Proper release of marine fishes has become increasingly important to anglers. The use of fisheries management tools such as size limits, bag limits and closed seasons as well as stronger conservation ethics have resulted in more and more fish being released. In order to maintain healthy fish populations, each angler is responsible for fishing legally, carefully handling fish that are hooked and releasing fish that are not harvested so they can spawn or perhaps be caught again. In the ocean commercial troll and recreational salmon fishery in Monterey Bay California, California sea lions (Zalophus califomianus) will swim near or follow fishing boats and will depredate fish once hooked. The objectives of the study were to determine the percentage of salmon taken by pinnipeds in commercial and recreational fisheries, identify relative importance of prey items seasonally consumed by sea lions, and determine the proportion of salmonids in the sea lion diet on a seasonal basis. From April 1997 through September 1998, 1041 hours of onboard and dockside surveys of the commercial and recreational salmon fisheries were conducted at the three ports in Monterey Bay, California. Sea lions depreadated 7.9 % of the fish hooked in the commercial fishery in 1997 and 28.6 % in 1998,8.4 % (1997) and 18.3 % (1998) of the CPFV fishery, and 15.6 % (1997) and 17.5 % (1998) of the private skiff fishery. Increased depredation rates in both the commercial and recreational salmon fisheries in 1998 were most likely the result of the large EI Nino Southern Oscillation event that occurred in 1997-1998 during which a greater number of sea lions were present in central California. Prey hardparts identified in sea lion fecal samples collected in Monterey Bay indicated that schooling fishes were the predominant prey fish species, such as market squid (Loligo opalescens), Pacific sardine (Sardinops caeruleus), northern anchovy (Engraulis mordax), and rockfish (Sebastes sp.). Sea lions consumed similar prey species in the summer and fall 1997, winter 1997-98, and spring 1998 (PSI> 70.0) with market squid and northern anchovy being the dominant prey species. However, prey composition changed significantly during the summer 1998 and fall 1998 (PSI < 46.0) because of the increased importance of sardine and rockfish in the diet and the decreased importance of market squid. This report does not intend to imply that salmonids are not a prey species for pinnipeds in the Monterey Bay region, but highlights the difficulties encountered in establishing the role of salmonids in the pinniped diet when analyzing fecal samples. In the Ebrié lagoon fishes are mostly caught by means of 6 kinds of fishing gear: small and large mesh gillnets (respectively 1.5-2 and 6.5-8 inches stretched mesh), cast-nets and multi-hooked lines for individual fishermen, and beach seines and ring-nets for collective fishing. Statistical data gathered during 1977 allowed an estimation of total catches: about 6700 tons. The bulk of the catch, 4800 tons, came from beach nets and ring nets, the contribution of which is nearly the same. Individual fishing gear, small mesh gillnets repesenting the main part, account for 25 to 30% of total catch; about 1900 tons for year 1977. Six species, or species groups, comprise more than 85% of the catch. In the Abidjan area, where marine influence is the more noticeable, ring nets are more numerous and their catches increased since 1975. On the other hand, fish captures in unsalted and brackish waters seem to show a stagnancy and a decrease in fish lengths; this phenomenon is probably in connection with beach-seine excessive fishing effort and/or their small meshes (one inch stretched).

We compared numbers of strikes, proportions of fish that hooked up after strikes, proportions of fish that stayed on hook (retained) after hook up, and numbers of fish caught between circle and J hooks rigged with dead natural fish bait (ballyhoo)and trolled for three oceanic predator species: dolphinfish (Coryphaena hippurus), yellowfin tuna (Thunnus albacares), and wahoo (Acanthocybium solandri). Interactions were compared between circle and J hooks fished on 75 trips by two user groups (charter and recreational fishermen). Hooks were affixed to three species-specific leader types most commonly fished in this region: monofilament (dolphinfish), fluorocarbon (tuna), and wire (wahoo). Numbers of fish caught per trip and three potential mechanisms that might inf luence numbers caught (i.e., number of strikes, proportion of fish hooked, and proportion retained) were modeled with generalized linear models that considered hook type, leader type, species, user (fishing) group, and wave height as main effects. Hook type was a main effect at the catch level; generally, more fish were caught on J hooks than on circle hooks. The effect of hook type on strike rates was equivocal. However, J hooks had a greater proportion of hook-ups than did circle hooks. Finally, the proportion of fish retained once hooked was generally equal between hook types. We found similar results when data from additional species were pooled as a “tuna” group and a “mackerel” group. We conclude that J hooks are more effective than circle hooks at the hook-up level and result in greater numbers of troll-caught dolphinfish, tunas

Pop-up satellite archival tags (PSATs) have been used to study movements, habitat use, and postrelease survival of large pelagic vertebrates, but the size of these tags has historically precluded their use on smaller coastal species. To evaluate a new generation of smaller PSATs for the study of postrelease survival and habitat use of coastal species, we attached Microwave Telemetry, Inc., X-tags to ten striped bass (Morone saxatilis) 94–112 cm total length (TL) caught on J hooks and circle hooks during the winter recreational fishery in Virginia. Tags collected temperature and depth information every five minutes and detached from the fish after 30 days. Nine of the ten tags released on schedule and eight transmitted 30% to 96% (mean 78.6%) of the archived data. Three tags were physically recovered during or after the transmission period, allowing retrieval of all archived data. All eight striped bass whose tags transmitted data survived for 30 days after release, including two fish that were hooked deeply with J hooks. The eight fish spent more than 90% of their time at depths less than 10 m and in temperatures of 6–9°C, demonstrated no significant diel differences in depth or temperature utilization (P>0.05), and exhibited weak periodicities in vertical movements consistent with daily and tidal cycles.

The U.S. East Coast pelagic longline fishery has a history of interactions with marine mammals, where animals are hooked and entangled in longline gear. Pilot whales (Globicephala spp.) and Risso’s dolphin (Grampus griseus) are the primary species that interact with longline gear. Logistic regression was used to assess the environmental and gear characteristics that influence interaction rates. Pilot whale inter-actions were correlated with warm water temperatures, proximity to the shelf break, mainline lengths greater than 20 nautical miles, and damage to swordfish catch. Similarly, Risso’s dolphin interactions were correlated with geographic location, proximity the shelf break, the length of the mainline, and bait type. The incidental bycatch of marine mammals is likely associated with depredation of the commercial catch and is increased by the overlap between marine mammal and target species habitats. Altering gear characteristics and fishery practices may mitigate incidental bycatch and reduce economic losses due to depredation.

Longline fisheries have grown throughout the world’s oceans for more than 40 years. This type of fisheries has captured high-quality fish (mature individuals rather than unwanted juveniles), has had minimal destructive effects on bottom habitats, and has produced a low bycatch of nontargeted fish (Brothers et al., 1999). To assess the impact of California sea lions (Zalophus californianus) on salmon fisheries in the Monterey Bay region of California, the percentages of hooked fish taken by sea lions in commercial and recreational salmon fisheries were estimated from 1997 to 1999. Onboard surveys of sea lion interactions with the commercial and recreational f isheries and dockside interviews with fishermen after their return to port were conducted in the ports of Santa Cruz, Moss Landing, and Monterey. Approximately 1745 hours of onboard and dockside surveys were conducted—924 hours in the commercial fishery and 821 hours in the recreational fishery (commercial passenger fishing vessels [CPFVs] and personal skiffs combined). Adult male California sea lions were responsible for 98.4% of the observed depredations of hooked salmon in the commercial and recreational fisheries in Monterey Bay. Mean annual percentages of hooked salmon taken by sea lions ranged from 8.5% to 28.6% in the commercial fishery, 2.2% to 18.36% in the CPFVs, and 4.0% to 17.5% in the personal skiff fishery. Depredation levels in the commercial and recreational salmon fisheries were greatest in 1998—likely a result of the large El Niño Southern Oscillation (ENSO) event that occurred from 1997 to 1998 that reduced natural prey resources. Commercial fishermen lost an estimated $18,031−$60,570 of gear and $225,833−$498,076 worth of salmon as a result of interactions with sea lions. Approximately 1.4−6.2% of the available salmon population was removed from the system as a result of sea lion interactions with the fishery. Assessing the impact of a growing sea lion population on fisheries stocks is difficult, but may be necessary for effective fisheries management.

The implementation of Puerto Rican Regulation No. 6768, which overhauled the existing fishery management framework, generated considerable hostility towards local managers. Among the controversial management measures adopted in 2004 were the assignment of fishing licenses based on fishing income, the establishment of closed seasons, and new minimum size restrictions for commercially valuable species. Though tensions have subsided, considerable opposition to these regulations remains. This paper provides a characterization of the current population of active small-scale fishermen, discusses their perceptions about the biological and socio-economic condition of the fishery, and describes their attitudes towards the new management framework. This study revealed that the number of active fishermen decreased from 1,731 in 1988 to 868 in 2008. Although a declining resource base was one of the main drivers behind these waning participation statistics, rising fuel costs and burdensome regulations exacerbated the rate of attrition. The majority of the fishermen were middleaged men (50 years) with moderate levels of formal education and high levels of fishing dependence which limited their employment opportunities outside the fishery. Most of the vessels were small (20 ft) and outfitted with a single outboard engine (80 hp). Hook and line and SCUBA were dominant gears because of their versatility and cost effectiveness. Fishermen suggested that their opposition to the regulations would continue unless they were afforded greater regulatory flexibility and provided with a larger role in the decision-making process. Fishermen were adamant about the need to reconsider the income reporting requirements to secure a fishing license because of the potential for losing public assistance benefits. They also objected to increasing the minimum size of many deepwater snapper (Lutjanidae) and grouper (Serranidae) species because it forced them to discard dead fish, a practice they consider wasteful since these species do not survive the ascent to the surface once hooked.

Several fisheries in Hawaii are known to have interactions with protected cetaceans, seabirds, marine turtles, or seals. Handline fisheries for bottomfish, tuna, and mackerel scad lose bait and catch to bottlenose dolphins, rough-toothed dolphins, and Hawaiian monk seals. Troll fisheries for billfish lose live bait to bottlenose dolphins, rough-toothed dolphins, albatrosses, and boobies; these fisheries may also lose catch to false killer whales. A longline fishery for tuna and billfish has burgeoned in Hawaii since 1987, resulting in interactions with protected species; marine turtles, seabirds, and monk seals take bait and are known to become hooked, and false killer whales may take catch. Research on deterrents or alternative fishing methods has been limited, and interactions have been reduced primarily through management and regulatory actions. These include area closures and gear requirements. An observer program has also been established for the bottomfish and longline fisheries.

A method of handling hooked fish at intermediate depth was developed for species which occur deeper than conventional scuba depths. Juvenile pink snappers, Pristipomoides filamentosus, were hauled from 65-100 m to a depth of only 30 m, where the ambient pressure change was a fraction of that produced by hauling fish to the sea surface. This method afforded a unique opportunity to acoustically tag deepwater, physoclistous fish without the need to alter the fish's original swim bladder volume and without the high risk of further injury associated with surface handling. Tagged P. filamentosus survived and behaved well and were tracked successfully. This basic method could be applied to a variety of deepwater species in a number of research approaches, including tagging and dietary studies.

Our analyses of observer records reveal that abundance estimates are strongly influenced by the timing of longline operations in relation to dawn and dusk and soak time— the amount of time that baited hooks are available in the water. Catch data will underestimate the total mortality of several species because hooked animals are “lost at sea.” They fall off, are removed, or escape from the hook before the longline is retrieved. For example, longline segments with soak times of 20 hours were retrieved with fewer skipjack tuna and seabirds than segments with soak times of 5 hours. The mortality of some seabird species is up to 45% higher than previously estimated. The effects of soak time and timing vary considerably between species. Soak time and exposure to dusk periods have strong positive effects on the catch rates of many species. In particular, the catch rates of most shark and billfish species increase with soak time. At the end of longline retrieval, for example, expected catch rates for broadbill swordfish are four times those at the beginning of retrieval. Survival of the animal while it is hooked on the longline appears to be an important factor determining whether it is eventually brought on board the vessel. Catch rates of species that survive being hooked (e.g. blue shark) increase with soak time. In contrast, skipjack tuna and seabirds are usually dead at the time of retrieval. Their catch rates decline with time, perhaps because scavengers can easily remove hooked animals that are dead. The results of our study have important implications for fishery management and assessments that rely on longline catch data. A reduction in soak time since longlining commenced in the 1950s has introduced a systematic bias in estimates of mortality levels and abundance. The abundance of species like seabirds has been over-estimated in recent years. Simple modifications to procedures for data collection, such as recording the number of hooks retrieved without baits, would greatly improve mortality estimates.

Since the inception of the tuna long line fishery in the Indian Ocean in 1952, an annual average of 10% of the number of tunas and spear fishes caught continues to be damaged by sharks. In spite of the fact that this method of fishing for tunas is also resulting in the exploitation of a significant quantity of the tuna-preying sharks, the extent of the damage by these predators continues to be fairly constant. Quite often the damaged tunas are acceptable to the market, especially for canning. On the other hand report of damage caused by killer-whales, occasional at the beginning of the fishery in the Indian Ocean, has been increasing in frequency each year and since 1960 tuna fishermen have been desperately calling for ways and means of reducing the damage caused by these mammals. Unlike sharks killer-whales do not get hooked on the tuna long line; and tunas damaged by killer-whales are almost always unfit even for canning. The problem of predation by killer-whales exists not only in the whole of the Indian Ocean including the Timor and Banda Seas but also in the Atlantic and Pacific Oceans, especially in the seas around New Guinea, Samoa, Caroline and Marshal Islands. The seriousness of this problem of predation was highlighted at the annual tuna research conference held in Kochi, Japan, in February 1963, and steps were taken to devote considerable attention to this problem.
