The fishery ministers of the EU agreed in their yearly pre-Christmas marathon session on 18th and 19th Dec. 1997 on next year’s TACs and country quota. Main decision was the increase of the TAC for North sea cod and a smaller than feared cut of cod TACs in the West of Scotland zone, the Irish Sea and the English Channel. For the first time ministers set country quota for horse mackerel; until 1997 there had been - with the exception for Portugal and Spain - only a common quota. Also for the much disputed sandeel fishery a TAC of 1 mio. t was finally established, as well as for bluefin tuna and swordfish in the Atlantic and Mediterranean. For 1998 the EU member countries dispose of a total catch quota of 4.46 mio. t in EU waters, and together with quota in third country waters of 5.2 mio. t. Of this total quota, 3.16 mio. t are fish for human consumption and 2.1 mio. t fish for industrial purposes.

The general circulation pattern in the western boundary of the SW Atlantic is dominated by the opposite flows of Malvinas (-Falkland)and Brazil Current. In the Confluence region both currents separate from the continental slope and flow offshore creating an area of strong contracts and complex dynamics. The shelf-break fronts off Argentina mark the transition between shelf waters of mixed origin and nutrient rich Malvinas waters. Two areas deserve special attention due to the steep gradients introduced by the outflow of important sources of continental waters: the Rio de la Plata and the Magellan Strait to the north and south of the study area. Characteristics of the front is the high primary and secondary production, and the presence of important invertebrate and fish stocks that concentrate along the front to feed or spawn. The area comprises nearly 30 o/o (333 million U$S in 1995)of all Argentine catches of fish and squid. Resources in the area, beyond the EEZ limits, support international fisheries mainly of Russia, Poland and Spain. (Document contains 15 pages & figs)

ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, Guatemala in 2000, Peru in 2002, and Spain in 2003. Canada withdrew from the IATTC in 1984. The IATTC’s responsibilities are met with two programs, the Tuna-Billfish Program and the Tuna-Dolphin Program. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de una convención suscrita originalmente por Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacífico oriental (OPO). Bajo esta estipulación, la República de Panamá se afilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, El Salvador en 1997, Guatemala en 2000, Perú en 2002, y España en 2003. Canadá se retiró de la CIAT en 1984. La CIAT cumple su mandato mediante dos programas, el Programa Atún-Picudo y el Programa Atún-Delfín.
