Self-help groups (SHGs) are ways for farmers and fishers, especially those who are poor, to come together and work together. They can be a useful entry point for outsiders, promote a supportive local environment, strengthen voices in decision-making and in negotiations with more powerful forces, increase the effectiveness of local actions, and provide easier access to micro-credit and other resources and services. This case study describes a rural aquaculture development context, in India, the development of SHGs and the concept of a ‘one-stop aqua shop’, set up and run by a federation of self-help groups in Kaipara village, West Bengal (a pilot state along with Jharkhand and Orissa). It outlines testing new ways to share information, as part of a series of revised procedures and institutional arrangements for service delivery recommended by farmers and fishers and prioritized by government, with support from the Department of International Development, London (DFID) Natural Resources Support Programme (NRSP) and the Network of Aquaculture Centres in Asia-Pacific (NACA) to the Support to Regional Aquatic Resources Management (STREAM) Initiative (10 p.)

What is special about Kaipara is that most recently, they have founded a federation of Self-Help Groups that work together to develop their own support network and to draw in the support of others. In this time of scarce resources, coastal resource managers must find ways to prioritize conservation, land use, and restoration efforts. The Habitat Priority Planner (HPP) is a free geospatial tool created by the National Oceanic and Atmospheric Administration’s Coastal Services Center that has received wide praise for its ease of use and broad applicability to conservation strategic planning, restoration, climate change scenarios, and other natural resource management actions. Not a geographic information system (GIS) user? Don’t worry―this tool was designed to be used in a team setting. One intermediate-level GIS user can push the buttons to show quick results while a roomful of resource managers and stakeholders provide input criteria that determine the results. The Habitat Priority Planner is a toolbar for ESRI’s ArcGIS platform that is composed of three modules: Habitat Classification, Habitat Analysis, and Data Explorer. The tool calculates basic ecological statistics that are used to examine how habitats function within a landscape. The tool pre‐packages several common landscape metrics into a user‐friendly interface for intermediate GIS users. In addition, HPP allows the user to build queries interactively using a graphical interface for demonstrating criteria selections quickly in a visual manner that is useful in stakeholder interactions. Tool advocates and users include land trusts, conservation alliances, nonprofit organizations, and select National Estuarine Research Reserves and refuges of the U.S. Fish and Wildlife Service. Participants in this session will learn the basic requirements for HPP use and the multiple ways the HPP has been applied to geographies nationwide. (PDF contains 5 pages)

A Human Security Index (HIS) enumerating 200 countries was introduced in 2008. A community-level HSI is under development in the USA. Coastal communities face large disparities in components of human security. How can a HSI support improved policies/services (such as environmental or public health forecasts or warnings) for improving lives? Several issues are discussed. (PDF contains 4 pages)

Sigara dorsalis belongs to a very closely related group of six species forming the sub-genus Sigara sensu strictu. Each of the six species has a distinct allopatric geographical distribution in Europe. Studies were started on a series of populations in the north west Midlands of England. All the populations examined, except one, contained only males with the typical diagnostic features of S. dorsalis, albeit with considerable variation. One pond near Congleton, Cheshire situated in a permanent-ley pasture and apparently free from pollution contained typical S. dorsalis males but, in addition, many atypical individuals. From one sample of forty-six males, all possessed left parameres with the slight point on the dorsal surface characteristic of S. dorsalis. However, almost half possessed additional morphological features intermediate between S. dorsalis and S. striata.

Laboratory research was done in order to study the feeding of larval Cricotopus silvestris F. in relation to characters of structure of oral apparatus. Results of the experiments are summarised and the oral apparatus morhologically described.

Fishing communities around the Indian Ocean were severely affected by the December 2004 tsunamis. Programs for rebuilding coastal fisheries livelihoods need to address the pre-tsunami situation that was characterized by overfishing and degraded natural resources. Adopting appropriate strategies to ensure sustainable livelihoods will require community involvement, as well as cross-sectoral, integrated planning and management at ascending government levels. Key recommendations from the WorldFish Center study Sustainable Management of Coastal Fish Stocks in Asia are presented to encourage discussion and debate.
Fisheries management in south Eleuthera, Bahamas: can a Marine Reserve help save the ‘Holy Trinity’?

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to reduce poverty and improve food security for the millions of small-scale fishers and farmers who depend on the world’s floodplains, deltas and coasts. AAS combines more conventional approaches for introducing and scaling technical innovations, such as applied research and training, with approaches that foster innovation and promote institutional and policy change. Specifically, AAS utilizes participatory action research with communities to identify technology and policy solutions that best meet community long-term needs. One of the themes identified under AAS is the role of self-help groups in increasing livelihood resilience of agriculture and fisheries communities. As AAS establishes a hub of operations in Cambodia, AAS and Oxfam America are cooperating to investigate the potential of community-based self-help groups as a strategy for AAS implementation. As part of this cooperation, Oxfam America undertook this consultancy to analyze and describe the role, efficiency and effectiveness of the various types of self-help groups in Cambodia. This report gives an overview of this program which aims to conduct a field-based study to identify the types, main characteristics and effectiveness of self-help groups, with a particular focus on livelihood resilience of agriculture and fisheries communities.
