The main objectives of this report, which is based on the current literature and key informant interviews, is to assess and analyse the nature and distribution of poverty and aquatic resources use, focusing especially on the livelihoods of the poor. It describes and reports different ways of measuring poverty that are used in Cambodia and quantifies the diverse nature and geographic distribution of aquatic resources use in Cambodia. Wild-harvest fisheries for live reef fish are largely over-exploited or unsustainable because of over-fishing and the widespread use of destructive fishing practices such as blast and cyanide fishing. Sustainable aquaculture – such as that of groupers – is one option for meeting the strong demand for reef fish, as well as potentially maintaining or improving the livelihoods of coastal communities. This report from a short study by the STREAM Initiative draws on secondary literature, media sources and four diverse case studies from at-risk reef fisheries, to frame a strategy for encouraging sustainable aquaculture as an alternative to destructive fishing practices. It was undertaken as a component of the APEC-funded project Collaborative Grouper Research and Development Network (FWG/01/2001) to better understand how recent technical advances in grouper culture and other complementary work – including that of the Asia-Pacific Marine Finfish Aquaculture Network (APMFAN) hosted by NACA – could better support the livelihoods of poor coastal communities. In this essay, three lines of evidence are developed that sturgeons in the Chesapeake Bay and elsewhere are unusually sensitive to hypoxic conditions: 1. In comparison to other fishes, sturgeons have a limited behavioral and physiological capacity to respond to hypoxia. Basal metabolism, growth, and consumption are quite sensitive to changes in oxygen level, which may indicate a relatively poor ability by sturgeons to oxyregulate. 2. During summertime, temperatures >20 C amplify the effect of hypoxia on sturgeons and other fishes due to a temperature*oxygen "squeeze" (Coutant 1987)- In bottom waters, this interaction results in substantial reduction of habitat; in dry years, nursery habitats in the Chesapeake Bay may be particularly reduced or even eliminated. 3. While evidence for population level effects by hypoxia are circumstantial, there are corresponding trends between the absence of Atlantic sturgeon reproduction in estuaries like the Chesapeake Bay where summertime hypoxia predominates on a system-wide scale. Also, the recent and dramatic recovery of shortnose sturgeon in the Hudson River (4-fold increase in abundance from 1980 to 1995) may have been stimulated by improvement of a large portion of the nursery habitat that was restored from hypoxia to normoxia during the period 1973-1978. This study takes a preliminary step towards investigating the reports of poor rod catches of coarse fish in the River Lune. These poor catches and concern over the possible loss of coarse fish from the Lower Lune is investigated, using creel census data from 1991. Historical data is used where available for comparative studies. The conclusion that this report comes to is that there is a problem with the recruitment of coarse fish within the population. Dace, roach and bream all show good growth rates but only poor if any recruitment. Historical investigations suggest that roach and bream may never have successfully recruited without artificial induced conditions. The situation with dace is of more concern as populations in other rivers in Northern England are also in decline, whilst historically they were naturally recruiting.

In the past, agricultural researchers tended to ignore the fisheries factor in global food and nutritional security. However, the role of fish is becoming critical as a result of changes in fisheries regimes, income distribution, demand and increasing international trade. Fish has become the fastest growing food commodity in international trade and this is raising concern for the supply of fish for poorer people. As a result, the impact of international trade regimes on fish supply and demand, and the consequences on the availability of fish for developing countries need to be studied. Policies aimed at increasing export earnings are in conflict with those aimed at increasing food security in third world countries. Fisheries policy research will need to focus on three primary areas which have an impact on the marginal and poorer communities of developing countries: increased international demand for low-value fish on the supply of poorer countries; improved aquaculture technologies and productivity on poorer and marginal farmers; and land and water allocation policy on productivity, food security and sustainability across farm, fishery and related sectors. The key to local food security is in the integration of agriculture, aquaculture and natural resources but an important focus on fisheries policy research will be to look at the linkages between societal, economic and natural systems in order to develop adequate and flexible solutions to achieve sustainable use of aquatic resources systems.

Anecdotal evidence from 60 marine species suggests a pattern of resource exhaustion rather than sustainable use. There is a reason to believe that biomass in the Atlantic Western Boundary Current Fishery-Grand Banks, Newfoundland, North Atlantic, Norwegian Sea, Barents Sea is 3-10% of what it was when fishing was started. Selective removal of large species may have caused major nutrient distribution in both rich and poor waters.

Length-based methods (LBMs) were used to study the growth of Trisopterus minutus capelanus in the Strait of Sicily (Messina Strait). A total of 16,304 'merluzzetto' or poor cod collected by experimental trawling off the southern coast of Sicily during spring, summer, autumn 1986 and winter 1987 were measured in order to estimate the length structure of the population. Length-frequency distribution were analyzed and normal components were discriminated. Von Bertalanffy growth parameters were derived from the mean length of the normal components. The growth parameters obtained by weighted non-linear regression were: K=0.462 (yr super(1)), L sub( infinity )=222.3 (TL,mm) and t sub(o)=-0.679 yr. The resulting growth performance index ( Phi ') was 4.36, a value slightly lower than those derived for Western Mediterranean (mean Phi '=4.45) and Adriatic ( Phi '=4.58) populations and slightly higher than that derived for Hellenic waters ( Phi '=4.27). On the basis of the von Bertalanffy parameters estimated, an array of age-specific instantaneous natural mortality rate (M sub(t)=0.5-1.1) and an average value of total natural mortality rate (Z=2.1 yr super(1)) were estimated and used in the Thompson and Bell yield per recruit (Y/R) analysis in order to evaluate the status of the fishery and forecast the effects of changes in the fishing pattern. Results indicate that this resource is overexploited and that Y/R could be increased by postponing the age at first capture from 0.5 to 1.0 yr. Even a slight reduction in fishing mortality could improve the performance of the fishery. At the present level of exploitation, and assuming a constant recruitment, the spawning stock biomass per recruit (SPR) is well below the conservative threshold of 30% of the pristine or unexploited SPR.

To evaluate the benthic diversity of River Gomti in relation to the prevailing environmental conditions, four stations, viz., Maa Chandrika Devi, Daliganj, Ambedkar Park and Aquaduct, were identified from upstream to downstream along the course of the river in Lucknow. Dissolved oxygen was low on many occasions at all the stations except Maa Chandrika Devi and chemical oxygen demand values were high. There was a gradual increase in mean nitrite and phosphate values from up to downstream. Benthic fauna was dominated by oligochaetes and chironomus larvae. Other groups reported were leeches, nematodes, sponges, crustaceans, pelycypodes, gastropods and fish fry. Population density was exceptionally high at Daliganj (20,135 m sub(-1) ) followed by Ambedkar Park (5,199 m sub(-1)) and Aquaduct (3,287 m sub(-1)), and low at Maa Chandrika Devi (264 m sub(-1)). Oligochaete genera common at all the four stations were Lumbricillus, Limnodrillus, Branchiura, Chaetogaster, Nais and Tubifex. Odonates were reported only from Maa Chandrika Devi while sponges were encountered at Daliganj and Aquaduct. On some occasions, fish fry were also found at Ambedkar Park and Aquaduct. Seasonally, maxima for population density were observed during pre-monsoon and minima during monsoon. The organic pollution indicator benthic species reported were tubificids, chironomids, culicoid larvae, Lamellidens sp., Corbicula sp., Lymnaea sp. and leech. Branchiurans, Tubifex sp. and Chironomus larvae were reported at all the stations. Filthy condition with foul smell throughout the length of the river coupled with poor water quality and appearance of indicator organisms at all the stations indicate that the river is under severe pollution stress due to anthropogenic discharges and it has reached an alarming stage.
