This paper comprises part of the so-called "3-beaches Survey" of the LVFRP. In Tanzania, this study has developed to examine two landing sites (Mwasonge and Ihale), and to chart the progress of the newly established Beach Management Units (BMU) at each beach, comparing one BMU against the other. The over-arching objective of this survey was to develop an understanding of the context in which Mwasonge's fishery exists. The study does so by examining the community's history, culture and beliefs, various other socio-cultural factors, their resources, society and economy, wealth and the community's perceptions of wealth. Importantly, the survey examines the community's institutions and its perceptions of fishing rules and changes within the fishery. All of these facets of community life are examined with the use of participatory Rural Appraisal tools, and the images that the study generated are reproduced herein.

Despite an increasing literary focus on climate change adaptation, the facilitation of this adaptation is occurring on a limited basis (Adger et al. 2007) .This limited basis is not necessarily due to inability; rather, a lack of comprehensive cost estimates of all options specifically hinders adaptation in vulnerable communities (Adger et al. 2007). Specifically the estimated cost of the climate change impact of sea-level rise is continually increasing due to both increasing rates and the resulting multiplicative impact of coastal erosion (Karl et al., 2009, Zhang et al., 2004) Based on the 2007 Intergovernmental Panel on Climate Change report, minority groups and small island nations have been identified within these vulnerable communities. Therefore the development of adaptation policies requires the engagement of these communities. State examples of sea-level rise adaptation through land use planning mechanisms such as land acquisition programs (New Jersey) and the establishment of rolling easements (Texas) are evidence that although obscured, adaptation opportunities are being acted upon (Easterling et al., 2004, Adger et al.2007). H.J. Andrews Experimental Forest is a 6400 ha forest of Douglas fir, western hemlock, and Pacific silver fir located in, and typical of, the central portion of the western slope of the Cascade mountain range of Oregon. The forest is one of 19 sites in the Long-Term Ecological Research (LTER) program sponsored by the National Science Foundation. ... Because of the scientific significance of Andrews Forest, it is important to investigate the temporal variability of annual and seasonal temperature and precipitation values at the site and identify past times of anomalous climatic conditions. It is also important to establish quantitatively the relationships between the climate of Andrews Forest and that of its surrounding area and, hence, place the climate of Andrews Forest into its regional context.

The Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) were adopted by member countries of the Food and Agriculture Organization of the United Nations (FAO) and were officially approved as an international instrument in June 2014. What is very special about the SSF Guidelines is that it was created as a result of a very long history of the struggles of small-scale fishworkers around the world appealing for greater recognition of their status and their role in the fisheries sector of their countries. These Guidelines have 100 paragraphs which are distributed across 13 sections. This document is only a summation of the contents of the Guidelines. It was produced for ICSF by John Kurien, founder Member of ICSF, who has worked for the last four decades with small-scale fishing communities in many areas around the world, particularly in Kerala, India.

This publication is a report of the proceedings of the ICSF Pondy Workshop, which focused on the FAO’s Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The workshop brought together 71 participants from 20 countries representing civil society organizations, governments, FAO, academia and fishworker organizations from both the marine and inland fisheries sectors. This report will be found useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in small-scale fisheries, food security and poverty eradication.

The workshop titled, ICSF-BOBLME India (East Coast) Workshop on Implementing the FAO Voluntary Guidelines for Securing Sustainable Small-scale fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) was organized by ICSFin collaboration with BOBLME project.The workshop was the third in a series of consultations held in 2015 across the globe to promote the ownership of the SSF Guidelines among different stakeholders. In the run –up to the workshop, ICSF, with support from BOBLME conducted six consultation meetings with fishworkers and fishworker organizations along the east coast of India in January and February 2015. One hundred participants from India’s eastern coastal states of West Bengal, Odisha, Andhra Pradesh, Tamil Nadu and Puducherry, including women fishworkers, representatives of fishworker organizations, representatives from Department of Fisheries and other concerned departments at state and central level, Multilateral agencies, Inter-governmental organizations, Research Institutions met at Chennai, 6-7 March, 2015. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors. This publication—the proceedings of the Chennai workshop—will be useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in fisheries and livelihoods.

Shrimp culture in Bangladesh has emerged as an important aquaculture industry over the last three decades although its culture in greater parts of the farming area is done in traditional ways. In the meantime, the government of Bangladesh has taken necessary measures along with the private sectors to increase production, upgrade processing industries and to promote export performance. Long supply chain in raw material collection, inadequate infrastructure facilities, poor level of cool chain and lack of adequate HACCP-based training on hygiene and sanitation of different groups of people involved in the field level are the main problems of quality loss of raw materials. Shortage of raw materials results in poor capacity utilization of the processing plants. The growth of bagda (P. monodon) hatchery has expanded rapidly over the last few years, remaining mostly concentrated in Cox's Bazar region is enough to meet the target production. However, there is a shortage of pelleted shrimp feed in Bangladesh. A large number of export processors are now producing increasing amounts of value-added products such as individually quick-frozen, peeled and divined, butterfly cut shrimp, as well as cooked products. The export earnings from value added products is about half of the total export value. About 95% of total fish products are exported to European countries, USA and Japan and the remaining to the Southeast Asia and the Middle East. Most of the EU approved shrimp processing industries have been upgraded with laboratory facilities and provided HACCP training to their workers. As of now, HACCP is applied on the processing plants, but to ensure the quality of raw materials and to reduce risks, shrimp farms are also required to adopt HACCP plan. There is increased pressure time to time from importing countries for fish processors to establish effective quality assurance system in processing plants. Fish Inspection and Quality Control (FIQC) of the Department of Fisheries while having moderately equipped laboratories with chemical, bio-chemical and microbiological testing facilities and qualified technical personnel, the creation of facilities for testing of antibiotics is underway. FIQC mainly supervises quality aspects of the processing plants and has little or no control over raw material supply chains from farm to processing plants. Bangladesh export consignments sometimes face rejection due to reported poor quality of the products. Three types of barriers are reported for export of shrimp to EU countries. These are:(1) government participation in trade and restrictive practices (state aid, countervailing duties, state trading enterprises, government monopoly practices), customs and administrative entry procedures (anti-dumping duties, customs valuation, classification, formalities, rules of origin); (2) technical barriers to trade or TBT (technical regulations, standards, testing, certification arrangement); (3) specific limitations (quantitative restrictions, import licensing, embargoes, exchange control, discriminatory sourcing, export restraints, measures to regulate domestic prices, requirements concerning marking, labeling and packaging).
