A total of 37 beneficiaries under the Philippine National Aquasilviculture Program (PNAP) was interviewed using the structured survey questionnaire of Socioeconomic Monitoring Guidelines for Coastal Managers in Southeast Asia (SocMon SEA). Most of the members of the households are young and in-school. Household heads’ primary occupation is fishing, a shift from mussel farming- the town’s major industry in the past decades. Perceived threat by the beneficiaries is related to the environment specifically typhoon and the problems on waste disposal. It also identified law enforcement as weak leading to dwindling fish catch, mass mortality of mussel, red tide and other problems affecting their primary sources of income. However, they could not relate these phenomena to the most likely causes. The current occupation does not provide sufficient income for the family as they seek for alternative jobs. Garbage and poor implementation of laws are among the identified problems of the beneficiaries.

This report presents an overview of the state of aquatic resources in the Philippines, its performance and importance in the Philippine economy, and explores the situation of poverty in the "aquatic resources sector." The report describes the policy environment that guides the action of key actors in the sector. The report also provides a general analysis of some trends in relation to factors that keep the poor from participating and benefiting from aquatic resource management, based on the perspectives of the authors. The Quedan and Rural Credit Guarantee Corporation (Quedancor) of the Philippine Department of Agriculture has the critical responsibility of providing and improving credit assistance to fishers, it also has the task of helping its beneficiaries meet the repayment obligations of their loans. One reason for defaults can be attributed to the devastating impact of natural calamities. Schemes in place are still insufficient to help safeguard lending programs and operations from non-repayment of loans due to production losses and damages to personal properties.(PDF contains 5 pages) Natural calamities include the uncertainties and vagaries of weather and climate that bring about typhoons, floods, and drought; earthquakes; volcanic eruption as well as pests and diseases that affect the productivity of fisheries. When natural calamities occur, small fishers are unable to pay their loans from Quedancor, moreover they have difficulty renewing their loan applications from Quedancor or accessing credit from other sources. Failure to access credit could disable them to continue venture on fishing activities and could eventually jeopardize the welfare of their entire household. The inability of creditors to pay their loans and meet their obligations also impair, to a large extent, the financial operation and viability of the lending institutions. Risk management schemes currently employed include price stabilization measures, targeted relief` to typhoons and drought victims, and crop insurance systems, to name a few. Some of these schemes are becoming very expensive to implement. Moreover, they fail to enable fishers regain sufficient resources so that they may continue production.

Causes and impact of the Philippine small pelagic fishery sector problems are presented together with the proposed solutions from fisheries and external sectors. The results of the biological and economic analysis of the small pelagic fishery in the Philippines lead to two conclusions: First, small pelagic fish stocks are subjected to levels of fishing effort far beyond that necessary to generate Maximum Sustainable Yield (MSY) let alone Maximum Economic Yield (MEY). Second, and as a result, both sectors are sustaining economic losses (negative economic rents) implying inefficiencies in the use of labor and capital in the small pelagic fishery. Solutions to the problems of overexploitation will rest not only within the fishery sector, but, more importantly, in sectors outside its traditional realm. The underlying causes of fisheries resource over exploitation are also discussed.

The El Nino phenomenon is an "anomalous climatic condition in the tropical Pacific region which occurs every two to seven years and affects the global climate". There is a greater increase in the water surface temperature of the eastern tropical and central tropical Pacific during an El Nino episode relative to that of the western tropical Pacific. The phenomenon causes fluctuations in rainfall, resulting in drought in some areas and heavy rainfall in others. During the El Nino of 1990-1992, the damage caused by the drought in the Philippines was estimated to be P4.1 billion (PhP24 = US$1). While the damage to agriculture is well documented, the impact on fisheries has not been considered. The impacts of the El Nino episode of 1997-1998 were assessed in the Philippines by the filed personnel of the Department of Agriculture and representatives of the private sector in the 15 regions of the country. Data on the losses caused by the phenomenon were obtained from interviews, surveys and reports of local government units and provincial agricultural offices for the period October 1997-June 1998. The effects of El Nino on aquaculture, marine fisheries and inland fisheries were determined.

The Philippine Expedition of 1907-10 was the longest and most extensive assignment of the Albatross's 39-year career. It came about because the United States had acquired the Philippines following the Spanish-American War of 1898 and the bloody Philippine Insurection of 1899-1902. The purpose of the expedition was to surbey and assess the aquatic resources of the Philippine Islands. Dr. Hugh M. Smith, the Deputy Commissioner of the U.S. Bureau of Fisheries, was the Director of the Expedition. Other scientific participants were Frederick M. Chamberlain, Lewis Radcliffe, Paul Bartsch, Harry C. Fasset, Clarence Wells, Albert Burrows, Alvin Seale, and Roy Chapman Andrews. The expedition consisted of a series of cruises, each beginning and ending in Manila and exploring a different part of the island group. In addition to the Philippines proper, the ship also explored parts of the Dutch East Indies and areas around Hong Kong and Taiwan. The expedition returned great quantities of fish and invertebrate speciments as well as hydrographic and fisheries data; most of the material was eventually deposited in the Smithsonian Institution's National Museum of Natural History. The fisehs were formally accessioned into the museum in 1922 and fell under the car of Barton A. Bean, Assistant Curator of Fishes, who then recruited Henry W. Fowler to work up the material. Fowler completed his studies of the entire collection, but only part of it was ever published, due in part to the economic constraints caused by the Depression. The material from the Philippine Expedition constituted the largest single accession of fishes ever received by the museum. These speciments are in good condition today and are still being used in scientific research.

This study tests the hypothesis that climate change, through its rice productivity impacts, induces out-migration in the Philippines. Results show that climate change effects such as increasing night time temperature and extreme rainfall pattern, by way of reduction in rice yield and farm revenues, significantly increases the number of Overseas Filipino Workers. Findings also show that overseas migration of female workers is more sensitive to climate and rice productivity changes compared to male overseas migration. However, unlike overseas migration, the reduction in yield and farm revenues act as a constraint to domestic migration.

Philippine coastal communities can become capable fishery resource managers and that their management practices can become largely self-sustaining if the project approach focuses on assisting fishermen to learn how to help themselves. Community organization is an essential part of the process and should not be viewed as an end product in itself. There are also no quick fixes, and projects require a complex array of activities if large numbers of coastal residents are to be assisted. In some of these projects, the control of illegal fishing combined with limiting of commercial fishing to offshore areas and good coastal habitat management resulted in a doubling of daily fish catch and income for small-scale fishermen. However, even with the best of management, the total fishery harvest is limited and further increases in individual fishing income can only come from reducing total fishing effort. This will require a system of control on access to the resource to limit the number and kind of fishing gears and to divide the resource equitably. Assisting coastal communities to devise and implement realistic equitable access controls is the major challenge facing coastal resource co-management.

A brief outline is given of the Philippine seaweed industry, which involves mainly the red seaweed Kappaphycus alvarezii, produced as a source of the semi-refined or Philippine natural grade (PNG) carrageenan. Other species cultured and marketed include: Gracilaria changii, G. firma, G. heteroclada, G. manilaensis and G. tenuistipitata. The Philippines has the largest carrageenan refinery in Asia. However, production of seaweeds is rather erratic, which is attributed to the following factors: 1) indiscriminate harvesting, seasonal abundance of different species in different areas and lack of proper management; 2) shortage and deteriorating quality of seedlings, especially for Kappaphycus; and 3) natural calamities.

According to the authors, T waves recorded at Nhatrang from Philippine Islands earthquakes may present 3 important phases: F and G, T. and M. If h is the depth of the earthquake, a and b the land paths of T waves respectively near the epicenter and the station, these phases may be noted as: ph-Sofar-SV sub(b) for F and G; P sub(a)-Sofar-SV sub(b) for T sub(2) and problably S in sediments, for M. Sofar waves velocity in China sea, between Philippine and Vietnam, has been determined as to be: 1.48 ± 0.03km

The Philippines rank 85 out of 175 countries in terms of Human Development Index. Poverty is most acute and widespread in rural areas, including many coastal municipalities, where 54% of people are living below the poverty line. Dependence on coastal and inland aquatic resources is high among rural poor people, who tend to be self-employed, primarily in agriculture, fisheries and casual labor. They are almost all landless. The Second STREAM Regional Conference was held in Tagaytay City, Philippines, from 8-10 June 2003 with the participation of 23 people from Australia, Cambodia, India, Nepal, Philippines, Thailand, Vietnam and Yunnan (China). Following a regional overview of STREAM’s themes, country partners, donors and funding, and activities, participants visited four “stations” on the themes of livelihoods, institutions, policy development, and communications, working in groups representing National Coordinators, Communications Hub Managers, and Partners. They engaged in discussions with a “station leader” and each other to learn about and comment on objectives, activities, outcomes and outputs, and to consider issues that need addressing in STREAM.
