Storm force flooding continues to be a major concern in the hurricane season and causes considerable loss to the coastal communities. National Flood Insurance Program (NFIP) provides recovery resources for the flood disaster and dissuades uneconomic uses from locating in flood hazard area. In order to motivate flood insurance purchase and promote increased flood hazard mitigation, the Community Rating System (CRS) that is a part of NFIP, credits 18 community floodplain management activities. However, CRS has been marked by a lack of active participation since its inception limiting its potential effectiveness. As of January 2008, 1080 communities, representing only 5% of all the NFIP communities have enrolled in CRS. Little empirical evidence exists to shed light on what factors influence the establishment of local hazard mitigation projects. To fill this gap, we propose to analyze flood hazard mitigation projects in 37 North Carolina coastal counties between 2002 and 2008. Specifically, we will examine the influence of physical, risk, and socioeconomic factors on coastal community hazard mitigation decisions as reflected in the CRS score. The study was an endeavor to bring forward a concise, factual description of the salient features of the present status of artisanal fisheries resources and its management for sustainable development of fishing communities in Teknaf coast, Cox’s Bazar, Bangladesh. This study was conducted through 14 fishing villages of 4 Unions in Teknaf Upazila. As a hub of various fisheries deeds, a comprehensive coastal fisheries census, conducted on the coast during the study period, revealed that about 566 fishing fleet of two types, 1263 fishing gears of seven kinds, 6466 fishermen were being involved in fishing at Naaf river estuary. The catch composition of the coastal fishing was found 52 finfish species, 10 shrimp and 3 crabs. The unique potentialities provided by mostly affluent fisheries resources are needed to be tapped and channelized in the appropriate direction for maintaining a paragon of these fisheries resources of coastal area and for pursuing ecologically sustainable development via environment friendly intrinsic exploration and exploitation. “Community Based Fisheries Co-management” program should initiate immediately for the fisherman community of Naaf river estuary of Teknaf coastal region. This will go along way to help sustain the coastal fisheries resources with active participation of the fishermen

Technology Assessment and Refinement through the Institution Village Linkage Programme (IVLP) is the latest participatory extension model successfully undertaken by the Indian Council of Agricultural Research in India. The Central Marine Fisheries Research Institute has been implementing IVLP since 2001 to assess and refine the technologies of the coastal agro ecosystems at Elamkunnapuzha village (Vypeen Island) in the Ernakulam District of Kerala. A series of need based location specific technology intervention plans have been introduced to overcome the social and biological constraints on farming practices in fisheries, livestock and agriculture, and implemented with the active participation of the stakeholders. The inferences drawn from IVLP ultimately form a package suitable for enhanced production in the costal agro ecosystem for replication to other areas with similar characteristics. This paper gives a brief account of the treatment packages applied in fisheries through various technological interventions and discusses the consequent yield and benefits obtained. The ‘integrated whole village development’ through the involvement of multi institutional teams and a participatory approach was accorded prime importance in the IVLP of Elamkunnapuzha, with a greater emphasis on marginal and small farmers and specifically focusing on women for poverty alleviation and equity under the coastal agro ec

This paper provides an overview of the research being carried out at the moment by a group of Argentinean scientists working on the subjects of marine biodiversity and oceanography. When the idea of the Census of Marine Life (CoML)was proposed following the Symposium held during the IAPSO-IABO conference in Mar del Plata in October 2001, there was a wide response from the marine scientific community. Information about current research projects, as well as plans for future work in the context of the CoML, were then obtained from about 70 scientists (Appendix I) belonging to 12 institutions located along the Argentinean coast (Appendix II, Figure 1). This has been used to illustrate what is currently being pursued in marine biodiversity in Argentina and which subjects are considered as priority for future research in the area. This paper is, thus, not an historical update of the knowledge of marine biodiversity, but it attempts to give an idea of the current situation and what is planned for the future. The development of an extensive database of what is known on marine biodiversity in the region is considered to be a necessity, but it constitutes a complete project on its own; as such it is included in the proposals for future work (see Future Work in this paper). It is emphasised that this synthesis is not exhaustive in the content of the topics being studied or in the number of researchers working in marine biodiversity in the country. It is, though, considered to be a representative sample of the knowledge in marine science in Argentina today. This is a starting point for the CoML project in South America and it is hoped that, as it develops, it will be improved by the active participation, advice and experience of many other scientists in the region.

Baseline survey and Participatory Rural Appraisal (PRA) during January 2003 to December 2004 on the fishing community revealed that unregulated fishing, use of destructive fishing gears, poaching of fishes, difficulties encountered in enforcing fisheries regulation and the helplessness of fishers to find alternative sources of income during banned fishing period (June to October) were the major management problems. CBFM (Community Based Fisheries Management) system as an alternative management strategy has been introduced to ensure active participation of the target group-the poor fishers living around the beet who were previously deprived to get access to the beet. Establishing a leasing system for controlled access, ensuring greater user-group participation through equitable distribution of all resource benefits among members, attempting to enforce penalties for illegal fishing linked with surprise checks to enforce management regulations are some of the recent steps taken by the BMC (Beel Management Committee). Chapila fish intake by the community was 31.25 g/head/day before stocking the beel by carp fingerlings. After stocking, they consumed chapila as fish protein from 8.33 g to 20.8 g/head/day during the fishing season (November to May) indicating that due to introduction of carp fingerlings, chapila production has been decreased in 2003-2004. About 77.5% families around the beel were found to be dependent directly and/or indirectly on chapila and other indigenous fishes of the beel for their livelihood, through fishing, marketing and other activities like net and boat preparation and nets mending etc. Particularly fishers' families were found to face serious problem during non-fishing period like June to October for their livelihood. Analyzing the present research result it was also observed that other than declination in biodiversity, the fishing pressure on promising chapila of the beel was found high and that is why the production of chapila has also been decreased. To get sustainable chapila production from the heel, it is suggested to ensure successful spawning and recruitment as juveniles, and hence the chapila should be undisturbed during its breeding period from March to July, and fishing pressure on the same species needs to be reduced for obtaining sustainable fish production.

One major aspect of the poverty status in Nigeria is the high rate of unemployment with the attendant economic in capacity, which in turn is responsible for the persistent problem of malnutrition over the decades. This paper is focused on how women can be empowered for better productivity in fish culture enterprises, seeing that women have been active in different aspects of agricultural production. They also sustain more than half of the developing countries such as Nigeria. Some problems being encountered by would be women fish farmers and suggestions on how women participation in fish and shellfish culture enterprises can be enhanced are proffered. The major ones being those sustainable policies by the Government State ADPs and NGOs are applied to ensure adequate motivation of women for fish culture enterprises

The implementation of Puerto Rican Regulation No. 6768, which overhauled the existing fishery management framework, generated considerable hostility towards local managers. Among the controversial management measures adopted in 2004 were the assignment of fishing licenses based on fishing income, the establishment of closed seasons, and new minimum size restrictions for commercially valuable species. Though tensions have subsided, considerable opposition to these regulations remains. This paper provides a characterization of the current population of active small-scale fishermen, discusses their perceptions about the biological and socio-economic condition of the fishery, and describes their attitudes towards the new management framework. This study revealed that the number of active fishermen decreased from 1,731 in 1988 to 868 in 2008. Although a declining resource base was one of the main drivers behind these waning participation statistics, rising fuel costs and burdensome regulations exacerbated the rate of attrition. The majority of the fishermen were middleaged men (50 years) with moderate levels of formal education and high levels of fishing dependence which limited their employment opportunities outside the fishery. Most of the vessels were small (20 ft) and outfitted with a single outboard engine (80 hp). Hook and line and SCUBA were dominant gears because of their versatility and cost effectiveness. Fishermen suggested that their opposition to the regulations would continue unless they were afforded greater regulatory flexibility and provided with a larger role in the decision-making process. Fishermen were adamant about the need to reconsider the income reporting requirements to secure a fishing license because of the potential for losing public assistance benefits. They also objected to increasing the minimum size of many deepwater snapper (Lutjanidae) and grouper (Serranidae) species because it forced them to discard dead fish, a practice they consider wasteful since these species do not survive the ascent to the surface once hooked.
