We evaluated the use of strip-transect survey methods for manatees through a series of replicate aerial surveys in the Banana River, Brevard County, Florida, during summer 1993 and summer 1994. Transect methods sample a representative portion of the total study area, thus allowing for statistical extrapolation to the total area. Other advantages of transect methods are less flight time and less cost than total coverage, ease of navigation, and reduced likelihood of double-counting. Our objectives were: (1) to identify visibility biases associated with the transect survey method and to adjust the counts accordingly; (2) to derive a population estimate with known variance for the Banana River during summer; and (3) to evaluate the potential value of this survey method for monitoring trends in manatee population size over time. In April 2005, a SHOALS 1000T LIDAR system was used as an efficient alternative for safely acquiring data to describe the existing conditions of nearshore bathymetry and the intertidal zone over an approximately 40.7 km2 (11.8 nm2) portion of hazardous coastline within the Olympic Coast National Marine Sanctuary (OCNMS). Data were logged from 1,593 km (860 nm) of track lines in just over 21 hours of flight time. Several islands and offshore rocks were also surveyed, and over 24,000 geo-referenced digital still photos were captured to assist with data cleaning and QA/QC. The 1 kHz bathymetry laser obtained a maximum water depth of 22.2 meters. Floating kelp beds, breaking surf lines and turbid water were all challenges to the survey. Although sea state was favorable for this time of the year, recent heavy rainfall and a persistent low-lying layer of fog reduced acquisition productivity. The existence of a completed VDatum model covering this same geographic region permitted the LIDAR data to be vertically transformed and merged with existing shallow water multibeam data and referenced to the mean lower low water (MLLW) tidal datum. Analysis of a multibeam bathymetry-LIDAR difference surface containing over 44,000 samples indicated surface deviations from –24.3 to 8.48 meters, with a mean difference of –0.967 meters, and standard deviation of 1.762 meters. Errors in data cleaning and false detections due to interference from surf, kelp, and turbidity likely account for the larger surface separations, while the remaining general surface difference trend could partially be attributed to a more dense data set, and shoal-biased cleaning, binning and gridding associated with the multibeam data for maintaining conservative least depths important for charting dangers to navigation. The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

The River Great Ouse is a highly managed large lowland river in eastern England. It drains rich arable land in the Midlands and Eastern England and over the years nutrient concentrations have increased and there is a general perception that the clarity of the water has decreased. The main river channels have been dredged a number of times partly for flood control reasons but also for recreational boating and navigation activities. The period covered by this first report has been used to develop specific methodology and instrumentation for measuring turbidity, suspended solids and underwater irradiance for conditions found in the middle abd lower reaches of the River Great Ouse. Sampling strategies have been developed and an extensive sampling programme is now underway covering phytoplankton, suspended solids and turbidity in relation to algal epiphyte growth on underwater macrophytes. Preliminary data are presented relating light levels on the river bed to the river bed profile, turbidity levels and phytoplankton chlorophyll a concentrations. Studies are underway concerning the extent of macrophyte cover and periphyton densities.

Many of British rivers hold stocks of salmon (Salmo salar L.) and sea trout (Salmo trutta L.) and during most of the year some of the adult fish migrate upstream to the head waters where, with the advent of winter, they will eventually spawn. For a variety of reasons, including the generation of power for milling, improving navigation and measuring water flow, man has put obstacles in the way of migratory fish which have added to those already provided by nature in the shape of rapids and waterfalls. While both salmon and sea trout, particularly the former, are capable of spectacular leaps the movement of fish over man-made and natural obstacles can be helped, or even made possible, by the judicious use of fish passes. These are designed to give the fish an easier route over or round an obstacle by allowing it to overcome the water head difference in a series of stages ('pool and traverse' fish pass) or by reducing the water velocity in a sloping channel (Denil fish pass). Salmon and sea trout make their spawning runs at different flow conditions, salmon preferring much higher water flows than sea trout. Hence the design of fish passes requires an understanding of the swimming ability of fish (speed and endurance) and the effect of water temperature on this ability. Also the unique features of each site must be appreciated to enable the pass to be positioned so that its entrance is readily located. As well as salmon and sea trout, rivers often have stocks of coarse fish and eels. Coarse fish migrations are generally local in character and although some obstructions such as weirs may allow downstream passages only, they do not cause a significant problem. Eels, like salmon and sea trout, travel both up and down river during the course of their life histories. However, the climbing power of elvers is legendary and it is not normally necessary to offer them help, while adult silver eels migrate at times of high water flow when downstream movement is comparatively easy: for these reasons neither coarse fish nor eels are considered further. The provision of fish passes is, in many instances, mandatory under the Salmon and Freshwater Fisheries Act 1975. This report is intended for those involved in the planning, siting, construction and operation of fish passes and is written to clarify the hydraulic problems for the biologist and the biological problems for the engineer. It is also intended to explain the criteria by which the design of an individual pass is assessed for Ministerial Approval.

To investigate the possibility that oil and gas platforms may reduce recruitment of rockfishes (Sebastes spp.) to natural habitat, we simulated drift pathways termed “trajectories” in our model) from an existing oil platform to nearshore habitat using current measurements from high-frequency (HF) radars. The trajectories originated at Platform Irene, located west of Point Conception, California, during two recruiting seasons for bocaccio (Sebastes paucispinis): May through August, 1999 and 2002. Given that pelagic juvenile bocaccio dwell near the surface, the trajectories estimate transport to habitat. We assumed that appropriate shallow water juvenile habitat exists inshore of the 50-m isobath. Results from 1999 indicated that 10% of the trajectories represent transport to habitat, whereas 76% represent transport across the offshore boundary. For 2002, 24% represent transport to habitat, and 69% represent transport across the offshore boundary. Remaining trajectories (14% and 7% for 1999 and 2002, respectively) exited the coverage area either northward or southward along isobaths. Deployments of actual drifters (with 1-m drogues) from a previous multiyear study provided measurements originating near Platform Irene from May through August. All but a few of the drifters moved offshore, as was also shown with the HF radar-derived trajectories. These results indicate that most juvenile bocaccio settling on the platform would otherwise have been transported offshore and perished in the absence of a platform. However, these results do not account for the swimming behavior of juvenile bocaccio, about which little is known.

The Gulf of Mexico Fisheries Management Council tasked the National Marine Fisheries Service with determining the extent, if any, of loss oft rawlable bottom in the Gulf of Mexico based upon fishing industry concerns. There are approximately 31 million hectares in the 21 shrimp statistical zones in the Gulf, approximately 23 million hectares of waters that are <35 fathoms (where most shrimp trawling effort occurs), and approximately 11 million hectares in zones 10-21, <35f athoms, which were examined. There are 31,338 known hangs, snags, artificial reefs, hazards to navigation, oil rigs, and similar obstructions which cause trawling to be unfeasible in these zones. There are several refuge (i.e. untrawlable) areas associated with the Alabama Artificial Reefs. Conservatively assuming 1 hectare for each known obstruction, coupled with the known area of each refuge, the estimate of total untrawlable bottom in zones 10-21 less than 35 fathoms in the Gulf is 185,953 hectares, or roughly 1.7% of this total trawlable area. Sensitivity analysis demonstrated the robustness of this assumption, with a range of 0.3-4.3% possible. In specific shrimp zones, untrawlable area is much less than 1% except in zones 10 (26%) and 11(2.5%), both of which possess a refuge. Other than the implementation periods of these refugia, no temporal trends were detectable with respect to the amount of untrawlable bottom.

Baltimore Harbor is polluted by discharge of sewage and industrial wastes into tributary streams and peripheral waters. The Harbor is used extensively for navigation, industrial water supply, and recreation as well as for waste disposal. The degree of pollution varies from negligible in the principal fairway to severe in the innermost sections. Private industry discharges several hundred tons of acid materials daily and is also the principal source of organic pollution.

The National Centers for Coastal Ocean Science (NCCOS) of the National Oceanic and Atmospheric Administration (NOAA) is interested in developing a project to determine the health of estuaries based on the stated or desired uses of society. An estuarine use assessment could complement the National Coastal Assessment, which tracks coastal and estuarine health through a series of environmental indicators. These indicators are used to assign a “score” to each coastal region, with some indicators reflecting the ability of the region to support desired uses such as fishing and swimming. An estuarine use assessment could also provide valuable information to resource managers and other decision-makers as they face decisions about the optimal and most sustainable mix of activities in an estuary. An initial step of an estuarine use assessment would be to define and quantify the desired societal uses of the estuary. Society includes residents living near the estuary or industries relying on the estuary, seasonal residents and tourists that use the estuary on a more limited basis, and the public at-large that may use or value the estuary indirectly. The desired uses may include discrete, visible uses such as swimming, recreational or commercial fishing, and navigation. They also may extend to broader, more intangible uses such as maintaining ecological functions or aesthetic appeal. National legislation such as the Estuary Restoration Act, which promotes and funds the restoration of estuaries in the U.S., reflects the public’s desire for estuaries to retain their ecological structures and functions. This report summarizes a project carried out in 2003 that attempted to quantify the desired human uses of a specific estuary in Maine and to determine current measures of success used by coastal managers in Maine to track the ability of the estuary to support desired uses. Casco Bay was chosen as the spatial embayment for which to delineate uses, and nutrient enrichment was selected as the parameter for confirming assumptions about current measures of outcomes related to uses. The report highlights some of the challenges to completing an estuarine use assessment and offers general recommendations for addressing these challenges.

Over the past one hundred and fifty years, the landscape and ecosystems of the Pacific Northwest coastal region, already subject to many variable natural forces, have been profoundly affected by human activities. In virtually every coastal watershed from the Strait of Juan de Fuca to Cape Mendocino, settlement, exploitation and development of resou?-ces have altered natural ecosystems. Vast, complex forests that once covered the region have been largely replaced by tree plantations or converted to non-forest conditions. Narrow coastal valleys, once filled with wetlands and braided streams that tempered storm runoff and provided salmon habitat, were drained, filled, or have otherwise been altered to create land for agriculture and other uses. Tideflats and saltmarshes in both large and small estuaries were filled for industrial, commercial, and other urban uses. Many estuaries, including that of the Columbia River, have been channeled, deepened, and jettied to provide for safe, reliable navigation. The prodigious rainfall in the region, once buffered by dense vegetation and complex river and stream habitat, now surges down sirfiplified stream channels laden with increased burdens of sediment and debris. Although these and many other changes have occurred incrementally over time and in widely separated areas, their sum can now be seen to have significantly affected the natural productivity of the region and, as a consequence, changed the economic structure of its human communities. This activity has taken place in a region already shaped by many interacting and dynamic natural forces. Large-scale ocean circulation patterns, which vary over long time periods, determine the strength and location of currents along the coast, and thus affect conditions in the nearshore ocean and estuaries throughout the region. Periodic seasonal differences in the weather and ocean act on shorter time scales; winters are typically wet with storms from the southwest while summers tend to be dry with winds from the northwest. Some phenomena are episodic, such as El Nifio events, which alter weather, marine habitats, and the distribution and survival of marine organisms. Other oceanic and atmospheric changes operate more slowly; over time scales of decades, centuries, and longer. Episodic geologic events also punctuate the region, such as volcanic eruptions that discharge widespread blankets of ash, frequent minor earthquakes, and major subduction zone earthquakes each 300 to 500 years that release accumulated tectonic strain, dropping stretches of ocean shoreline, inundating estuaries and coastal valleys, and triggering landslides that reshape stream profiles. While these many natural processes have altered, sometimes dramatically, the Pacific Northwest coastal region, these same processes have formed productive marine and coastal ecosystems, and many of the species in these systems have adapted to the variable environmental conditions of the region to ensure their long-term survival.

Gray’s Reef National Marine Sanctuary (GRNMS) is located 32.4 km offshore of Sapelo Island, Georgia. The ecological importance of this area is related to the transition between tropical and temperate waters, and the existence of a topographically complex system of ledges. Due to its central location, GRNMS can be used as a focal site to study the accumulation and impacts of marine debris on the Atlantic continental shelf offshore of the Southeast United States. Previously, researchers characterized marine debris in GRNMS and reported that incidence of the debris at the limited densely colonized ledge sites was significantly greater than at sand or sparsely colonized live bottom, and is further influenced by the level of boating activity and physiographic characteristics (e.g., ledge height). Information gleaned from the initial marine debris characterization was used to devise a strategy for prioritizing cleanup and monitoring efforts. However, a significant gap in knowledge was the rate of debris accumulation. The primary objective of this study was to select, mark, and perform initial marine debris surveys at permanent monitoring sites within GRNMS to quantify long-term trends in types, abundance, impacts, and accumulation rates of debris. Ledge sites were selected to compare types, abundance, and accumulation rates of marine debris between a) areas of high and low use and b) short and tall ledges. Nine permanent monitoring sites were marked and initially surveyed in 2007/2008. Surveys were conducted within a 50 x 4 m transect for a total survey area of 200 square meters. All debris was removed and detailed information was taken on the types of debris, quantity, and associations with benthic fauna. Information on associations with benthic fauna included degree of entanglement, type of organism with which it is entangled or resting on, degree of fouling, and visible impacts such as tissue abrasions. Sites were re-surveyed approximately one year later to quantify new accumulation. During the initial survey, a total of ten debris items, totaling 16.3 kg in weight, were removed from two monitoring stations, both “tall” sites within the area of high boat use. Year-one accumulation totaled five items and approximately 7 kg in weight. Similar to the initial survey, all debris was found at sites in the area of high boat use. However, in contrast to the initial survey, two of these items were found on medium-height ledges. Removed items included fishing line, leaders, rope, plastic, and fabric. Although items were often encrusted in benthic biota or entangled on the ledge, impacts such as abrasions or other injuries were not observed. During the 2009 monitoring efforts, volunteer divers were trained to conduct the survey. Monitoring protocols were documented for GRNMS staff and included as an appendix of this report to enable long-term monitoring of sites. Additionally, national reconnaissance data (e.g. satellite, radar, aerial surveys) and other information on known fishing locations were examined for patterns of resource use and correlations with debris occurrence patterns. A previous model predicting the density of marine debris based on ledge features and boat use was refined and the results were used to generate a map of predicted debris density for all ledges.

The impacts of widening and deepening the existing navigation channel in Grays Harbor on Dungeness crab, crangon shrimp and fish was investigated. The spatial and temporal distribution of these organisms was studied using an otter trawl and ring nets, and the uptake of organisms by dredges was estimated from samples collected on working hopper and pipeline dredges. ... Impacts of the dredging project on crabs, shrimp and fish could be associated with entrainment, food loss and toxicants released from sediments. Scenarios are presented that predict impacts. Suggestions for reducing impacts are given.

Human use of water resow-ces in Uganda has grown and intensified along with population growth and increasing demand to meet the diverse human needs. In the case of Uganda's rivers, the main uses include fisheries, hydropower generation, abstraction for potable water supply, discharge of sewage and navigation. All these uses can disrupt the integrity of the aquatic ecosystem and may affect the survival of the diversity of organisms. In consideration of the need to increase electricity to meet demand, the Bujagali Hydro-power Project (BHPP) and the National Environment Management Authority (NEMA) recognised the importance of safeguards to mitigate impacts of the project. The National Fisheries Resources Research Institute (NaFIRRI) was assigned the role of providing baseline information on the aquatic ecosystem of the Upper Victoria Nile and to follow up the findings with a monitoring framework during construction and post-commissioning phases.
