Treatment with gases containing CO, misleadingly called “tasteless smoke” or “clear smoke”, prior to freezing of fish like tuna, tilapia and swordfish (to name only a few of these species that are characterised by an intensive coloration of flesh) stabilise the fresh red colour of muscle also after thawing and suggest consumers non-existing freshness. In the European Union, carbon monoxide is excluded from being a permitted additive and therefore this handling is not allowed. Notwithstanding of the clear legal position, producers and traders are trying to establish CO treated fish on the market. In the case of taking legal measures the food control laboratories have to provide evidence that fish has been treated by CO and therefore a respective method is necessary. The method of determination of carbon monoxide in fish flesh presently applied requires considerable material and mechanistic effort to detect CO by GC after catalytic transformation into methane. The aim of our work was a direct detection of CO using suitable sensor technology. Mechanistic requirements and results of preliminary investigations to detect carbon monoxide in fish flesh will be described.

A discussion is presented on the current problems facing the freshwater fisheries of Sri Lanka, following the decision taken by the Government to abolish the Inland Fisheries Division of the Fisheries Ministry and to stop aid to freshwater fisheries and aquaculture on the grounds that such practices are not in accordance with the history and tradition of the people of Sri Lanka. Without government subsidies, help and regulation, the freshwater fishery and aquaculture sectors are in grave danger of complete collapse. The need for a comprehensive management plan for the multiple use of the country's reservoirs is stressed.

Five species of crabs and three species of fishes were the main marine organisms found damaging embankments owing to their burrowing nature. Among crabs, Scylla serrata was in the highest percentage, while among fishes, Boleopthalamus dussumieri was recorded in maximum percentage calcium carbide 10-15 per burrow was effective in eradicating the crabs.

The causes of mortality of fry of cultivable fishes in a fish seed farm were investigated. The mortality was due to fungal infection and the pathogen was Saprolegnia sp. The sources of infection were unhygienic breeding hapas, spawnery hapas in the cemented ponds, hatching jars and excess feeding. Application of one kg slaked lime followed by 75g of CuSo sub(4)(l-0.5 p.p.m.) and 150g of KMno sub(4)(2-1 p.p.m.) per each nursery (158m³ water) controlled the pathogen.

Shrimp culture in Bangladesh has emerged as an important aquaculture industry over the last three decades although its culture in greater parts of the farming area is done in traditional ways. In the meantime, the government of Bangladesh has taken necessary measures along with the private sectors to increase production, upgrade processing industries and to promote export performance. Long supply chain in raw material collection, inadequate infrastructure facilities, poor level of cool chain and lack of adequate HACCP-based training on hygiene and sanitation of different groups of people involved in the field level are the main problems of quality loss of raw materials. Shortage of raw materials results in poor capacity utilization of the processing plants. The growth of bagda (P. monodon) hatchery has expanded rapidly over the last few years, remaining mostly concentrated in Cox's Bazar region is enough to meet the target production. However, there is a shortage of pelleted shrimp feed in Bangladesh. A large number of export processors are now producing increasing amounts of value-added products such as individually quick-frozen, peeled and divined, butterfly cut shrimp, as well as cooked products. The export earnings from value added products is about half of the total export value. About 95% of total fish products are exported to European countries, USA and Japan and the remaining to the Southeast Asia and the Middle East. Most of the EU approved shrimp processing industries have been upgraded with laboratory facilities and provided HACCP training to their workers. As of now, HACCP is applied on the processing plants, but to ensure the quality of raw materials and to reduce risks, shrimp farms are also required to adopt HACCP plan. There is increased pressure time to time from importing countries for fish processors to establish effective quality assurance system in processing plants. Fish Inspection and Quality Control (FIQC) of the Department of Fisheries while having moderately equipped laboratories with chemical, bio-chemical and microbiological testing facilities and qualified technical personnel, the creation of facilities for testing of antibiotics is underway. FIQC mainly supervises quality aspects of the processing plants and has little or no control over raw material supply chains from farm to processing plants. Bangladesh export consignments sometimes face rejection due to reported poor quality of the products. Three types of barriers are reported for export of shrimp to EU countries. These are:(1) government participation in trade and restrictive practices (state aid, countervailing duties, state trading enterprises, government monopoly practices), customs and administrative entry procedures (anti-dumping duties, customs valuation, classification, formalities, rules of origin); (2) technical barriers to trade or TBT (technical regulations, standards, testing, certification arrangement); (3) specific limitations (quantitative restrictions, import licensing, embargoes, exchange control, discriminatory sourcing, export restraints, measures to regulate domestic prices, requirements concerning marking, labeling and packaging).

Four methods to control the smooth cordgrass Spartina (Spartina alterniflora) and the footwear worn by treatment personnelat several sites in Willapa Bay, Washington were evaluatedto determine the non-target impacts to eelgrass (Zostera japonica). Clone-sized infestations of Spartina were treated bymowing or a single hand-spray application of Rodeo® formulatedat 480 g L-1acid equivalence (ae) of the isopropylaminesalt of glyphosate (Monsanto Agricultural Co., St. Louis, MO;currently Dow AgroSciences, Indianapolis, IN) with the nonionic surfactant LI 700® (2% v/v) or a combination of mowing and hand spraying. An aerial application of Rodeo® with X-77 Spreader® (0.13% v/v) to a 2-ha meadow was also investigated. Monitoring consisted of measuring eelgrass shoot densities and percent cover pre-treatment and 1-yr post-treatment. Impacts to eelgrass adjacent to treated clones were determined 1 m from the clones and compared to a control 5-m away. Impacts from footwear were assessed at 5 equidistant intervals along a 10-m transect on mudflat and an untreated control transect at each of the three clone treatment sites. Impacts from the aerial application were determined by comparing shoot densities and percent cover 1, 3 and 10 m from the edge of the treated Spartina meadow to that at comparable distances from an untreated meadow. Methods utilized to control Spartina clones did not impact surrounding eelgrass at two of three sites. Decreases in shoot densities observed at the third site were consistent across treatments. Most impacts to eelgrass from the footwear worn by treatment personnel were negligible and those that were significant were limited to soft mud substrate. The aerial application of the herbicide was associated with reductions in eelgrass (shoot density and percent cover) at two of the three sampling distances, but reductions on the control plot were greater. We conclude that the unchecked spread of Spartina is a far greater threat to the survival and health of eelgrass than that from any of the control measures we studied. The basis for evaluating control measures for Spartina should be efficacy and logistical constraints and not impacts to eelgrass. PDF is 7 pages.

Biological control of exotic plant populations with native organisms appears to be increasing, even though its success to date has been limited. Although many researchers and managers feel that native organisms are easier to use and present less risk to the environment this may not be true. Developing a successful management program with a native insect is dependent on a number of critical factors that need to be considered. Information is needed on the feeding preference of the agent, agent effectiveness, environmental regulation of the agent, unique requirements of the agent, population maintenance of the agent, and time to desired impact. By understanding these factors, researchers and managers can develop a detailed protocol for using the native biological control agent for a specific target plant. . We found E. lecontei in 14 waterbodies, most of which were in eastern Washington. Only one lake with weevils was located in western Washington. Weevils were associated with both Eurasian ( Myriophyllum spicatum L.) and northern watermilfoil ( M. sibiricum K.). Waterbodies with E. lecontei had significantly higher ( P < 0.05) pH (8.7 ± 0.2) (mean ± 2SE), specific conductance (0.3 ± 0.08 mS cm -1 ) and total alkalinity (132.4 ± 30.8 mg CaCO 3 L -1 ). We also found that weevil presence was related to surface water temperature and waterbody location ( = 24.3, P ≤ 0.001) and of all the models tested, this model provided the best fit (Hosmer- Lemeshow goodness-of-fit = 4.0, P = 0.9). Our results suggest that in Washington State E. lecontei occurs primarily in eastern Washington in waterbodies with pH ≥ 8.2 and specific conductance ≥ 0.2 mS cm -1 . Furthermore, weevil distribution appears to be correlated with waterbody location (eastern versus western Washington) and surface water temperature.

The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964, In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

The paper documents the aquatic vascular plants situation of Lake Kainji, particularly with the invasion of water hyacinth (Eichhormia crassipes) hitherto alien to the lake system. The frequency of occurrence of some aquatic plants on Lake Kainji have increased whilst a few decreased over the period between 1984 and 1995. More than 53.6% of the lake surface has now been covered by aquatic vascular plants of which water hyacinth alone covered 30.6% (16.4% of the system). Apart from the characteristic rapid multiplication and biomass build-up of the plant, more than 9.1 clumps with a diameter range between 0.8-4cm enter the lake per minute. Thus more than 16.4ha per day or annually 6000ha of water hyacinth are added as drifts. Because of the peculiar hydrological cycle of the lake and the plant aggressiveness and invasiveness, NIFFR (with the support of the GTZ) had developed an approach of control which combines manual, biological, natural, boom construction and chemical measures. The distinguished character of Particularly Sensitive Sea Areas (PSSAs) is that every application for PSSAs must be accompanied by Associated Protected Measures (APMs) which can make PSSAs efficient in practice.1 That is why APMs are regarded as the core feature of every PSSA.2 APM is “an international rule or standard that falls within the purview of an international maritime organization (IMO) and regulates international maritime activities for the protection of the area at risk.” So far, APMs have been approved by IMO as following: -Compulsory or recommended pilotage -Mandatory ship reporting -An area to be avoided -Traffic separation schemes -Discharge prohibition or regulations -Mandatory no anchoring areas -Deep water routes -Emission control areas (PDF contains 5 pages)

In January 2006 the Maumee Remedial Action Plan (RAP) Committee submitted a State II Watershed Restoration Plan for the Maumee River Great Lakes Area of Concern (AOC) area located in NW Ohio to the State of Ohio for review and endorsement (MRAC, 2006). The plan was created in order to fulfill the requirements, needs and/or use of five water quality programs including: Ohio Department of Natural Resources (DNR) Watershed Coordinator Program; Ohio EPA Great Lakes RAP Program; Ohio DNR Coastal Non-point Source Pollution Control Program; Ohio EPA Total Maximum Daily Load Program; and US Fish & Wildlife Service Natural Resources Damage Program. The plan is intended to serve as a comprehensive regional management approach for all jurisdictions, agencies, organizations, and individuals who are working to restore the watershed, waterways and associated coastal zone. The plan includes: background information and mapping regarding hydrology, geology, ecoregions, and land use, and identifies key causes and sources for water quality concerns within the six 11-digit hydrological units (HUCs), and one large river unit that comprise the Maumee AOC. Tables were also prepared that contains detailed project lists for each major watershed and was organized to facilitate the prioritization of research and planning efforts. Also key to the plan and project tables is a reference to the Ohio DNR Coastal Management Measures that may benefit from the implementation of an identified project. This paper will examine the development of the measures and their importance for coastal management and watershed planning in the Maumee AOC. (PDF contains 4 pages)
