On 17-20 July 2007, 45 experts on sea turtles, fisheries, conservation and finance from 10 countries convened at the Bellagio Sea Turtle Conservation Initiative workshop in Terengganu to focus on methods to save the imperiled Pacific leatherback from extinction. The group developed a strategic plan to guide the prioritization and long term financing of Pacific leatherback turtle conservation and recovery objectives. Participants identified critical conservation actions and agreed that a business plan is urgently needed to reverse the trajectory towards extinction of the Pacific leatherback. The conservation actions prioritized by the participants encompassed protecting nesting beaches including eggs and nesting females; reducing direct and indirect turtle take in coastal fisheries; and strengthening regional and sub-regional cooperation. The group committed to work together on fundraising and implementation of these urgent conservation actions. This report presents outputs and the plan that was produced from the workshop.

Self-help groups (SHGs) are ways for farmers and fishers, especially those who are poor, to come together and work together. They can be a useful entry point for outsiders, promote a supportive local environment, strengthen voices in decision-making and in negotiations with more powerful forces, increase the effectiveness of local actions, and provide easier access to micro-credit and other resources and services. This case study describes a rural aquaculture development context, in India, the development of SHGs and the concept of a ‘one-stop aqua shop’, set up and run by a federation of self-help groups in Kaipara village, West Bengal (a pilot state along with Jharkhand and Orissa). It outlines testing new ways to share information, as part of a series of revised procedures and institutional arrangements for service delivery recommended by farmers and fishers and prioritized by government, with support from the Department of International Development, London (DFID) Natural Resources Support Programme (NRSP) and the Network of Aquaculture Centres in Asia-Pacific (NACA) to the Support to Regional Aquatic Resources Management (STREAM) Initiative (10 p.)

What is special about Kaipara is that most recently, they have founded a federation of Self-Help Groups that work together to develop their own support network and to draw in the support of others. In October 2000 the government of Cambodia announced a major change in fisheries management policy. The core elements of the new policy are the reduction of fishing lot concession areas by 56%, the broader participation of fishing communities in the management of fisheries and a focus on the efficient, sustainable and equitable use of the living aquatic resources. To facilitate the establishment and development of the Community Fisheries, support and monitor their activities, the Department of Fisheries was authorized1 to establish a Community Fisheries Development Office (CFDO). ENGLISH: Howard and Landa (1958) and Barrett and Howard (1961) have studied the life history of the anchoveta in most of the areas where this species occurs in important quantities. The Gulf of Panama was the only area of Panama included in these studies, as this was the only one from which sufficient samples were available. Berdegue (1958) compared certain meristic and morphometric characters of anchovetas from Montijo Bay and nine other areas of the eastern tropical Pacific Ocean. He found statistically significant differences, and concluded that the fish of the different areas belonged to separate "populations." Fish from Chiriquí province were not included in his study. Since the, completion of the above-mentioned studies, a number of collections of anchovetas from Montijo Bay and Chiriquí province have been obtained. In the present report use is made of this material to determine the salient facts regarding the life history of the anchoveta from these areas and to supplement the available knowledge of the identity of the intraspecific groups. Schaefer, formerly Director of Investigations, Inter-American Tropical Tuna Commission (now Director, Institute of Marble Resources, University of California), Mr. Clifford L. El Golfo de Panamá es la única area de Panamá incluida en estos estudios, ya que es la única de la cual hubo suficientes muestras disponibles. Berdegué (1958) camparó ciertos caracteres merístieos y morfométricos de la anehoveta del Golfo de Montijo y otras nueve áreas del Océano Pacífico Oriental Tropical. Encontró diferencias estadísticamente significativas e hizo la conclusión de que los peces de las diferentes áreas pertenecían a "poblaciones" separadas. Los peces de la Provincia de Chiriquí no fueron incluidos en su estudio. Desde la terminación de los estudios antes meneionados se obtuvieron varias recolecciones de anchovetas del Golfo de Montijo y de la Provincia de Chiriquí. En el presente informe se usó este material para determinar los hechos sobresalientes referentes a la historia natural de la anchoveta de estas áreas y suplir el conocimiento disponible de la identidadde los grupos intraespecíficos. The Alliance for Coastal Technologies (ACT) convened a workshop on "Wave Sensor Technologies" in St. Petersburg, Florida on March 7-9, 2007, hosted by the University of South Florida (USF) College of Marine Science, an ACT partner institution. The primary objectives of this workshop were to: 1) define the present state of wave measurement technologies, 2) identify the major impediments to their advancement, and 3) make strategic recommendations for future development and on the necessary steps to integrate wave measurement sensors into operational coastal ocean observing systems. The participants were from various sectors, including research scientists, technology developers and industry providers, and technology users, such as operational coastal managers and coastal decision makers. Waves consistently are ranked as a critical variable for numerous coastal issues, from maritime transportation to beach erosion to habitat restoration. For the purposes of this workshop, the participants focused on measuring "wind waves" (i.e., waves on the water surface, generated by the wind, restored by gravity and existing between approximately 3 and 30-second periods), although it was recognized that a wide range of both forced and free waves exist on and in the oceans. Also, whereas the workshop put emphasis on the nearshore coastal component of wave measurements, the participants also stressed the importance of open ocean surface waves measurement. Wave sensor technologies that are presently available for both environments include bottom-mounted pressure gauges, surface following buoys, wave staffs, acoustic Doppler current profilers, and shore-based remote sensing radar instruments. One of the recurring themes of workshop discussions was the dichotomous nature of wave data users. The two separate groups, open ocean wave data users and the nearshore/coastal wave data users, have different requirements. Generally, the user requirements increase both in spatial/temporal resolution and precision as one moves closer to shore. Most ocean going mariners are adequately satisfied with measurements of wave period and height and a wave general direction. However, most coastal and nearshore users require at least the first five Fourier parameters ("First 5"): wave energy and the first four directional Fourier coefficients. Furthermore, wave research scientists would like sensors capable of providing measurements beyond the first four Fourier coefficients. It was debated whether or not high precision wave observations in one location can take the place of a less precise measurement at a different location. This could be accomplished by advancing wave models and using wave models to extend data to nearby areas. ENGLISH: Monthly estimates of the abundance of yellowfin tuna by age groups and regions within the eastern Pacific Ocean during 1970-1988 are made, using purse-seine catch rates, length-frequency samples, and results from cohort analysis. The numbers of individuals caught of each age group in each logged purse-seine set are estimated, using the tonnage from that set and length-frequency distribution from the "nearest" length-frequency sample(s). Nearest refers to the closest length frequency sample(s) to the purse-seine set in time, distance, and set type (dolphin associated, floating object associated, skipjack associated, none of these, and some combinations). Catch rates are initially calculated as the estimated number of individuals of the age group caught per hour of searching. Then, to remove the effects of set type and vessel speed, they are standardized, using separate weiznted generalized linear models for each age group. The standardized catch rates at the center of each 2.5 0 quadrangle-month are estimated, using locally-weighted least-squares regressions on latitude, longitude and date, and then combined into larger regions. Catch rates within these regions are converted to numbers of yellowfin, using the mean age composition from cohort analysis. The variances of the abundance estimates within regions are large for 0-, 1-, and 5-year-olds, but small for 1.5- to 4-year-olds, except during periods of low fishing activity. Mean annual catch rate estimates for the entire eastern Pacific Ocean are significantly positively correlated with mean abundance estimates from cohort analysis for age groups ranging from 1.5 to 4 years old. Catch-rate indices of abundance by age are expected to be useful in conjunction with data on reproductive biology to estimate total egg production within regions. The estimates may also be useful in understanding geographic and temporal variations in age-specific availability to purse seiners, as well as age-specific movements. SPANISH: Se calculan estimaciones mensuales de la abundancia del atún aleta amarilla por grupos de edad y regiones en el Océano Pacífico oriental durante 1970-1988, usando tasas de captura cerquera, muestras de frecuencia de talla, y los resultados del análisis de cohortes. Atlantic and Gulf Coast shorelines include some of the most unique and biologically rich ecosystems in the United States that provide immeasurable aesthetic, habitat and economic benefits. Natural coastal ecosystems, however, are under increasing threat from rampant and irresponsible growth and development. Once a boon to local economies, complex natural forces – enhanced by global climate change and sea level rise - are now considered hazards and eroding the very foundation upon which coastal development is based. For nearly a century, beach restoration and erosion control structures have been used to artificially stabilize shorelines in an effort to protect structures and infrastructure. Beach restoration, the import and emplacement of sand on an eroding beach, is expensive, unpredictable, inefficient and may result in long-term environmental impacts. The detrimental environmental impacts of erosion control structures such as sea walls, groins, bulkheads and revetments include sediment deficits, accelerated erosion and beach loss. These and other traditional responses to coastal erosion and storm impacts- along with archaic federal and state policies, subsidies and development incentives - are costly, encourage risky development, artificially increase property values of high-risk or environmentally sensitive properties, reduce the post-storm resilience of shorelines, damage coastal ecosystems and are becoming increasingly unsustainable. Although communities, coastal managers and property owners face increasingly complex and difficult challenges, there is an emerging public, social and political awareness that, without meaningful policy reforms, coastal ecosystems and economies are in jeopardy. Strategic retreat is a sustainable, interdisciplinary management strategy that supports the proactive, planned removal of vulnerable coastal development; reduces risk; increases shoreline resiliency and ensures long term protection of coastal systems. Public policies and management strategies that can overcome common economic misperceptions and promote the removal of vulnerable development will provide state and local policy makers and coastal managers with an effective management tool that concomitantly addresses the economic, environmental, legal and political issues along developed shorelines. The goal of the Puget Sound Nearshore Ecosystem Restoration Project (PSNERP) is to improve system-wide functionality of nearshorei ecosystem processes. To achieve that goal, PSNERP plans to strategically restore nearshore sites throughout Puget Sound. PSNERP scientists are assessing changes to the nearshore, and will recommend an environmentally strategic restoration portfolio. Yet, PSNERP also needs stakeholder input to design a socially strategic portfolio. This research investigates the values and preferences of stakeholders in the Whidbey Sub-Basin of Puget Sound to help PSNERP be both socially and environmentally strategic. This investigation may be repeated in the six other Puget Sound Sub-Basins. The results will guide restoration portfolio design and future stakeholder involvement activities. This study examines four areas of stakeholder values and preferences: 1) beliefs about the causes, solutions, and severity of nearshore problems; 2) priorities for nearshore features, shoreforms, developments, and restoration objectives; 3) thoughts about ecosystem servicesiii and trade-offs among them; and 4) visions of a future, restored Puget Sound nearshore and the role of science in attaining this vision. The study is framed by two hypotheses from the Advocacy Coalition Framework (ACF), which suggests that groups of policy advocates form around shared “policy core beliefs” which can transcend traditional categories of stakeholders.(PDF contains 3 pages)

Strategic partnership of stakeholders: a veritable tool for sustainable fishery resources in Nigeria

Fishery resources are very important resource from the aquatic environment to the Nigerian economy. Stakeholders involvement in its management is highly important therefore, this paper proposes two frameworks against which sustainable fishery should be based, vis-a-vis stakeholders participation. The paper showed that decision-making involving stakeholders would enhance the goals of sustainable fishery development and create unity of purpose among various stakeholders

This report covers the period April to September, 1989. During this period sampling of invertebrates has concentrated on planktonic animals and those associated with one of the dominant macrophytes in the system, Nuphar lutea, the yellow water lily, since these are particularly important in the diets of larval and juvenile cyprinid fish. A proportion of samples has been partly analysed and some preliminary data are presented here.

In the past stock assessment surveys were generally reactive in response to a particular problem e.g. a pollution incident and as such were limited in the information they provided. A programme of strategic stock assessment would be more beneficial, providing up to date information on the status and composition of the stock. On a national level this could reveal trends in population dynamics and enable comparisons to be made between key rivers and between regions. The Stock Assessment Task Group (1991) has recommended annual strategic surveys for juvenile salmonids and triennial strategic surveys for coarse fish and non- migratory salmonids. The aim of this pilot study was to gain information on species distribution and their relative abundance within the River Lune catchment, and to compare the findings with the surveys carried out between 1981-1985. This would provide valuable information on the current status of the stock and provide an indication of the resources required to conduct such strategic surveys on other river catchments in the North West Region of the National Rivers Authority.
