Coastal and marine ecosystems support diverse and important fisheries throughout the nation’s waters, hold vast storehouses of biological diversity, and provide unparalleled recreational opportunities. Some 53% of the total U.S. population live on the 17% of land in the coastal zone, and these areas become more crowded every year. Demands on coastal and marine resources are rapidly increasing, and as coastal areas become more developed, the vulnerability of human settlements to hurricanes, storm surges, and flooding events also increases. Coastal and marine environments are intrinsically linked to climate in many ways. The ocean is an important distributor of the planet’s heat, and this distribution could be strongly influenced by changes in global climate over the 21st century. Sea-level rise is projected to accelerate during the 21st century, with dramatic impacts in low-lying regions where subsidence and erosion problems already exist. Many other impacts of climate change on the oceans are difficult to project, such as the effects on ocean temperatures and precipitation patterns, although the potential consequences of various changes can be assessed to a degree. In other instances, research is demonstrating that global changes may already be significantly impacting marine ecosystems, such as the impact of increasing nitrogen on coastal waters and the direct effect of increasing carbon dioxide on coral reefs. Coastal erosion is already a widespread problem in much of the country and has significant impacts on undeveloped shorelines as well as on coastal development and infrastructure. Along the Pacific Coast, cycles of beach and cliff erosion have been linked to El Niño events that elevate average sea levels over the short term and alter storm tracks that affect erosion and wave damage along the coastline. These impacts will be exacerbated by long-term sea-level rise. Atlantic and Gulf coastlines are especially vulnerable to long-term sea-level rise as well as any increase in the frequency of storm surges or hurricanes. Most erosion events here are the result of storms and extreme events, and the slope of these areas is so gentle that a small rise in sea level produces a large inland shift of the shoreline. When buildings, roads and seawalls block this natural migration, the beaches and shorelines erode, threatening property and infrastructure as well as coastal ecosystems.

This is a report on the results of the Frame Survey conducted in the Uganda side of Lake Victoria during August 2010 by the LVFO Institutions, namely: the Department of Fisheries Resources (DFR) Uganda and the National Fisheries Resources Research Institute (NaFIRRI) in close collaboration with the District Fisheries offices of Busia, Bugiri, Mayuge, Jinja, Mukono, Kampala, Wakiso, Mpigi, Masaka, Kalangala and Rakai. The authors are grateful to the LVEMP II, for providing funds for the survey and the LVFO secretariat coordination. Fisheries Frame surveys have been carried out on Lake Victoria biannually since 2000 to determine the number of fishers, fish landing sites, and facilities at the landing sites, as well as the composition of fishing crafts, their mode of propulsion, fishing gears and the fish species they target. This information is used to guide development and management of the lake’s fisheries. Following the reorganisation of landing sites into Beach Management Units (BMUs), the number of landing sites decreased from 597 in 2000 to 435 in 2008. The survey in 2010 showed an increase to 503 landing sites, an indication that new landing sites are coming up. The fish landing sites continue to have inadequate facilities such as fish shades, cold rooms to service the fisheries industry and very few (5%) have access to electricity and 32% had access to all weather roads. There has been some progressive improvement in the landing site coverage of basic hygiene and sanitation facilities, especially public toilet facilities from 17% in 2000 to 39% in 2010; and portable water from 4% to 17% respectively. However more effort is required to cover all landing sites. Most landing sites (83%) have access to mobile phone networks which eases communication. 46% of landing sites had access to a Health clinic and 64% had a Primary school within a radius of 2 km.

Fisheries Frame surveys have been carried out on Lake Victoria biannually since 2000 to determine· the number of fishers, fish landing sites, facilities at the landing sites. Information on the composition fishing crafts, their mode of propulsion, fishing gears and the fish species they target is also collected. This information is used to guide development and management of the lake's fisheries. The results of the four surveys carried out since 2000 show that the number of landing sites has decreased by 24% from 597 in 2000 to 481 in 2006, mainly as result of reorganisation of landing sites into Beach Management Units (BMUs). The fish landing sites continue to have inadequate facilities to service the fisheries industry e.g. in the 2006 survey only 11.2% of landing sites had fish shades; <0.6% had cold rooms; 3.5% had electricity; and only 35.5% had toilet facilities. Similarly, only 11.4% of landing sites had portable water; 2.5% had jetties, 3.7% had 'fish stores; and 36% were accessible by all weather roads. There is need to improve facilities servicing fisheries at landing sites, with major emphasis on sanitary facilities, especially toilets and portable water. The BMUs should be sensitised to prioritise the construction and utilisation of public toilet facilities at their respective landing sites. The ultimate aim should be to have public toilets at all fish landing sites. The trend of the various indicators of fishing effort has continued upwards: The total number of fishers increased by 43.5% from 37,721 in 2004 to 54,148 in 2006 and the number of fishing crafts increased (43.9%) from 16,775 in 2004 to 24,148 in 2006 over the same period. The total number of gillnets increased by 28.6% from 458,597 in 2004 to 589,777 in 2006 and the number of long line hooks increased by 136% from 968,848 to 2,285,609. The number of fishing crafts using outboard engines also increased from 3,173 in 2004 to 5,047 in 2006 suggesting that more fishers were going far in search of fish. There is still a large number of illegal gears especially beach seines, which increased by 58.8% from 954 in 2004 to 1420 in 2006. Efforts to remove these very destructive gears should be stepped up. There was also larger increase in number of illegal gillnets <5 inch mesh size. These increased by 63% from 56,246 in 2004 to 91,740 in 2006 compared with 23.8% increase of gillnets ~5 inch mesh size. There were also large increases in the numbers of gillnets of 5 and 5% inch mesh size, which increased by 48% and 130% from 2004 to 2006 implying a trend towards use of smaller gillnet mesh sizes. The number of traps which are used in shallow vegetated areas, flood plains and river mouths to target tilapiines and riverine species decreased drastically from 5,361 traps in 2004 to only 499 traps in 2006, a decrease of 974%, a phenomenon attributed to the receding water levels which have left the shallow vegetated areas dry. A total of 17,475 fishing crafts, 72% of all fishing crafts, in the Ugandan part of the lake are still using paddles and the. number of parachute crafts is also still very high, (Le. 5,064) comprising a high proportion (21 %) of the total number of fishing. There is need to promote the use of large fishing crafts with sails or a combination of sail and outboard motor. The Mukene fishery in the Ugandan waters of Lake Victoria has remained underdeveloped with only 9% of all fishing crafts operating in this fishery. Also less than 2% of fishing crafts with sails or motor operate in this fishery which implies that it is limited to near shore waters. Effort should be made to develop this fishery as it appears to have high potential, especially in deep offshore waters which are hardly fished.

In the 2012 Frame survey some indicators of fishing effort including e.g. number of fishers, fishing crafts and long line hooks increased; whereas others like the number of gillnets less than 5 inches decreased by 10.4% from that recorded in 2010. The other indicators of fishing effort, which showed decrease in 2012 included illegal beach seines and undersized gillnets (<5 inch mesh size). However, a large proportion (66%) of long line hooks recorded in the 2012 survey were in the smallest size range (hook size >10), which target small Nile perch. The number of other illegal gears, i.e. cast nets and monofilament gillnets showed modest increases (25%) between 2010 and 2012 while beach seines decrease by 15%. Recent crackdown on illegal fishing activities as part of measures for recovery of the Nile perch stocks which are faced with depletion appear to have had an impact but much more needs to be done to eradicate illegal fishing. The fisheries in the Ugandan waters have remained predominantly near shore with 61% of all fishing crafts using paddles out of which 17% were tiny three plank, flat bottomed boats locally known as parachutes. The 2012 survey shows an increase in the number of fishing crafts using sails by 65% from 682 in 2010 to 1125 in 2012. This is an encouraging trend as more fishers are able to access distant fishing grounds using free wind power. The Mukene fishery in the Ugandan waters of Lake Victoria remained underdeveloped comprising only 15.2% of all fishing crafts, of which 31% were motorised which is a great improvement from the situation recorded in 2010. The Catamarans increased to 18 with a majority in Buikwe district where there is a private investor fishing specifically for Mukene. The Catamarans in Kalangala were reported not to be working because of the high operating cost compared to ordinary Mukene fishing boats.

Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

Asia has the most productive inland fisheries in the world. The fishery sector contributes significantly to the national economies of the region. Inland fisheries also improve food security by providing a source of protein and a livelihood for millions of people in this part of the world, especially the rural poor. The purpose of this report is to provide information on the biological, economic, social and cultural values of river fisheries in the Lower Mekong Basin, and to identify the main impacts of environmental changes on these values. A review of fisheries-related literature, including project reports and gray literature, was undertaken. More than 800 documents were reviewed, and original information was extracted from 270 of them. The analysis identified a large number of localized studies leading to generic conclusions. The report addresses the basin wide issues and studies. It is then organized by nation, namely, the Chinese province of Yunnan, then Laos, Thailand, Cambodia and Vietnam. It first gives an overview of each country’s economic, fisheries and social situation, then details the values documented for river fisheries in each country.

The 19th Annual Symposium on Sea Turtle Biology and Conservation was the largest to date. The beautiful venue was the South Padre Island Convention Centre on South Padre Island, Texas from March 2-6, 1999. Key features of the 19th were invited talks on the theme The Promise, the Pain, and the Progress of 50 years of Sea Turtle Research and Conservation, a mini-symposium on the Kemp's ridley and an increased emphasis on high quality poster sessions. Hosts for the meeting included Texas A&M University, the Texas Sea Grant College Program, The Gladys Porter Zoo and Sea Turtle, Inc. Co-sponsors included the National Marine Fisheries Service-Southeast Fisheries Science Center, the National Marine Fisheries Service-Protected Resources Branch, Padre Island National Seashore and the U.S. Fish and Wildlife Service. With the assistance of Jack Frazier, we were fortunate to obtain a $30,000 grant from the David and Lucile Packard Foundation. This grant provided travel support to 49 individuals from 24 nations who presented a total of 50 presentations. (PDF contains 309 pages)

For the first time in its history, the International Symposium on Sea Turtle Biology and Conservation migrated to a site outside of the United States. Thus the Eighteenth edition was hosted by the Mazatlán Research Unit of the Instituto de Ciencias del Mar y Limnología of the Mexican National Autonomous University (UNAM) in Mazatlán, Sinaloa (Mexico) where it was held from 3-7, March, 1998. Above all, our symposium is prominent for its dynamism and enthusiasm in bringing together specialists from the world´s sea turtle populations. In an effort to extend this philosophy, and fully aware of how fast the interest in sea turtles has grown, the organizers paid special attention to bring together as many people as possible. With the tremendous efforts of the Travel Committee and coupled with a special interest by the Latin American region´s devotees, we managed to get 653 participants from 43 countries. The number of presentations increased significantly too, reaching a total of 265 papers, ranging from cutting-edge scientific reports based on highly sophisticated methods, to the experiences and successes of community-based and environmental education programs. A priority given by this symposium was the support and encouragement for the construction of "bridges" across cultural and discipline barriers. We found success in achieving a multinational dialogue among interest groups- scientists, resource managers, decision makers, ngo's, private industry. There was a broad representation of the broad interests that stretch across these sectors, yet everyone was able to listen and offer their own best contribution towards the central theme of the Symposium: the conservation of sea turtles and the diversity of marine and coastal environments in which they develop through their complicated and protracted life cycle. Our multidisciplinary approach is highly important at the present, finding ourselves at a cross roads of significant initiatives in the international arena of environmental law, where the conservation of sea turtles has a key role to play. Many, many people worked hard over the previous 12 months, to make the symposium a success. Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California. Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. The status of the fishery before and after the contraction of the lake is discussed. Suggestion for a national exploitation of the lake based on habitat improvement, increasing the volume of the water in the lake through controlled use of the influent rivers as well as reduction in overfishing are made

Finland reorganised its environmental administration in 1995 when thirteen Regional Environmental Centres (RECs) and one national agency called the Finnish Environment Institute (FEI) were created. The REC's and the FEI have been entrusted with functions related to water resources management. RECs and FEI together with the Ministry of Agriculture and Foresty have appointed a steering group which will supervise the implementation of the EC Water Framework Directive in Finland

In the Ukraine there are several thousand large, medium and small lakes and lake-like reservoirs, distinguished by origin, salinity, regional position, productivity and by construction a significant number of large and small water bodies, ponds and industrial reservoirs of variable designation. The problem of national systems necessitates the creation of specific schemes and classifications. Classifying into specific types of reservoir by means of suitable specifications is required for planning national measures with the objective of the rational utilisation of natural resources. It is now necessary to consider the present-day characteristics of Ukranian lakes. In the case of the Ukraine it is possible to use two approaches - genetical and ecological. This paper uses the genetical system to classify the lake-like water bodies of the Ukraine.

The study divides the history of the fishery into five 'regulatory periods': the pre-colonial fishery (pre-1901), the colonial fishery (1901-1963), the post indipendence fishery (1963-1980), the Nile perch 'boom' years (1980-1989), and finally the fishery in the 1990's. Within each of these periods, the nature of and the relationship between, formal and informal regulations differs and changes with time. In the pre-colonial period, the outcome of formal and informal regulations largely sustained the fishery in a productive and species diverse state. However, at no time since then have formal regulations worked, with the result that the nature of production from the fishery changes over time and is dependent on a number of factors, amongst which the most important are effort level increases, technological introductions, species introductions, changes in regional and national job markets, the change from community-based controls to state-based controls within the fishery, and finally, considerable changes to the fish markets.

Local communities and local government units are recognized as the primary stakeholders and participants in the management of coral reef resources and the primary beneficiaries of small-scale fishing activities in the nearshore areas of the coastal zone. The issues relating to the management of the coastal zone are multi-faceted and some issues are largely intertwined with national policy and development goals. Thus, national governments have jurisdiction over these nearshore coastal resources to harmonize policies, monitor resource use and provide incentives for sustainable use. However, the natural boundaries of these reef resources, the processes that support reef ecosystems, and the local or national affiliation of the people who benefit from them may transcend the boundaries of the local and national management units. Therefore, efforts to arrest the decline in fish catch and loss of biodiversity for reefs require management interventions and assessment activities to be carried out at varying scales. In Southeast Asia, some aspects of reef and reef resources management — particularly in deciding the allocation of catch among competing fisheries, development of sustainable harvest strategies, use of broodstock for restocking or stock enhancement programs, protection of nursery and spawning areas, designation of systems of marine protected areas, and the identification of representative, adequate and comprehensive areas for biodiversity conservation in the region — may require the definition of larger management units. At the regional level, multi-country initiatives will need to define units for the transboundary management of resources. The use of large marine ecosystems (LMEs) to identify and manage fisheries resources may be a starting point; however, given the relatively sedentary nature of coral reef-dwelling and reef-associated organisms compared with other pelagic and demersal species, meso-scale transboundary units within the LMEs have to be defined. This paper provides suggestions for transboundary management units for coral reef and reef-associated resources in Southeast Asia based on information from genetic structures of model organisms in the region. In addition, specific reef areas are identified, which may be important beyond their national boundaries, as potential sources of recruits.
