This document is part of a series of 5 technical manuals produced by the Challenge Program Project CP34 “Improved fisheries productivity and management in tropical reservoirs”. The objective of this technical manual is to relay the field experience of a group of scientists who have worked extensively in small fisheries in sub-Sahara Africa and Asia and lay out a series of simple and pragmatic pointers on how to establish and run initiatives for community catch assessment. The manual relies in particular on practical experience gained implementing Project 34 of the Challenge Programme on Water and Food: Improved Fisheries Productivity and Management in Tropical Reservoirs. Poverty has been variously measured in terms of income, consumption, and access to social and physical infrastructures. It is a multi-component phenomenon that cannot be measured by one single variable. This indicates that poverty alleviation or eradication requires a holistic approach. Because the existing strategies at ensuring poverty alleviation have not made impact at the Lake Chad Basin. Therefore, this study identifies the strategies that are adaptable to the area. Data were obtained on Literacy, income, quality housing, mobility, and access to infrastructure, cultural and socio-economic. The paper develops a pragmatic strategy through which the fishing communities can experience true empowerment and improved standard of living

The European Water Framework Directive requires member states to restore aquatic habitats to good ecological status (quality) by 2015. Good ecological status is defined as slightly different from high status, which, according to the Directive, means negligible human influence. This poses problems enough for restoration of natural habitats but artificial reservoirs are not excluded from the Directive. They must be restored to good ecological potential. The meaning of good ecological status is linked to that of 'high' ecological status, the pristine reference condition for aquatic habitats under the Directive. From the point of view of an ecologist, this is taken to mean the presence of four fundamental characteristics: nutrient parsimony, characteristic biological and physical structure, connectivity within a wider system and adequate size to give resilience of the biological communities to environmental change. These characteristics are strongly interrelated. Ecological potential must bear some relationship to ecological status but since the reference state for ecological quality is near absence of human impact, it is difficult to see how the criteria for ecological status can be applied to a completely man-made entity where the purpose of the dam is deliberately to interfere with the natural characteristics of a river or former natural lake. Rservoirs are disabled lakes, ususally lakcing the diversity and function provided by a littoral zone. Nonetheless, pragmatic approaches to increasing the biodiversity of reservours are reviewed and conclusions drawn as to the likely effectivemess of the legislation.

This report argues for greatly increased resources in terms of data collection facilities and staff to collect, process, and analyze the data, and to communicate the results, in order for NMFS to fulfill its mandate to conserve and manage marine resources. In fact, the authors of this report had great difficulty defining the "ideal" situation to which fisheries stock assessments and management should aspire. One of the primary objectives of fisheries management is to develop sustainable harvest policies that minimize the risks of overfishing both target species and associated species. This can be achieved in a wide spectrum of ways, ranging between the following two extremes. The first is to implement only simple management measures with correspondingly simple assessment demands, which will usually mean setting fishing mortality targets at relatively low levels in order to reduce the risk of unknowingly overfishing or driving ecosystems towards undesirable system states. The second is to expand existing data collection and analysis programs to provide an adequate knowledge base that can support higher fishing mortality targets while still ensuring low risk to target and associated species and ecosystems. However, defining "adequate" is difficult, especially when scientists have not even identified all marine species, and information on catches, abundances, and life histories of many target species, and most associated species, is sparse. Increasing calls from the public, stakeholders, and the scientific community to implement ecosystem-based stock assessment and management make it even more difficult to define "adequate," especially when "ecosystem-based management" is itself not well-defined. In attempting to describe the data collection and assessment needs for the latter, the authors took a pragmatic approach, rather than trying to estimate the resources required to develop a knowledge base about the fine-scale detailed distributions, abundances, and associations of all marine species. Thus, the specified resource requirements will not meet the expectations of some stakeholders. In addition, the Stock Assessment Improvement Plan is designed to be complementary to other related plans, and therefore does not duplicate the resource requirements detailed in those plans, except as otherwise noted.
