This study owes its inception to the wisdom and experience of the staff of the Northeast Fisheries Science Center who, after several decades of surveys in the New York Bight, recognized a unique opportunity to capitalize on the decision to stop ocean dumping of sewage sludge and designed an innovative field study to evaluate effects on living marine resources and their habitats. For decades ocean dumping was viewed as a cheap and effective means for disposal of wastes generated by urbanized coastal areas. Even after the 12-mile site was closed, sewage sludge continued to be dumped at Deepwater Dumpsite 106. The 6-mile site off the NewJersey coast is still used as a dumpsite for dredged material from New York Harbor areas. Discussions continue on the propriety of using the deep ocean spaces for disposal of a variety of material including low level radioactive wastes. Consequently, managers are still faced with critical decisions in this area. It is to be hoped that the results from the 12-mile study will provide the necessary information on which these managers can evaluate future risks associated with ocean waste disposal. We determined the dis-tribution of multiple (n=68; 508−978 mm total length [TL]) striped bass (Morone saxatilis) along the estua-rine salinity gradient in the Mullica River−Great Bay in southern New Jersey over two years to determine the diversity of habitat use and the movements of striped bass. Ultrasoni-cally tagged fish were detected in this estuarine area by means of wireless hydrophones deployed at four gates inside the entrance of the study area and farther up to tidal freshwater (38 km). Numerous individuals frequently departed and returned to the estuary, primarily in the spring and late fall over periods of 15−731 days at liberty. The period of residency and degree of movement of individuals to and from the estuary varied extensively among seasons and years. The diversity of movements in and out of, as well as within, the estuary differed from the less-complex patterns reported in earlier studies, perhaps because of the comprehensive and synoptic nature of this study.

Raritan Bay is the body of water bounded by New York and New Jersey and lying immediately south of New York City (Fig. 1). It has close proximity to the most concentrated urban and industrial area in the United States. Its history has been one of extensive multiple use by the surrounding human population. Dating from the precolonial and colonial periods, people have employed many types of gear to catch and gather its once abundant fishes and shellfishes. Its beaches were once popular for sun bathing and swimming, but after the 1940's they were essentially abandoned because the water became too polluted. Another large use has been for pleasure boating and the transit and dockage of merchant, passenger, and military vessels. Channels and basins were dug in the bay, bulkheads and jetties were constructed along its shores, and it was a donor source of sand and gravel for construction projects. It has also been a receptor for large quantities of domestic and industrial wastes and, mainly for this reason, it is one ofthe most deteriorated estuaries in the United States.

Piscivorous fishes, many of which are economically valuable, play an important role in marine ecosystems and have the potential to affect fish and invertebrate populations at lower trophic levels. Therefore, a quantitative understanding of the foraging ecology of piscivores is needed for ecosystem-based fishery management plans to be successful. Abundance and stomach contents of seasonally co-occurring piscivores were examined to determine overlap in resource use for Summer Flounder (Paralichthys dentatus; 206–670 mm total length [TL]), Weakfish (Cynoscion regalis; 80–565 mm TL), Bluefish (Pomatomus saltatrix; 55–732 mm fork length [FL]), and Striped Bass (Morone saxatilis; 422–920 mm FL). We collected samples from monthly, fishery-independent trawl surveys conducted on the inner continental shelf (5–27 m) off New Jersey from June to October 2005. Fish abundances and overlaps in diet and habitat varied over this study period. A wide range of fish and invertebrate prey was consumed by each species. Diet composition (determined from 1997 stomachs with identifiable contents) varied with ontogeny (size) and indicated limited overlap between most of the species size classes examined. Although many prey categories were shared by the piscivores examined, different temporal and spatial patterns in habitat use seemed to alleviate potential competition for prey. Nevertheless, the degree of overlap in both fish distributions and diets increased severalfold in the fall as species left estuaries and migrated across and along the study area. Therefore, the transitional period of fall migration, when fish densities are higher than at other times of the year, may be critical for unraveling resource overlap for these seasonally migrant predators.

Age, size, abundance, and birthdate distributions were compared for larval Atlantic menhaden (Brevoortia tyrannus) collected weekly during their estuarine recruitment seasons in 1989–90, 1990–91, and 1992–93 in lower estuaries near Beaufort, North Carolina, and Tuckerton, New Jersey, to determine the source of these larvae. Larval recruitment in New Jersey extended for 9 months beginning in October but was discontinuous and was punctuated by periods of no catch that were associated with low water temperatures. In North Carolina, recruitment was continuous for 5–6 months beginning in November. Total yearly larval density in North Carolina was higher (15–39×) than in New Jersey for each of the 3 years. Larvae collected in North Carolina generally grew faster than larvae collected in New Jersey and were, on average, older and larger. Birthdate distributions (back-calculated from sagittal otolith ages) overlapped between sites and included many larvae that were spawned in winter. Early spawned (through October) larvae caught in the New Jersey estuary were probably spawned off New Jersey. Larvae spawned later (November–April) and collected in the same estuary were probably from south of Cape Hatteras because only there are winter water temperatures warm enough (≥16°C) to allow spawning and larval development. The percentage contribution of these late-spawned larvae from south of Cape Hatteras were an important, but variable fraction (10% in 1992–93 to 87% in 1989–90) of the total number of larvae recruited to this New Jersey estuary. Thus, this study provides evidence that some B. tyrannus spawned south of Cape Hatteras may reach New Jersey estuarine nurseries.

Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

The National Oceanic and Atmospheric Administration (NOAA), in cooperation with the New Jersey Marine Sciences Consortium (NJMSC), hosted a workshop at Rutgers University on 19-21 September 2005 to explore ways to link the U.S. Integrated Ocean Observing System (IOOS) to the emerging infrastructure of the National Water Quality Monitoring Network (NWQMN). Participating partners included the Mid-Atlantic Coastal Ocean Observing Regional Association, U.S. Geological Survey, Rutgers University Coastal Ocean Observing Laboratory, and the New Jersey Sea Grant College. The workshop was designed to highlight the importance of ecological and human health linkages in the movement of materials, nutrients, organisms and contaminants along the Delaware Bay watershed-estuary-coastal waters gradient (hereinafter, the “Delaware Bay Ecosystem [DBE]”), and to address specific water quality issues in the mid-Atlantic region, especially the area comprising the Delaware River drainage and near-shore waters. Attendees included federal, state and municipal officials, coastal managers, members of academic and research institutions, and industry representatives. The primary goal of the effort was to identify key management issues and related scientific questions that could be addressed by a comprehensive IOOS-NWQMN infrastructure (US Commission on Ocean Policy 2004; U.S. Ocean Action Plan 2004). At a minimum, cooperative efforts among the three federal agencies (NOAA, USGS and EPA) involved in water quality monitoring were required. Further and recommended by the U.S. Commission on Ocean Policy, outreach to states, regional organizations, and tribes was necessary to develop an efficient system of data gathering, quality assurance and quality control protocols, product development, and information dissemination.

NOAA’s National Centers for Coastal Ocean Science (NCCOS) conducts and supports research, monitoring, assessments, and technical assistance to meet NOAA’s coastal stewardship and management responsibilities. In 2001 the Biogeography Branch of NCCOS partnered with NOAA’s National Marine Sanctuary Program (NMSP) to conduct biogeographic assessments to support the management plan updates for the sanctuaries. The first biogeographic assessment conducted in this partnership focused on three sanctuaries off north/ central California: Cordell Bank, Gulf of the Farallones and Monterey Bay. Phase I of this assessment was conducted from 2001 to 2004, with the primary goal to identify and gather the best available data and information to characterize and identify important biological areas and time periods within the study area. The study area encompasses the three sanctuaries and extends along the coastal ocean off California from Pt. Arena to Pt. Sal (35°-39°N). This partnership project was lead by the NCCOS Biogeography Branch, but included over 90 contributors and 25 collaborating institutions. Phase I results include: 1) a report on the overall assessment that includes hundreds of maps, tables and analyses; 2) an ecological linkage report on the marine and estuarine ecosystems along the coast of north/central California, and 3) related geographic information system (GIS) data and other summary data files, which are available for viewing and download in several formats at the following website: http://ccma.nos.noaa.gov/products/biogeography/canms_cd/welcome.html Phase II (this report) was initiated in the Fall of 2004 to complete the analyses of marine mammals and update the marine bird colony information. Phase II resulted in significant updates to the bird and mammal chapters, as well as adding an environmental settings chapter, which contains new and existing data and maps on the study area. Specifically, the following Phase II topics and items were either revised or developed new for Phase II: •environmental, ecological settings – new maps on marine physiographic features, sea surface temperature and fronts, chlorophyll and productivity •all bird colony or roost maps, including a summary of marine bird colonies •updated at-sea data CDAS data set (1980-2003) •all mammal maps and descriptions •new overall density maps for eight mammal species •new summary pinniped rookery/haulout map •new maps on at-sea richness for cetaceans and pinnipeds •most text in the mammal chapter •new summary tables for mammals on population status and spatial and temporal patterns

The family Priacanthidae contains four genera and four species that occur in the western central North Atlantic (Starnes, 1988). Pristigenys alta is distributed in the Caribbean, Gulf of Mexico and along the east coast of North America. Although juveniles have been reported from as far north as southern New England waters, adults are not reported north of Cape Hatteras, NC. Priacanthus arenatus is distributed in tropical and tropically influenced areas of the western central North Atlantic in insular and continental shelf waters. Adult P. arenatus are distributed north to North Carolina and Bermuda, juveniles have been collected as far north as Nova Scotia. Cookeolus japonicus and Heteropriacanthus cruentatus are circumglobally distributed species and are both common in insular habitats. In the western central North Atlantic, C. japonicus ranges from New Jersey to Argentina; H. cruentatus from New Jersey and northern Gulf of Mexico to southern Brazil (Starnes, 1988). In 1998, the National Marine Fisheries Service (NMFS) began a series of marine angler expenditure surveys in the coastal regions of the United States (U.S.) to evaluate marine recreational fishing expenditures and the financial impacts of these expenditures in each region and the U.S. as a whole. In this report, we use the previously estimated expenditure estimates to assess the total financial impact of anglers’ saltwater expenditures. Estimates are provided for sales, income, employment, and tax impacts for each coastal state in the U.S. Aggregate estimates are also provided for the entire U.S., excluding Alaska, Hawaii, and Texas. Direct, indirect, and induced effects associated with resident and non-resident angler expenditures were estimated using a regional input-output modeling system called IMPLAN Pro. Nationwide, recreational saltwater fishing generated over $30.5 billion in sales in 2000, nearly $12.0 billion in income, and supported nearly 350,000 jobs. Approximately 89 cents of every dollar spent by saltwater anglers was estimated to remain within the U.S. economy. At the state level, many of the goods anglers purchased were imports, and, as such, as little as 44 cents of every dollar stayed in Rhode Island and as much as 80 cents of every dollar stayed in Georgia. In the Northeast, the highest impacts were generated in New Jersey, even though recreational fishing expenditures in Massachusetts and Maryland were considerably higher. In the Southeast, the highest impacts were generated in Florida, and on the Pacific Coast, the highest impacts were generated in California. Expenditures on boat maintenance/expenses generated more impacts than any other expenditure category in the U.S. Expenditures on rods and reels was the single most important expense category in terms of generating impacts in most of the Northeast states. Expenditures on boat expenses generated the highest in most Southeast states, and expenditures for boat accessories produced the highest impacts in most Pacific Coast states.(PDF file contains 184 pages.)

This study aims to reconstruct the history of shore whaling in the southeastern United States, emphasizing statistics on the catch of right whales, Eubalaena glacialis, the preferred targets. The earliest record of whaling in North Carolina is of a proposed voyage from New York in 1667. Early settlers on the Outer Banks utilized whale strandings by trying out the blubber of carcasses that came ashore, and some whale oil was exported from the 1660s onward. New England whalemen whaled along the North Carolina coast during the 1720s, and possibly earlier. As some of the whalemen from the northern colonies moved to Nortb Carolina, a shore-based whale fishery developed. This activity apparently continued without interruption until the War of Independence in 1776, and continued or was reestablished after the war. The methods and techniques of the North Carolina shore whalers changed slowly: as late as the 1890s they used a drogue at the end of the harpoon line and refrained from staying fast to the harpooned whale, they seldom employed harpoon guns, and then only during the waning years of the fishery. The whaling season extended from late December to May, most successfully between February and May. Whalers believed they were intercepting whales migrating north along the coast. Although some whaling occurred as far north as Cape Hatteras, it centered on the outer coasts of Core, Shackleford, and Bogue banks, particularly near Cape Lookout. The capture of whales other than right whales was a rare event. The number of boat crews probably remained fairly stable during much of the 19th century, with some increase in effort in the late 1870s and early 1880s when numbers of boat crews reached 12 to 18. Then by the late 1880s and 1890s only about 6 crews were active. North Carolina whaling had become desultory by the early 1900s, and ended completely in 1917. Judging by export and tax records, some ocean-going vessels made good catches off this coast in about 1715-30, including an estimated 13 whales in 1719, 15 in one year during the early 1720s, 5-6 in a three-year period of the mid to late 1720s, 8 by one ship's crew in 1727, 17 by one group of whalers in 1728-29, and 8-9 by two boats working from Ocracoke prior to 1730. It is impossible to know how representative these fragmentary records are for the period as a whole. The Carolina coast declined in importance as a cruising ground for pelagic whalers by the 1740s or 1750s. Thereafter, shore whaling probably accounted for most of the (poorly documented) catch. Lifetime catches by individual whalemen on Shackleford Banks suggest that the average annual catch was at least one to two whales during 1830·80, perhaps about four during the late 1870s and early 1880s, and declining to about one by the late 1880s. Data are insufficient to estimate the hunting loss rate in the Outer Banks whale fishery. North Carolina is the only state south of New Jersey known to have had a long and well established shore whaling industry. Some whaling took place in Chesapeake Bay and along the coast of Virginia during the late 17th and early 18th centuries, but it is poorly documented. Most of the rigbt whales taken off South Carolina, Georgia, and northern Florida during the 19th century were killed by pelagic whalers. Florida is the only southeastern state with evidence of an aboriginal (pre-contact) whale fishery. Right whale calves may have been among the aboriginal whalers' principal targets. The National Marine Fisheries Service (NMFS) Cooperative Shark Tagging Program (CSTP) is part of continuing research directed to the study of the biology of large Atlantic sharks. The CSTP was initiated in 1962 at the Sandy Hook Laboratory in New Jersey under the Department of Interior's U.S. Fish and Wildlife Service (USFWS). During the late 1950's and early 1960's, sharks were considered a liability to the economy of resort communities, of little or no commercial value, and a detriment to fishermen in areas where sharks might damage expensive fishing gear or reduce catches of more commercially valuable species.

Young-of-year (YOY) blue-fish (Pomatomus saltatrix) along the U.S. east coast are often assumed to use estuaries almost exclusively during the summer. Here we present data from 1995 to 1998 indicating that YOY (30–260 mm FL) also use ocean habitats along the coast of New Jersey. An analysis of historical and recent data on northern and southern ocean beaches (0.1–2 m) and the inner continental shelf (5–27 m) during extensive sampling in New Jersey waters from 1995 to 1998 indicated that multiple cohorts occurred (June–August) in every year. When comparable collections of YOY were made in the ocean and in an adjacent estuary, the abundance was 1–2 orders of magnitude greater on ocean beaches during the summer. The YOY were even more abundant in ocean habitats in the fall (September–October), presumably as a result of YOY leaving estuaries to join the coastal migration south. During 1999 and 2000, YOY bluefish were tagged with internal sequential coded wire microtags in order to refine our under-standing of habitat use and movement. Few (0.04%) of the fish tagged on ocean beaches were recaptured; however, 2.2% of the fish tagged in the estuary were recaptured from 2 to 27 days after tagging. Recaptured fish grew quickly (average 1.37 mm FL/d). On ocean beaches YOY fed on a variety of invertebrates and fishes but their diet changed with size. By approximately 80–100 mm FL, they were piscivorous and fed primarily on engraulids, a pattern similar to that reported in estuaries. Based on distribution, abundance, and feeding, both spring- and summer-spawned cohorts of YOY bluefish commonly use ocean habitats. Therefore, attempts to determine factors affecting recruitment success based solely on estuarine sampling may be inadequate and further examination, especially of the contribution of the summer-spawned cohort in ocean habitats, appears warranted.

In 2008, the Center for Watershed Protection (CWP) surveyed seventy-three coastal plain communities to determine their current practices and need for watershed planning and low impact development (LID). The survey found that communities had varying watershed planning effectiveness and need better stormwater management, land use planning, and watershed management communication. While technical capacity is improving, stormwater programs are under staffed and innovative site designs may be prohibited under current regulations. In addition, the unique site constraints (e.g., sandy soils, low relief, tidal influence, vulnerability to coastal hazards, etc.) and lack of local examples are common LID obstacles along the coast (Vandiver and Hernandez, 2009). LID stormwater practices are an innovative approach to stormwater management that provide an alternative to structural stormwater practices, reduce runoff, and maintain or restores hydrology. The term LID is typically used to refer to the systematic application of small, distributed practices that replicate pre-development hydrologic functions. Examples of LID practices include: downspout disconnection, rain gardens, bioretention areas, dry wells, and vegetated filter strips. In coastal communities, LID practices have not yet become widely accepted or applied. The geographic focus for the project is the Atlantic and Gulf coastal plain province which includes nearly 250,000 square miles in portions of fifteen states from New Jersey to Texas (Figure 1). This project builds on CWP’s “Coastal Plain Watershed Network: Adapting, Testing, and Transferring Effective Tools to Protect Coastal Plain Watersheds” that developed a coastal land cover model, conducted a coastal plain community needs survey (results are online here: http://www.cwp.org/#survey), created a coastal watershed Network, and adapted the 8 Tools for Watershed Protection Framework for coastal areas. Despite an increasing literary focus on climate change adaptation, the facilitation of this adaptation is occurring on a limited basis (Adger et al. 2007) .This limited basis is not necessarily due to inability; rather, a lack of comprehensive cost estimates of all options specifically hinders adaptation in vulnerable communities (Adger et al. 2007). Specifically the estimated cost of the climate change impact of sea-level rise is continually increasing due to both increasing rates and the resulting multiplicative impact of coastal erosion (Karl et al., 2009, Zhang et al., 2004) Based on the 2007 Intergovernmental Panel on Climate Change report, minority groups and small island nations have been identified within these vulnerable communities. Therefore the development of adaptation policies requires the engagement of these communities. State examples of sea-level rise adaptation through land use planning mechanisms such as land acquisition programs (New Jersey) and the establishment of rolling easements (Texas) are evidence that although obscured, adaptation opportunities are being acted upon (Easterling et al., 2004, Adger et al.2007).
