This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

Shrimping in the waddensea is frequently considered to significantly reduce the numbers of juvenile plaice . This investigation aims to reveal the seasonal and regional differences regarding discards in the German waddensea and sets the results in relation to the bycatch projects with German participation. Furthermore, methodological aspects are evaluated to find possible effects on the estimation of the netted numbers. The bycatch problem exists predominantly throughout the summer season, but high catches of juvenile plaice can occur occasionally in autumn. The discard issue seems to be most important in the East Frisian region, while the Elbe and Schleswig-Holstein areas are of lesser importance. Considering the distribution of the fish in the environment is as indispensable as sampling of the shrimp fleet with optimum representativity. There are indices that the contribution of the Dutch shrimp fleet to the discard mortality of juvenile plaice was underestimated in the recent past. A combination of time and area closures as restrictions in combination with the extensive application of selective gears could possibly gain the best protection for the affected species.

Baltic Sea herring is a traditional raw material for the German fish processing industry and the fresh fish market. This applies also for the spring herring of the spawning population of the waters around the island of Rügen. Reduction of the fat content to about 5 % during the spawning cycle limits the processing possibilities of mature herring from this area. Failures in taste and odour (tainting), a common problem of the past have not been detected in the last 3 years. Infestation by nematodes are comparable to other herring stocks and contamination levels of organic and inorganic contaminants are well below allowable limits. The annual German fishing quota of about 85000 t of Baltic Sea herring is now utilised only to 10 %. For a stronger utilization of this stock as in the 70th and 80th , there are scarcely prerequisites. The project of a central processing plant on the island Rügen for about 50000 t of herring as raw material is not realistic. The answer to the question asked at the beginning of this article, whether Baltic Sea herring represents a raw material for the German fish processing industry, is YES, dispite some restrictions.

As the impacts and potential of climate change are realized at the governance level, states are moving towards adaptation strategies that include greater regulatory restrictions on development within coastal zones. The purpose of this paper is to outline the impacts of existing and planned regulatory mechanisms on the Fifth Amendment to the United States Constitution, which prevents the government taking of private property for public use without just compensation. A short history of regulatory takings is explained, and the potential legal issues surrounding mitigation and adaptation measures for coastal communities are discussed. The goal is to gain an understanding of the legal issues that must be resolved by governments to effectively deal with regulatory takings claims as coastal mitigation and adaptation plans are implemented. The biomass of the phytoplankton and its composition is one of the most important factors in water quality control. Determination of the phytoplankton assemblage is usually done by microscopic analysis (Utermöhl's method). Quantitative estimations of the biovolume, by cell counting and cell size measurements, are time-consuming and normally are not done in routine water quality control. Several alternatives have been tried: computer-based image analysis, spectral fluorescence signatures, flow cytometry and pigment fingerprinting aided by high performance liquid chromatography (HPLC). The latter method is based on the fact that each major algal group of taxa contains a specific carotenoid which can be used for identification and relative quantification of the taxa in the total assemblage. This article gives a brief comparative introduction to the different techniques available and presents some recent results obtained by HPLC-based pigment fingerprinting, applied to three lakes of different trophic status. The results show that this technique yields reliable results from different lake types and is a powerful tool for studying the distribution pattern of the phytoplankton community in relation to water depth. However, some restrictions should be taken into account for the interpretation of routine data.

The aim of this study was to assess the status of the juvenile salmonid populations of the River Lune and its tributaries. There was special emphasis on juvenile salmon stocks in view of the implementation of a net limitation order in 1980. The number of licensed instruments were reduced as follows: (1) Drift, hang or whammel nets - from 12 to 10 (2) Draft or seine nets - from 3 to 1 (3) Heave or haaf nets - from 4 6 to 2 6 For the purpose of this report, the River Lune system has been divided into 13 subcatchments and these are examined with a view to detecting any trends in the data such as subcatchment productivity, partitioning between salmon and trout nursery streams, and whether the restrictions on salmon fishing had any discernible effects on juvenile salmon productivity. The effect of flow and instream obstructions on salmonid densities are also investigated as these have been shown to be important factors affecting abundance. Throughout the study period a programme of enhancement stocking took place primarily with salmon ova and fry. The possible impact of this on the results of the surveys has been assessed. The distribution and abundance of juvenile salmon was found to be relatively consistent in each of the 13 subcatchments studied over the 1981-1985 period.

This report presents the first attempt at a national assessment of an Environmental Quality Standard (EQS) for dissolved oxygen (DO) in estuaries with the objective of allowing the passage of migratory salmonids. Under the Control of Pollution Act, Water Authorities and River Purification Boards have powers to control discharges to estuaries and need to define an EQS for the calculation of consent conditions. The object of any such standards is to permit the existence of good quality salmonid fisheries with only very occasional restrictions to the passage of fish. The report gives brief summaries of the DO regime in estuaries, the oxygen requirements of salmonids, and of tentative standards proposed by various authorities. These standards are then compared with DO and fishery data from UK estuaries, provided by the appropriate regulatory authorities. It concludes that a minimum annual lower 95-percentile of 5.0 mg/1 will meet the objective in most estuaries, and that a lower value of 3.0 mg/1 will permit the establishment of a more restricted fishery. However, more stringent standards may be needed in estuaries containing high concentrations of toxic pollutants. containing high concentrations of toxic pollutants.

Mortality, fecundity, and size at maturity are important life history traits, and their interactions determine the evolution of life history strategies (Roff, 1992; Stearns, 1992; Charnov, 2002). These same traits are also important for population dynamics models (Hunter et al., 1992; Clark, 1999). It is increasingly important to accurately determine Greenland halibut (Reinhardtius hippoglossoides) life history traits and to correctly assess the status of its stocks because low recruitment or low biomass estimates have led to catch restrictions in the Bering Sea and Aleutian Islands (Ianelli et al.1), the Northeastern Arctic (Ådlandsvik et al., 2004), and the Northwest Atlantic (Bowering and Nedreaas, 2000).

The paper outlines briefly the history of the fishery in a dam reservoir in India. The reservoir was very productive in its early years, with support from a seed farm, ice plant, cold storage and regulated entry of fishery. However, once entry restrictions were relaxed and closed fishing seasons no longer enforced, the yield of fish from the reservoir declined.

The gray snapper (Lutjanus griseus) is a temperate and tropical reef fish that is found along the Gulf of Mexico and Atlantic coasts of the southeastern United States. The recreational fishery for gray snapper has developed rapidly in south Louisiana with the advent of harvest and seasonal restrictions on the established red snapper (L. campechanus) fishery. We examined the age and growth of gray snapper in Louisiana with the use of cross-sectioned sagittae. A total of 833 specimens, (441 males, 387 females, and 5 of unknown sex) were opportunistically sampled from the recreational fishery from August 1998 to August 2002. Males ranged in size from 222 to 732 mm total length (TL) and from 280 g to 5700 g total weight (TW) and females ranged from 254 to 756 mm TL and from 340 g to 5800 g TW. Both edge analysis and bomb radiocarbon analyses were used to validate otolith-based age estimates. Ages were estimated for 718 individuals; both males and females ranged from 1 to 28 years. The von Bertalanffy growth models derived from TL at age were Lt = 655.4{1–e[–0.23(t)]} for males, Lt = 657.3{1–e[– 0.21(t)]} for females, and L t = 656.4{1–e[– 0.22 (t)]} for all specimens of known sex. Catch curves were used to produce a total mortality (Z) estimate of 0.17. Estimates of M calculated with various methods ranged from 0.15 to 0.50; however we felt that M= 0.15 was the most appropriate estimate based on our estimate of Z. Full recruitment to the gray snapper recreational fishery began at age 4, was completed by age 8, and there was no discernible peak in the catch curve dome.

The implementation of Puerto Rican Regulation No. 6768, which overhauled the existing fishery management framework, generated considerable hostility towards local managers. Among the controversial management measures adopted in 2004 were the assignment of fishing licenses based on fishing income, the establishment of closed seasons, and new minimum size restrictions for commercially valuable species. Though tensions have subsided, considerable opposition to these regulations remains. This paper provides a characterization of the current population of active small-scale fishermen, discusses their perceptions about the biological and socio-economic condition of the fishery, and describes their attitudes towards the new management framework. This study revealed that the number of active fishermen decreased from 1,731 in 1988 to 868 in 2008. Although a declining resource base was one of the main drivers behind these waning participation statistics, rising fuel costs and burdensome regulations exacerbated the rate of attrition. The majority of the fishermen were middleaged men (50 years) with moderate levels of formal education and high levels of fishing dependence which limited their employment opportunities outside the fishery. Most of the vessels were small (20 ft) and outfitted with a single outboard engine (80 hp). Hook and line and SCUBA were dominant gears because of their versatility and cost effectiveness. Fishermen suggested that their opposition to the regulations would continue unless they were afforded greater regulatory flexibility and provided with a larger role in the decision-making process. Fishermen were adamant about the need to reconsider the income reporting requirements to secure a fishing license because of the potential for losing public assistance benefits. They also objected to increasing the minimum size of many deepwater snapper (Lutjanidae) and grouper (Serranidae) species because it forced them to discard dead fish, a practice they consider wasteful since these species do not survive the ascent to the surface once hooked.

The origin, development, and utilization of the skimmer net is reviewed along with other historical shrimp gears used in coastal Louisiana. The skimmer was developed to catch white shrimp, Penaeus setiferus, observed jumping over the cork line (headrope) of trawls being worked in shallow waters. A description of the gear is presented including basic components and various frame designs used by fishermen during its development. The advantages of skimmers over bottom trawls include: multiple use as both trawl and butterfly net (wing net), ease of deployment, increased maneuverability, reduction and greater survivability of bycatch, and ability to cover more area due to increased speed and continuous fishing capability. Disadvantages may include compromising vessel stability when stored upright on the deck, possible damage to water bottoms when improperly rigged, and limitation to a 12-foot (3.6 m) maximum depth due to size restrictions. The growing popularity of the skimmer net is evident by its introduction into North Carolina and inquiries from other southeastern Atlantic and Gulf coast states.
