This report describes a surveillance strategy to detect deepwater invasive species in the Northwestern Hawaiian Islands. A need for this strategy was identified in the Papahānaumokuākea Marine National Monument Management Plan and the Monument’s Draft Natural Resources Science Plan. This strategy focuses on detecting two species of concern, the octocoral Carijoa riisei and the red alga Hypnea musciformis. Most research on invasive species in the Hawaiian archipelago has focused on shallow water habitats within the limits of conventional SCUBA (0-30 m). Deeper habitats such as mesophotic reefs are much more difficult to access and consequently little is known about the distribution of deepwater invasive species or their impacts. Recent deepwater (>30 m) sightings of H. musciformis and C. riisei, in and near NWHI, respectively, have prompted a call for further research and surveillance of invasive species in deepwater habitats. This report compiles the most up to date information about these two species of concern in deepwater habitats. A literature search and conversations with subject matter experts was used to identify their current distribution, preferred habitat types, optimal detection methods and ways to efficiently sample the vast extent of NWHI. The proposed sampling strategy prioritizes survey effort where C. riisei and H. musciformis are most likely to be found. At coarse spatial scales (tens to hundreds of kilometers), opportunistic observations and distance from the Main Hawaiian Islands, a principal propagule source, are used to identify high-risk islands and banks. At fine spatial scales (meters to tens of kilometers) a habitat suitability model was developed to identify high-risk habitats. The habitat suitability model focused on habitat preferences of C. riisei, since the species is well studied and adequate data exists to map habitats. There was insufficient information to identify suitable habitat for H. muscifomis. Habitat preferences for the algae are poorly understood and there is a lack of data at relevant spatial scales to map those preferences which are known. The principal habitats identified by the habitat suitability model were ledges and the edges of rugose coral reefs, where the shade loving octocoral would likely be found. Habitat suitability maps were developed for seven atolls and banks to aid in survey site selection. The protocol relied on technical divers to conduct visual surveys of benthic habitats. It was developed to increase the efficiency of surveys, maximize the probability of detection, identify important information relevant to future surveys and standardize results. The strategy, model and protocol were tested during a field mission in 2009 at several atolls and islands in NWHI. The field mission did not detect any invasive species among deepwater habitats and much was learned to improve future surveys. Data gaps and improvements are discussed.

This paper describes the light reflectance characteristics ofwaterhyacinth [Eichhornia crassipes (Mort.) Solms] and hydrilla [Hydrilla verticillata (L.F.) Royle] and the application of airborned videography with global positioning system (GPS) and geographic information system (GIS) technologies for distinguishing and mapping the distribution of these two aquatic weeds in waterways of southern Texas. Field reflectance measurements made at several locations showed that waterhyacinth generally had higher near-infrared (NIR) reflectance than associated plant species and water. Hydrilla had lower NIR reflectance than associated plant species and higher NIR reflectance than water. Reflectance measurements made on hydrilla plants submerged below the water surface had similar spectral characteristics to water. Waterhyacinth and hydrilla could be distinguished in color-infrared (CIR) video imagery where they had bright orange-red and reddish-brown image responses, respectively. Computer analysis of the imagery showed that waterhyacinth and hydrilla infestaions could be quantified. An accuracy assessment performed on the classified image showed an overall accuracy of 87.7%. Integration of the GPS with the video imagery permitted latitude/longitude coordinates of waterhyacinth and hydrilla infestation to be recorded on each image. A portion of the Rio Grande River in extreme southern Texas was flown with the video system to detect waterhyacinth and hydrilla infestaions. The GPS coordinates on the CIR video scenes depicting waterhyacinth and hydrilla infestations were entered into a GIS to map the distribution of these two noxious weeds in the Rio Grande River.

Cambodia is one of the poorest countries in the world; much of its population live in rural areas and many live below the local poverty line. The management of common property aquatic resources is of over-riding importance to food security and sustainable rural development in Cambodia. The key groups of poor people who use aquatic resources as part of their diverse livelihoods portfolios are subsistence fishers, small-scale aquaculture practitioners and aquatic resources collectors. Subsistence fishers access mainly the rivers, lakes and inundated forests in Tonle Sap provinces, the lower Mekong and Bassac regions and the upper part of the Mekong. Small-scale aquaculture and/or the collection of aquatic resources are most important in provinces that are not rich in fisheries resources including Kompong Speu, Ratnakiri, Mondulkiri, Preah Vihear and Ortdar Meanchey. Freshwater capture fisheries probably contribute more to national food security and the national economy in Cambodia than in any other country in the world. (19 p.)

Harmful Algal Research and Response: A Human Dimensions Strategy (HARR-HD) justifies and guides a coordinated national commitment to human dimensions research critical to prevent and respond to impacts of harmful algal blooms (HABs). Beyond HABs, it serves as a framework for developing hu-man dimensions research as a cross-cutting priority of ecosystem science supporting coastal and ocean management, including hazard research and mitigation planning. Measuring and promoting commu-nity resilience to hazards require human dimensions research outcomes such as effective risk commu-nication strategies; assessment of community vulnerability; identification of susceptible populations; comprehensive assessment of environmental, sociocultural, and economic impacts; development of effective decision support tools; and improved coordination among agencies and stakeholders. HARR-HD charts a course for human dimensions research to achieve these and other priorities through co-ordinated implementation by the Joint Subcommittee on Ocean Science and Technology (JSOST) In-teragency Working Group on HABs, Hypoxia and Human Health (IWG-4H); national HAB funding programs; national research and response programs; and state research and monitoring programs. The Philippines rank 85 out of 175 countries in terms of Human Development Index. Poverty is most acute and widespread in rural areas, including many coastal municipalities, where 54% of people are living below the poverty line. Dependence on coastal and inland aquatic resources is high among rural poor people, who tend to be self-employed, primarily in agriculture, fisheries and casual labor. They are almost all landless. In Sri Lanka the incidence of poverty varies among regions and livelihoods; aquatic resources users represent a poor category in many regions and therefore a vulnerable group. In December 2004 the country was hit by a Tsunami originating off the coast of Aceh in Indonesia, which affected the livelihoods of a large section of coastal aquatic resource users. The country is currently engaged in a major humanitarian effort to improve the livelihoods of aquatic resources users through various donor-funded projects. (PDF contains 18 pages)

Vietnam is a coastal country in Southeast Asia with a population of over 80 million. Although Vietnam has long been listed among the poorest countries of the world, it has recently made large strides in reducing poverty and improving food security. However, the dramatic gains in poverty reduction in Vietnam still remain quite fragile. There is growing evidence to indicate that dependence on aquatic resources is correlated to poverty, and that aquatic resources constitute an important component of wider livelihoods strategies (largely from the Mekong Delta, Central Coast and the Northern Mountains). This statement was prepared by the participants of the FAO/NACA-STREAM Workshop on Aquatic Resources and Livelihoods: Connecting Policy and People, 17-19 March 2005, in Los Baños, Laguna, Philippines. This was the concluding event of the FAO Technical Cooperation Program (TCP) project entitled “Assistance in Poverty Alleviation through Improved Aquatic Resources Management in Asia-Pacific.” The purpose of the workshop was to review and share experiences of the NACA-STREAM Initiative, build consensus on the value of livelihoods approaches in aquatic resources management and poverty alleviation, and identify ways of promoting livelihoods approaches throughout the region. There is general agreement amongst Government and many donors that aquaculture and improved aquatic resources management can make a significant and direct impact on poverty reduction and hunger eradication in Vietnam. The key policy issue is to better support poor and vulnerable groups who depend on or could make use of aquatic resources through the use of the livelihoods perspective. A study was embarked upon with the twin objectives of reviewing the Green Revolution Strategy for accelerating fish production in the country and proposing an alternative strategy, a private sector approach. Some of the programmes listed in the Green Revolution are very necessary for developing a viable - fish farming industry and that money spent under such programmes is money well spent. Programmes that are also desirable but need to be considerably expanded were identified. Other programmes have been criticised on the grounds that the method chosen to achieve the desired objectives is fraught with dangers if sufficiently long run view of fisheries development is taken

Six KMFRI stations located in Nyanza Gulf of Lake Victoria (Kenya) were sampled in order to investigate the forage strategy of juvenile Lates niloticus. Thirty speciemens were collected using a bottom trawl at each station and sorted into three size classes 1-2 cm and 3-20 cm total length. Stomach contents were analysed and taxonomic keys used to identify zoplankton and other insects. Caridina nilotica was the dominant food item in both frequency of occurrence and numerical abundance. In fish examined from 1-2 cm T.L., cladocerans were prominent food items, while at 2-3 and 3-20 cm, C. nilotica was dominant
