From a manager’s perspective, oftentimes the publicly held concerns related to small docks and piers are not really related to the environment. They may be more related to visual impacts and aesthetic concerns, a sense of over-development of the shore, or simply change. While individuals may hold personal aesthetic values related to small docks in general or an individual structure in particular, techniques have evolved that appear to provide reproducible, predictive assessments of the visual impacts and aesthetic values of an area and how those might change with development, including an increase in numbers of small docks. These assessments may be used to develop regulatory or non-regulatory methods for the management of small docks based on state or community standards. Visual impact assessments are increasingly used in the regulatory review of proposed development—although this process is still in its infancy as regards small docks and piers. Some political jurisdictions have established visual impact or aesthetic standards as relate to docks and others are in the process of investigating how to go about such an effort. In Central California, and elsewhere around the world, a great deal of discussion is occurring about the use of marine protected areas (MPAs) as a tool to help manage marine resources. This discussion is taking place because there is growing evidence that humans have depleted marine resources in many parts of the world, often despite strong regulatory efforts. Moreover, there is also mounting evidence that the degradation of marine resources began long ago, and we do not fully realize how much humans have altered “natural” environments. This uncertainty has led people to discuss the use of MPAs as a precautionary tool to prevent depletion or extinction of marine resources, and as a means of redressing past damages. The discussion about the use of marine reserves is increasing in intensity in California because several resource management agencies are considering reserves as they create or revise management plans. Often, the discussions surrounding this important public policy debate lead to questions about the biological or ecological value of existing marine protected areas. More than 100 MPAs exist along the coast of California. Many of these were established arbitrarily and lack specific purposes. Some California marine protected areas also have co-occurring or overlapping boundaries, have conflicting designations for use, and have conflicting rules and regulations. Because few of the existing marine protected areas have clearly articulated goals or objectives, however, it is difficult or impossible to evaluate their ecological effectiveness. ENGLISH: Since its inception in 1950 by agreement between the Republic of Costa Rica and the United States of America, the Inter-American Tropical Tuna Commission has been engaged in studies of the biology, ecology and population dynamics of yellowfin tuna in the eastern Pacific Ocean. Prime consideration has been given to the evaluation of the effects of fishing pressure on the yellowfin tuna in this area in order to estimate the maximum sustainable yield. A portion of the eastern Pacific has been defined by the Inter-American Tropical Tuna Commission (1963) as a regulatory area for yellowfin tuna (Figure 1). SPANISH: Desde su incepción en 1950, por un acuerdo entre la República de Costa Rica y los Estados Unidos de América, la Comisión Interamericana del Atún Tropical ha estado ocupada en los estudios de la biología, ecología y dinámica de las poblaciones del atún aleta amarilla en el Océano Pacífico Oriental. Se consideró primariamente la evaluación de los efectos de la presión de la pesquería sobre el atún aleta amarilla en esta área, para poder estimar el rendimiento máximo sostenible. The commercial bottom trawl fishery for Pacific ocean shrimp, Pandalus jordani, or pink shrimp, operates mostly off the west coast of the contiguous United States. The California portion of the fishery has not been thoroughly documented or reviewed since the 1991 fishing season, despite its fluctuating more during the last 16 years (1992–2007) than at any other period in its 56-year history. We used fishery-dependent data, California Department of Fish and Game commercial landing receipts and logbook data, to analyze trends and review the California pink shrimp trawl fishery from 1992 to 2007. In particular, we focus on the most recent years of the fishery (2001–07) to highlight the gear developments and key management measures implemented in the fishery. The fishery is primarily driven by market conditions and is highly regulated by both state and Federal management agencies. Several key regulatory measures implemented during this decade have had significant effects on the fishery. For example, the requirement of a Bycatch Reduction Device on trawl nets targeting pink shrimp was approved in 2001 and has greatly reduced levels of finfish bycatch. Fishery production has declined, particularly in recent years, and may be attributed to decreased market prices, followed by reduced fishermen participation; both of which are related to changes in the processing sector and demand for the product.

Several fisheries in Hawaii are known to have interactions with protected cetaceans, seabirds, marine turtles, or seals. Handline fisheries for bottomfish, tuna, and mackerel scad lose bait and catch to bottlenose dolphins, rough-toothed dolphins, and Hawaiian monk seals. Troll fisheries for billfish lose live bait to bottlenose dolphins, rough-toothed dolphins, albatrosses, and boobies; these fisheries may also lose catch to false killer whales. A longline fishery for tuna and billfish has burgeoned in Hawaii since 1987, resulting in interactions with protected species; marine turtles, seabirds, and monk seals take bait and are known to become hooked, and false killer whales may take catch. Research on deterrents or alternative fishing methods has been limited, and interactions have been reduced primarily through management and regulatory actions. These include area closures and gear requirements. An observer program has also been established for the bottomfish and longline fisheries.

This paper reviews and analyzes the major factors constraining the development of salmon culture in the United States. A brief review of economic factors in the seafood sector contributing to the industry's recent growth is offered, and the present status of the major producing regions is summarized. The major constraints, which include marketing problems, policy and regulatory constraints, production costs, disease, financiing, and environmental uncertainty, are discussed, followed by recommendations for improving the industry's development.

This report presents the findings of a mission to critically review the institutional, policy and regulatory framework for sustainable development of the Egyptian aquaculture sector. The study was undertaken by an International Expert on Aquaculture Policy, and a National Expert on Institutions, on behalf of the Project “Improving Employment and Income through the Development of Egypt’s Aquaculture Sector“, implemented by WorldFish and CARE, and funded by the Swiss Agency for Development and Cooperation(SDC). The objective of the mission was to assess the current status of the Egyptian aquaculture sector, in terms of the policy, legal and institutional environment, with a view to suggesting the major issues to be addressed within a future policy dialogue.

Azaspiracids (AZA) are polyether marine toxins that accumulate in various shellfish species and have been associated with severe gastrointestinal human intoxications since 1995. This toxin class has since been reported from several countries, including Morocco and much of western Europe. A regulatory limit of 160 μg AZA/kg whole shellfish flesh was established by the EU in order to protect human health; however, in some cases, AZA concentrations far exceed the action level. Herein we discuss recent advances on the chemistry of various AZA analogs, review the ecology of AZAs, including the putative progenitor algal species, collectively interpret the in vitro and in vivo data on the toxicology of AZAs relating to human health issues, and outline the European legislature associated with AZAs.
