It is a common knowledge that there exists a wide gap between domestic fish production and demand in Nigeria. Government recognizes this situation and has in recent years encouraged fish production through fishing inputs subsidies, DFRRI assisted fingerlings production among others. Despite these efforts, impact at the grassroots has been low. One of the major reasons for the failure could be attributable to inadequate involvement of rural communities in fish production. This missing link appears to be ignorance of local communities in harnessing this potential to stimulate fish production. There is therefore the need to educate the rural dwellers through effective extension services. Strategies to achieve the required awareness have been discussed

Atlantic and Gulf Coast shorelines include some of the most unique and biologically rich ecosystems in the United States that provide immeasurable aesthetic, habitat and economic benefits. Natural coastal ecosystems, however, are under increasing threat from rampant and irresponsible growth and development. Once a boon to local economies, complex natural forces – enhanced by global climate change and sea level rise - are now considered hazards and eroding the very foundation upon which coastal development is based. For nearly a century, beach restoration and erosion control structures have been used to artificially stabilize shorelines in an effort to protect structures and infrastructure. Beach restoration, the import and emplacement of sand on an eroding beach, is expensive, unpredictable, inefficient and may result in long-term environmental impacts. The detrimental environmental impacts of erosion control structures such as sea walls, groins, bulkheads and revetments include sediment deficits, accelerated erosion and beach loss. These and other traditional responses to coastal erosion and storm impacts- along with archaic federal and state policies, subsidies and development incentives - are costly, encourage risky development, artificially increase property values of high-risk or environmentally sensitive properties, reduce the post-storm resilience of shorelines, damage coastal ecosystems and are becoming increasingly unsustainable. Although communities, coastal managers and property owners face increasingly complex and difficult challenges, there is an emerging public, social and political awareness that, without meaningful policy reforms, coastal ecosystems and economies are in jeopardy. Strategic retreat is a sustainable, interdisciplinary management strategy that supports the proactive, planned removal of vulnerable coastal development; reduces risk; increases shoreline resiliency and ensures long term protection of coastal systems. Public policies and management strategies that can overcome common economic misperceptions and promote the removal of vulnerable development will provide state and local policy makers and coastal managers with an effective management tool that concomitantly addresses the economic, environmental, legal and political issues along developed shorelines. The paper critically examines the trend in fish production in Nigeria. The problem of excessive mismanagement and lack of attention by relevant agencies are still common place in inland water bodies. The paper discusses these mismanagement practices which are non compliance with the existing rules and regulations on good fishing methods, uncontrollable, unorthodox and obnoxious fishing practices, destruction of the natural breeding grounds and the collapse of the fishery due to massive over fishing. The challenges posed by the fishing methods as well as the effect of different gears and mechanization of fishing crafts on fish production are discussed. The paper recommends ways to increase domestic fish production in inland water bodies, which include a well planned strategy of restocking the existing reservoirs after careful scientific study, enforcement of the existing laws and regulation based on community participation. Training of stakeholders on the code of practice for responsible fisheries (CPRF), extension of subsidies to fisher folks, the traditional practices, which encourage the adherence to close season and other fish conservation and utilization strategies, are also advocated
Evaluation of the contribution of fisheries and aquaculture to food security in developing countries

Fish contain important nutrients such as essential fatty acids, iron, zinc, calcium, vitamin A and vitamin C. Production of freshwater fish depends on the strategic application of various management techniques. The demand for fish products has increased beyond the natural supply, resulting in a high pressure on fisheries. Development of aquaculture is necessary for a rapid growth in fish production. A number of constraints hamper the development of aquaculture. Introduction of polyculture technologies in some countries is a way of maximizing production from different levels of the food chain. The roles of women in making fish products available to consumers is frequently over-looked by policy makers. Gender equity in policy-making and management of fisheries and in capacity building is an important issue. Fish production from inland waters and coastal areas can be increased by adopting cage and pen culture systems. Input subsidies and loans to resource poor farmers can boost fish production.

A discussion is presented on the current problems facing the freshwater fisheries of Sri Lanka, following the decision taken by the Government to abolish the Inland Fisheries Division of the Fisheries Ministry and to stop aid to freshwater fisheries and aquaculture on the grounds that such practices are not in accordance with the history and tradition of the people of Sri Lanka. Without government subsidies, help and regulation, the freshwater fishery and aquaculture sectors are in grave danger of complete collapse. The need for a comprehensive management plan for the multiple use of the country's reservoirs is stressed.

The findings are presented of a study conducted in Calauag Bay, Quezon Province, Philippines in order to estimate resource rent of mangrove areas converted to fishpond production. The rents were calculated based on the technology practised by the farmers and the prices of inputs and outputs that prevailed during the study period. The major causes of mangrove depletion are cutting of mangroves for fuelwood and charcoal and clearing for fishpond development. It was concluded that there is justification for the government to increase the feed which could be used to rehabilitate the inland-coastal fisheries to improve productivity and ensure sustainability of the ecosystem for future generations.

Fishing is widely recognized to have profound effects on estuarine and marine ecosystems (Hammer and Jansson, 1993; Dayton et al., 1995). Intense commercial and recreational harvest of valuable species can result in population collapses of target and nontarget species (Botsford et al., 1997; Pauly et al., 1998; Collie et al. 2000; Jackson et al., 2001). Fishing gear, such as trawls and dredges, that are dragged over the seafloor inflict damage to the benthic habitat (Dayton et al., 1995; Engel and Kvitek, 1995; Jennings and Kaiser, 1998; Watling and Norse, 1998). As the growing human population, over-capitalization, and increasing government subsidies of fishing place increasing pressures on marine resources (Myers, 1997), a clear understanding of the mechanisms by which fishing affects coastal systems is required to craft sustainable fisheries management.

Management of the Texas penaeid shrimp fishery is aimed at increasing revenue from brown shrimp, Penaeus aztecus, landings and decreasing the level of discards. Since 1960 Texas has closed its territorial sea for 45-60 days during peak migration of brown shrimp to the Gulf of Mexico. In 1981 the closure was extended to 200 miles to include the U.S. Exclusive Economic Zone. Simulation modeling is used in this paper to estimate the changes in landings, revenue, costs, and economic rent attributable to the Texas closure. Four additional analyses were conducted to estimate the effects of closing the Gulf 1- to 4-fathom zone for 45 and 60 days, with and without effort redirected to inshore waters. Distributional impacts are analyzed in terms of costs, revenues, and rents, by vessel class, shrimp species, vessel owner, and crew.

Commercial harvest of red sea urchins began in Washington state in 1971. Harvests peaked in the late 1980s and have since declined substantially in Washington and other areas of the U.S. west coast. We studied effects of experimental harvest on red sea urchins in San Juan Channel (SJC), a marine reserve in northern Washing-ton. We recorded changes in density and size distribution of sea urchin populations resulting from three levels of experimental harvest: 1) annual size-selective harvest (simulating cur-rent commercial urchin harvest regulations), 2) monthly complete (non–size selective) harvest, and 3) no harvest (control) sites. We also examined re-colonization rates of harvested sites. The red sea urchin population in SJC is composed of an accumulation of large, old individuals. Juvenile urchins represent less than 1% of the population. Lower and upper size limits for commercial harvest protect 5% and 45% of the population, respectively. Complete harvest reduced sea urchin densities by 95%. Annual size-selective harvest significantly decreased sea urchin densities by 67% in the first year and by 47% in the second year. Two years of size-selective harvest significantly altered the size distribution of urchins, decreasing the density of legal-size urchins. Recolonization of harvested sites varied seasonally and occurred primarily through immigration of adults. Selective harvest sites were recolonized to 51% and 38% of original densities, respectively, six months after the first and second annual harvests. Yields declined substantially in the second year of size-selective harvest because of the fishing down of the population and because of low recolonization rates of harvested sites. We recommend that managers consider the potential efficacy of marine harvest refuges and reevaluate the existing upper and lower size limits for commercial harvest to improve long-term management of the sea urchin fishery in Washington.

The Government of Sri Lanka is improving off-shore and deep-shore fishing by introducing more sophisticated and larger vessels into the Sri Lanka waters, together with the offer of subsidies, tax holidays and other concessions to those who seek to operate such fishing vessels. As a first step, some thirty 38 foot class fishing vessels are to be introduced. The requisite variety and quantity of fishing gear is supplied together with the vessels, and operators will be given further assistance to either export or market their catches locally by provision of insulated fish transport vans, jeeps with trailers, crushed ice plants, fish storage cabinets and adequate spares for at least the next few years. A description is given of the credit terms offered for the purchase of such vessels, pre-shipment finance, and loans and hire purchase facilities.
