Listening to people, especially those who are poor, and involving them in policy making and decisions about service delivery processes are logical steps in building better services and improving policies aimed at poverty alleviation. This case describes a facilitated advocacy that helped to negotiate and support a role for poor people who farm and fish, to contribute recommendations for changes in services and policies that impact on their lives. The national Government of India’s Department of Animal Husbandry and Dairying and the Indian Council for Agricultural Research, both in the capital Delhi, have been linking with farmers and fishers and state government officials in the eastern states of Jharkhand, Orissa and West Bengal, in partnership with the STREAM Initiative of the intergovernmental Network of Aquaculture Centers in Asia Pacific and with the support of the UK Government Department for International Development, Natural resources Systems Program supporting farmers to have a voice(13 p.)

Vietnam has a large number of poor people whose livelihoods depend in various ways on aquatic resources. More than 20 million people living along the coastline are among the most vulnerable and poorest in Vietnam and similarly poor situations occur with more than 10 million population living in mid and highland areas throughout the country. The Government of Vietnam is giving high priority to the poverty alleviation and following several successful government and donor funded projects, it is recognized that aquaculture can and should play an increasingly important role in improving the livelihoods of poor people. ENGLISH: During 1961 the government of Ecuador, with the financial assistance of the Special Fund of the United Nations and the technical assistance of FAO experts, initiated an extensive program of fisheries research centered in a fisheries institute established in Guayaquil. In cooperation with this program, and in connection with Ecuador's adherence in 196l to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, a two-and-a-half year investigation of the ecology of the Gulf of Guayaquil and adjacent waters was started by the Inter-American Tropical Tuna Commission. ENGLISH: The Governments of Costa Rica and the United States, being mutually interested in the conservation of the tropical tunas and of the bait-fishes required for capturing them, entered into a Convention in 1950 establishing the Inter-American Tropical Tuna Commission. The Convention provides that other governments having an interest in the tuna and tuna-bait resources may adhere to the Convention by a simple exchange of correspondence with the existing members. The Government of Panama adhered to the Convention in the fall of 1953. SPANISH: Los Gobiernos de Costa Rica y de los Estados Unidos, mutuamente interesados en la conservación de las especies tropicales de atún, así como en la de los peces que sirven de carnada para su pesca, suscribieron en 1950 una Convención por la que se estableció la Comisión Interamericana del Atún Tropical. La Convención permite que otros gobiernos interesados en los recursos del atún y los peces-carnada puedan adherirse a la misma mediante un simple intercambio de correspondencia con los Gobiernos Miembros. The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. South Africa's marine resources are essentially fully exploited and in some cases over exploited. The Government of National Unity has embarked on the ambitious Reconstruction and Development Programme (RDP) to: meet the basic needs; develop the country's human resources; build economy; and democratize the state and society. Although fisheries can only be expected to play a minor role in contributing to RDP, the Programme have a role to play in managing South Africa's living marine resources. The role of RDP in fisheries management is presented together with fisheries management approaches to help achieve the aims of the RDP.

Zanzibar, one of the poorest areas of sub-Saharan Africa, has a good potential for foreign investment in offshore (EEZ) marine capture fisheries, in aquaculture and in fi sheries infrastructure. Zanzibar’s fisheries resources could be better managed in an effort to alleviate the poverty of its rural population and to provide food security. At present, Zanzibar’s fisheries are artisanal and its total annual production of fish of just over 20000 t, caught in inshore waters, is consumed locally. The government of Zanzibar has liberalized its policies to make Zanzibar a good environment for foreign investment.

This meeting, the second national Fisheries Governance Dialogue, aimed to help stakeholders in the fisheries sector generate a shared understanding of critical lessons and pathways for fisheries co-management success in Ghana. This was a direct response to the call from both fisheries communities and the government of Ghana for a radical change from the way fisheries resources are currently being managed. The meeting was attended by 60 men and women from stakeholder organizations and communities, and commenced with presentations on co-management experiences from local, regional and international participants. This was followed by panel discussions to extract lessons that specifically related to successfully implementing co-management in Ghana’s fisheries. Finally, breakout groups addressed in greater detail some issues of importance to fisheries governance reform in Ghana. While fisheries co-management is not a new concept in Ghana, participants heard that previous attempts to initiate these systems proved unsustainable. A number of lessons were drawn from these past experiences.

The WorldFish Center is implementing the FtF Aquaculture Project in 20 southern districts in Bangladesh. The project is implemented under USAID’s Feed the Future initiative in collaboration with the Government of Bangladesh. The project contributes to achieving the ‘Feed the Future’ goals through four objectives: (i) dissemination of improved quality fish and shrimp seed, (ii) improving the nutrition and income status of farm households, (iii) increasing investment, employment and fish production through commercial aquaculture and (iv) policy and regulatory reform and institutional capacity building to support sustainable aquaculture growth. The project commissioned this study to gather insights into the value chains of shrimp, prawn and tilapia in the project region and the feasibility of promoting culture of brackish water sea-bass in the region. The findings and recommendations are expected to provide the foundation for the project to design its interventions for achieving its goals.

The Adaptive Collaborative Management of Fisheries Training workshop was held in Sekondi, Western Region of Ghana as part of the project “Integrated Coastal and Fisheries Governance Initiative” locally referred to as “H n Mpoano”. The aim of the project is to support the government of Ghana achieve its development objective of poverty reduction, food security, sustainable fisheries management and biodiversity conservation and contributes to its vision: Ghana’s coastal and marine ecosystems are sustainably managed to provide goods and services that generate long-term socioeconomic benefit to communities while sustaining biodiversity.

Salt River Bay National Historical Park and Ecological Preserve (hereafter, SARI or the park) was created in 1992 to preserve, protect, and interpret nationally significant natural, historical, and cultural resources (United States Congress 1992). The diverse ecosystem within it includes a large mangrove forest, a submarine canyon, coral reefs, seagrass beds, coastal forests, and many other natural and developed landscape elements. These ecosystem components are, in turn, utilized by a great diversity of flora and fauna. A comprehensive spatial inventory of these ecosystems is required for successful management. To meet this need, the National Oceanic and Atmospheric Administration (NOAA) Biogeography Program, in consultation with the National Park Service (NPS) and the Government of the Virgin Islands Department of Planning and Natural Resources (VIDPNR), conducted an ecological characterization. The characterization consists of three complementary components: a text report, digital habitat maps, and a collection of historical aerial photographs. This ecological characterization provides managers with a suite of tools that, when coupled with the excellent pre-existing body of work on SARI resources, enables improved research and monitoring activities within the park (see Appendix F for a list of data products).

This baseline assessment of Jobos Bay and surrounding marine ecosystems consists of a two part series. The first report (Zitello et al., 2008) described the characteristics of the Bay and its watershed, including modeling work related to nutrients and sediment fluxes, based on existing data. The second portion of this assessment, presented in this document, presents the results of new field studies conducted to fill data gaps identified in previous studies, to provide a more complete characterization of Jobos Bay and the surrounding coral reef ecosystems. Specifically, the objective was to establish baseline values for the distribution of habitats, nutrients, contaminants, fi sh, and benthic communities. This baseline assessment is the first step in evaluating the effectiveness in changes in best management practices in the watershed. This baseline assessment is part of the Conservation Effects Assessment Project (CEAP), which is a multi-agency effort to quantify the environmental benefits of conservation practices used by agricultural producers participating in selected U.S. Department of Agriculture (USDA) conservation programs. Partners in the CEAP Jobos Bay Special Emphasis Watershed (SEW) included USDA’s Agricultural Research Service (ARS) and the Natural Resources Conservation Service (NRCS), National Oceanic and Atmospheric Administration (NOAA) and the Government of Puerto Rico. The project originated from an on-going collaboration between USDA and NOAA on the U.S. Coral Reef Task Force. The Jobos Bay watershed was chosen because the predominant land use is agriculture, including agricultural lands adjacent to the Jobos Bay National Estuarine Research Reserve (JBNERR or Reserve), one of NOAA’s 26 National Estuarine Research Reserves (NERR). This report is organized into six chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to Jobos Bay, including the land use and hydrology of the watershed. Chapter 2 is focused on benthic mapping and provides the methods and results of newly created benthic maps for Jobos Bay and the surrounding coral reef ecosystem. Chapter 3 presents the results of new surveys of fish, marine debris, and reef communities of the system. Chapter 4 is focused on the distribution of chemical contaminants in sediments within the Bay and corals outside of the Bay. Chapter 5 focuses on quantifying nutrient and pesticide concentrations in the surface waters at the Reserve’s System-Wide Monitoring Program (SWMP) sites. Chapter 6 is a brief summary discussion that highlights key findings of the entire suite of studies.

The paper deals with an overview on the preservation of fish by freezing process. Until a few years ago the surplus catches of fish, prawns were being dried, salted or pickled. The Kerala coast had always yielded large catches of prawns and about 5000 tons of dried prawns were annually exported to Burma and other Eastern countries. The Government of India looking at the great potential of this industry, has now, with a view to encourage exports, provided a series of incentives towards this end.

For several years one of the world's few successful tropical trawl fisheries has been carried on off the southern tip of India. Much of it has been under the auspices of the Government of Ceylon. Records covering the entire history of the fishery are remarkably complete and those of the last ten years are unusually detailed. The purpose of this paper is to summarize these records and relate them to information from other sources in such a way as to illustrate the principal features of the fishery and permit comparisons with other fisheries. This should provide a sound basis for clear thinking about the industry's present problems and prospects. This is important because the fishery is expanding.
