Torpedograss (Panicum repens L.) is one of the most invasive exotic plants in aquatic systems. Repeat applications of (N-phosphonomethyl) glycine (glyphosate) herbicides provide limited control of torpedograss; unfortunately, glyphosate often negatively impacts most non-target native species that grow alongside the weed. This experiment studied the effect of glyphosate on pickerelweed (Pontederia cordata L.), a native plant that shares habitats with torpedograss. Actively growing plants of torpedograss and pickerelweed were cultured in 8-liter containers and sprayed to wet with one of four rates of glyphosate: 0%, 0.75%, 1.0%, or 1.5%. Each treatment included a surfactant to aid in herbicide uptake and a surface dye to verify uniform application of the treatments. All herbicide treatments were applied with a backpack sprayer to intact plants and to cut stubble of both species. Four replicates were treated for each species-rategrowth combination during each of two experiment periods. Plant dry weights 8 weeks after herbicide application suggest that torpedograss was effectively controlled by the highest rate of glyphosate applied to cut stubble. Pickerelweed was unaffected when the highest rate of glyphosate was applied as a cut-and-spray treatment. These data suggest that a cut-and-spray application of a 1.5% solution of glyphosate may be an effective strategy to control torpedograss without deleteriously affecting pickerelweed. Excess fishing capacity has been identified as one of the most pernicious problems affecting long-term sustainability and biodiversity of fishery resources and economic viability of fishing operations. Significant economic gains could be achieved by eliminating excess capacity, in addition to attaining objectives of resource sustainability. In this paper, approaches to fishing capacity management are reviewed in the context of Indian fisheries. A rights based regulated access system under a co-management regime based on a strong inclusive cooperative movement of stakeholders with built-in transferable quota system and buy-back or rotational right of entry schemes seems to hold potential for capacity management in the shelf fisheries of Indian states, which need to be implemented in collaboration with the Union Government and the neighboring states with confluent ecosystems and shared fishing grounds. A key advantage of the use of rights based approaches for managing fishing capacity is that they provide a mechanism through which stakeholders can more easily and actively participate in the management process.

Assessments of the Atlantic red drum for the northern (North Carolina and north) and southern (South Carolina through east coast of Florida) regions along the U. S. Atlantic coast were recently completed. The joint Red Drum Technical Committee (SAFMC/ASMFC) selected the most appropriate catch matrix (incorporating an assumption on size of recreationally-released fish), selectivity of age 3 relative to age 2, and virtual population analysis (FADAPT). Given gear- and age-specific estimates of fishing mortality (F) for the 1992-1998 period, analyses were made of potential gains in escapement through age 4 and static spawning potential ratio (SPR) from further reductions in fishing mortality due to changes in slot and bag limits. Savings from bag limits were calculated given a particular slot size for the recreational fishery, with no savings for the commercial fisheries in the northern region due to their being managed primarily through a quota. Relative changes in catch-at-age estimates were used to adjust age-specific F and hence calculated escapement through age 4 and static SPR. Adjustment was made with the recreational savings to account for release mortality (10%, as in the stock assessment). Alternate runs for the northern region commercial fishery considered 25% release mortality for lengths outside the slot (instead of 0% for the base run), and 0% vs. 10% gain or loss across legal sizes in F. These results are summarized for ranges of bag limits with increasing minimum size limit (for fixed maximum size), and with decreasing maximum size limit (for fixed minimum size limit). For the southern region, a bag limit of one-fish per angler trip would be required to attain the stated target of 40% static SPR if the current slot limit were not changed. However, for the northern region, a bag limit of one-fish per angler trip appears to be insufficient to attain the stated target of 40% static SPR while maintaining the current slot limit. Didemnum sp. A is a colonial ascidian or “sea squirt” of unknown geographic origin. Colonies of Didemnum sp. A were first documented in U.S. waters in 1993 at Damariscotta River, Maine and San Francisco Bay, California. An alarming number of colonies have since been found at several locations in New England and along the West Coast of the contiguous continental United States. Originally believed to be restricted to artificial structures in nearshore habitats, such as ports and marinas, colonies of Didemnum sp. A have also been discovered on a gravel-pavement habitat on Georges Bank at depths of 40-65m. The wide distribution of Didemnum sp. A, the presence of colonies on an important offshore fishing ground, and the negative economic impacts that other species of noninidigenous ascidians have had on aquaculture operations have raised concerns about the potential impacts of Didemnum sp. A. We reviewed the available information on the biology and ecology of Didemnum sp. A and potentially closely related species to examine the environmental and socioeconomic factors that may have influenced the introduction, establishment and spread of Didemnum sp. A in U.S. waters, the potential impacts of this colonial ascidian on other organisms, aquaculture, and marine fisheries, and the possibility that it will spread to other U.S. waters. In addition, we present and discuss potential management objectives for minimizing the impacts and spread of Didemnum sp. A. Concern over the potential for Didemnum sp. A to become invasive stems from ecological traits that it shares with other invasive species, including the ability to overgrow benthic organisms, high reproductive and population growth rates, ability to spread by colony fragmentation, tolerance to a wide range of environmental conditions, apparent scarcity of predators, and the ability to survive in human dominated habitats. At relatively small spatial scales, species of Didemnum and other nonindigenous ascidians have been shown to alter the abundance and composition of benthic assemblages. In addition, the Canadian aquaculture industry has reported that heavy infestations of nonindigenous ascidians result in increased handling and processing costs. Offshore fisheries may also suffer where high densities of Didemnum sp. A may alter the access of commercially important fish species to critical spawning grounds, prey items, and refugia. Because colonial ascidian larvae remain viable for only 12–24hrs, the introduction and spread of Didemnum sp. A across large distances is thought to be predominantly human mediated; hull fouling, aquaculture, and ballast water. Recent studies suggest that colony growth rates decline when temperatures exceed 21 ºC for 7 consecutive days. Similarly, water temperatures above 8 to 10 ºC are necessary for colony growth; however, colonies can survive extended periods of time below this temperature threshold as an unidentified overwintering form. A qualitative analysis of monthly mean nearshore water temperatures suggest that new colonies of Didemnum will continue to be found in the Northeast U.S., California Current, and Gulf of Alaska LMEs. In contrast, water temperatures become less favorable for colony establishment in subarctic, subtropical, and tropical areas to the north and south of Didemnum’s current distribution in cool temperate habitats. We recommend that the Aquatic Nuisance Species Task Force serve as the central management authority to coordinate State and Federal management activities. Five objectives for a Didemnum sp. A management and control program focusing on preventing the spread of Didemnum sp. A to new areas and limiting the impacts of existing populations are discussed. Given the difficulty of eradicating large populations of Didemnum sp. A, developing strategies for limiting the access of Didemnum sp. A to transport vectors and locating newly established colonies are emphasized. (PDF contains 70 pages)

Executive Summary: For over three decades, scientists have been documenting the decline of coral reef ecosystems, amid increasing recognition of their value in supporting high biological diversity and their many benefits to human society. Coral reef ecosystems are recognized for their benefits on many levels, such as supporting economies by nurturing fisheries and providing for recreational and tourism opportunities, providing substances useful for medical purposes, performing essential ecosystem services that protect against coastal erosion, and provid-ing a diversity of other, more intangible contributions to many cultures. In the past decade, the increased awareness regarding coral reefs has prompted action by governmental and non-governmental organizations, including increased funding from the U.S. Congress for conservation of these important ecosystems and creation of the U.S. Coral Reef Task Force (USCRTF) to coordinate activities and implement conservation measures [Presidential Executive Order 13089]. Numerous partnerships forged among Federal agencies and state, local, non-governmental, academic and private partners support activities that range from basic science to systematic monitoring of ecosystem com-ponents and are conducted by government agencies, non-governmental organizations, universities, and the private sector. This report shares the results of many of these efforts in the framework of a broad assessment of the condition of coral reef ecosystems across 14 U.S. jurisdictions and Pacific Freely Associated States. This report relies heavily on quantitative, spatially-explicit data that has been collected in the recent past and comparisons with historical data, where possible. The success of this effort can be attributed to the dedication of over 160 report contributors who comprised the expert writing teams for each jurisdiction. The content of the report chapters are the result of their considerable collaborative efforts. The writing teams, which were organized by jurisdiction and comprised of experts from numerous research and management institutions, were provided a basic chapter outline and a length limit, but the content of each chapter was left entirely to their discretion. Each jurisdictional chapter in the report is structured to: 1) describe how each of the primary threats identified in the National Coral Reef Action Strategy (NCRAS) has manifested in the jurisdiction; 2) introduce ongoing monitoring and assessment activities relative to three major categories of inquiry – water quality, benthic habitats, and associated biological communities – and provide summary results in a data-rich format; and 3) highlight recent management activities that promote conservation of coral reef ecosystems.

The California Fish and Game Commission (Commission) has the authority to require one or any combination of Bycatch Reduction Device (BRD) types in the trawl fishery within California waters for Pacific ocean shrimp (Pandalus jordani), most commonly referred to as pink shrimp. The purpose of this report is to provide the Commission with the best available information about the BRDs used in the pink shrimp trawl fishery. The mandatory requirement for BRDs occurred in California in 2002, and in Oregon and Washington in 2003, resulting from an effort to minimize bycatch of overfished and quota managed groundfish species. Three types of BRDs currently satisfy the requirement for this device in the California fishery: 1) the Nordmøre grate (rigid-grate excluder); 2) soft-panel excluder; and 3) fisheye excluder; however, the design, specifications, and efficacy differ by BRD type. Although no data has been collected on BRDs directly from the California pink shrimp fishery, extensive research on the efficacy and differences among BRD types has been conducted by the Oregon Department of Fish and Wildlife (ODFW) since the mid-1990s. Rigid-grate excluders are widely considered to be the most effective of the three BRD types at reducing groundfish bycatch. Over 90 percent of the Oregon pink shrimp fleet use rigid-grate excluders. The majority of the current California pink shrimp fleet also uses rigid-grate excluders, according to a telephone survey conducted by the California Department of Fish and Game (Department) in 2007-2008 of pink shrimp fishermen who have been active in the California fishery in recent years. Hinged rigid-grate excluders have been developed in recent years to reduce the bending of the BRD on vessels that employ net reels to stow and deploy their trawl nets, and they have been used successfully on both single- and double-rig vessels in Oregon. Soft-panel excluders have been demonstrated to be effective at reducing groundfish bycatch, although excessive shrimp loss and other problems have also been associated with this design. Fisheye excluders have been used in the California fishery in the past, but they were disapproved in Oregon and Washington in 2003 because they were found to be less effective at reducing groundfish bycatch than other designs. The reputation of the United States west coast pink shrimp fishery as one of the cleanest shrimp fisheries in the world is largely attributed to the effectiveness of BRDs at reducing groundfish bycatch. Nevertheless, BRD research and development is still a relatively new field and additional modifications and methods may further reduce bycatch rates in the pink shrimp fishery.(PDF contains 12 pages.)

Despite its wide acceptance in other fisheries, limited access remains a controversial topic among Pacific coast groundfish fishermen and fishery managers. It is controversial because it immediately opens a wide array of public policy issues. How should the public conserve fish stocks, and who should benefit from harvesting those fish? What are the costs and benefits to the public, the taxpayer, the fishing industry, and the coastal communities supporting the groundfish industry? Should the government push the industry to be economically efficient in harvesting; or should it discourage technical efficiency to conserve fish stocks? Should management preserve the economic status quo by protecting existing harvest shares? These are the broad issues occupying the discussions of policy makers and academic writers concerned with resource management. The goal of this introductory section is to define limited access, to dispel some basic misunderstandings about limited access, to clarify the optional forms oflimited access, and to review the various resource management objectives addressed. This should set the stage for the following more lengthy discussions. By reducing the scope of needless misunderstandings, it should also help to make future discussions of limited access more productive. (PDF file contains 52 pages.)

The economic situation of the German fishing fleet, economic indicators and backgrounds have been analysed in the overall framework of the EU-Concerted Action ‘Economic Assessment of European fishing fleets’. Trends in number of vessels, employment on board and catches for main target species are decreasing. This development may clearly be related to bad fish stock conditions, missing investment op-portunities for vessels and the short-term fishing quota man-agement system. To facilitate fisheries economics research a better data collection system is needed. As a consequence economic advice may be given for the development of a long-term sustainable management system.

Although the fishery on flounder in the German fishery zone in 2002 was characterised by good catch possibilities, a dramatic decrease of landings was observed because of marketing problems and low prices. Due to increasing international fishery pressure on flounder a quota system should be established in the future. The German flounder landings could be increased by a better marketing strategy to meet the optimal requirements for a reliable German quota. For 2003 the stock condition is expected to be good which could ensure a successful flounder fishery. It is necessary to stabilize the present technical measures for a better selection of the codend in the medium term.

Fishery on brown shrimp has developed towards one of the most important fisheries in the North Sea area in economic terms. Statistical data on European wide landings have been gathered by a working group of the International Council for the Exploration of the Sea. They show relatively stable shares of approximately 50% for Germany, 38% for the Netherlands and 8% for Denmark. Further production originates from Great Britain, France and Belgium. The new log-book regulation of the EU will give similar data improved by better information on fishing areas and fishing effort.

The reduction of discards will only be achieved, if more effective methods of catch selection will be developed and used. In principle, the unavoidable by catch of commercial fish should be used for human consumption, independent of the requirements for minimum length and existing catch quotas. The amount of such bycatch should be charged to the total catch quota and preferably be used for processing of fish portions with skin (carcasses with skin), because this kind of processing results in higher yields and nutrional advantages compared to fillet processing. Unfortunately, nowadays, in the German fishery and fish trade this traditional form of supply is only of minor importance because of the predominance of fillets and fillet products. However, cooperation between fishing industry and fish trade and a good advertising of processed fish portions with skin could overcome this problem. In the pelagic fishery of herring, mackerel and other similar pelagic species the bycatch of small sized specimen of these species can be a problem. These small sized fish can principally be processed to traditional fish products, but the processing costs for them are much higher. The prospects for processing of the bycatch into minced fish meat, fish protein concentrate or fish protein hydrolysate are very poor under the existing regime in the German fishing industry. A further way for processing of the bycatch, which can not be used for human consumption, is the production of fishmeal. However, only three German factory ships dispose of fish meal plants. Under the current economic conditions, i.e. because of limited storage capacity, the Ger-man trawler and cutter fleet is not able to transport the bycatch for fish meal production ashore.

Baltic Sea herring is a traditional raw material for the German fish processing industry and the fresh fish market. This applies also for the spring herring of the spawning population of the waters around the island of Rügen. Reduction of the fat content to about 5 % during the spawning cycle limits the processing possibilities of mature herring from this area. Failures in taste and odour (tainting), a common problem of the past have not been detected in the last 3 years. Infestation by nematodes are comparable to other herring stocks and contamination levels of organic and inorganic contaminants are well below allowable limits. The annual German fishing quota of about 85000 t of Baltic Sea herring is now utilised only to 10 %. For a stronger utilization of this stock as in the 70th and 80th , there are scarcely prerequisites. The project of a central processing plant on the island Rügen for about 50000 t of herring as raw material is not realistic. The answer to the question asked at the beginning of this article, whether Baltic Sea herring represents a raw material for the German fish processing industry, is YES, dispite some restrictions.

In 1998 the longtime series of the standardized bottom trawl surveys conducted in the western Baltic (ICES Sub-division (SD) 22 and 24 since 1978) during spring and autumn and also in the eastern Baltic (ICES Sub-division since 1993) during spring were continued. The results of the surveys as well as those of a sampling programme carried out on board of commercial cutters (mainly financed by an EU study project) and on the market, the investigation of the survival rate of the discards, and the landing statistics are the basis of the analysis of the German and international cod fishery in 1998. The German cod fishery was concentrated on the ICES SD 22 and 24 (total landings 9722 t). The total landings from the fishing grounds east off Bornholm, the traditional German fishing ground, amounted only to about 1270 t. The German cod quota was utilized at 64 %. The fishery in the ICES SD 22 and 24 was characterized by a discard rate of undersized cod of 13 %. That corresponds to about 7.3 million specimens of 0-group, one- and two-years-old youngfish, respectively. The total international cod landings of the Baltic amounted to 101 500 t. In comparison with 1997 (total landings 129 600 t) the landing decreased by 23 %. The percentage utilization of the cod TAC (1998: 140 000 t) amounted to 74 % in 1998.

The fishery ministers of the EU agreed in their yearly pre-Christmas marathon session on 18th and 19th Dec. 1997 on next year’s TACs and country quota. Main decision was the increase of the TAC for North sea cod and a smaller than feared cut of cod TACs in the West of Scotland zone, the Irish Sea and the English Channel. For the first time ministers set country quota for horse mackerel; until 1997 there had been - with the exception for Portugal and Spain - only a common quota. Also for the much disputed sandeel fishery a TAC of 1 mio. t was finally established, as well as for bluefin tuna and swordfish in the Atlantic and Mediterranean. For 1998 the EU member countries dispose of a total catch quota of 4.46 mio. t in EU waters, and together with quota in third country waters of 5.2 mio. t. Of this total quota, 3.16 mio. t are fish for human consumption and 2.1 mio. t fish for industrial purposes.
