The spotted seatrout (Cynoscion nebulosus) is considered a key species relative to the implementation of the Comprehensive Everglades Restoration Plan (CERP). One of the goals of the CERP is to increase freshwater flows to Florida Bay. Increased freshwater flows can have potential positive and negative impacts on spotted seatrout populations. At low salinities, the planktonic eggs of spotted seatrout sink to the bottom and are not viable (Alshuth and Gilmore, 1994; Holt and Holt, 2002). On the other hand, increased freshwater flows can alleviate hypersaline conditions that could result in an expansion of the distribution of the early life stages of spotted seatrout (Thayer et al., 1999; Florida Department of Environmental Protection1). Thus it would be useful to develop a monitoring program that can detect changes in seatrout abundance on time scales short enough to be useful to resource managers. The NOAA Center for Coastal Fisheries and Habitat Research (NOAA) has made sporadic collections of juvenile seatrout using otter trawls since 1984 (see Powell et al, 2004). The results suggest that it might be useful to sample for seatrout in as many as eight different areas or basins (Figure 1): Bradley Key, Sandy Key, Johnson Key, Palm Key, Snake Bight, Central, Whipray and Crocodile Dragover. Unfortunately, logistical constraints are likely to limit the number of tows to about 40 per month over a period of six months each year. Inasmuch as few seatrout are caught in any given tow and the proportion of tows with zero seatrout is often high, it is important to determine how best to allocate this limited sampling effort among the various basins so that any trends in abundance may be detected with sufficient statistical confidence. Acomprehensive description of the Massachusetts coastal lobster (Homarus americanus) resou,rce was obtained by sampling commercial catches coastwide at sea and at dealerships between 1981 and 1986. Acommercial lobster sea-sampling program, wherein six coastal regions were sampled monthly, with an areal and temporal data weighting design, was the primary source of data. An improved index of catch per trap haul/set-over-day was generated by modeling the relationship between catch and immersion time and standardizing effort. This 6-year time-series of mean annual catch rates tracked closely the landings trend for territorial waters. During the study period there was a gradual increase in indices of exploitation and total annual mortality which corresponded to a gradual decline in mean carapace length of marketable lobster. The frequency of culls escalated from 10.0% in 1981 to 20.9% in 1986, while the percentage of lobster found dead in traps was consistently less than 1%. The sex ratio (%F:%M) was significantly different from 50:50 and approximated a 60:40 relationship during the study period. Male and female weight-length relationships were significantly different. Females weighed more than males at smaller sizes and less than males at larger sizes. A north-south clinal trend was evident wherein lobster north of Cape Cod weighed less at length than those from regions south of Cape Cod. Functional size-maturity relationships were developed for female lobster by staging cement gland development. Proportions mature at size represent more realistic values than those obtained by analyses of percent of females ovigerous. Regional variation occurred in most of the parameters studied. Three lobster groups, differing in major population descriptors, are defined by our data.(PDF file contains 28 pages.)

During this years’ International Bottom Trawl Survey (IBTS) of ICES, a total of 407 half hour tows were made in the North Sea including Skagerrak in January/ February, 1998. Results indicate except for sprat no outstanding incoming yearclasses for cod, haddock, saithe, Norway pout, whiting, herring, and mackerel. Most of the adult cod and saithe investigated did not show normal gonad development for this time of the year. The abundance of skates and sharks was still low. Results of 68 hydrographical stations of R.V. “Walter Herwig III” showed in contrast to four preceeding IBTS-surveys a warming of the northern North Sea of approx. 1 K.

Using data collected simultaneously from a trawl and a hydrophone, we found that temporal and spatial trends in densities of juvenile Atlantic croaker (Micropogonias undulatus) in the Neuse River estuary in North Carolina can be identified by monitoring their sound production. Multivariate analysis of covariance (MA NCOVA) revealed that catch per unit of effort (CPUE) of Atlantic croaker had a significant relationship with the dependent variables of sound level and peak frequency of Atlantic croaker calls. Tests of between-subject correspondence failed to detect relationships between CPUE and either of the call parameters, but statistical power was low. Williamson’s index of spatial overlap indicated that call detection rate (expressed by a 0–3 calling index) was correlated in time and space with Atlantic croaker CPUE. The correspondence between acoustic parameters and trawl catch rates varied by month and by habitat. In general, the calling index had a higher degree of overlap with this species’ density than did the received sound level of their calls. Classification and regression tree analysis identified calling index as the strongest correlate of CPUE. Passive acoustics has the potential to be an inexpensive means of identifying spatial and temporal trends in abundance for soniferous fish species.

A 4500-year archaeological record of Pacific cod (Gadus macrocephalus) bones from Sanak Island, Alaska, was used to assess the sustainability of the modern fishery and the effects of this fishery on the size of fish caught. Allometric reconstructions of Pacific cod length for eight prehistoric time periods indicated that the current size of the nearshore, commercially fished Pacific cod stocks is statistically unchanged from that of fish caught during 4500 years of subsistence harvesting. This finding indicates that the current Pacific cod fishery that uses selective harvesting technolog ies is a sustainable commercial fishery. Variation in relative Pacific cod abundances provides further insights into the response of this species to punctuated changes in ocean climate (regime shifts) and indicates that Pacific cod stocks can recover from major environmental perturbations. Such palaeofisheries data can extend the short time-series of fisheries data (<50 yr) that form the basis for fisheries management in the Gulf of Alaska and place current trends within the context of centennial- or millennial-scale patterns.

This paper provides an overview of Hawaii's marine fisheries from 1948 to the present. After three decades of decline following a brief period of growth at the conclusion to World War lI, Hawaii's commercial fisheries began a decade of sustained development in the 1980's. At the same time, fisheries management issues became more significant as different segments of the fishery came into more direct competition. This paper provides new estimates of commercial landings for the 1977-90 period, and summarizes limited information on recreational and subsistence fisheries in the 1980's. It also provides some historical context which may be useful in evaluating fishery development and management options.

Bottlenose dolphins (Tursiops truncatus) inhabit estuarine waters near Charleston, South Carolina (SC) feeding, nursing and socializing. While in these waters, dolphins are exposed to multiple direct and indirect threats such as anthropogenic impacts (egs. harassment with boat traffic and entanglements in fishing gear) and environmental degradation. Bottlenose dolphins are protected under the Marine Mammal Protection Act of 1972. Over the years, the percentage of strandings in the estuaries has increased in South Carolina and, specifically, recent stranding data shows an increase in strandings occurring in Charleston, SC near areas of residential development. During the same timeframe, Charleston experienced a shift in human population towards the coastline. These two trends, rise in estuarine dolphin strandings and shift in human population, have raised questions on whether the increase in strandings is a result of more detectable strandings being reported, or a true increase in stranding events. Using GIS, the trends in strandings were compared to residential growth, boat permits, fishing permits, and dock permits in Charleston County from 1994-2009. A simple linear regression analysis was performed to determine if there were any significant relationships between strandings, boat permits, commercial fishing permits, and crabpot permits. The results of this analysis show the stranding trend moves toward Charleston Harbor and adjacent rivers over time which suggests the increase in strandings is related to the strandings becoming more detectable. The statistical analysis shows that the factors that cause human interaction strandings such as boats, commercial fishing, and crabpot line entanglements are not significantly related to strandings further supporting the hypothesis that the increase in strandings are due to increased observations on the water as human coastal population increases and are not a natural phenomenon. This study has local and potentially regional marine spatial planning implications to protect coastal natural resources, such as the bottlenose dolphin, while balancing coastal development.

To demonstrate the utility of distributional surveys for assessing relative abundance and trends in counts for a discrete area of coastline, aerial survey data from Sarasota County, Florida, USA, were analyzed for the years 1987 to 2006. The study area was divided into 3 regions: the Sarasota Bay Region (SBR; N = 353 surveys), Lemon Bay (N = 368), and the Myakka River (N = 209). Manatee counts varied significantly across seasons (p < 0.0001) for all 3 regions. Manatees within Sarasota County utilized open bays primarily in the warmer months. Such usage may have been influenced by resource availability. Conversely, usage of the Myakka River peaked in winter months when manatees seek warm-water refugia such as Warm Mineral Spring. Marginal means for yearly counts within Lemon Bay and the SBR increased significantly, beginning midway through the survey period (1996) until the early 2000s. In contrast, mean yearly counts within the Myakka River decreased over this time period. After record lows in 2003 for Lemon Bay and the Myakka River, and a considerable decline in 2004 for the SBR, mean yearly counts for all 3 regions showed an increasing trend over the remaining 2 yr of the study. Greater protection of manatee habitat and availability of forage coincided with the increase in numbers of manatees using Sarasota County waters during the 1990s, and the subsequent decline in numbers may be indicative of the increase in mortality in recent years due to watercraft collisions and severe red tide events.

This document contains analytical methods that detail the procedures for determining major and trace element concentrations in bivalve tissue and sediment samples collected as part of the National Status and Trends Program (NS&T) for the years 2000-2006. Previously published NOAA Technical Memoranda NOS ORCA 71 and 130 (Lauenstein and Cantillo, 1993; Lauenstein and Cantillo, 1998) detail trace element analyses for the years 1984-1992 and 1993-1996, respectively, and include ancillary, histopathology, and contaminant (organic and trace element) analytical methods. The methods presented in this document for trace element analysis were utilized by the NS&T Mussel Watch and Bioeffects Projects. The Mussel Watch Project has been monitoring contaminants in bivalves and sediment for over 20 years, and is the longest active contaminant monitoring program operating in U.S. costal waters. Approximately 280 Mussel Watch sites are monitored on biennial and decadal timescales using bivalve tissue and sediment, respectively. The Bioeffects Project applies the sediment quality approach, which uses sediment contamination measurements, toxicity tests and benthic macroinfauna quantification to characterize pollution in selected estuaries and coastal embayments. Contaminant assessment is a core function of both projects. Although only one contract laboratory was used by the NS&T Program during the specified time period, several analytical methods and instruments were employed. The specific analytical method, including instrumentation and detection limit, is noted for each measurement taken and can be found at http://NSandT.noaa.gov. The major and trace elements measured by the NS&T Program include: Al, Si, Cr, Mn, Fe, Ni, Cu, Zn, As, Se, Sn, Sb, Ag, Cd, Hg, Tl and Pb.

We examined seasonal and annual variation in numbers of Steller (northern) sea lions (Eumetopias jubatus) at the South Farallon Islands from counts conducted weekly from 1974 to 1996. Numbers of adult and subadult males peaked during the breeding season (May–July), whereas numbers of adult females and immature individuals peaked during the breeding season and from late fall through early winter (September–December). The seasonal pattern varied significantly among years for all sexes and age classes. From 1977 to 1996, numbers present during the breeding season decreased by 5.9% per year for adult females and increased by 1.9% per year for subadult males. No trend in numbers of adult males was detected. Numbers of immature individuals also declined by 4.5% per year during the breeding season but increased by 5.0% per year from late fall through early winter. Maximum number of pups counted declined significantly through time, although few pups were produced at the South Farallon Islands. The ratio of adult females to adult males averaged 5.2:1 and declined significantly with each year, whereas no trend in the ratio of pups to adult females was discernible. Further studies are needed to determine if reduced numbers of adult females in recent years have resulted from reduced survival of juvenile or adult females or from changes in the geographic distribution of females.

A normalized difference vegetation index (NDVI) has been produced and archived on a 1° latitude by 1° longitude grid between 55°S and 75°N. The many sources of data errors in the NDVI include cloud contamination, scan angle biases, changes in solar zenith angle, and sensor degradation. Week-to-week variability, primarily caused by cloud contamination and scan angle biases, can be minimized by temporally filtering the data. Orbital drift and sensor degradation introduces interannual variability into the dataset. These trends make the usefulness of a long-term climatology uncertain and limit the usefulness of the NDVI. Elimination of these problems should produce an index that can be used for climate monitoring.
