to evaluate the applicability of the current tidal creek classification framework and conceptual model linking tidal creek ecological condition to potential impacts of development and urban growth on ecosystem value and function in the Gulf of Mexico US in collaboration with Gulf of Mexico NERR sites. The conceptual model was validated for the Gulf of Mexico US tidal creeks. The tidal creek classification system developed for the southeastern US could be applied to the Gulf of Mexico tidal creeks; however, some differences were found that warrant further examination. In particular, pollutants appeared to translate further downstream in the Gulf of Mexico US compared to the southeastern US. These differences are likely the result of the morphological and oceanographic differences between the two regions. Tidal creeks appear to serve as sentinel habitats to provide an early warning of the ensuing harm to the larger ecosystem in both the Southeastern and Gulf of Mexico US tidal creeks.

The rockfishes of the sebastid genus Sebastes are a very important fishery resource off the coasts of California and southern Oregon. How-ever, many of the 54 managed stocks of west coast rockfish have recently reached historically low population levels, leading fishery managers to re-examine current management practices. Management of rockfish stocks as multispecies aggregates, as opposed to independent stocks within the ground-fish fishery, can be more desirable when nontargeted bycatch, discard, and management complexity are considered. Rockfish assemblage structure and species co-occurrences were determined by using data from the Alaska Fisheries Science Center triennial continental shelf bottom trawl survey. The weight of rockfish species in trawl catches was expressed as a catch-per-unit-of-effort (CPUE) statistic, from which species spatial distributions, overlaps, diversity, and richness were analyzed. Multidimensional scaling of transformed CPUE data was employed in indirect gradient and multivariate partitioning analyses to quantify assemblage relationships. Results indicated that rockfish distributions closely match the bathymetry of coastal waters. Indirect gradient analysis suggested that depth and latitude are the principal factors in structuring the spatial distributions of rockfish on trawlable habitat. In addition, four assemblages were identified through the joint evaluation of species’ distributions and multivariate partitioning analyses: 1) deep-water slope; 2) northern shelf; 3) southern shelf; and 4) nearshore. The slope, shelf, and near-shore groups are found in depth ranges of 200–500 m, 100–250 m, and 50–150 m, respectively. The division of northern and southern shelf assemblages occurs over a broad area between Cape Mendocino and Monterey Canyon. The results of this analysis are likely to have direct application in the management of rockfish stocks off the coasts of southern Oregon and California.
