The WorldFish Center has been collaborating with its partners (AWF and WWF) in the Maringa-Lopori-Wamba (MLW) and the Lac Tele-Lac Ntomba (LTL) Landscapes to develop participatory monitoring systems for aquatic ecosystems. This requires rigorous data collection regarding fishing effort and catch, and the establishment of community partnerships; enabling WorldFish Center researchers to understand and counteract the institutional legacies of previous NGO interventions. In the MLW, fisherfolk livelihoods are severely limited due to their extreme isolation from markets and government services. However, fisherfolk have some experience dealing with natural resource conservation or extraction entities as well as humanitarian agencies. Their history has left them slightly skeptical but reasonably willing to collaborate with incoming NGOs. Around Lac Ntomba, fisherfolk have had more extensive interactions with conservation and humanitarian NGOs, but despite their proximity to the Congo River, they appear to have very limited access to distant markets. As past benefits from NGO activities have been captured by local village elites many fishers are highly skeptical and even antagonistic toward NGOs in general, and see little benefits from collaborating with each other or NGOs. Similarly to the MLW and Lac Ntomba, Lac Maï-Ndombe fisherfolk were disillusioned by past NGO activities. However, in this area levels of fish catch are greater than in the other watersheds, and many fishers make regular trips to major markets in Kinshasa, Kikwit and Tchikapa. Consequently, while there are significant divisions to be addressed in Lac Maï-Ndombe, fisherfolk in general are more interested in exploring options for improving livelihoods. In order to overcome these hurdles, the WorldFish Center has introduced an integrated research-extension approach in its interactions with these communities. The teams conducted demonstrations of technological innovations that could significantly improve on present post-harvest fish processing practices, in particular: a solar fish drying tent and a fish smoking barrel.

Where natural resources are a key component of the rural economy, the ability of the poor to realize their visions for the future depends significantly on institutional structures that govern resource access and management. This case study reports on an initiative on the shores of Lake Kariba in Zambia, where lakeshore residents face competition over fishing, tourism, and commercial aquaculture. Multistakeholder dialogue produced agreements with investors and increased accountability of state agencies and traditional leaders, enabling communities to have greater influence over their futures through improvements in aquatic resource governance. The report documents the rationale for the approach followed and steps in the capacity-building process, discusses obstacles encountered, and identifies lessons for policymakers and practitioners seeking to implement a similar approach.

This article gives a detailed account of the 1989 grassroots campaign which preserved the scenic Coquille Point headland from commercial development and led to its acquisition by the U.S. Fish & Wildlife Service as part of its national wildlife refuge system. For source material, I have relied heavily on local newspaper and city hall archives, supplemented by interviews with some of the local people who participated in the controversy. The article preserves the events of 1989 as a record for future historians and/or environmental activists. (Document has 33 pages - from references issue date assumed to be 2008))

Evaluation of the potential for remote sensing to detect a relationship between wave action factors and plant re-establishment after a habitat enhancement at Lake Kissimmee, Florida. Using Geographic Information Systems (GIS) and remote sensing, wave action factors were found to be inversely related to the probability of plant re-establishment. However, correlation of wave action factors with areal coverage of aquatic plants based on field measurements, were unable to detect a significant relationship. Other factors aside from wave action, including littoral slope and the presence of offshore vegetation, may have influenced plant re-establishment in these sites. Remote sensing techniques may be useful to detect large changes in plants communities, however small changes in plant coverages may not be detectable using this technique.

ENGLISH: The tendency of the tunas, especially the yellowfin (Neothunnus macropterus) to be more abundant in the near vicinity of islands and seamounts, or "banks", than in the surrounding oceanic areas, is well known to commercial fishermen. This has been confirmed by statistical analysis of fishing vessel logbook records, which demonstrates that the catch-per-day's-fishing is, indeed, higher in the near vicinity of these features. It is hypothesized that islands and seamounts cause changes in the physical circulation or the biochemical cycle resulting in greater supplies of food for tunas in their immediate environs. In order to examine this hypothesis, and in order to study possible mechanisms involved, the "Island Current Survey" was undertaken from 8 May to 12 June, 1957, under the joint auspices of the Inter-American Tropical Tuna Commission and the Scripps Institution of Oceanography. Surveys of varying nature and extent were made from M/V Spencer F. Baird near Alijos Rocks, Clarion Island, Shimada Bank and Socorro Island (Figure 1). These studies sought to provide knowledge of the action of islands and seamounts in arresting, stalling or deflecting the mean current past them, in establishing convergence and divergence in the surface flow, in producing vertical motion (mixing and upwelling), and in influencing the primary production and the standing crops of phytoplankton and zooplankton. Each survey is discussed below in detail. Observations made at a front on 10 June will be discussed in another paper. SPANISH: Los pescadores que realizan la pesca comercial conocen muy bien la tendencia de los atunes, en particular del atún aleta amarilla (Neothunnus macropterus), de presentarse en mayor abundancia en las cercanías inmediatas a las islas y cimas submarinas, o "bancos", que en las áreas oceánicas circundantes. Este hecho ha sido confirmado par el análisis estadístico de los registros de los cuadernos de bitácora de las embarcaciones pesqueras, demostrándose que la captura par dias de pesca es, en efecto, más abundante en la inmediata proximidad de tales formaciones. Hipotéticamente se admite que las islas y las cimas submarinas provocan cambios en la circulación física o en el ciclo bioquímico, lo cual se pone de manifiesto a través de un mejor abastecimiento de alimento para los atunes en sus cercanías inmediatas. Con la finalidad de verificar esta hipótesis y de estudiar los mecanismos que ella involucra, se realizó la “Island Current Survey” del 8 de mayo al 12 de junio de 1957, bajo los auspicios de la Comisión Interamericana del Atún Tropical y de la Institución Scripps de Oceanografia. Con el barco Spencer F. Baird se hicieron observaciones de distintas clases y alcances cerca de las Rocas Alijos, la Isla Clarion, el Banco Shimada y la Isla Socorro (Figura 1). Estos estudios tuvieron por objeto adquirir conocimientos sobre la acción que ejercen las islas y cimas submarinas sobre la corriente promedio, ya sea deteniéndola, reduciendo su velocidad o desviando su curso, así como estableciendo convergencia o divergencia en su flujo de superficie, o provocando un movimiento vertical (mezcla y afloramiento) e influyendo en la producción primaria y en las existencias de fitoplancton y zooplancton. Cada operación será tratada a continuación por separado. Las observaciones hechas el dia 10 de junio sobre un frente serán objeto de otra publicación.

This research is part of the Socioeconomic Research & Monitoring Program for the Florida Keys National Marine Sanctuary (FKNMS), which was initiated in 1998. In 1995-96, a baseline study on the knowledge, attitudes and perceptions of proposed FKNMS management strategies and regulations of commercial fishers, dive operators and on selected environmental group members was conducted by researchers at the University of Florida and the University of Miami’s Rosenstiel School of Atmospheric and Marine Science (RSMAS). The baseline study was funded by the U.S. Man and the Biosphere Program, and components of the study were published by Florida Sea Grant and in several peer reviewed journals. The study was accepted into the Socioeconomic Research & Monitoring Program at a workshop to design the program in 1998, and workshop participants recommended that the study be replicated every ten years. The 10-year replication was conducted in 2004-05 (commercial fishers) 2006 (dive operators) and 2007 (environmental group members) by the same researchers at RSMAS, while the University of Florida researchers were replaced by Thomas J. Murray & Associates, Inc., which conducted the commercial fishing panels in the FKNMS. The 10-year replication study was funded by NOAA’s Coral Reef Conservation Program. The study not only makes 10-year comparisons in the knowledge, attitudes and perceptions of FKNMS management strategies and regulations, but it also establishes new baselines for future monitoring efforts. Things change, and following the principles of “adaptive management”, management has responded with changes in the management plan strategies and regulations. Some of the management strategies and regulations that were being proposed at the time of the baseline 1995-96 study were changed before the management plan and regulations went into effect in July 1997. This was especially true for the main focus of the study which was the various types of marine zones in the draft and final zoning action plan. Some of the zones proposed were changed significantly and subsequently new zones have been created. This study includes 10-year comparisons of socioeconomic/demographic profiles of each user group; sources and usefulness of information; knowledge of purposes of FKNMS zones; perceived beneficiaries of the FKNMS zones; views on FKNMS processes to develop management strategies and regulations; views on FKNMS zone outcomes; views on FKNMS performance; and general support for FKNMS. In addition to new baseline information on FKNMS zones, new baseline information was developed for spatial use, investment and costs-and-earnings for commercial fishers and dive operators, and views on resource conditions for all three user groups. Statistical tests were done to detect significant changes in both the distribution of responses to questions and changes in mean scores for items replicated over the 10-year period. Congress established a legal imperative to restore the quality of our surface waters when it enacted the Clean Water Act in 1972. The act requires that existing uses of coastal waters such as swimming and shellfishing be protected and restored. Enforcement of this mandate is frequently measured in terms of the ability to swim and harvest shellfish in tidal creeks, rivers, sounds, bays, and ocean beaches. Public-health agencies carry out comprehensive water-quality sampling programs to check for bacteria contamination in coastal areas where swimming and shellfishing occur. Advisories that restrict swimming and shellfishing are issued when sampling indicates that bacteria concentrations exceed federal health standards. These actions place these coastal waters on the U.S. Environmental Protection Agencies’ (EPA) list of impaired waters, an action that triggers a federal mandate to prepare a Total Maximum Daily Load (TMDL) analysis that should result in management plans that will restore degraded waters to their designated uses. When coastal waters become polluted, most people think that improper sewage treatment is to blame. Water-quality studies conducted over the past several decades have shown that improper sewage treatment is a relatively minor source of this impairment. In states like North Carolina, it is estimated that about 80 percent of the pollution flowing into coastal waters is carried there by contaminated surface runoff. Studies show this runoff is the result of significant hydrologic modifications of the natural coastal landscape. There was virtually no surface runoff occurring when the coastal landscape was natural in places such as North Carolina. Most rainfall soaked into the ground, evaporated, or was used by vegetation. Surface runoff is largely an artificial condition that is created when land uses harden and drain the landscape surfaces. Roofs, parking lots, roads, fields, and even yards all result in dramatic changes in the natural hydrology of these coastal lands, and generate huge amounts of runoff that flow over the land’s surface into nearby waterways. This review discusses the processes involved in the decomposition of organic carbon derived initially from structural components of algae and other primary producers. It describes how groups of bacteria interact in time and space in a eutrophic lake. The relative importance of anaerobic and aerobic processes are discussed. The bulk of decomposition occurs within the sediment. The role of bacteria in the nitrogen cycle and the iron cycle, and in sulphate reduction and methanogenesis as the terminal metabolism of organic carbon are described.

This is the Species management in aquatic Habitats overview of sub projects and their management produced by the Environment Agency in 1998. This report was under the R&D Project, which it was initiated in 1995 to provide information on species of conservation value of particular relevance to the Environment Agency (then the National Rivers Authority, NRA), in relation to its activities affecting aquatic environments. Outputs comprise Species Action Plans (SAPs), practical management guidelines for Agency staff and third parties, and various research and survey outputs to improve the knowledge base on the status and ecological requirements of priority species. This R&D Technical Report provides an overview of the work undertaken, additionally identifying lessons to be learnt in the management of species-related research within the framework of the UK Biodiversity Action Plan. The process of species selection was initially based upon a wide ranging review of priority species of relevance to the then NRA, encompassing both highly threatened species and species that are relatively common but are at particular risk from Agency activities.

The Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) were adopted by member countries of the Food and Agriculture Organization of the United Nations (FAO) and were officially approved as an international instrument in June 2014. What is very special about the SSF Guidelines is that it was created as a result of a very long history of the struggles of small-scale fishworkers around the world appealing for greater recognition of their status and their role in the fisheries sector of their countries. These Guidelines have 100 paragraphs which are distributed across 13 sections. This document is only a summation of the contents of the Guidelines. It was produced for ICSF by John Kurien, founder Member of ICSF, who has worked for the last four decades with small-scale fishing communities in many areas around the world, particularly in Kerala, India.

This publication is a report of the proceedings of the ICSF Pondy Workshop, which focused on the FAO’s Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The workshop brought together 71 participants from 20 countries representing civil society organizations, governments, FAO, academia and fishworker organizations from both the marine and inland fisheries sectors. This report will be found useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in small-scale fisheries, food security and poverty eradication.

The workshop titled, ICSF-BOBLME India (East Coast) Workshop on Implementing the FAO Voluntary Guidelines for Securing Sustainable Small-scale fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) was organized by ICSFin collaboration with BOBLME project.The workshop was the third in a series of consultations held in 2015 across the globe to promote the ownership of the SSF Guidelines among different stakeholders. In the run –up to the workshop, ICSF, with support from BOBLME conducted six consultation meetings with fishworkers and fishworker organizations along the east coast of India in January and February 2015. One hundred participants from India’s eastern coastal states of West Bengal, Odisha, Andhra Pradesh, Tamil Nadu and Puducherry, including women fishworkers, representatives of fishworker organizations, representatives from Department of Fisheries and other concerned departments at state and central level, Multilateral agencies, Inter-governmental organizations, Research Institutions met at Chennai, 6-7 March, 2015. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors. This publication—the proceedings of the Chennai workshop—will be useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in fisheries and livelihoods.
