bulletin which documented the major and important springs in the state (Ferguson et al., 1947). This publication was revised in 1977, with many previously undocumented springs and many new water-quality analyses being added (Rosenau et al., 1977). The Florida Geological Survey's report on first magnitude springs (Scott et al., 2002) was the initial step in once again updating and revising the Springs of Florida bulletin. The new bulletin includes the spring descriptions and water-quality analyses from Scott et al. (2002). Nearly 300 springs were described in 1977. As of 2004, more than 700 springs have been recognized in the state and more are reported each year. To date, 33 first magnitude springs (with a flow greater than 100 cubic feet per second or approximately 64.6 million gallons of water per day) have been recognized in Florida, more than any other state or country (Rosenau et al., 1977). Our springs are a unique and invaluable natural resource. A comprehensive understanding of the spring systems will provide the basis for their protection and wise use. The Green Swamp area in central Florida is another area where man is developing agricultural land from marginal land. Though the area is by no means as extensive as that of the Everglades, the present efforts for its development are similar to the early efforts for developing the Everglades in that many miles of canals and ditches have been constructed to improve the drainage. Lest the early mistakes of the Everglades be repeated, the Florida Department of Water Resources considered that an appraisal of the physical and hydrologic features of the area was needed to determine the broad effects of draining and developing the swamp. This reconnaissance provides information required by the State of Florida for determining its responsibility and policy in regard to the Green Swamp area and for formulating future plans for water management of the area. Some of the features that have been determined are: the amount of rainfall on the area; the pattern of surfacewater drainage; the amount and direction of surface-water runoff; the direction of ground-water movement; the interrelationship of rainfall, surface water, and ground water; the effects of improved drainage facilities'; and the effects of the hydrologic environment on the chemical quality of water of the area.(PDF contains 106 pages.)

The foundation of Habermas's argument, a leading critical theorist, lies in the unequal distribution of wealth across society. He states that in an advanced capitalist society, the possibility of a crisis has shifted from the economic and political spheres to the legitimation system. Legitimation crises increase the more government intervenes into the economy (market) and the "simultaneous political enfranchisement of almost the entire adult population" (Holub, 1991, p. 88). The reason for this increase is because policymakers in advanced capitalist democracies are caught between conflicting imperatives: they are expected to serve the interests of their nation as a whole, but they must prop up an economic system that benefits the wealthy at the expense of most workers and the environment. Habermas argues that the driving force in history is an expectation, built into the nature of language, that norms, laws, and institutions will serve the interests of the entire population and not just those of a special group. In his view, policy makers in capitalist societies are having to fend off this expectation by simultaneously correcting some of the inequities of the market, denying that they have control over people's economic circumstances, and defending the market as an equitable allocator of income. (deHaven-Smith, 1988, p. 14). Critical theory suggests that this contradiction will be reflected in Everglades policy by communicative narratives that suppress and conceal tensions between environmental and economic priorities. Habermas’ Legitimation Crisis states that political actors use various symbols, ideologies, narratives, and language to engage the public and avoid a legitimation crisis. These influences not only manipulate the general population into desiring what has been manufactured for them, but also leave them feeling unfulfilled and alienated. Also known as false reconciliation, the public's view of society as rational, and "conductive to human freedom and happiness" is altered to become deeply irrational and an obstacle to the desired freedom and happiness (Finlayson, 2005, p. 5). These obstacles and irrationalities give rise to potential crises in the society. Government's increasing involvement in Everglades under advanced capitalism leads to Habermas's four crises: economic/environmental, rationality, legitimation, and motivation. These crises are occurring simultaneously, work in conjunction with each other, and arise when a principle of organization is challenged by increased production needs (deHaven-Smith, 1988). Habermas states that governments use narratives in an attempt to rationalize, legitimize, obscure, and conceal its actions under advanced capitalism. Although there have been many narratives told throughout the history of the Everglades (such as the Everglades was a wilderness that was valued as a wasteland in its natural state), the most recent narrative, “Everglades Restoration”, is the focus of this paper.(PDF contains 4 pages)

Two bycatch reduction devices (BRDs)—the extended mesh funnel (EMF) and the Florida fisheye (FFE)—were evaluated in otter trawls with net mouth circumferences of 14 m, 17 m, and 20 m and total net areas of 45 m2. Each test net was towed 20 times in parallel with a control net that had the same dimensions and configuration but no BRD. Both BRDs were tested at night during fall 1996 and winter 1997 in Tampa Bay, Florida. Usually, the bycatch was composed principally of finfish (44 species were captured); horseshoe crabs and blue crabs seasonally predominated in some trawls. Ten finfish species composed 92% of the total finfish catch; commercially or recreationally valuable species accounted for 7% of the catch. Mean finfish size in the BRD-equipped nets was usually slightly smaller than that in the control nets. Compared with the corresponding control nets, both biomass and number of finfish were almost always less in the BRD-equipped nets but neither shrimp number nor biomass were significantly reduced. The differences in proportions of both shrimp and finfish catch between the BRD-equipped and control nets varied between seasons and among net sizes, and differences in finfish catch were specific for each BRD type and season. In winter, shrimp catch was highest and size range of shrimp was greater than in fall. Season-specific differences in shrimp catch among the BRD types occurred only in the 14-m, EMF nets. Finfish bycatch species composition was also highly seasonal; each species was captured mainly during only one season. However, regardless of the finfish composition, the shrimp catch was relatively constant. In part as a result of this study, the State of Florida now requires the use of BRDs in state waters.

The Department of Natural Resources, Bureau of Geology, is publishing as its Information Circular No. 85 the report entitled, "Water Levels in Artesian and Non-Artesian Aquifers of Florida, 1971-72," by Henry G. Healy, of the U. S. Geological Survey. In order to prevent future shortages developing from increasing demands, the present supplies of ground water must be properly appraised before they can be effectively utilized. Records of trends and fluctuations of ground water have long formed a basis for such an appraisal. (105 page document)

During the summer of 1997, we surveyed 50 waterbodies in Washington State to determine the distribution of the aquatic weevil Euhrychiopsis lecontei Dietz. We collected data on water quality and the frequency of occurrence of watermilfoil species within selected watermilfoil beds to compare the waterbodies and determine if they were related to the distribution E. lecontei . We found E. lecontei in 14 waterbodies, most of which were in eastern Washington. Only one lake with weevils was located in western Washington. Weevils were associated with both Eurasian ( Myriophyllum spicatum L.) and northern watermilfoil ( M. sibiricum K.). Waterbodies with E. lecontei had significantly higher ( P < 0.05) pH (8.7 ± 0.2) (mean ± 2SE), specific conductance (0.3 ± 0.08 mS cm -1 ) and total alkalinity (132.4 ± 30.8 mg CaCO 3 L -1 ). We also found that weevil presence was related to surface water temperature and waterbody location ( = 24.3, P ≤ 0.001) and of all the models tested, this model provided the best fit (Hosmer- Lemeshow goodness-of-fit = 4.0, P = 0.9). Our results suggest that in Washington State E. lecontei occurs primarily in eastern Washington in waterbodies with pH ≥ 8.2 and specific conductance ≥ 0.2 mS cm -1 . Furthermore, weevil distribution appears to be correlated with waterbody location (eastern versus western Washington) and surface water temperature.

Fish collections under varying ecological conditions were made by trawling and seining, monthly and quarterly in depths of <1 m to depths of 3 m of the Florida Bay portion of Everglades National Park, Florida. From May 1973 through September 1976, a total of 182,530 fishes representing 128 species and 50 families were taken at 27 stations. An additional 21 species were identified from sportfish-creel surveys and supplemental observations. Most of the species collected were juveniles of species that occur as adults in the Florida Bay creel census survey, or were small species that were seasonal residents. Marked temporal and spatial abundance of the catches was observed. The greatest numbers and biomass of the fishes occurred in the wet season (summer/fall), whereas lowest numbers and biomass appeared during the dry season (winter/spring) The greatest abundance and diversity of fishes was found in western Florida Bay followed by eastern and central Bay regions respectively. Overall, five species comprised 75% of the numerical total while eleven species made up 75% of the total biomass. Collections were dominated numerically by anchovies (Engraulidae), especially Anchoa mitchilli, in western Florida Bay. Mojarras (Gerridae), mostly silver jenny Eucinostomus gula, and porgies (Sparidae), especially pinfish Lagodon rhomboides, dominated numerically in central and eastern portions of the Bay, respectively. Except for salinity, other measured physico-chemical parameters (water temperature, pH, dissolved oxygen, and turbidity) showed no variation beyond ranges considered normal for shallow, tropical marine environments. Salinity varied from 0 to 66 ppt near the mainland. Nearshore hypersaline conditions (>45 ppt) persisted for nearly 2 years during the 1974 - 1975 severe drought period. Significant reductions in fish abundance/diversity were observed in relation to hypersaline conditions. Bay-wide macrobenthic communities were mapped (presence/absence) and were primarily comprised of turtle grass (Thalassia), shoalgrass [(Diplanthera = (Halodule)], and/or green algae Penicillus.
