Accurate and precise estimates of age and growth rates are essential parameters in understanding the population dynamics of fishes. Some of the more sophisticated stock assessment models, such as virtual population analysis, require age and growth information to partition catch data by age. Stock assessment efforts by regulatory agencies are usually directed at specific fisheries which are being heavily exploited and are suspected of being overfished. Interest in stock assessment of some of the oceanic pelagic fishes (tunas, billfishes, and sharks) has developed only over the last decade, during which exploitation has increased steadily in response to increases in worldwide demand for these resources. Traditionally, estimating the age of fishes has been done by enumerating growth bands on skeletal hardparts, through length frequency analysis, tag and recapture studies, and raising fish in enclosures. However, problems related to determining the age of some of the oceanic pelagic fishes are unique compared with other species. For example, sampling is difficult for these large, highly mobile fishes because of their size, extensive distributions throughout the world's oceans, and for some, such as the marlins, infrequent catches. In addition, movements of oceanic pelagic fishes often transect temperate as well as tropical oceans, making interpretation of growth bands on skeletal hardparts more difficult than with more sedentary temperate species. Many oceanic pelagics are also long-lived, attaining ages in excess of 30 yr, and more often than not, their life cycles do not lend themselves easily to artificial propagation and culture. These factors contribute to the difficulty of determining ages and are generally characteristic of this group-the tunas, billfishes, and sharks. Accordingly, the rapidly growing international concern in managing oceanic pelagic fishes, as well as unique difficulties in ageing these species, prompted us to hold this workshop. Our two major objectives for this workshop are to: I) Encourage the interchange of ideas on this subject, and 2) establish the "state of the art." A total of 65 scientists from 10 states in the continental United States and Hawaii, three provinces in Canada, France, Republic of Senegal, Spain, Mexico, Ivory Coast, and New South Wales (Australia) attended the workshop held at the Southeast Fisheries Center, Miami, Fla., 15-18 February 1982. Our first objective, encouraging the interchange of ideas, is well illustrated in the summaries of the Round Table Discussions and in the Glossary, which defines terms used in this volume. The majority of the workshop participants agreed that the lack of validation of age estimates and the means to accomplish the same are serious problems preventing advancements in assessing the age and growth of fishes, particularly oceanic pelagics. The alternatives relating to the validation problem were exhaustively reviewed during the Round Table Discussions and are a major highlight of this workshop. How well we accomplished our second objective, to establish the "state of the art" on age determination of oceanic pelagic fishes, will probably best be judged on the basis of these proceedings and whether future research efforts are directed at the problem areas we have identified. In order to produce high-quality papers, workshop participants served as referees for the manuscripts published in this volume. Several papers given orally at the workshop, and included in these proceedings, were summarized from full-length manuscripts, which have been submitted to or published in other scientific outlets-these papers are designated as SUMMARY PAPERS. In addition, the SUMMARY PAPER designation was also assigned to workshop papers that represented very preliminary or initial stages of research, cursory progress reports, papers that were data shy, or provide only brief reviews on general topics. Bilingual abstracts were included for all papers that required translation. We gratefully acknowledge the support of everyone involved in this workshop. A three day workshop on turbidity measurements was held at the Hawaii Institute of Marine Biology from August 3 1 to September 2, 2005. The workshop was attended by 30 participants from industry, coastal management agencies, and academic institutions. All groups recognized common issues regarding the definition of turbidity, limitations of consistent calibration, and the large variety of instrumentation that nominally measure "turbidity." The major recommendations, in order of importance for the coastal monitoring community are listed below: 1. The community of users in coastal ecosystems should tighten instrument design configurations to minimize inter-instrument variability, choosing a set of specifications that are best suited for coastal waters. The IS0 7027 design standard is not tight enough. Advice on these design criteria should be solicited through the ASTM as well as Federal and State regulatory agencies representing the majority of turbidity sensor end users. Parties interested in making turbidity measurements in coastal waters should develop design specifications for these water types rather than relying on design standards made for the analysis of drinking water. 2. The coastal observing groups should assemble a community database relating output of specific sensors to different environmental parameters, so that the entire community of users can benefit from shared information. This would include an unbiased, parallel study of different turbidity sensors, employing a variety of designs and configuration in the broadest range of coastal environments. 3. Turbidity should be used as a measure of relative change in water quality rather than an absolute measure of water quality. Thus, this is a recommendation for managers to develop their own local calibrations. See next recommendation. 4. If the end user specifically wants to use a turbidity sensor to measure a specific water quality parameter such as suspended particle concentration, then direct measurement of that water quality parameter is necessary to correlate with 'turbidity1 for a particular environment. These correlations, however, will be specific to the environment in which they are measured. This works because there are many environments in which water composition is relatively stable but varies in magnitude or concentration. (pdf contains 22 pages)

The Alliance for Coastal Technologies (ACT) held a Workshop on Sensor Technology for Assessing Groundwater-Surface Water Interactions in the Coastal Zone on March 7 to 9,2005 in Savannah, GA. The main goal of the workshop was to summarize the general parameters, which have been found to be useful in assessing groundwater-surface water (GW-SW) interactions in the coastal zone. The workshop participants (Appendix I) were specifically charged with identifying the types of sensor systems, if any, that have been used to obtain time-series data and to make known which parameters may be the most amenable to the development/application of sensor technology. The group consisted of researchers, industry representatives, and environmental managers. Four general recommendations were made: 1. Educate coastal managers and agencies on the importance of GW-SW interactions, keeping in mind that regulatory agencies are driven by a different set of rules than researchers: the focus is on understanding the significance of the problem and providing solutions. ACT could facilitate this process in two ways. First, given that the research literature on this subject is fairly diffuse, ACT could provide links from its web site to fact sheets or other literature. Second, ACT could organize a focused meeting for managers and/or agency groups. Encourage development of primary tools for quantifying flow. The most promising technology in this respect is flow meters designed for flux chambers, mainly because they should be simple to use and can be made relatively inexpensively. However, it should be kept in mind that they provide only point measurements and several would need to be deployed as a network in order to obtain reliable flow estimates. For evaluating system wide GW-SW interactions, tools that integrate the signal over large areas would be required. Suggestions include a user-friendly hydrogeologic models, keeping in mind that freshwater flow is not the entire story, or continuous radon monitors. Though the latter would be slightly more difficult to use in terms of background knowledge, such an instrument would be low power and easy to operate and maintain. ACT could facilitate this recommendation by identifying funding opportunities on its web site and/or performing evaluations of existing technologies that could be summarized on the web site. Technological innovation has made it possible to grow marine finfish in the coastal and open ocean. Along with this opportunity comes environmental risk. As a federal agency charged with stewardship of the nation’s marine resources, the National Oceanic and Atmospheric Administration (NOAA) requires tools to evaluate the benefits and risks that aquaculture poses in the marine environment, to implement policies and regulations which safeguard our marine and coastal ecosystems, and to inform production designs and operational procedures compatible with marine stewardship. There is an opportunity to apply the best available science and globally proven best management practices to regulate and guide a sustainable United States (U.S.) marine finfish farming aquaculture industry. There are strong economic incentives to develop this industry, and doing so in an environmentally responsible way is possible if stakeholders, the public and regulatory agencies have a clear understanding of the relative risks to the environment and the feasible solutions to minimize, manage or eliminate those risks. This report spans many of the environmental challenges that marine finfish aquaculture faces. We believe that it will serve as a useful tool to those interested in and responsible for the industry and safeguarding the health, productivity and resilience of our marine ecosystems. This report aims to provide a comprehensive review of some predominant environmental risks that marine fish cage culture aquaculture, as it is currently conducted, poses in the marine environment and designs and practices now in use to address these environmental risks in the U.S. and elsewhere. Today’s finfish aquaculture industry has learned, adapted and improved to lessen or eliminate impacts to the marine habitats in which it operates. What progress has been made? What has been learned? How have practices changed and what are the results in terms of water quality, benthic, and other environmental effects? To answer these questions we conducted a critical review of the large body of scientific work published since 2000 on the environmental impacts of marine finfish aquaculture around the world. Our report includes results, findings and recommendations from over 420 papers, primarily from peer-reviewed professional journals. This report provides a broad overview of the twenty-first century marine finfish aquaculture industry, with a targeted focus on potential impacts to water quality, sediment chemistry, benthic communities, marine life and sensitive habitats. Other environmental issues including fish health, genetic issues, and feed formulation were beyond the scope of this report and are being addressed in other initiatives and reports. Also absent is detailed information about complex computer simulations that are used to model discharge, assimilation and accumulation of nutrient waste from farms. These tools are instrumental for siting and managing farms, and a comparative analysis of these models is underway by NOAA.

This paper reviews the scientific data on the ecosystem services provided by shoreline habitats, the evidence for adverse impacts from bulkheading on those habitats and services, and describes alternative approaches to shoreline stabilization, which minimize adverse impacts to the shoreline ecosystem. Alternative shoreline stabilization structures that incorporate natural habitats, also known as living shorelines, have been popularized by environmental groups and state regulatory agencies in the mid-Atlantic. Recent data on living shoreline projects in North Carolina that include a stone sill demonstrate that the sills increase sedimentation rates, that after 3 years marshes behind the sills have slightly reduced biomass, and that the living shoreline projects exhibit similar rates of fishery utilization as nearby natural fringing marshes. Although the current emphasis on shoreline armoring in Puget Sound is on steeper, higher-energy shorelines, armoring of lower-energy shorelines may become an issue in the future with expansion of residential development and projected rates of sea level rise. The implementation of regulatory policy on estuarine shoreline stabilization in North Carolina and elsewhere is presented. The regulatory and public education issues experienced in North Carolina, which have made changes in estuarine shoreline stabilization policy difficult, may inform efforts to adopt a sustainable shoreline armoring strategy in Puget Sound. A necessary foundation for regulatory change in shoreline armoring policy, and public support for that change, is rigorous scientific assessment of the variety of services that natural shoreline habitats provide both to the ecosystem and to coastal communities, and evidence demonstrating that shoreline armoring can adversely impact the provision of those services.

While researchers have evaluated the potential of native insect herbivores to manage nonindigenous aquatic plant species such as Eurasian watermilfoil ( Myriophyllum spicatum L.), the practical matters of regulatory compliance and implementation have been neglected. A panel of aquatic nuisance species program managers from three state natural resource management agencies (Minnesota, Vermont and Washington) discussed their regulatory and policy concerns. In addition, one ecological consultant attempting to market one of the native insects to manage Eurasian watermilfoil added his perspective on the special challenges of distributing a native biological control agent for management of Eurasian watermilfoil.

In Central California, and elsewhere around the world, a great deal of discussion is occurring about the use of marine protected areas (MPAs) as a tool to help manage marine resources. This discussion is taking place because there is growing evidence that humans have depleted marine resources in many parts of the world, often despite strong regulatory efforts. Moreover, there is also mounting evidence that the degradation of marine resources began long ago, and we do not fully realize how much humans have altered “natural” environments. This uncertainty has led people to discuss the use of MPAs as a precautionary tool to prevent depletion or extinction of marine resources, and as a means of redressing past damages. The discussion about the use of marine reserves is increasing in intensity in California because several resource management agencies are considering reserves as they create or revise management plans. Often, the discussions surrounding this important public policy debate lead to questions about the biological or ecological value of existing marine protected areas. More than 100 MPAs exist along the coast of California. Many of these were established arbitrarily and lack specific purposes. Some California marine protected areas also have co-occurring or overlapping boundaries, have conflicting designations for use, and have conflicting rules and regulations. Because few of the existing marine protected areas have clearly articulated goals or objectives, however, it is difficult or impossible to evaluate their ecological effectiveness. The Alliance for Coastal Technologies (ACT) Workshop entitled "Technologies for Measuring Currents in Coastal Environments" was held in Portland, Maine, October 26-28, 2005, with sponsorship by the Gulf of Maine Ocean Observing System (GoMOOS), an ACT partner organization. The primary goals of the event were to summarize recent trends in nearshore research and management applications for current meter technologies, identify how current meters can assist coastal managers to fulfill their regulatory and management objectives, and to recommend actions to overcome barriers to use of the technologies. The workshop was attended by 25 participants representing state and federal environmental management agencies, manufacturers of current meter technologies, and researchers from academic institutions and private industry. Common themes that were discussed during the workshop included 1) advantages and limitations of existing current measuring equipment, 2) reliability and ease of use with each instrument type, 3) data decoding and interpretation procedures, and 4) mechanisms to facilitate better training and guidance to a broad user group. Seven key recommendations, which were ranked in order of importance during the last day of the workshop are listed below. 1. Forums should be developed to facilitate the exchange of information among users and industry: a) On-line forums that not only provide information on specific instruments and technologies, but also provide an avenue for the exchange of user experiences with various instruments (i.e. problems encountered, cautions, tips, advantages, etc). (see References for manufacturer websites with links to application and technical forums at end of report) b) Regional training/meetings for operational managers to exchange ideas on methods for measuring currents and evaluating data. c) Organize mini-meetings or tutorial sessions within larger conference venues. 2. A committee of major stakeholders should be convened to develop common standards (similar to the Institute of Electrical and Electronics Engineers (IEEE) committee) that enable users to switch sensors without losing software or display capabilities. The Alliance for Coastal Technologies (ACT) Workshop "Applications of in situ Fluorometers in Nearshore Waters" was held in Cape Elizabeth, Maine, February 2-4,2005, with sponsorship by the Gulf of Maine Ocean Observing System (GoMOOS), one of the ACT partner organization. The purpose of the workshop was to explore recent trends in fluorometry as it relates to resource management applications in nearshore environments. Participants included representatives from state and federal environmental management agencies as well as research institutions, many of whom are currently using this technology in their research and management applications. Manufacturers and developers of fluorometric measuring systems also attended the meeting. The Workshop attendees discussed the historical and present uses of fluorometry technology and identified the great potential for its use by coastal managers to fulfill their regulatory and management objectives. Participants also identified some of the challenges associated with the correct use of Fluorometers to estimate biomass and the rate of primary productivity. The Workshop concluded that in order to expand the existing use of fluorometers in both academic and resource management disciplines, several issues concerning data collection, instrument calibration, and data interpretation needed to be addressed. Participants identified twelve recommendations, the top five of which are listed below: Recommendations 1) Develop a "Guide" that describes the most important aspects of fluorescence measurements. This guide should be written by an expert party, with both research and industry input, and should be distributed by all manufacturers with their instrumentation. The guide should also be made available on the ACT website as well as those of other relevant organizations. The guide should include discussions on the following topics: The benefits of using fluorometers in research and resource management applications; What fluorometers can and cannot provide in terms of measurements; The necessary assumptions required before applying fluorometry; Characterization and calibration of fluorometers; (pdf contains 32 pages)

As the impacts and potential of climate change are realized at the governance level, states are moving towards adaptation strategies that include greater regulatory restrictions on development within coastal zones. The purpose of this paper is to outline the impacts of existing and planned regulatory mechanisms on the Fifth Amendment to the United States Constitution, which prevents the government taking of private property for public use without just compensation. A short history of regulatory takings is explained, and the potential legal issues surrounding mitigation and adaptation measures for coastal communities are discussed. The goal is to gain an understanding of the legal issues that must be resolved by governments to effectively deal with regulatory takings claims as coastal mitigation and adaptation plans are implemented. The commercial bottom trawl fishery for Pacific ocean shrimp, Pandalus jordani, or pink shrimp, operates mostly off the west coast of the contiguous United States. The California portion of the fishery has not been thoroughly documented or reviewed since the 1991 fishing season, despite its fluctuating more during the last 16 years (1992–2007) than at any other period in its 56-year history. We used fishery-dependent data, California Department of Fish and Game commercial landing receipts and logbook data, to analyze trends and review the California pink shrimp trawl fishery from 1992 to 2007. In particular, we focus on the most recent years of the fishery (2001–07) to highlight the gear developments and key management measures implemented in the fishery. The fishery is primarily driven by market conditions and is highly regulated by both state and Federal management agencies. Several key regulatory measures implemented during this decade have had significant effects on the fishery. For example, the requirement of a Bycatch Reduction Device on trawl nets targeting pink shrimp was approved in 2001 and has greatly reduced levels of finfish bycatch. Fishery production has declined, particularly in recent years, and may be attributed to decreased market prices, followed by reduced fishermen participation; both of which are related to changes in the processing sector and demand for the product.

This report presents the findings of a mission to critically review the institutional, policy and regulatory framework for sustainable development of the Egyptian aquaculture sector. The study was undertaken by an International Expert on Aquaculture Policy, and a National Expert on Institutions, on behalf of the Project “Improving Employment and Income through the Development of Egypt’s Aquaculture Sector“, implemented by WorldFish and CARE, and funded by the Swiss Agency for Development and Cooperation(SDC). The objective of the mission was to assess the current status of the Egyptian aquaculture sector, in terms of the policy, legal and institutional environment, with a view to suggesting the major issues to be addressed within a future policy dialogue.
