On 17-20 July 2007, 45 experts on sea turtles, fisheries, conservation and finance from 10 countries convened at the Bellagio Sea Turtle Conservation Initiative workshop in Terengganu to focus on methods to save the imperiled Pacific leatherback from extinction. The group developed a strategic plan to guide the prioritization and long term financing of Pacific leatherback turtle conservation and recovery objectives. Participants identified critical conservation actions and agreed that a business plan is urgently needed to reverse the trajectory towards extinction of the Pacific leatherback. The conservation actions prioritized by the participants encompassed protecting nesting beaches including eggs and nesting females; reducing direct and indirect turtle take in coastal fisheries; and strengthening regional and sub-regional cooperation. The group committed to work together on fundraising and implementation of these urgent conservation actions. This report presents outputs and the plan that was produced from the workshop.

What began as a general desire to share messages about processes, technologies, lives and opportunities – among farming and fishing communities and those who work with them – has evolved into a network that shares meanings and lessons learnt. Now instead of relying on core funding or catalytic support, the STREAM Initiative is self-funded through the services its network provides to academic, development and other organizations. The governing council of Naca has resolved to effect a shift in emphasis from aquaculture development to aquaculture for development. This will require engaging partners from a broad spectrum of government and development agencies, the nature of the information that will need to be gathered and the strategies used for disseminating information and initiating action. The vehicle for operationalising this shift is STREAM - Support to Regional Aquatic Resources Management. This report outlines the nature of the STREAM network, its relationship to NACA's vision, mission, objectives and operating principles, and how STREAM differs from previous NACA's networks. Because STREAM is different, a theoretical basis for network communication is presented along with an outline of the preliminary steps in getting the network up and running. (Pdf contains 33 pages).

In October 2000 the government of Cambodia announced a major change in fisheries management policy. The core elements of the new policy are the reduction of fishing lot concession areas by 56%, the broader participation of fishing communities in the management of fisheries and a focus on the efficient, sustainable and equitable use of the living aquatic resources. To facilitate the establishment and development of the Community Fisheries, support and monitor their activities, the Department of Fisheries was authorized1 to establish a Community Fisheries Development Office (CFDO). Atlantic and Gulf Coast shorelines include some of the most unique and biologically rich ecosystems in the United States that provide immeasurable aesthetic, habitat and economic benefits. Natural coastal ecosystems, however, are under increasing threat from rampant and irresponsible growth and development. Once a boon to local economies, complex natural forces – enhanced by global climate change and sea level rise - are now considered hazards and eroding the very foundation upon which coastal development is based. For nearly a century, beach restoration and erosion control structures have been used to artificially stabilize shorelines in an effort to protect structures and infrastructure. Beach restoration, the import and emplacement of sand on an eroding beach, is expensive, unpredictable, inefficient and may result in long-term environmental impacts. The detrimental environmental impacts of erosion control structures such as sea walls, groins, bulkheads and revetments include sediment deficits, accelerated erosion and beach loss. These and other traditional responses to coastal erosion and storm impacts- along with archaic federal and state policies, subsidies and development incentives - are costly, encourage risky development, artificially increase property values of high-risk or environmentally sensitive properties, reduce the post-storm resilience of shorelines, damage coastal ecosystems and are becoming increasingly unsustainable. Although communities, coastal managers and property owners face increasingly complex and difficult challenges, there is an emerging public, social and political awareness that, without meaningful policy reforms, coastal ecosystems and economies are in jeopardy. Strategic retreat is a sustainable, interdisciplinary management strategy that supports the proactive, planned removal of vulnerable coastal development; reduces risk; increases shoreline resiliency and ensures long term protection of coastal systems. Public policies and management strategies that can overcome common economic misperceptions and promote the removal of vulnerable development will provide state and local policy makers and coastal managers with an effective management tool that concomitantly addresses the economic, environmental, legal and political issues along developed shorelines. The pressures placed on the natural, environmental, economic, and cultural sectors from continued growth, population shifts, weather and climate, and environmental quality are increasing exponentially in the southeastern U.S. region. Our growing understanding of the relationship of humans with the marine environment is leading us to explore new ecosystem-based approaches to coastal management, marine resources planning, and coastal adaptation that engages multiple state jurisdictions. The urgency of the situation calls for coordinated regional actions by the states, in conjunction with supporting partners and leveraging a diversity of resources, to address critical issues in sustaining our coastal and ocean ecosystems and enhancing the quality of life of our citizens. The South Atlantic Alliance (www.southatlanticalliance.org) was formally established on October 19, 2009 to “implement science-based policies and solutions that enhance and protect the value of coastal and ocean resources of the southeastern United States which support the region's culture and economy now and for future generations.” The Alliance, which includes North Carolina, South Carolina, Georgia, and Florida, will provide a regional mechanism for collaborating, coordinating, and sharing information in support of resource sustainability; improved regional alignment; cooperative planning and leveraging of resources; integrated research, observations, and mapping; increased awareness of the challenges facing the South Atlantic region; and inclusiveness and integration at all levels. Although I am preparing and presenting this overview of the South Atlantic Alliance and its current status, there are a host of representatives from agencies within the four states, universities, NGOs, and ongoing southeastern regional ocean and coastal programs that are contributing significant time, expertise, and energy to the success of the Alliance; information presented herein and to be presented in my oral presentation was generated by the collaborative efforts of these professionals. I also wish to acknowledge the wisdom and foresight of the Governors of the four states in establishing this exciting regional ocean partnership. (PDF contains 4 pages)

Strategic partnership of stakeholders: a veritable tool for sustainable fishery resources in Nigeria

Fishery resources are very important resource from the aquatic environment to the Nigerian economy. Stakeholders involvement in its management is highly important therefore, this paper proposes two frameworks against which sustainable fishery should be based, vis-a-vis stakeholders participation. The paper showed that decision-making involving stakeholders would enhance the goals of sustainable fishery development and create unity of purpose among various stakeholders

Otto Kelland was a truly unique individual in Newfoundland. During his long life he had several careers from being a prison superintendant to being an instructor at Marine Institute. During his life Kelland made hundreds of wooden boat models. They are beautifuly hand-crafted and represented the type of watercraft used by fishermen in Newfoundland. The collection of boat models made by Otto Kelland and owned by Marine Institute made an ideal object to be digitalized. In particular the collection of dories was an ideal group to be digitized. They were housed in one cabinet and accompanied by hand-written documents describing each model. The Digital Archives Initiative (DAI) is a “gateway to the learning and research-based cultural resources held by Memorial University of Newfoundland and partnering organizations.” The DAI hosts a variety of collections which together reinforce the importance, past and present, of Newfoundland and Labrador's history and culture. I will give an oral presentation of the project followed by a demonstration of the Otto Kelland Dories exhibit on the Digital Archives Initiative (DAI) at Memorial University of Newfoundland. I will be happy to answer questions following my presentation.
