In March 2007 CSU-Monterey Bay began hydrologic monitoring of Santa Lucia Preserve for the Santa Lucia Conservancy. This project is a continuation of monitoring begun by Balance Hydrologics as part of the permit requirements for land development. The purpose of this annual report is to present data summaries for the 2007 water year (October 1, 2006 to September 31, 2007). Rainfall in water year 2007 was very low, representing the 15 year drought rainfall. Streamflow was relatively low as well as indicated by baseflow conditions approaching the drought conditions of water-year 1991 (Croyle and Smith, 2007). Document contains 30 pages)

Almost all extreme events lasting less than several weeks that significantly impact ecosystems are weather related. This review examines the response of estuarine systems to intense short-term perturbations caused by major weather events such as hurricanes. Current knowledge concerning these effects is limited to relatively few studies where hurricanes and storms impacted estuaries with established environmental monitoring programs. Freshwater inputs associated with these storms were found to initially result in increased primary productivity. When hydrographic conditions are favorable, bacterial consumption of organic matter produced by the phytoplankton blooms and deposited during the initial runoff event can contribute to significant oxygen deficits during subsequent warmer periods. Salinity stress and habitat destruction associated with freshwater inputs, as well as anoxia, adversely affect benthic populations and fish. In contrast, mobile invertebrate species such as shrimp, which have a short life cycle and the ability to migrate during the runoff event, initially benefit from the increased primary productivity and decreased abundance of fish predators. Events studied so far indicate that estuaries rebound in one to three years following major short-term perturbations. However, repeated storm events without sufficient recovery time may cause a fundamental shift in ecosystem structure (Scavia et al. 2002). This is a scenario consistent with the predicted increase in hurricanes for the east coast of the United States. More work on the response of individual species to these stresses is needed so management of commercial resources can be adjusted to allow sufficient recovery time for affected populations.

Policy makers, natural resource managers, regulators, and the public often call on scientists to estimate the potential ecological changes caused by both natural and human-induced stresses, and to determine how those changes will impact people and the environment. To develop accurate forecasts of ecological changes we need to: 1) increase understanding of ecosystem composition, structure, and functioning, 2) expand ecosystem monitoring and apply advanced scientific information to make these complex data widely available, and 3) develop and improve forecast and interpretative tools that use a scientific basis to assess the results of management and science policy actions. ENGLISH: Intensification of the Azores high pressure cell in mid-year, with concomitant air flow from the Caribbean into the Pacific, is shown to be responsible for a secondary minimum of precipitation observed along the tropical Pacific coast of the Americas, and to have a measurable effect on wind and precipitation several hundred kilometers offshore. SPANISH: La intensificación de la célula de alta presión de las Azores a mediados del año, y la corriente de aire concomitante que entra al Pacífico procedente del Caribe, se demuestra que es la causante de un mínimo secundario de precipitación observado a lo largo de la costa tropical de las Américas en el Pacífico y que tiene un efecto mensurable sobre el viento y la precipitación varios cientos de kilómetros mar afuera. There is no evidence of an increase in the acidity (lower pH or alkalinity) of water-bodies in the Lake District over the last 50 years. Brown trout occur in acid streams and upland tarns where pH is 4.5-5.2 throughout the year. Their occurrence in such waters in Britain and Ireland has been known for most of this century and there is no previous evidence of harmful effects on salmonid fisheries, though numbers of fish are naturally low. However, many benthic invertebrates that are common in hill-streams where pH is above 5.7 do not occur in more acid streams. This phenomenon occurs in the headwaters of several western rivers in Cumbria. It is not a recent response to "acid rain". Harmful effects of pH are undoubtedly more pronounced in waters that are poor in other dissolved ions. Low concentrations of sodium, potassium, calcium and chloride are especially important and may limit the distributions of some aquatic animals even where pH is above 5.7. The concentration of sulphate ions is usually relatively high but this is not important to the fauna; concentrations are at least two times higher in productive alkaline water-bodies than they are in unproductive acid waters.

With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Verified reconstructions of seasonal temperature, precipitation and sea-level pressure over North America and the North Pacific have been derived from 65 arid-site tree-ring chronologies in the North American West. Significant reconstructions were obtained for temperature for wide areas in the West and mid-continent. Precipitation reconstructions were significant only in the West, and pressure was reconstructed over wide areas of the North Pacific Ocean and the North American continent.

EXTRACT (SEE PDF FOR FULL ABSTRACT): An analysis of the principal components of surface temperature and precipitation in the western U.S. is presented. Data consist of monthly mean temperature and total precipitation for 66 climate divisions west of the Continental Divide, for the years 1931-1984. The analysis is repeated for three separate combinations of months - the water year (Oct - Sept), the cool season (Oct - Mar) and the warm season (Apr - Sept). Inspection of monthly precipitation climatology indicates that selection of these combinations of months results in very few awkward splittings of the natural precipitation seasons found in the West.

Although the mechanisms of climatic fluctuations are not completely understood, changes in global solar irradiance show a link with regional precipitation. A proposed mechanism for this linkage begins with absorption of varying amounts of solar energy by tropical oceans, which may aid in development of ocean temperature anomalies. These anomalies are then transported by major ocean currents to locations where the stored energy is released into the atmosphere, altering pressure and moisture patterns that can ultimately affect regional precipitation. Correlation coefficients between annual averages of monthly differences in empirically modeled solar-irradiance variations and annual state-divisional precipitation values in the United States for 1950 to 1988 were computed with lag times of 0 to 7 years. The highest correlations (R=0.65) occur in the Pacific Northwest with a lag time of 4 years, which is about equal to the travel time of water within the Pacific Gyre from the western tropical Pacific Ocean to the Gulf of Alaska. With positive correlations, droughts coincide with periods of negative irradiance differences (dry, high-pressure development), and wet periods coincide with periods of positive differences (moist, low-pressure development).

Latin America has been shown to be susceptible to climatic anomalies during El Niño/Southern Oscillation (ENSO) events (eg, Aceituno 1988; Ropelewshi and Halpert 1987; Kiladis and Diaz 1989). While these studies have emphasized ENSO-related rainfall and temperature anomalies over Central and South America, less work has been done on the climatic effects of ENSO over the Mexican region. In this study we are investigating interannual and intraseasonal fluctuation in temperature and precipitation over the southwestern United States and Mexico since the turn of the century. We are particularly interested in the effects of ENSO on the interannual variability over this region. This report focuses on the association between ENSO and interannual variability of precipitation over Mexico.
