Large numbers of fishing vessels operating from ports in Latin America participate in surface longline fisheries in the eastern Pacific Ocean (EPO), and several species of sea turtles inhabit the grounds where these fleets operate. The endangered status of several sea turtle species, and the success of circle hooks (‘treatment’ hooks) in reducing turtle hookings in other ocean areas, as compared to J-hooks and Japanese-style tuna hooks (‘control’ hooks), prompted the initiation of a hook exchange program on the west coast of Latin America, the Eastern Pacific Regional Sea Turtle Program (EPRSTP)1. One of the goals of the EPRSTP is to determine if circle hooks would be effective at reducing turtle bycatch in artisanal fisheries of the EPO without significantly reducing the catch of marketable fish species. Participating fishers were provided with circle hooks at no cost and asked to replace the J/Japanese-style tuna hooks on their longlines with circle hooks in an alternating manner. Data collected by the EPRSTP show differences in longline gear and operational characteristics within and among countries. These aspects of the data, in addition to difficulties encountered with implementation of the alternating-hook design, pose challenges for analysis of these data.

Seasonal surveys were conducted during 1998–1999 in Baja California, Baja California Sur, Sonora, and Sinaloa to determine the extent and activities of artisanal elasmobranch fisheries in the Gulf of California. One hundred and forty–seven fishing sites, or camps, were documented, the majority of which (n = 83) were located in Baja California Sur. Among camps with adequate fisheries information, the great majority (85.7%) targeted elasmobranchs during some part of the year. Most small, demersal sharks and rays were landed in mixed species fisheries that also targeted demersal teleosts, but large sharks were usually targeted in directed drift gillnet or, to a lesser extent, surface longline fisheries. Artisanal fishermen were highly opportunistic, and temporally switched targets depending on the local productivity of teleost, invertebrate, and elasmobranch fishery resources. Major fisheries for small sharks (< 1.5 m, “cazón”) were documented in Baja California during spring, in Sonora during autumn–spring, and in Sinaloa during winter and spring. Triakid sharks (Mustelus spp.) dominated cazón landings in the northern states, whereas juvenile scalloped hammerheads (Sphyrna lewini) primarily supported the fishery in Sinaloa. Large sharks (> 1.5 m, “tiburón”) were minor components of artisanal elasmobranch fisheries in Sonora and Sinaloa, but were commonly targeted during summer and early autumn in Baja California and Baja California Sur. The pelagic thresher shark (Alopias pelagicus) and silky shark (Carcharhinus falciformis) were most commonly landed in Baja California, whereas a diverse assemblage of pelagic and large coastal sharks was noted among Baja California Sur landings. Rays dominated summer landings in Baja California and Sinaloa, when elevated catch rates of the shovelnose guitarfish (Rhinobatos productus, 13.2 individuals/vessel/trip) and golden cownose ray (Rhinoptera steindachneri, 11.1 individuals/vesse/trip) primarily supported the respective fisheries. The Sonoran artisanal elasmobranch fishery was the most expansive recorded during this study, and rays (especially R. productus) dominated spring and summer landings in this state. Seasonal catch rates of small demersal sharks and rays were considerably greater in Sonora than in other surveyed states. Many tiburón populations (e.g., C. leucas, C. limbatus, C. obscurus, Galeocerdo cuvier) have likely been overfished, possibly shifting effort towards coastal populations of cazón and rays. Management recommendations, including conducting demographic analyses using available life history data, determining and protecting nursery areas, and enacting seasonal closures in areas of elasmobranch aggregation (e.g., reproduction, feeding), are proposed. Without effective, enforceable management to sustain or rebuild targeted elasmobranch populations in the Gulf of California, collapse of many fisheries is a likely outcome. (PDF contains 243 pages)

ENGLISH: All available longline data on skipjack captured in the Pacific Ocean by Japanese research vessels (1949-1965) and from incidental skipjack catches by Japanese commercial vessels (1956-1964) were analyzed. As skipjack are not specifically sought by longline vessels, the data are limited. Considering this it was found that: longline gear captures skipjack of wider size-range and is more selective for larger skipjack than conventional fishing methods, i.e. pole-and-line and purse-seine; skipjack are widely and almost continuously distributed across the Pacific; throughout the year average hook-rates are greater in the southeastern Pacific than in the northwestern Pacific; areas of high hook-rate shift south during the second and third quarters and north during the first and fourth quarters; in the western Pacific the north-south range of the catch distribution was greatest in the first and fourth quarters; skipjack hook-rates are relatively high in the northwestern Pacific east of Japan only during the first and fourth quarters; the highest hook-rates were recorded in extensive areas along the equator (from lO°N to 20°8 between approximately 155°W-100°W); generally more skipjack were captured by research longline gear in water temperature ranges approaching both the upper and lower temperature limits of skipjack distribution (18-21C and 26-28C), than is the case in surface skipjack fisheries; tentative comparisons of longline skipjack catch distributions with Pacific current systems, suggests low skipjack abundance in both North Pacific Central and North Pacific Equatorial water; the sex ratio was 95 males : 63 females in a small sample of skipjack examined; longlines capture skipjack of three, and possibly more, age groups; in skipjack size-composition samples studied, the smaller modal group (65 cm) observed in January-March in the northwestern Pacific (1600E-180oE and 20oN-45°N) corresponds in size to the larger modal group appearing in the late-summer surface fishery off the Izu-Bonin Islands southeast of Japan, and also compares in modal size to the skipjack taken in the Hawaiian fishery in spring time; the analysis of skipjack catches by hook position on the longline and by death-rate studies, indicates that part of the catch is made while the gear is in motion near the surface, and a lesser part of the catch is made when the gear is stabilized at a depth of 70 to 140 m. A brief discussion is given, in the light of new information presented, on several hypotheses by other authors concerning the population structure and migration of skipjack in the Pacific Ocean. SPANISH: Se analizaron todos los datos disponibles de la pesca con palangre de barriletes capturados en el Océano Pacífico por barcos japoneses de investigación (1949-1965) y por las capturas incidentales de los barcos comerciales japoneses (1956-1964). Como los barcos palangreros específicamente, no persiguen al barrilete, los datos son limitados. ENGLISH: Catch and effort statistics from the Japanese longline fishery operating in the eastern Pacific Ocean east of 130°W, from 1964 through 1966, were examined to study the geographic distribution, trends in apparent abundance, sexual maturity, and size composition of the tunas and billfishes. Yellowfin and bigeye tuna are generally most abundant in the equatorial regions of the high seas between about 10°N and 20°S, but west of 95°W. The marlins are more coastal in distribution, usually occurring to the east, and to the north and south of the heavy concentration of tropical tunas. Sailfish tend to be associated with coastal areas also, whereas shortbill spearfish are more frequently captured on the high seas. Swordfish are found most abundantly in the coastal regions off northern Mexico, and off northern Peru and southern Ecuador. The albacore, a temperate-water species of tuna, is most abundant in the high-seas area of the southeastern Pacific, Trends in apparent abundance were measured by the hook-rate (i.e. catch per 100 hooks). Hook-rates for bigeye tuna have decreased from about 3.5 fish per 100 hooks in 1958 to about 1.1 fish per 100 hooks in 1966. During the same period, effort was increased substantially and total catch has decreased since 1963. It does not appear that increased effort will result in sustained increased catches of bigeye. Hook-rates for yellowfin tuna in recent years have decreased to about one third of their initial levels. The surface fishery for yellowfin in the eastern Pacific apparently affects recruitment to the longline fishery. Assuming that present conditions in the surface fishery do not change appreciably, increased effort in the longline fishery probably would not produce sustained increased catches, but might in fact result in reduced catch rates. Unlike the situation for the other tunas of the eastern Pacific, it appears that the albacore fishery east of 130°W is not having a marked effect on their abundance. Although a high degree of variability was observed in the hookrates for striped marlin, no obvious trends are evident. Catches have decreased slightly from 13,500 tons in 1964 to about 11,000 tons in 1966. Heavy fishing for sailfish began in 1964 with a hook-rate of 10.6 fish per 100 hooks; by 1966 it had dropped to 5.8. Catches of this species in the area of major concentration dropped from 329,900 fish in 1965 to 173,600 fish in 1966. This fishery has operated for too short a period of time to enable one to determine its effect on the sustainable yield. Length-frequency measurements and gonad samples from yellowfin and bigeye tunas collected in the eastern Pacific were analyzed to determine sexual maturity and growth characteristics. The results corroborate the findings of earlier investigators. ENGLISH: This report deals with the Japanese longline fishery for tunas and billfishes from 1967 through 1970, extending the studies made by Kume and Joseph (1969a, 1969b). The distribution of effort and catch is discussed and evaluated, and the changes in apparent abundance are examined. An analysis is made of the sexual maturity and size composition of the fish, and a brief comparison of the size composition of the catches from the longline and the surface fisheries is included. SPANISH: Este informe analiza la pesca palangrera japonesa de atunes y peces espada desde 1967 a 1970, ampliando los estudios hechos por Kume y Joseph (1969a, 1969b). Se discute y avalúa la distribución del esfuerzo y la captura, y los cambios en la abundancia aparente. ENGLISH: This report reviews the Japanese longline fishery for tunas and billfishes in the eastern Pacific Ocean during 1971-1980, extending the studies made by other investigators, which covered the 1956-1970 period. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for each species. The deep longlining method is described and the hook rates for this gear and for conventional longline gear are compared. Some observations on the interaction of surface and longline gear are reported. SPANISH: Se examina en este informe la pesca palangrera japonesa de atunes y peces espada en el Océano Pacífico oriental durante 1971-1980, ampliando los estudios hechos por otros investigadores que incluían el período de 1956-1970. Para cada especie se examinan las distribuciones temporales y espaciales del esfuerzo de pesca, captura, abundancia aparente, madurez sexual y composición de talla. Se describe el método de los palangres profundos y se comparan los índices de captura por anzuelo de este arte y del arte convencional palangrero. ENGLISH: This report reviews the activity of the Japanese longline fishery in the eastern Pacific Ocean during the 1981-1987 period, extending the studies for the 1956-1980 period made by other investigators. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for the principal species of tunas and billfishes taken by that fishery. The interaction between the surface and longline fisheries is discussed. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for the principal species of tunas and billfishes taken by that fishery. Some information on the catches of sharks by the Japanese longline fishery is given. The interactions between the surface and longline fisheries are discussed. Se examinan las distribuciones espacial y temporal del esfuerzo de pesca, la captura, la abundancia aparente, la madurez sexual, y la composición por talla de las principales especies de atunes y picudos capturadas por dicha pesquería. Se presenta cierta información sobre las capturas de tiburones por la pesquería palangrera japonesa. Se describen las interacciones entre las pesquerías de superficie y palangrera.

In July 2006, a mandatory observer program was implemented to characterize the commercial reef fish fishery operating in the U.S. Gulf of Mexico. The primary gear types assessed included bottom longline and vertical line (bandit and handline). A total of 73,205 fish (183 taxa) were observed in the longline fishery. Most (66%) were red grouper, Epinephelus morio, and yellowedge grouper, E. flavolimbatus. In the vertical line fishery, 89,015 fish (178 taxa) were observed of which most (60%) were red snapper, Lutjanus campechanus, and vermilion snapper, Rhomboplites aurorubens. Based on surface observations of discarded under-sized target and unwanted species, the majority of fish were released alive; minimum assumed mortality was 23% for the vertical line and 24% for the bottom longline fishery. Of the individuals released alive in the longline fishery, 42% had visual signs of barotrauma stress (air bladder expansion/and or eyes protruding). In the vertical line fishery, 35% of the fish were released in a stressed state. Red grouper and red snapper size composition by depth and gear type were determined. Catch-per-unit-effort for dominant species in both fisheries, illustrated spatial differences in distribution between the eastern and western Gulf. Hot Spot Analyses for red grouper and red snapper identified areas with significant clustering of high or low CPUE values.

ABSTRACT—Since the late 1950’s, a multi-national longline fishery has operated throughout the Atlantic Ocean to supply the growing global demand for tunas (Scombridae) and swordfish, Xiphias gladius. Two species caught as bycatch include Atlantic blue marlin, Makaira nigricans, and white marlin, Tetrapterus albidus, referred to in this paper as “Atlantic marlin.” Pelagic longlining has consistently been the principal source of adult mortality for both species, which are currently depleted and have been so for more than two decades. In this paper, we examined aspects of the Atlantic marlin bycatch of the Japanese pelagic longline fishery from 1960 to 2000. Temporal and spatial patterns in effort, target catch (species combined), marlin bycatch, marlin catch-per-unit-effort (nominal CPUE), and ratios of marlin bycatch to target catch (B: T ratios) were analyzed. An objective was to reveal changes, if any, in marlin bycatch associated with the fishery’s target species “switch” (ca. 1980–87) from mostly surface-associated tunas to mostly the deeper-dwelling bigeye tuna, Thunnus obesus. The highest values of all variables examined occurred during the 1960’s and then fell by the second half of that decade. Since 1970, mean levels of fishing effort, target fish catches, and blue marlin landings have increased significantly, while blue marlin CPUE and B:T ratios have remained relatively stable. Concurrently, white marlin landings, CPUE, and B:T ratios have all declined. While results suggest the fishery’s target species change may have been a factor in lowering white marlin bycatch, the same cannot be said for blue marlin. Relative increases in blue marlin B:T ratios off the northeastern coast of South America and in the wider eastern Atlantic are cause for concern, as are continuing trends of CPUE decline for white marlin in this data set as well as others.

A sample of daily observations on the activities of Australian vessels longlining for yellowfin tuna, Thunnus albacares, during 1987-90 was analyzed, using a production junction approach, to determine the effects of vessel characteristics and operational practices and conditions. Significant differences were found between the tuna fisheries in the northern and southern regions of the inshore yellowfin tuna fishery in the east Australian Exclusive Economic Zone. The type of vessel used, and fishing practices such as soaktime, patrolling the longline, and choice of surface water temperature were found to have significant effects on yellowfin tuna catch rates.
