In August 2011, the NOAA National Ocean Service (NOS) conducted an assessment of the status of ecological condition of soft-bottom habitat and overlying waters of the continental shelf in the northwestern Gulf of Mexico (GOM). The original sampling design included 50 randomly selected sites from the Mississippi River delta to the U.S./Mexican border, representing a total area of 111,162 square kilometers; however, vessel failures and inclement weather precluded sampling at 16 sites in the western-most part of the study region. Sampling was completed at the remaining 34 sites in offshore waters between the Mississippi River delta and Freeport, Texas, representing an estimated 75,591 square kilometers. Field sampling followed standard methods and indicators applied in prior NOAA coastal studies and EPA’s Environmental Monitoring and Assessment Program (EMAP) and National Coastal Assessment (NCA). A key feature adopted from these studies was the incorporation of a random probabilistic sampling design. Such a design provides a basis for making unbiased statistical estimates of the spatial extent of ecological condition relative to various measured indicators and corresponding thresholds of concern. Indicators included multiple measures of water quality, sediment quality, and biological condition (benthic fauna, fish tissue contaminant levels). Water depths ranged from 13 – 83 m throughout the study area. About 9 % of the area had sediments composed of sands (< 20 % silt+clay), 47 % of the area was composed of intermediate muddy sands (20 – 80 % silt+clay), and 44 % of the sampled area consisted of mud (> 80 % silt+clay). About 50 % of the area (represented by 17 sites) had sediment total organic carbon (TOC) concentrations < 5 mg/g and all of the sites sampled had levels of TOC < 20 mg/g, well below the range associated with potentially harmful effects to benthic fauna (> 50 mg/g). Surface salinities ranged from 23.4 – 36.5 psu, with salinity generally increasing with distance west of the Mississippi River delta. Bottom salinities varied between 31.1 and 36.5 psu, with lowest values occurring at shallow, inner-shelf stations. Surface-water temperatures varied between 29.8 and 31.5 ºC, while near-bottom waters ranged in temperature from 19.4 – 31 ºC. An index of density stratification (Δσt) indicated that portions of coastal shelf waters in the northwestern GOM at the time of this sampling were strongly stratified. Values of Δσt at 19 of the 34 sites sampled in this study (56 % of the study area) ranged from 2.2 to 12.4, which is within the range considered to be indicative of strong vertical stratification (Δσt > 2). Stratification was strongest close to the Mississippi River delta, and decreased with distance west of the delta.

This cruise report is a summary of a field survey conducted along a portion of the U.S. continental shelf in northwestern Gulf of Mexico (GOM), at navigable depths along the coastline seaward to the shelf break (~100m) from about 89°30' W to 95°28' W longitude, August 8 – 16, 2011 on NOAA Ship Nancy Foster Cruise NF-11-07-RACOW. Synoptic sampling of multiple ecological indicators was conducted at each of 34 stations throughout these waters using a random probabilistic sampling design. The original study design consisted of 50 stations extending from the Mississippi delta all the way to the U.S./Mexican border, but vessel failures precluded sampling at 16 stations within the western-most portion of the study area. At each station samples were collected for the analysis of benthic community structure and composition; concentrations of chemical contaminants in sediments and target demersal biota; sediment toxicity; nutrient and chlorophyll levels in the water column; and other basic habitat characteristics such as salinity, temperature, dissolved oxygen, turbidity, pH, sediment grain size, and organic carbon content. Other indicators, from a human-dimension perspective, were also recorded, including presence of vessels, oil rigs, surface trash, visual oil sheens in sediments or water, marine mammals, or noxious/oily sediment odors. The overall purpose of the survey was to collect data to assess the status of ecosystem condition and potential stressor impacts throughout the region, based on these various indicators and corresponding management thresholds, and to provide this information as a baseline for determining how such conditions may be changing with time. While sample analysis is still ongoing, some preliminary results and observations are reported here. A final report will be completed once all data have been processed.

ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, Guatemala in 2000, Peru in 2002, Spain in 2003, the Republic of Korea in 2005, and Colombia in 2007. Canada withdrew from the IATTC in 1984. The IATTC's responsibilities are met with two programs, the Tuna-Billfish Program and the Tuna- Dolphin Program. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de una convención suscrita originalmente por Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacífico oriental (OPO). Bajo esta estipulación, la República de Panamá se afilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, El Salvador en 1997, Guatemala en 2000, Perú en 2002, España en 2003, la República de Corea en 2005, y Colombia en 2007. The abundance of juvenile blue crabs (Callinectes sapidus) in the northcentral Gulf of Mexico was investigated in response to climate-related hydrological regimes. Two distinct periods of blue crab abundance (1, 1973–94 and 2, 1997–2005) were associated with two opposite climaterelated hydrological regimes. Period 1 was characterized by high numbers of crabs, whereas period 2 was characterized by low numbers of crabs. The cold phase of the Atlantic Multidecadal Oscillation (AMO) and high north-south wind momentum were associated with period 1. Hydrological conditions associated with phases of the AMO and North Atlantic Oscillation (NAO) in conjunction with the north-south wind momentum may favor blue crab productivity by influencing blue crab predation dynamics through the exclusion of predators. About 25% (22–28%) of the variability in blue crab abundance was explained by a north–south wind momentum in concert with either salinity, precipitation, or the Palmer drought severity index, or by a combination of the NAO and precip

In July 2006, a mandatory observer program was implemented to characterize the commercial reef fish fishery operating in the U.S. Gulf of Mexico. The primary gear types assessed included bottom longline and vertical line (bandit and handline). A total of 73,205 fish (183 taxa) were observed in the longline fishery. Most (66%) were red grouper, Epinephelus morio, and yellowedge grouper, E. flavolimbatus. In the vertical line fishery, 89,015 fish (178 taxa) were observed of which most (60%) were red snapper, Lutjanus campechanus, and vermilion snapper, Rhomboplites aurorubens. Based on surface observations of discarded under-sized target and unwanted species, the majority of fish were released alive; minimum assumed mortality was 23% for the vertical line and 24% for the bottom longline fishery. Of the individuals released alive in the longline fishery, 42% had visual signs of barotrauma stress (air bladder expansion/and or eyes protruding). In the vertical line fishery, 35% of the fish were released in a stressed state. Red grouper and red snapper size composition by depth and gear type were determined. Catch-per-unit-effort for dominant species in both fisheries, illustrated spatial differences in distribution between the eastern and western Gulf. Hot Spot Analyses for red grouper and red snapper identified areas with significant clustering of high or low CPUE values.

Size distribution within re- ported landings is an important aspect of northern Gulf of Mexico penaeid shrimp stock assessments. It reflects shrimp population characteristics such as numerical abundance of various sizes, age structure, and vital rates (e.g. recruitment, growth, and mortality), as well as effects of fishing, fishing power, fishing practices, sampling, size-grading, etc. The usual measure of shrimp size in archived landings data is count (C) the number of shrimp tails (abdomen or edible portion) per pound (0.4536 kg). Shrimp are marketed and landings reported in pounds within tail count categories. Statistically, these count categories are count class intervals or bins with upper and lower limits expressed in C. Count categories vary in width, overlap, and frequency of occurrence within the landings. The upper and lower limits of most count class intervals can be transformed to lower and upper limits (respectively) of class intervals expressed in pounds per shrimp tail, w, the reciprocal of C (i.e. w = 1/C). Age based stock assessments have relied on various algorithms to estimate numbers of shrimp from pounds landed within count categories. These algorithms required un- derlying explicit or implicit assumptions about the distribution of C or w. However, no attempts were made to assess the actual distribution of C or w. Therefore, validity of the algorithms and assumptions could not be determined. When different algorithms were applied to landings within the same size categories, they produced different estimates of numbers of shrimp. This paper demonstrates a method of simulating the distribution of w in reported biological year landings of shrimp. We used, as examples, landings of brown shrimp, Farfantepenaeus aztecus, from the northern Gulf of Mexico fishery in biological years 1986–2006. Brown shrimp biological year, Ti, is defined as beginning on 1 May of the same calendar year as Ti and ending on 30 April of the next calendar year, where subscript i is the place marker for biological year. Biological year landings encompass most if not all of the brown shrimp life cycle and life span. Simulated distributions of w reflect all factors influencing sizes of brown shrimp in the landings within a given biological year. Our method does not require a priori assumptions about the parent distributions of w or C, and it takes into account the variability in width, overlap, and frequency of occurrence of count categories within the landings. Simulated biological year distributions of w can be transformed to equivalent distributions of C. Our method may be useful in future testing of previously applied algorithms and development of new estimators based on statistical estimation theory and the underlying distribution of w or C. We also examine some applications of biological year distributions of w, and additional variables derived from them.

The Kemp’s ridley sea turtle, Lepidochelys kempi, was on the edge of extinction owing to a combination of intense egg harvesting and incidental capture in commercial fishing trawls. Results from a cooperative conservation strategy initiated in 1978 between Mexico and the United States to protect and restore the Kemp’s ridley turtle at the main nesting beach at Rancho Nuevo, Tamaulipas, Mexico are assessed. This strategy appears to be working as there are signs that the species is starting to make a recovery. Recovery indicators include: 1) increased numbers of nesting turtles, 2) increased numbers of 100+ turtle nesting aggregations (arribadas), 3) an expanding nesting season now extending from March to August, and 4) significant nighttime nesting since 2003. The population low point at Rancho Nuevo was in 1985 (706 nests) and the population began to significantly increase in 1997 (1,514 nests), growing to over 4,000 nests in 2004. The size and numbers of arribadas have increased each year since 1983 but have yet to exceed the 1,000+ mark; most arribadas are still 200–800+ turtles.
