Resumo:
The rural populations of southern Bangladesh are some of the most vulnerable communities in the world to the future impacts of climate change. They are particularly at risk from floods, waterlogged soils, and increasing salinity of both land and water. The objective of this project was to analyze the vulnerability of people in four villages that are experiencing different levels of soil salinity. The study evaluated the strengths and weaknesses of current coping strategies and assessed the potential of an index-based insurance scheme, designed diversification and better information products to improve adaptive capacity.

This is the Species management in aquatic Habitats overview of sub projects and their management produced by the Environment Agency in 1998. This report was under the R&D Project, which it was initiated in 1995 to provide information on species of conservation value of particular relevance to the Environment Agency (then the National Rivers Authority, NRA), in relation to its activities affecting aquatic environments. Outputs comprise Species Action Plans (SAPs), practical management guidelines for Agency staff and third parties, and various research and survey outputs to improve the knowledge base on the status and ecological requirements of priority species. This R&D Technical Report provides an overview of the work undertaken, additionally identifying lessons to be learnt in the management of species-related research within the framework of the UK Biodiversity Action Plan. The process of species selection was initially based upon a wide ranging review of priority species of relevance to the then NRA, encompassing both highly threatened species and species that are relatively common but are at particular risk from Agency activities.

HIGHLIGHTS FOR FY 2009 1. Completed the second of a two-year Gulf sturgeon population study on the Choctawhatchee River, Florida. The juvenile, sub adult and adult Gulf sturgeon population was estimated at 3,400 fish. 2. Three young of year Gulf sturgeon were collected by Corps of Engineers biologists in the upper Brothers Rivers. 3. Two YCC enrollees spent eight weeks assisting PCFO biologists and Tyndall AFB with various projects. 4. The Gulf Sturgeon 5-Year Summary and Evaluation was completed. 5. Karen Herrington co-authored a peer-reviewed journal article for a striped bass symposium at the annual American Fisheries Society meeting, which will be published in the symposium proceedings. The article reviews the past 25 years of striped bass restoration in the ACF and is titled “Restoration of Gulf Striped Bass: Lessons and Management Implications”. 6. We documented recent purple bankclimber recruitment in the Ochlockonee River for the first time in several years. 7. We provided over 200 genetic samples to Warm Springs Fish Technology Center to compare mussel populations and genetic diversity, rank populations by status, and facilitate recovery actions. 8. We established permanent mussel monitoring locations in Sawhatchee Creek and the Flint River to examine trends in population size, survival, and recruitment. 9. We provided a prioritized list to the Federal Emergency Management Agency of 197 stream crossings that occur near freshwater mussel populations in order to facilitate habitat restoration following major flooding in Alabama, Florida, and Georgia in the spring of 2009.

The Quedan and Rural Credit Guarantee Corporation (Quedancor) of the Philippine Department of Agriculture has the critical responsibility of providing and improving credit assistance to fishers, it also has the task of helping its beneficiaries meet the repayment obligations of their loans. One reason for defaults can be attributed to the devastating impact of natural calamities. Schemes in place are still insufficient to help safeguard lending programs and operations from non-repayment of loans due to production losses and damages to personal properties.(PDF contains 5 pages) Natural calamities include the uncertainties and vagaries of weather and climate that bring about typhoons, floods, and drought; earthquakes; volcanic eruption as well as pests and diseases that affect the productivity of fisheries. When natural calamities occur, small fishers are unable to pay their loans from Quedancor, moreover they have difficulty renewing their loan applications from Quedancor or accessing credit from other sources. Failure to access credit could disable them to continue venture on fishing activities and could eventually jeopardize the welfare of their entire household. The inability of creditors to pay their loans and meet their obligations also impair, to a large extent, the financial operation and viability of the lending institutions. Risk management schemes currently employed include price stabilization measures, targeted relief` to typhoons and drought victims, and crop insurance systems, to name a few. Some of these schemes are becoming very expensive to implement. Moreover, they fail to enable fishers regain sufficient resources so that they may continue production.

Historical definitions of what determines whether one lives in a coastal area or not have varied over time. According to Culliton (1998), a “coastal county” is defined as a county with at least 15% of its total land area located within a nation’s coastal watershed. This emphasizes the land areas within which water flows into the ocean or Great Lakes, but may be better suited for ecosystems or water quality research (Crowell et al. 2007). Some Federal Emergency Management Agency (FEMA) documents suggest that “coastal” includes shoreline-adjacent coastal counties, and perhaps even counties impacted by flooding from coastal storms. An accurate definition of “coastal” is critical in this regard since FEMA uses such definitions to revise and modernize their Flood Insurance Rate Maps (Crowell et al. 2007). A recent map published by the National Oceanic and Atmospheric Administration’s (NOAA) Coastal Services Center for the Coastal Change Analysis Program shows that the “coastal” boundary covers the entire state of New York and Michigan, while nearly all of South Carolina is considered “coastal.” The definition of “coastal” one chooses can have major implications, including a simple count of coastal population and the influence of local or state coastal policies. There is, however, one aspect of defining what is “coastal” that has often been overlooked; using atmospheric long-term climate variables to define the inland extent of the coastal zone. This definition, which incorporates temperature, precipitation, wind speed, and relative humidity, is furthermore scalable and globally applicable - even in the face of shifting shorelines. A robust definition using common climate variables should condense the large broad definition often associated with “coastal” such that completely landlocked locations would no longer be considered “coastal.” Moreover, the resulting definition, “coastal climate” or “climatology of the coast”, will help coastal resource managers make better-informed decisions on a wide range of climatologically-influenced issues. Assessment and management of risk is needed for sustainable use of genetically modified aquatic organisms (aquatic GMOs). A computer software package for safely conducting research with genetically modified fish and shellfish is described. By answering a series of questions about the organism and the accessible aquatic ecosystem, a researcher or oversight authority can either identify specific risks or conclude that there is a specific reason for safety of the experiment. Risk assessment protocols with examples involving transgenic coho salmon, triploid grass carp and hybrid tilapia are described. In case a specific risk is identified, the user is led to consider risk management measures, involving culture methods, facilities design and operations management, to minimize the risk. Key features of the software are its user-friendly organization; easy access to explanatory text, literature citations and glossary; and automated completion of a worksheet. Documented completion of the Performance Standards can facilitate approval of a well designed experiment by oversight authorities.
