Coral reefs exist in warm, clear, and relatively shallow marine waters worldwide. These complex assemblages of marine organisms are unique, in that they support highly diverse, luxuriant, and essentially self-sustaining ecosystems in otherwise nutrient-poor and unproductive waters. Coral reefs are highly valued for their great beauty and for their contribution to marine productivity. Coral reefs are favorite destinations for recreational diving and snorkeling, as well as commercial and recreational fishing activities. The Florida Keys reef tract draws an estimated 2 million tourists each year, contributing nearly $800 million to the economy. However, these reef systems represent a very delicate ecological balance, and can be easily damaged and degraded by direct or indirect human contact. Indirect impacts from human activity occurs in a number of different forms, including runoff of sediments, nutrients, and other pollutants associated with forest harvesting, agricultural practices, urbanization, coastal construction, and industrial activities. Direct impacts occur through overfishing and other destructive fishing practices, mining of corals, and overuse of many reef areas, including damage from souvenir collection, boat anchoring, and diver contact. In order to protect and manage coral reefs within U.S. territorial waters, the National Oceanic and Atmospheric Administration (NOAA) of the U.S. Department of Commerce has been directed to establish and maintain a system of national marine sanctuaries and reserves, and to monitor the condition of corals and other marine organisms within these areas. To help carry out this mandate the NOAA Coastal Services Center convened a workshop in September, 1996, to identify current and emerging sensor technologies, including satellite, airborne, and underwater systems with potential application for detecting and monitoring corals. For reef systems occurring within depths of 10 meters or less (Figure 1), mapping location and monitoring the condition of corals can be accomplished through use of aerial photography combined with diver surveys. However, corals can exist in depths greater than 90 meters (Figure 2), well below the limits of traditional optical imaging systems such as aerial or surface photography or videography. Although specialized scuba systems can allow diving to these depths, the thousands of square kilometers included within these management areas make diver surveys for deeper coral monitoring impractical. For these reasons, NOAA is investigating satellite and airborne sensor systems, as well as technologies which can facilitate the location, mapping, and monitoring of corals in deeper waters. The following systems were discussed as having potential application for detecting, mapping, and assessing the condition of corals. However, no single system is capable of accomplishing all three of these objectives under all depths and conditions within which corals exist. Systems were evaluated for their capabilities, including advantages and disadvantages, relative to their ability to detect and discriminate corals under a variety of conditions. Photographic analysis of natural and impounded salt marsh in the vicinity of Merritt Island, Florida

Qualitative analyses of available photographs and maps of Merritt Island, Florida provide a large-scale, historical perspective of ecological changes of the marshes in the vicinity. Sites that deserve closer scrutiny can be identified. Secondarily, such an analysis provides a geographical orientation essential for communication not only between newcomers and those familiar with the area, but also among those familiar with the area but who refer to sites by differing methods. Photographs and maps from various sources were examined. Below are listed what we consider to be the most useful subset of these for ecological and geographical assessment of salt marsh impoundments on Merritt Island, Florida. (Document has 25 pages.)

The Department of Natural Resources, Bureau of Geology, is publishing as its Information Circular No. 85 the report entitled, "Water Levels in Artesian and Non-Artesian Aquifers of Florida, 1971-72," by Henry G. Healy, of the U. S. Geological Survey. In order to prevent future shortages developing from increasing demands, the present supplies of ground water must be properly appraised before they can be effectively utilized. Records of trends and fluctuations of ground water have long formed a basis for such an appraisal. (105 page document)

The purpose of this report is to present the results of the initial quantification of background water quality in each of the state's major potable aquifer systems. Results are presented and interpreted in light of the influencing factors which locally and regionally affect ambient ground-water quality. This initial data will serve as a baseline from which future sampling results can be compared. Future sampling of the Network will indicate the extent to which Florida's regional ground-water resources are improving or declining in quality. (Document has 378 pages.)

The framework of sediment budget concepts provides a formalized procedure to account for the various components of sediment flux and the changes of volume that occur within a given region. Sediment budget methodology can be useful in a number of coastal engineering and research applications, including: inferring the amount of onshore sediment transport for a nearshore system that contains an "excess of sediment", determining sediment deficits to downdrift beaches as a result of engineering works at navigational entrances, evaluating the performance of a beach nourishment project, inferring the distribution of longshore sediment transport across the surf zone, etc. This chapter reviews briefly the governing equations for sediment budget calculations, considers various measurement and other bases for determining the sediment flux components necessary to apply the sediment budget concept and finally for illustration purposes, applies the sediment budget concept to several examples. Inlets are common coastal features around the world. Essentially an inlet connects a lagoon, a bay or an estuary to the ocean (or sea), and the flow through the inlet channel is primarily induced by the tidal rise and fall of water level in the ocean. When speaking of the hydraulics of an inlet, one is interested mainly in determining the flow through the inlet and the tidal variation in the bay, given the following: (1) Inlet geometry (2) Bay geometry (3) Bottom sediment characteristics in the inlet (4) Fresh water inflow into the bay (and out through the inlet) (5) Ocean tide characteristics A combination of all these factors can produce a rather complex situation. Proper release of marine fishes has become increasingly important to anglers. The use of fisheries management tools such as size limits, bag limits and closed seasons as well as stronger conservation ethics have resulted in more and more fish being released. In order to maintain healthy fish populations, each angler is responsible for fishing legally, carefully handling fish that are hooked and releasing fish that are not harvested so they can spawn or perhaps be caught again. One of the causes of lower artesian pressure, water waste and aquifer contamination is the misuse and insufficient care of artesian wells. In 1953, Senate Bill No. 57, entitled "An Act to Protect and Control the Artesian Waters of the State" (see Appendix) became a law. This law was passed through the efforts exerted by leading members of the Senate and the House of Representatives, who understood the need for a wise and controlled expenditure of our most valuable natural resource. The State Geologist and his authorized representatives were designated by this law to enforce this conservation measure; however, no financial provision was included for the 1953-55 biennium. The proposed program of the Florida Geological Survey for this biennium did not include the funds nor provide any full-time personnel for the enforcement of this statute. As a result, little actual work was accomplished during these two years, although much time was given to planning and discussion of the problem. Realizing that this program could provide additional basic data needed in the analysis of the water-supply problem, the State Geologist sought and was granted by the 1955 Legislature adequate funds with which to activate the first phase of the enforcement of Florida Statute No. 370.051-054. Enumerated below is a summary of the progress made on this investigation as outlined previously: 1. Data have been collected on 967 wildly flowing wells in 22 counties. 2. Chloride determinations have been run on 850 of the 967 wells. 3. Of the 967 wells, 554 have chlorides in excess of the 250 ppm, the upper limit assigned by the State Board of Health for public consumption. 4. Water escapes at the rate of 37, 762 gallons per minute from these 967 wells. This amounts to 54, 377, 280 gallons per day. The investigation is incomplete at this time; therefore, no final conclusions can be reached. However, from data already collected, the following recommendations are proposed: 1. That the present inventory of wildly flowing wells be completed for the entire State. 2. That the current inventory of wildly flowing wells be expanded at the conclusion of the present inventory to include all flowing wells. 3. That a complete statewide inventory program be established and conducted in cooperation with the Ground Water Branchof the U.S. Geological Survey. 4. That the enforcement functions as set down in Sections 370.051/.054, Florida Statutes, be separated from the program to collect water-resource data and that these functions be given to the Water Resources Department, if such is created (to be recommended by the Water Resources Study Commission in a water policy law presented to the 1957 Legislature). 5. That the research phase (well inventory) of the program remain under the direction of the Florida Geological Survey. (PDF contains 204 pages.)

The principal sources of surface-water supplies inBaker County are the St. Marys River and its tributaries. However, the flow of many of the small tributaries is intermittent, and without storage they are not dependable sources of supply during sustained periods of deficient rainfall. Of the six stream-gaging stations in Baker County for which complete records are available, one has been in operation for 31 years and provides a long-term record upon which to base correlative estimates for extending the short-term records at the other stations. All available streamflow data to 1957 have been summarized in graphic or tabular form. The hydrologic balance between minimum streamflows and increased evaporation losses afforded by potential shallow reservoirs provides design criteria for determining the maximum surface area of effective reservoir that can be created at a selected site within Baker County. This report responds to the 1986 Beaches Bill which, in recognition of the potential deleterious impact on Florida's beaches of inlets modified for navigation, mandated a study of those inlets with identification of recommended action to reduce the impacts. This report addresses west Coast inlets; East Coast inlets are the subject of a companion report. There are 37 inlets along that portion of Florida's West Coast commencing from Pensacola Bay Entrance to Caxambas Pass at the south end of Marco Island. Compared to those on the East Coast, most West Coast inlets have not had the deleterious effects on the adjacent beaches, yet all modified inlets without proper management have the potential of impacting unfavorably on the adjacent shorelines. Moreover, at present there is interest in opening three West Coast entrances which either have been open in the past (Midnight Pass) or which have opened occasionally (Navarre Pass and Entrance to Phillips Lake). A review of inlets in their natural condition demonstrates the presence of a shallow broad outer bar across which the longshore transport Occurs. These shallow and shifting bar features were unsuitable for navigation which in many cases has led to the deepening of the channels and fixing with one or two jetty structures. Inlets in this modified state along with inappropriate maintenance practices have the potential of placing great ero$ional stress along the adjacent beaches. Moreover. channel dredging can reduce wave sheltering of the shoreline by ebb tidal shoals and alter the equilibrium of the affected shoreline segments. The ultimate in poor sand management practice is the placement of good quality beach sand in water depths too great for the sand to reenter the longshore system under natural forces; depths of 12 ft. or less are considered appropriate for Florida in order to maintain the sand in the system. With the interference of the nearshore sediment transport processes by inlets modified for navigation, if the adjacent beaches are to be stabilized there must be an active monitoring program with commitment to placement of dredged material of beach quality on shoreline segments of documented need. Several East Coast inlets have such transfer facilities; however. the quantities of sand transferred should be increased. Although an evolution and improvement in the technical capability to manage sand resources in the vicinity of inlets is expected, an adequate capability exists today and a concerted program should be made to commence a scheduled implementation of this capability at those entrances causing greatest erosional stress on the adjacent shorelines. A brief summary review for each of the 37 West Coast inlets is presented including: a scaled aerial photograph, brief historical information, several items related to sediment losses at each inlet and special characteristics relevant to State responsibilities. For each inlet, where appropriate, the above infor~tion is utilized to develop a recommenced action. (PDF has 101 pages.)

The Biscayne Aquifer is the principal source of water for the heavily populated area in the vicinity of West Palm Beach and Miami. The publication of this data is timely and will assist in the intelligent development of the water resources of the area.The report recognizes two major aquifers as the source of ground water in Collier County. The lower aquifer is highly mineralized, but contains usable water, and the more shallow aquifer is the source of large supplies, which are utilized by municipalities and domestic users. Adequate supplies of fresh water are present in the Naples area and by proper planning, these can be developed in an orderly manner and salt water encroachment can be prevented. (PDF has 99 pages)

The Oakland Park area obtains its water from the Biscayne aquifer, S composed of very permeable and porous, sandy limestones. The per- 3 meability of the aquifer increases with depth, and wells in the area <\ generally obtain water at depths ranging from 60 to 80 feet, or between S 100 and 200 feet, depending on the quantity of water desired. The data presented in this paper can be used for further development of water and wise management of resources in the area. Large quantities S of ground water are still available at Oakland Park, if salt-water encroachment can be controlled. The data in this study provide the necessary information to begin an effective water management program. (PDF has 49 pages)

The rapidly expanding population and economic growth in the seven counties of the East Central Florida Regional Planning Council as shown in Figure 1, herein called the East Central Florida Region or the Region, has resulted in increasing demands on its water resources. Although there is abundant water in the Region as a whole, the water in some areas of the Region is of unacceptable quality for most uses. As the population increases the demand for water will become much greater and the available supply may be reduced by pollution and increased drainage necessitated by urbanization and other land development- Ground-water supplies can be increased by capturing and storing water underground that now drains to the sea or evaporates from swamp areas. Research is needed, however, to develop artificial-recharge methods that are feasible and which will preserve or improve the quality of water in the aquifer. (PDF contains 57 pages)
