The following discussion presents information on human-made reefs and their role--as one tool of many--in the management of both fisheries and habitat. Principal subjects covered in this paper include a definition of marine habitat improvement and determination of its attainment, the present applications of reef construction technology to environmental situations both generally and in three case-studies, and suggested desirable attributes for incorporation into future use of this technology. Due to changes in land use over the last century, the physical nature of many streams and rivers in the British Isles has probably changed. In some cases this change may be large for example as a result of flood defence schemes and is easily observed, whilst in other cases altered land use, farming, forestry or urbanization may have resulted in more subtle changes to river features. This working guide draws together a way of assessing habitat in any stream or river and determine sites or reaches on the assessed watercourse that may benefit from habitat improvement schemes. It will determine a method of measuring existing habitat in a broad sense, whilst referring to R and D studies currently being undertaken in this area. A method of prioritising any proposed habitat restoration work will be suggested. The limitations of fisheries improvement schemes in terms of cross functional acceptance (flood defence and conservation) will be examined along with suggested proposals for some example watercourses. The need for pre and post enhancement monitoring will be discussed as will the requirement for maintenance programs on schemes. Finally methods for determining the cost benefits of small schemes will be examined, compared to other currently used enhancement strategies. This will allow small scale revenue schemes to be used to back up pre project cost benefit analysis as required in future capital submissions.

In order to improve the habitat of the Rivers Ribble and Hodder in the north west of England it is necessary to assess existing fish stocks. To assist the Ribble Fisheries Association a test census of stock has been made on the rivers Hodder and Ribble. The fish have been taken by electro fishing techniques. The following fish were collected over six days in September 1965: dace, chub, grayling, eel, salmon and trout. This short report summarises the findings of the survey.

Although maritime regions support a large portion of the world’s human population, their value as habitat for other species is overlooked. Urban structures that are built in the marine environment are not designed or managed for the habitat they provide, and are built without considering the communities of marine organisms that could colonize them (Clynick et al., 2008). However, the urban waterfront may be capable of supporting a significant proportion of regional aquatic biodiversity (Duffy-Anderson et al., 2003). While urban shorelines will never return to their original condition, some scientists think that the habitat quality of urban waterfronts could be significantly improved through further research and some design modifications, and that many opportunities exist to make these modifications (Russel et al., 1983, Goff, 2008). Habitat enhancing marine structures (or HEMS) are a potentially promising approach to address the impact of cities on marine organisms including habitat fragmentation and degradation. HEMS are a type of habitat improvement project that are ecologically engineered to improve the habitat quality of urban marine structures such as bulkheads and docks for marine organisms. More specifically, HEMS attempt to improve or enhance the physical habitat that organisms depend on for survival in the inter- and sub-tidal waterfronts of densely populated areas. HEMS projects are targeted at areas where human-made structures cannot be significantly altered or removed. While these techniques can be used in suburban or rural areas restoration or removal is preferred in these settings, and HEMS are resorted to only if removal of the human-made structure is not an option. Recent research supports the use of HEMS projects. Researchers have examined the communities found on urban structures including docks, bulkheads, and breakwaters. Complete community shifts have been observed where the natural shoreline was sandy, silty, or muddy. There is also evidence of declines in community composition, ecosystem functioning, and increases in non-native species abundances in assemblages on urban marine structures. Researchers have identified two key differences between these substrates including the slope (seawalls are vertical; rocky shores contain multiple slopes) and microhabitat availability (seawalls have very little; rocky shores contain many different types). In response, researchers have suggested designing and building seawalls with gentler slopes or a combination of horizontal and vertical surfaces. This is the Brown trout habitat assessment on the River Bela catchment produced by the Environment Agency North West in 1997. The Environment Agency (EA) and its predecessor the National Rivers Authority undertook strategic fish stock assessments in 1992 and 1995 on the River Bela catchment. These surveys found low numbers of brown trout {Salmo trutta) at some sites. Following this, habitat evaluation assessments were undertaken on the eleven poorest sites Factors probably responsible for declining trout populations on the three main tributaries of the Bela catchment include: Overgrazing by farm stock; Lack of suitable cover for parr; the absence of suitable spawning areas; existing potential of certain areas within the catchment not being utilised, due to poor dispersal. Habitat Improvement Schemes (H.I.S) are discussed and prioritised.

The Carr Lake Project aims to convert Carr Lake’s 450 acres of agriculture fields into a regional multi-use park that will benefit flood protection, water quality, and wildlife habitat, while also providing additional recreational areas for the local community. The Project is represented by an informal consortium of interested parties including the Watershed Institute of California State University Monterey Bay, The City of Salinas, 1000 Friends of Carr Lake, and the Big Sur Land Trust. Studies were conducted to evaluate whether the herbicide imazapyr or a combination of imazapyr and fluridone could be used effectively to control torpedograss ( Panicum repens L.), an exotic perennial plant that has replaced more than 6,000 ha of native vegetation and degraded quality wildlife habitat in Lake Okeechobee, Florida. Torpedograss was controlled for more than one year in some areas following a single aerial treatment using 0.56, 0.84, or 1.12 kg acid equivalents (ae) imazapyr/ha. Combining imazapyr and fluridone did not increase the level of torpedograss control. In areas where plant biomass was reduced by fire prior to being treated with 0.84 or 1.12 kg ae imazapyr/ha, torpedograss was controlled for more than two years and native plant species, including duck potato ( Sagittaria lancifolia L.) and pickerelweed ( Pontederia cordata L.) became the dominant vegetation in less than one year. Although torpedograss was controlled in some areas, little or no long-term control was observed at 16 of the 26 treatment locations. To reduce the uncertainty associated with predicting long-term treatment affects, additional studies are needed to determine whether environmental factors such as periphyton mats, plant thatch, hydroperiod and water depth affect treatment efficacy. , he

Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. The River Lune rises in the hills around Tebay in thje North of England and runs through rural farming country to Morecambe bay. It is generally considered as a river of high purity and unspoiled nature. The salmon fishery was at one time considered amongst the best in England and Wales, with very high catches to both rod and net fishermen. During the late 1960's the disease UDN decimated the stock. Since then there has been a recovery of the stock, but this is considered by most anglers and netsmen to be a partial recovery of some of the previous stock components. In recent years anglers and netsmen have voiced their concerns over the Lune stock and have lobbied for action to improve the Lune fishery. This net limitation order (NLO) and the separate byelaw in conjunction with habitat improvement are proposed as part of the strategy for future conservation and management of this salmon fishery. The fishery is currently exploited by 37 licensed netsmen, the highest number of any single estuary in England and Wales. There are 26 haaf, 10 drift and 1 seine nets available. Current estimates of the rod fishery are that 1100 to 1400 anglers fish 14 000 days per year. The River Luhe is one of the few rivers within England and Wales that has the benefit of an accurate fish counter. The counter is at Forge Weir approximately 4 km upstream of the tidal limit. The counts, together with records of the catches from the rod and net fishery, enable a reasonably accurate assessment of both rod and net exploitation. Extensive surveys of the juvenile population, carried out in 1991 and 1997, provide additional information. The purpose of this document is to describe and explain the current state of the salmon population in the River Lune and in doing so, demonstrate the current need for stock conservation. A second purpose is to demonstrate that the proposed NLO and byelaw package should allow the salmon population to reach its conservation target (spawning escapement target).

This report has been prepared in response to a request from the National Rivers Authority. It produces a broad assessment of the River Wyre as a migratory salmonid river based on a site visit and the documentation provided, and looks at objectives of the Wyre salmon and sea trout restoration group. It also looks at ways for habitat improvement and recommends other possible means of fisheries management development for the River Wyre.

Fishery managers are mandated to understand the effects that environmental damage, fishery regulations, and habitat improvement projects have on the net benefits that recreational anglers derive from their sport. Since 1994, the National Marine Fisheries Service (NMFS) has worked to develop a consistent method for estimating net benefits through site choice models of recreational trip demand. In estimating net benefits with these models, there is a tradeoff between computational efficiency and angler behavior in reality. This article examines this tradeoff by considering the sensitivity of angler-welfare estimates for an increase in striped bass (Morone saxatalis) angling quality across choice sets with five travel distance cutoffs and compares those estimates to a model with an unrestricted choice set. This article shows that 95% confidence intervals for welfare estimates of an increase in the striped bass catch and keep rate overlap for all distance-based choice sets specified here.

The California fishery for red sea urchins, Strongylocentrotus franciscanus, has undergone explosive growth in recent years and is approaching full exploitation. Thus, there is considerable interest in enhancing stocks to maintain a high rate of landings. Fishable stocks of red sea urchins in different areas appear to be limited at three stages in their life history: By the availability of larvae, by the survival of newly settled to mid-sized animals, and by the food available to support growth and reproduction of larger animals. Here I review other efforts, notably the extensive Japanese work, to enhance fishable stocks of benthic marine invertebrates, and consider the potential options for red sea urchins at different points of limitation. These include collecting or culturing seed for outplanting, physical habitat improvement measures, improving the food supply, and conservation measures to protect existing stocks until alternate methods are proven and in place. The options are compared in terms of biological feasibility, capital and labor requirements, and potential implications for change in the structure of the fishing industry.

This is the report on the strategic fisheries stock assessment survey of the minor catchments in South West Cumbria 1996 with particular reference to salmonids, produced by North West Water in 1994. The 1996 Minor Catchment survey indicates variations in salmonid production within these catchments. Survey results indicate that production may be reaching its limit in certain areas whilst others are underachieving and others are unsuitable for salmonid production. Trout production within the catchments is higher and more widespread than that of salmon. Water quality levels vary considerably between catchments and intra-annually within individual catchments. The need for selective habitat surveys, with a view to habitat improvement schemes (H.I.S) is discussed. This report formed a basis for subsequent reports, thus, allowing data comparisons and analysis of production level fluctuations. It was the most extensive assessment of these catchments to date, taking into account comparisons with the new National Database on salmonid production in England and Wales.

This is the River Teign Salmon Action Plan Consultation document produced by the Environment Agency in 2003. The report pays attention on the external consultation of the River Teign Salmon Action Plan (SAP). This approach to salmon management within the England and Wales introduces the concept of river-specific Conservation Limits as a method of assessing the status of the salmon stock. The River Teign Salmon Action Plan follows the format of those completed for the Rivers Torridge, Taw and Dart. It is the fourth of eight action plans that will be produced for salmon rivers within the Devon Area Fisheries, Recreation and Biodiversity Team. The River Teign SAP contains a description of the river catchment and highlights particular features that are relevant to the salmon population and the associated fishery. The Teign salmon stock is currently failing to meet its conservation limit. This failure is largely attributed to the reduction in the survival rate during the marine phase of the salmon life cycle. This is likely to constrain stocks to lower levels than have existed historically. Still further catch controls may contribute to a reduction in exploitation rates and allow stocks to recover to meet their conservation limit. Other important actions include the continuation of habitat improvement works which aim to maximise spawning habitat utilisation, spawning success, and juvenile survival and production.

This is a report to the California Department of Parks and Recreation. It describes water quality and aquatic invertebrate monitoring after the construction of the Carmel River Lagoon Enhancement Project. Included are data that have been collected for two years and preliminary assessment of the enhanced ecosystem. This report marks the completion of 3-years of monitoring water quality and aquatic habitat.
