Of all the great lakes, Lake Victoria has the highest population concentration on its fringes. This has resulted into serious human impacts on the ecosystem through intense agricultural activities (cultivation, livestock and over fishing), sporadic settlements, urbanization and industrial establishments. The consequences have been loss of animals and plant life, deforestation and general land degradation, pollution, loss of water quality and clean air. Aquatic life has become endangered and less guaranteeing to continued fish production. Awareness workshops and general talks have been done to a few selected communities by the lakes landing sites and in the catchment area to mitigate the deteriorating environmental conditions. Naturally the situation calls for reversal to the increasing stress of the ecosystem. As a result, every water body surveyed put forward some mitigation suggestions

The fishing resources of the Salado Basin are extraordinary important in the context of the inland waters of Argentina. However, the diversity of landscapes in the basin and the lack of continuity in the regional planning , have made difficult a proper management of the fishing resources. This paper has a general overview of the main aspects related to the fishing fauna of the region, with a natural point of view of the processes and mechanisms of the management. A description of the fishes basin community and the identification of the species with commercial and game interests is included . We describe the different fishing gears used in the province for game, commercial and scientific fishing. We review the criteria of diagnosis of the silver side population as a main resource of fishing interest and under this point of view we propose new outlooks to promote a proper management of the resources and its sustainable use. We identify the different kinds of fisheries that are common in the basin and we make a survey of the related socioeconomic aspects. Moreover, we analyze the development of a new institutional and regulatory frame in order to optimize the management of the fishing resources. Finally, we define criteria for ordering and conserving such resources and identify conflict points and requirements for its sustainable use in the context of new proposals for the public policies.

For the first time in its history, the International Symposium on Sea Turtle Biology and Conservation migrated to a site outside of the United States. Thus the Eighteenth edition was hosted by the Mazatlán Research Unit of the Instituto de Ciencias del Mar y Limnología of the Mexican National Autonomous University (UNAM) in Mazatlán, Sinaloa (Mexico) where it was held from 3-7, March, 1998. Above all, our symposium is prominent for its dynamism and enthusiasm in bringing together specialists from the world´s sea turtle populations. In an effort to extend this philosophy, and fully aware of how fast the interest in sea turtles has grown, the organizers paid special attention to bring together as many people as possible. With the tremendous efforts of the Travel Committee and coupled with a special interest by the Latin American region´s devotees, we managed to get 653 participants from 43 countries. The number of presentations increased significantly too, reaching a total of 265 papers, ranging from cutting-edge scientific reports based on highly sophisticated methods, to the experiences and successes of community-based and environmental education programs. A priority given by this symposium was the support and encouragement for the construction of "bridges" across cultural and discipline barriers. We found success in achieving a multinational dialogue among interest groups- scientists, resource managers, decision makers, ngo's, private industry. There was a broad representation of the broad interests that stretch across these sectors, yet everyone was able to listen and offer their own best contribution towards the central theme of the Symposium: the conservation of sea turtles and the diversity of marine and coastal environments in which they develop through their complicated and protracted life cycle. Our multidisciplinary approach is highly important at the present, finding ourselves at a cross roads of significant initiatives in the international arena of environmental law, where the conservation of sea turtles has a key role to play. Many, many people worked hard over the previous 12 months, to make the symposium a success. As part of an ongoing program of benthic sampling and related assessments of sediment quality at Gray’s Reef National Marine Sanctuary (GRNMS) off the coast of Georgia, a survey of soft-bottom benthic habitats was conducted in spring 2005 to characterize condition of macroinfaunal assemblages and levels of chemical contaminants in sediments and biota relative to a baseline survey carried out in spring 2000. Distribution and abundance of macrobenthos were related foremost to sediment type (median particle size, % gravel), which in turn varied according to bottom-habitat mesoscale features (e.g., association with live bottom versus flat or rippled sand areas). Overall abundance and diversity of soft-bottom benthic communities were similar between the two years, though dominance patterns and relative abundances of component species were less repeatable. Seasonal summer pulses of a few taxa (e.g., the bivalve Ervilia sp. A) observed in 2000 were not observed in 2005. Concentrations of chemical contaminants in sediments and biota, though detectable in both years, were consistently at low, background levels and no exceedances of sediment probable bioeffect levels or FDA action levels for edible fish or shellfish were observed. Near-bottom dissolved oxygen levels and organic-matter content of sediments also have remained within normal ranges. Highly diverse benthic assemblages were found in both years, supporting the premise that GRNMS serves as an important reservoir of marine biodiversity. A total of 353 taxa (219 identified to species) were collected during the spring 2005 survey. Cumulatively, 588 taxa (371 identified to species) have been recorded in the sanctuary from surveys in 2000, 2001, 2002, and 2005. Species Accumulation Curves indicate that the theoretical maximum should be in excess of 600 species. Results of this study will be of value in advancing strategic science and management goals for GRNMS, including characterization and long-term monitoring of sanctuary resources and processes, as well as supporting evolving interests in ecosystem-based management of the surrounding South Atlantic Bight (SAB) ecosystem. Summary: The offshore shelf and canyon habitats of the OCNMS (Fig. 1) are areas of high primary productivity and biodiversity that support extensive groundfish fisheries. Recent acoustic surveys conducted in these waters have indicated the presence of hard-bottom substrates believed to harbor unique deep-sea coral and sponge assemblages. Such fauna are often associated with shallow tropical waters, however an increasing number of studies around the world have recorded them in deeper, cold-water habitats in both northern and southern latitudes. These habitats are of tremendous value as sites of recruitment for commercially important fishes. Yet, ironically, studies have shown how the gear used in offshore demersal fishing, as well as other commercial operations on the seafloor, can cause severe physical disturbances to resident benthic fauna. Due to their exposed structure, slow growth and recruitment rates, and long life spans, deep-sea corals and sponges may be especially vulnerable to such disturbances, requiring very long periods to recover. Potential effects of fishing and other commercial operations in such critical habitats, and the need to define appropriate strategies for the protection of these resources, have been identified as a high-priority management issue for the sanctuary. To begin addressing this issue, an initial pilot survey was conducted June 1-12, 2004 at six sites in offshore waters of the OCNMS (Fig. 2, average depths of 147-265 m) to explore for the presence of deep-sea coral/sponge assemblages and to look for evidence of potential anthropogenic impacts in these critical habitats. The survey was conducted on the NOAA Ship McARTHUR-II using the Navy’s Phantom DHD2+2 remotely operated vehicle (ROV), which was equipped with a video camera, lasers, and a manipulator arm for the collection of voucher specimens. At each site, a 0.1-m2 grab sampler also was used to collect samples of sediments for the analysis of macroinfauna (> 1.0 mm), total organic carbon (TOC), grain size, and chemical contaminants. Vertical profiles of salinity, dissolved oxygen (DO), temperature, and pressure were recorded at each site with a small SeaCat conductivity-temperature-depth (CTD) profiler. Niskin bottles attached to the CTD also obtained near-bottom water samples in support of a companion study of microbial indicators of coral health and general ecological condition across these sites. All samples except the sediment-contaminant samples are being analyzed with present project funds. Original cruise plans included a total of 12 candidate stations to investigate (Fig. 3). However, inclement weather and equipment failures restricted the sampling to half of these sites. In spite of the limited sampling, the work completed was sufficient to address key project objectives and included several significant scientific observations. Foremost, the cruise was successful in demonstrating the presence of target deepwater coral species in these waters. Patches of the rare stony coral Lophelia pertusa, more characteristic of deepwater coral/sponge assemblages in the North Atlantic, were observed for the first time in OCNMS at a site in 271 meters of water. A large proportion of these corals consisted of dead and broken skeletal remains, and a broken gorgonian (soft coral) also was observed nearby. The source of these disturbances is not known. However, observations from several sites included evidence of bottom trawl marks in the sediment and derelict fishing gear (long lines). Preliminary results also support the view that these areas are important reservoirs of marine biodiversity and of value as habitat for demersal fishes. For example, onboard examination of 18 bottom-sediment grabs revealed benthic infaunal species representative of 14 different invertebrate phyla. Twenty-eight species of fishes from 11 families, including 11 (possibly 12) species of ommercially important rockfishes, also were identified from ROV video footage. These initial discoveries have sparked considerable interests in follow-up studies to learn more about the spatial extent of these assemblages and magnitude of potential impacts from commercial-fishing and other anthropogenic activities in the area. It is essential to expand our knowledge of these deep-sea communities and their vulnerability to potential environmental risks in order to determine the most appropriate management strategies. The survey was conducted under a partnership between NOAA’s National Centers for Coastal Ocean Science (NCCOS) and National Marine Sanctuary Program (NMSP) and included scientists from NCCOS, OCNMS, and several other west-coast State, academic, private, and tribal research institutions (see Section 4 for a complete listing of participating scientists). This report was prepared for and funded by the Florida State Department of Environmental Protection with the encouragement of members from the Florida Ocean Alliance, Florida Oceans and Coastal Resources Council and other groups with deep interests in the future of Florida’s coast. It is a preliminary study of Florida’s Ocean and Coastal Economies based only on information currently found within the datasets of the National Ocean Economics Program. (NOEP). It reflects only a portion of the value of Florida’s coastal related economy and should not be considered comprehensive. A more customized study based on the unique coastal and ocean-dependent economic activities of the State of Florida should be carried out to complete the picture of Florida’s dependence upon its coasts. The implementation of various types of marine protected areas is one of several management tools available for conserving representative examples of the biological diversity within marine ecosystems in general and National Marine Sanctuaries in particular. However, deciding where and how many sites to establish within a given area is frequently hampered by incomplete knowledge of the distribution of organisms and an understanding of the potential tradeoffs that would allow planners to address frequently competing interests in an objective manner. Fortunately, this is beginning to change. Recent studies on the continental shelf of the northeastern United States suggest that substrate and water mass characteristics are highly correlated with the composition of benthic communities and may therefore, serve as proxies for the distribution of biological biodiversity. A detailed geo-referenced interpretative map of major sediment types within Stellwagen Bank National Marine Sanctuary (SBNMS) has recently been developed, and computer-aided decision support tools have reached new levels of sophistication. We demonstrate the use of simulated annealing, a type of mathematical optimization, to identify suites of potential conservation sites within SBNMS that equally represent 1) all major sediment types and 2) derived habitat types based on both sediment and depth in the smallest amount of space. The Sanctuary was divided into 3610 0.5 min2 sampling units. Simulations incorporated constraints on the physical dispersion of sampling units to varying degrees such that solutions included between one and four site clusters. Target representation goals were set at 5, 10, 15, 20, and 25 percent of each sediment type, and 10 and 20 percent of each habitat type. Simulations consisted of 100 runs, from which we identified the best solution (i.e., smallest total area) and four nearoptimal alternates. We also plotted total instances in which each sampling unit occurred in solution sets of the 100 runs as a means of gauging the variety of spatial configurations available under each scenario. Results suggested that the total combined area needed to represent each of the sediment types in equal proportions was equal to the percent representation level sought. Slightly larger areas were required to represent all habitat types at the same representation levels. Total boundary length increased in direct proportion to the number of sites at all levels of representation for simulations involving sediment and habitat classes, but increased more rapidly with number of sites at higher representation levels. There were a large number of alternate spatial configurations at all representation levels, although generally fewer among one and two versus three- and four-site solutions. These differences were less pronounced among simulations targeting habitat representation, suggesting that a similar degree of flexibility is inherent in the spatial arrangement of potential protected area systems containing one versus several sites for similar levels of habitat representation. We attribute these results to the distribution of sediment and depth zones within the Sanctuary, and to the fact that even levels of representation were sought in each scenario. Elasmobranchs are vital and valuable components of the marine biota. From an ecological perspective they occupy the role of top predators within marine food webs, providing a regulatory control that helps balance the ecosystem. From an evolutionary perspective, this group represents an early divergence along the vertebrate line that produced many unusual, but highly successful, adaptations in function and form. From man's perspective, elasmobranchs have been considered both an unavoidable nuisance, and an exploitable fishery resource. A few of the large shark species have earned a dubious notoriety because of sporadic attacks on humans that occur in coastal areas each year worldwide; the hysteria surrounding an encounter with a shark can be costly to the tourist industry. More importantly, elasmobranchs are often considered a detriment to commercial fishing operations; they cause significant economic damage to catches and fishing gear. On the other hand, consumer attitudes have changed concerning many previously unpopular food fishes, including elasmobranchs, and this group of fishes has been increasingly used by both recreational and commercial fishing interests. Many elasmobranchs have become a popular target of recreational fishermen for food and sport because of their abundance, size, and availability in coastal waters. Similarly, commercial fisheries for elasmobranchs have developed or expanded from an increased demand for elasmobranch food products. (PDF file contains 108 pages.)

The co-organized Alliance for Coastal Technologies (ACT) and National Data Buoy Center (NDBC) Workshop "Meteorological Buoy Sensors Workshop" convened in Solomons, Maryland, April 19 to 21,2006, sponsored by the University of Maryland Center for Environmental Science (UMCES) Chesapeake Bay Laboratory (CBL), an ACT partner institution. Participants from various sectors including resource managers and industry representatives collaborated to focus on technologies and sensors that measure the near surface variables of wind speed and direction, barometric pressure, humidity and air temperature. The vendor list was accordingly targeted at companies that produced these types of sensors. The managers represented a cross section of federal, regional and academic marine observing interests from around the country. Workshop discussions focused on the challenges associated with making marine meteorological observations in general and problems that were specific to a particular variable. Discussions also explored methods to mitigate these challenges through the adoption of best practices, improved technologies and increased standardization. Some of the key workshop outcomes and recommendations included: 0cean.US should establish a committee devoted to observations. The committee would have a key role in developing observing standards. The community should adopt the target cost, reliability and performance standards drafted for a typical meteorological package to be used by a regional observing system. A forum should be established to allow users and manufacturers to share best practices for the employment of marine meteorological sensors. The ACT website would host the forum. Federal activities that evaluate meteorological sensors should make their results publicly available. ACT should extend their evaluation process to include meteorological sensors. A follow on workshop should be conducted that covers the observing of meteorological variables not addressed by this workshop. (pdf contains 18 pages)

The interests of the Inter-American Tropical Tuna Commission in the hydrography and biology of the Gulf of Panama have been adequately stated in the Commission's Bulletin series (Forsbergh, 1963; Howard, 1954; Howard and Landa, 1958; Peterson, 1961; Schaefer, 1953; Schaefer and Bishop, 1958; Schaefer, Bishop and Howard, 1958). The present report deals with data collected on 10 surveys made by Tuna Commission personnel for the purpose of describing seasonal upwelling by means of a study of the temperature structure of the Gulf of Panama, and a comparison of the thermal pattern during the dry, upwelling season (January to April) with that of the rainy season (May to December). Considerations of upwelling in the Gulf have been shown to be of interest and of probable biological consequence by Schaefer (1951) and by Simpson (1959). (PDF contains 60 pages.)

Germany is planning to construct a new herring factory on the Island of Rügen. This factory will need about 50 000 t of herring per year. For the German fishery this would mean to increase the past 10w 1andings of less than 15 000 t per year to a level which had a1ready been reached by the GDR before the reunification. News of less herring in the Baltic and a decline of German landings in 1998 compared to the years before have led to discussions whether the planned increase in landings could be reached and kept in the future. Information is given in view of German fishery interests about: • the actual assessed herring stock units and the corresponding recent stock development in the Baltic Sea • the Total Allowable Catch (TAC) values for the western and central Baltic Sea in 1998 and in 1999 • the German landings during spring of the years 1993 to 1998 in the Greifswalder Bodden, main German fishery ground in the Baltic Sea
