During 1973-88, 3,661 marine mammals of 17 species were reported as incidental catch by U.S. fishery observers aboard foreign and joint venture trawl vessels in the U.S. Exclusive Economic Zone in the North Pacific Ocean and the Bering Sea. Northern sea lions (Eumetopias jubatus) accounted for 90% of the reported incidental mortality in the Gulf of Alaska and eastern Bering Sea. Nearly half of these sea lions were taken in trawl nets in the Shelikof Strait, Alaska, joint venture fishery during 1982-84. However, high incidental mortality rates (>25 sea lions per 10,000 metric tons of groundfish catch) also occurred in the foreign fisheries near Kodiak Island and in the Aleutian Islands area in earlier years. Estimated annual mortality of incidentally caught northern sea lions in Alaska declined from 1,000 to 2,000 animals per year during the early 1970s and 1982 to fewer than 100 animals in 1988. In the Bering Sea most sea lions incidentally caught were males, while in the Gulf of Alaska females were more frequently caught. Females may also have been dominant in the incidental catch of sea lions in the Aleutian Islands area, but age and sex composition data are limited. Incidental mortality of adult female sea lions by foreign trawl fisheries in these areas could have partially contributed to the reported declines in northern sea lion populations in Alaska during the 1970s, but it cannot alone account for the present decline in population size. The objectives of these Technical Guidelines are to provide a focus on small-scale fisheries and their current and potential role in contributing to poverty alleviation and food security by expanding on the guidance on small-scale fisheries offered by the Code. The Guidelines are complementary to existing Technical Guidelines for Responsible Fisheries. Most small-scale fishers are in developing countries and many live in communities characterized by poverty and food insecurity. Small-scale fishing communities are faced with an array of serious problems, including overexploitation and depletion of resources, lack of alternative sources of employment, rapid population growth, migration of populations, displacement in coastal areas due to industrial development and tourism, pollution and environmental degradation and conflicts with large commercial fishing operations. However, small-scale fisheries are critical for food security and poverty alleviation in many countries. The first part of the Guidelines discusses the current contribution, role and importance of small-scale fisheries in poverty alleviation and food security. It examines the importance of small-scale fisheries for poverty alleviation at a national, local and household level. It also notes the nutritional qualities of fish and thus the particular role of fish in nutritional aspects of food security. The fact that about half of all fish caught for human consumption comes from small-scale fisheries underlines the importance of this subsector for the world fish supply. In many countries small-scale fisheries contribute to national food security both directly – where fish is a crucial part of the daily diet, and indirectly – by generating foreign exchange earnings that enable the purchase through trade of a range of food products. The second part of the Guidelines explores ways through which the contribution of small-scale fisheries to poverty alleviation and food security could be enhanced. A vision for the future of small-scale fisheries is presented as a goal towards which the subsector should develop. Ensuring greater participation by small-scale fishers and their communities in the formulation of policies, the development of related legislation and regulations, and in management decision-making and implementation processes, is vital to the realization of this vision. The central role of effective fisheries management, the importance of considering cross sectoral uses of fisheries and related resources, the special role of women in fish marketing, processing and value addition, the significant scope for trade, the critical role that adequate financing may have in enabling transitions for effective fisheries management and the role of knowledge in making informed decisions are all discussed in these Guidelines. The amphipod Gammarus lacustris, a regular representative of lacustrine communities, often plays a significant role in the transformation of matter and energy. The object of the present work was to clarify the quantitative side of the feeding of the amphipod under different conditions of habitation. Experimental works on determination of the rate of consumption of food and its dependence on body-weight were carried out in the summer periods 1975-1978 on three water-bodies of the Krasnoyarsk region, of different conditions of habitation for the amphipods.

Since 1974 we have been collecting statistics on the main fishing gears in the ivorian lagoons. In order to get good estimation of the catches, it is often more convenient to measure the fishes and to convert this data into weights through a length-weight relationship. In this work we computed this relation for 43 species found in the Aby and Ebrié lagoons.

Hydroclimatic conditions in the Gulf of Guinea between Senegal and Nigeria are briefly described emphasizing the seasonal variations of transparency. Analysis of the Abidjan based shrimp fleet allowed to the description of the seasonal variations of activity rhythms for Côte d'Ivoire, Ghana, and Nigeria. These rhythms are different between seasons, between fishing grounds, and sometimes even between depths on a given ground. These variations follow the turbidity ones. Diurnal activity is observed in very turbid waters, nocturnal and transition activity in clearer ones. The authors assume that the basic behaviour is a nocturnal one, but that the shrimp-trawlers catches reflect some apparently different ones resulting from diel variations in the stock availability. To explain the apparently diurnal behaviour observed most of the year over the whole Gulf of Guinea it is suggested that these generally benthic shrimps become nectonic at night when turbidity is very high. The results obtained in Ivory Coast, Ghana and Nigeria are compared to those from Senegal where hydroclimatic conditions are different. The similarities are emphasized. The differences in observed behaviour are supposedly caused by the cold season water temps which are sufficiently low to disturb the nor mal activity rhythm.

This study summarizes previously published and updated empirical relations for the estimation of production/biomass ratios in benthic invertebrates; of natural mortality in benthic invertebrates and finfish; and of respiration from production and vice versa in animal populations. AMS-EXCEL spreadsheet containing these equations is available from the author via Email. They are also included in the Ecopath with Ecosim software.

The widespread implementation of Extended Fisheries Jurisdiction (EFJ) has confronted coastal states with several resource management problems. One of these consists of the economic relations, if any, that the coastal state should establish with distant-water fishing nations (DWFN's) seeking access to the coastal state's 200-mile zone. Several of the other papers presented here deal with specific aspects of the issue. This paper, on the other hand, will concern itself with the question of the analytical framework to be used by economists in studying this issue. It will offer some suggestions with respect to possible components of the framework. In doing so, the paper will restrict itself to the coastal state's perspective of EFJ and the management issues arising therefrom. It goes without saying, of course, that an enlightened coastal state will attempt to acquaint itself with the DWFN view of the world.

The groundfish resources of the U.S. Exclusive Economic Zone (EEZ) off Alaska, dominated by Alaska or walleye pollock, Theragra chalcogramma, Pacific cod, Gadus macrocephalus, and flatfishes, Pleuronectidae, can sustain annual commercial harvests well in excess of 2 million metric tons (t). As recently as 1979, foreign fisheries took 99 percent of the annual harvest supported by these resources. This has changed dramatically during the 1980's. The foreign fisheries have received rapidly decreasing allocations, first as joint venture fisheries expanded and, more recently, as the domestic fisheries have grown. Joint venture fisheries are fisheries in which domestic fishing vessels deliver their catch directly to foreign processing vessels in the EEZ. By 1986, the joint venture and domestic fisheries accounted for 66 percent and 8 percent, respectively, of the annual harvest. The preliminary corresponding figures for 1987 are 78 and 18 percent.
