This is a report to the California Department of Fish and Game. Between 2003 and 2008, the Foundation of CSUMB produced fish habitat maps and GIS layers for CDFG based on CDFG field data. This report describes the data entry, mapping, and website construction procedures associated with the project. Included are the maps that have been constructed. This report marks the completion of the Central Coast region South District Basin Planning and Habitat Mapping Project. (Document contains 40 pages)

Unlike Africa and Asia, where a large part of the population are heavily dependent upon fishing for their livelihoods, fishing for a living in the interior of Central and South America (CSA) remains a marginal occupation for all but the most isolated of families. As such, the economics and management of fisheries on the continent have received little attention from within the continent and the rest of the world. This study shows that while a number of studies have been carried out on fishing in the region, they tend to be limited in their geographical focus and time scale. Although fishing of freshwater species may appear to be comparatively insignificant in the region, the rivers of CSA are very important. This report attempts to analyze the literature available on CSA river fisheries and attempts to draw out an economic value of these fisheries. It is divided into a number of sections. First, the authors describe the major river basins on the continent, characterize their fisheries, and place freshwater fisheries in CSA into a global context. Second, the authors provide a review of valuation techniques for fisheries and use this analytical framework to review the principal literature on freshwater fisheries in the region. Then they turn their attention to the economic impact of dams and water abstraction schemes, reviewing the available literature to ascertain how/if economic values are computed for the impact on fisheries. Finally, they offer some conclusions and recommendations on the direction for future studies of freshwater fisheries in CSA.

As a step to address the problems of coastal fisheries in Asia, the WorldFish Center joined forces with fisheries agencies from eight developing Asian countries (Bangladesh, India, Indonesia, Malaysia, The Philippines, Sri Lanka, Thailand and Vietnam) and the Asian Development Bank, to implement a project entitled “Sustainable Management of Coastal Fish Stocks in Asia” (also known as the “TrawlBase” project). The project was implemented between 1998 and 2001. The main achievements of this partnership were: (a) Development of a database called “Fisheries Resource Information System and Tools” (FiRST), which contains trawl research survey data and socioeconomic information for selected fisheries, and facilitates its analysis; (b) Evaluation of the extent of resource decline and over-fishing, both biological and economic, in the region; (c) Identification of the measures needed to manage coastal fisheries in the participating countries, resulting in draft strategies and action plans; and (d) Strengthening of national capacity in coastal fisheries assessment, planning and management.

Burial and removal techniques with seed bags were used to examine the viability and longevity of Melaleuca quinquenervia seeds at four field sites representing different soil types and hydrological conditions in South Florida. Seed viability was determined over different burial durations in the soil through a combination of germination tests and 2,3,5-triphenyl- tetrazolium chloride (TTC) treatments. Control seeds kept dry at 25 C in the laboratory maintained same viability of ca. 15% over the 3-year study. In the field, seed viability decreased with increased burial duration.(PDF has 4 pages.)

Common salvinia (Salvinia minima Baker) is an exotic floating fern that has been in the U.S. from at least 1928(Small 1931). Its pest status in Florida is less clear perhaps due to the presence of the specialized herbivore Cyrtobagous salviniae (Coleoptera: Curculionidae). Our objective was to sample populations of adult C. salviniae in south Florida in order to assess temporal abundance and estimate density on common salvinia. (PDF has 4 pages.)

We monitored litterfall biomass at six different sites of melaleuca (Melaleuca quinquenervia (Cav.) S.T. Blake) forested wetlands in South Florida from July 1997 to June 1999. Annual litterfall of melaleuca varied between sites from 6.5 to 9.9 t dry wt ha(-1) yr(1) over the two-year period. Litterfall was significantly higher (p < 0.0001) in scasonally flooded habitats (9.3 t ha(-1) yr(1)) than in non-flooded (7.5 t ha(-1) yr(1)) and permanently flooded habitats (8.0 t ha(-1) yr(1)). Leaf fall was the major component forming 70% of the total litter, woody material 16%, and reproductive material 11%. Phenology of flowering and leaf flush was investigated by examination of the timing and duration of the fall of different plant parts in the litter traps, coupled with monthly field observations during the two-year study. In both years, flowering began in October and November, with peak flowers production around December, and was essentially completed by February and March. New shoot growth began in mid winter after peak flowering, and extended into the spring. Very little new growth was observed in melaleuca forests during the summer months, from May to August, in South Florida. In contrast, the fall of leaves and small wood was recorded in every month of the year, but generally increased during the dry season with higher levels observed from February to April. Also, no seasonality was recorded in the fall of seed capsules, which apparently resulted from the continual self-thinning of small branches and twigs inside the forest stand. In planning management for perennial weeds, it is important to determine the period during its annual growth cycle when the plant is most susceptible to control measures. These phenological data suggest that the appropriate time for melaleuca control in South Florida might be during late winter and early spring, when the plant is most active.

This study evaluated longevity and population persistence of 768,500 triploid grass carp (Ctenopharyngodon idella Valenciennes) stocked in the 70,000-ha Santee Cooper system in South Carolina from 1989 through 1996 to control hydrilla (Hydrilla verticillata (L.f.) Royle).

Approximately 768,500 triploid grass carp ( Ctenopharyngodon idella Valenciennes) were stocked into the Santee Cooper reservoirs, South Carolina between 1989 and 1996 to control hydrilla ( Hydrilla verticillata (L.f.) Royle). Hydrilla coverage was reduced from a high of 17,272 ha during 1994 to a few ha by 1998. During 1997, 1998 and 1999, at least 98 triploid grass carp were collected yearly for population monitoring. Estimates of age, growth, and mortality, as well as population models, were used in the study to monitor triploid grass carp and predict population trends. Condition declined from that measured during a previous study in 1994. The annual mortality rate was estimated at 28% in 1997, 32% in 1998 and 39% in 1999; however, only the 1999 mortality rate was significantly different. Few (2 out of 98) of the triploid grass carp collected during 1999 were older than age 9. We expect increased mortality due to an aging population and sparse hydrilla coverage. Water bodies located at 34º 58' S, 62º 58' W formed after 1980 by 30 % increasing rainfall during the last half century, were colonized by ten fish species which are a subset of the commonest species living in the pampasic lagunas. These new populations imply a displacement of the West of Pampasian fishes to areas of the western basins previously lacking fish.

The 19th Annual Symposium on Sea Turtle Biology and Conservation was the largest to date. The beautiful venue was the South Padre Island Convention Centre on South Padre Island, Texas from March 2-6, 1999. Key features of the 19th were invited talks on the theme The Promise, the Pain, and the Progress of 50 years of Sea Turtle Research and Conservation, a mini-symposium on the Kemp's ridley and an increased emphasis on high quality poster sessions. Hosts for the meeting included Texas A&M University, the Texas Sea Grant College Program, The Gladys Porter Zoo and Sea Turtle, Inc. Co-sponsors included the National Marine Fisheries Service-Southeast Fisheries Science Center, the National Marine Fisheries Service-Protected Resources Branch, Padre Island National Seashore and the U.S. Fish and Wildlife Service. With the assistance of Jack Frazier, we were fortunate to obtain a $30,000 grant from the David and Lucile Packard Foundation. This grant provided travel support to 49 individuals from 24 nations who presented a total of 50 presentations. (PDF contains 309 pages)
