Samples of 11,000 King George whiting (Sillaginodes punctata) from the South Australian commercial and recreational catch, supplemented by research samples, were aged from otoliths. Samples were analyzed from three coastal regions and by sex. Most sampling was undertaken at fish processing plants, from which only fish longer than the legal minimum length were obtained. A left-truncated normal distribution of lengths at monthly age was therefore employed as model likelihood. Mean length-at-monthly-age was described by a generalized von Bertalanffy formula with sinusoidal seasonality. Likelihood standard deviation was modeled to vary allometrically with mean length. A range of related formulas (with 6 to 8 parameters) for seasonal mean length at age were compared. In addition to likelihood ratio tests of relative fit, model selection criteria were a minimum occurrence of high uncertainties (>20% SE), of high correlations (>0.9, >0.95, and >0.99) and of parameter estimates at their biological limits, and we sought a model with a minimum number of parameters. A generalized von Bertalanffy formula with t0 fixed at 0 was chosen. The truncated likelihood alleviated the overestimation bias of mean length at age that would otherwise accrue from catch samples being restricted to legal sizes.

Assessments of the Atlantic red drum for the northern (North Carolina and north) and southern (South Carolina through east coast of Florida) regions along the U. S. Atlantic coast were recently completed. The joint Red Drum Technical Committee (SAFMC/ASMFC) selected the most appropriate catch matrix (incorporating an assumption on size of recreationally-released fish), selectivity of age 3 relative to age 2, and virtual population analysis (FADAPT). Given gear- and age-specific estimates of fishing mortality (F) for the 1992-1998 period, analyses were made of potential gains in escapement through age 4 and static spawning potential ratio (SPR) from further reductions in fishing mortality due to changes in slot and bag limits. Savings from bag limits were calculated given a particular slot size for the recreational fishery, with no savings for the commercial fisheries in the northern region due to their being managed primarily through a quota. Relative changes in catch-at-age estimates were used to adjust age-specific F and hence calculated escapement through age 4 and static SPR. Adjustment was made with the recreational savings to account for release mortality (10%, as in the stock assessment). Alternate runs for the northern region commercial fishery considered 25% release mortality for lengths outside the slot (instead of 0% for the base run), and 0% vs. 10% gain or loss across legal sizes in F. These results are summarized for ranges of bag limits with increasing minimum size limit (for fixed maximum size), and with decreasing maximum size limit (for fixed minimum size limit). For the southern region, a bag limit of one-fish per angler trip would be required to attain the stated target of 40% static SPR if the current slot limit were not changed. However, for the northern region, a bag limit of one-fish per angler trip appears to be insufficient to attain the stated target of 40% static SPR while maintaining the current slot limit. The implementation of the precautionary approach in the mid-1990s required commercial fish stocks to be classified into different categories. These are based on the degree to which stocks have been exploited or are threatened by fishing activities. According to current ICES terminology, stocks are classified as being either “within” or “outside safe biological limits”, or as being “harvested outside safe biological limits”. Between 1996 and 2002, the relative share of stocks in these three categories remained relatively stable (at about 20 %, 30 % and 15 %, respectively). Over the same time span, the number of stocks were insufficient data is available to quantify and thus to appropriately classify the state of the spawning stock biomass (“status unknown”) has increased. Neglecting potential impacts of fishing pressure, the combined average proportion of all stocks with sufficiently high spawning stock biomass is at about one third, while only one fifth of the stocks assessed have been managed sustainably. For some important fish stocks in the ICES environment – specifically demersal ones –, science recently had to call for rebuilding plans or even a closure of the fishery to allow recovery, in spite of the management’s agreement to manage the resources according to the precautionary approach. This obvious difference between approach and implementation has a number of potential causes: erroneous or imprecise input data (landings, discard and sampling information), insufficient assessment models, problems in the understanding of the scientific advice, and implementation errors. The latter could be either a difference between advised and implemented total allowable catches (TACs), or an excess of legal TACs. During the fifteen years covered by this analysis (1987 to 2002), the average deviation between the implemented TACs for a specific stock and that recommended by ICES for the same stock was more than 30 %. The overall average deviation (summed over all stocks) for the entire period was 34 %, excluding, however, four extreme outliers in the data, representing cases in which scientific recommendations were exceeded by as much as 1000 to 2500 %. If these were included, the overall average would be as high as 45 %. The annual deviation has substantially increased in recent years (from roughly 20 % in earlier years of the surveyed period). This recently observed high deviation also matches ICES’s estimate that the fishing mortality in the ICES convention area in the 1990s was well above recommended sustainable levels in the pelagic and demersal fishery. The legal and policy issues facing Newport as it revises and implements its ordinances are numerous. Most of the issues have not been squarely resolved for Rhode Island. While Newport may take guidance from other states, it will be Rhode Island's task going forward to define the reach of its PTD as applied to some novel issues raised by mooring administration. The benefit of the flexibility of the PTD is allowing smaller units of government like Newport to define their regulatory goals based on a locally-tailored balancing test of competing interests facing scarce ocean resources. This report was designed to facilitate decision-maker discussion of how to strike that delicate balance.

This study was undertaken to re-assess the level of scup (Stenotomus chrysops) discards by weight and to evaluate the effect of various codend mesh sizes on the level of scup discards in the winter-trawl scup fishery. Scup discards were high in directed scup tows regardless of codend mesh — typically one to five times the weight of landings. The weight of scup discards in the present study did not differ significantly from that recorded in scup-targeted tows in the NMFS observer database. Most discards were required as such by the 22.86 cm TL (total length) fish-size limit for catches. Mesh sizes ≤12.7 cm, including the current legal mesh size (11.43 cm) did not adequately filter out scup smaller than 22.86 cm. The median length of scup discards was about 19.83 cm TL. Lowering the legal size for scup from 22.86 to 19.83 cm TL would greatly reduce discard mortality. Scup discards were a small fraction (0.4%) of black sea bass (Centropristis striata) landings in blacksea-bass−targeted tows. The black sea bass fishery is currently regulated under the small-mesh fishery gearrestricted area plan in which fishing is prohibited in some areas to reduce scup mortality. Our study found no evidence to support the efficacy of this management approach. The expectations that discarding would increase disproportionately as the trip limit (limit [in kilograms] on catch for a species) was reached towards the end of the trip and that discards would increase when the trip limit was reduced from 4536 kg to 454 kg at the end of the directed fishing season were not supported. Trip limits did not significantly affect discard mortality.

This is the Review of discharge consents, River Irwell catchment report produced by the North West Water Authority (NWWA) in 1979. The purpose of this Report is to make recommendations for the revision of consents for discharges within the catchment of the River Irwell, downstream and including the River Medlock in Manchester. This revision has the sole objective of recognising the present effluent and river water quality - proposals for long term river water quality objectives are to be put forward in other Reports. The report identifies the existing situation regarding the legal status of effluent discharges from Authority and non-Authority owned installations within the catchment, details the determinant concentration limits included in existing discharge consents (where appropriate) and proposes the limits to be included in the reviewed consents. The reviewed consents will reflect the quality of effluent achievable by good operation of the existing plant based on 1977 effluent quality data but taking into account any improvements, extensions etc. that have been or are about to be carried out and any known further industrial and/or housing development in the works drainage area.

The Third National Fisheries Governance Dialogue was a direct follow up on the Second National Fisheries Governance Dialogue held in Elmina in April 2012. It was agreed at the Second dialogue that co-management was the way forward for sustaining Ghana’s fisheries and that its success would depend on a supportive legal framework. The two day dialogue meeting consisted of four key presentations focusing on: the current status of fisheries in Ghana; co-management as a fresh approach to fisheries; outcomes from the regional stakeholder consultations on co-management structure; and outcomes from the research on the legal framework. The presentations were followed by four breakout groups that generated ideas for co-management structures for different species namely pelagic fish or Sardinella, near shore demersal, Volta lake, and lagoons and estuaries. Key elements for co-management structures and elements of a co-management legal framework were later identified during plenary discussions.
