One of the causes of lower artesian pressure, water waste and aquifer contamination is the misuse and insufficient care of artesian wells. In 1953, Senate Bill No. 57, entitled "An Act to Protect and Control the Artesian Waters of the State" (see Appendix) became a law. This law was passed through the efforts exerted by leading members of the Senate and the House of Representatives, who understood the need for a wise and controlled expenditure of our most valuable natural resource. The State Geologist and his authorized representatives were designated by this law to enforce this conservation measure; however, no financial provision was included for the 1953-55 biennium. The proposed program of the Florida Geological Survey for this biennium did not include the funds nor provide any full-time personnel for the enforcement of this statute. As a result, little actual work was accomplished during these two years, although much time was given to planning and discussion of the problem. Realizing that this program could provide additional basic data needed in the analysis of the water-supply problem, the State Geologist sought and was granted by the 1955 Legislature adequate funds with which to activate the first phase of the enforcement of Florida Statute No. 370.051-054. Enumerated below is a summary of the progress made on this investigation as outlined previously: 1. Data have been collected on 967 wildly flowing wells in 22 counties. 2. Chloride determinations have been run on 850 of the 967 wells. 3. Of the 967 wells, 554 have chlorides in excess of the 250 ppm, the upper limit assigned by the State Board of Health for public consumption. 4. Water escapes at the rate of 37, 762 gallons per minute from these 967 wells. This amounts to 54, 377, 280 gallons per day. The investigation is incomplete at this time; therefore, no final conclusions can be reached. However, from data already collected, the following recommendations are proposed: 1. That the present inventory of wildly flowing wells be completed for the entire State. 2. That the current inventory of wildly flowing wells be expanded at the conclusion of the present inventory to include all flowing wells. 3. That a complete statewide inventory program be established and conducted in cooperation with the Ground Water Branchof the U.S. Geological Survey. 4. That the enforcement functions as set down in Sections 370.051/.054, Florida Statutes, be separated from the program to collect water-resource data and that these functions be given to the Water Resources Department, if such is created (to be recommended by the Water Resources Study Commission in a water policy law presented to the 1957 Legislature). 5. That the research phase (well inventory) of the program remain under the direction of the Florida Geological Survey. (PDF contains 204 pages.)

While the homes threatened by erosion and the developer illegally filling in marshlands are the projects that make the headlines, for many state regulatory programs, it’s the residential docks and piers that take up the most time. When is a dock too long? What about crossing extended property lines? And at what point does a creek have too many docks? There are no easy answers to these questions. At the request of the Georgia Coastal Management Program, the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center published in April 2003 an inventory of residential dock and pier management information for the southeastern U.S. This inventory builds upon that effort and includes five New England states and one municipality: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and the Town of Falmouth, Massachusetts. Federal laws, state laws and regulations, permitting policies, and contact information are presented in a tabular format that is easy to use. (PDF contains 16 pages)

Each state has to craft the laws and policies that are best for its natural resources and its political and legal environment. At the same time, mistakes in judgment can be costly for the organization, the homeowner, and the natural resources. At the request of the Georgia Coastal Management Program, the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center compiled an inventory of dock information for four states—Georgia, Florida, North Carolina, and South Carolina. A summary of the inventory survey of Nigeria inland waters is presented. The survey reveals that Kano State tops the list in reservoir development with an existing water surface area of about 42,773 ha, while Anambra State has the least with about 38 hectares. No reservoir was recorded for Lagos and Rivers States. However, in aspects of existing fish ponds, a total of about 471 ha was recorded for Plateau State and about 5 ha for Niger State. Preliminary estimates of Nigeria's fish yield potentials based on established production records of comparable water bodies in the tropics, at different levels of management, show that the available water mass in the country, estimated at about 12.5 million hectares, could yield a minimum of about 334,214 metric tonnes (m.t.) of fish per annum with little or no management and a maximum of about 511,703 metric tonnes per annum with adequate management. Comparison of the potential yields from inland sources with the projected fish production in Nigeria (1981-1985) based on supply and demand statistics shows that potential yield from inland sources even at a low level of management is relatively higher than the projected inland production and more than double the observed production. The variation between the potential and the observed fish yields in the country has been attributed to the absolute lack of management strategies for our various inland waters. The paper elaborates on possible management strategies for various categories of inland waters as a prelude towards increased fish production in the country

The Gap Analysis of Marine Ecosystem Data project is a review of available geospatial data which can assist in marine natural resource management for eight park units. The project includes the collection of geospatial information and its incorporation in a single consistent geodatabase format. The project also includes a mapping portal which can be seen at: http://ccma.nos.noaa.gov/explorer/gapanalysis/gap_analysis.html In addition to the collection of geospatial information and mapping portal we have conducted a gap analysis of a standard suite of available information for managing marine resources. Additional gap were identified by interviewing park service staff.

Dissolved nutrients (PO sub(4)-P, NO sub(3)-N, NO sub(2)-N and SiO sub(4)-Si) estimated in the surface and bottom waters of five selected stations of the Paravur Lake, Kerala, India, during February 1987 to January 1988 revealed distinct seasonal variations. Rainfall and land drainage play significant roles in the nutrient economy, particularly NO sub(3)-N and SiO sub(4)-Si, of this water body. Abnormally high values of PO sub(4)-P indicated extremely polluted condition at the wetting zone of the lake during the premonsoon season. SiO sub(4)-Si showed significant negative relationship with salinity.

The purpose of the investigation is to make a detailed study of the geology and ground water in the Ruskin area, especially as related to the problem of salt-water encroachment. The major objectives of the program includes: (1) An inventory of wells to determine their number and distribution, their depths and diameters, and other pertinent information. (2) A study of artesian pressures. (3) Analyses of water from selected wells to determine the location and extent of any areas in which the artesian water is salty. (4) A study of the surface and subsurface geology as related to the occurrence and movement of ground water. (5) An estimate of the quantity of ground water withdrawn. (PDF contains 24 pages.)

In the area of this investigation a partial inventory was made of the estimated 2,000 existing wells to obtain information on location, depth, and yield of representative wells. Also, data were obtained on the quality of water from the various aquifers, and on the fluctuation of water levels in certain wells in the Floridan aquifer. The hydraulic characteristics of the Floridan aquifer at several sites were determined by means of pumping tests. (PDF has 80 pages.)

Forward: Looe Key National Marine Sanctuary (LKNMS) was designated in 1981 to protect and promote the study, teaching, and wise use of the resources of Looe Key Sanctuary (Plate A). In order to wisely manage this valuable resource, a quantitative resource inventory was funded by the Sanctuary Programs Division (SPD), Office of Ocean and Coastal Resource Management, National Oceanic and Atmospheric Administration (NOAA) in cooperation with the Southeast Fisheries Center, National Marine Fisheries Service, NOAA; the Cooperative Institute for Marine and Atmospheric Studies (CIMAS), University of Miami; the Fisher Island Laboratory, United States Geological Survey; and the St. Petersburg Laboratory, State of Florida Department of Natural Resources. This report is the result of this cooperative effort. The objective of this study was to quantitatively inventory selected resources of LKNMS in order to allow future monitoring of changes in the Sanctuary as a result of human or natural processes. This study, referred to as Phase I, gives a brief summary of past and present uses of the Sanctuary (Chapter 2); and describes general habitat types (Chapter 3), geology and sediment distribution (Chapter 4), coral abundance and distribution (Chapter 5), the growth history of the coral Montastraea annularis (Chapter 6), reef fish abundance and distribution (Chapter 7), and status of selected resources (Chapter 8). An interpretation of the results of the survey are provided for management consideration (Chapter 9). The results are expected to provide fundamental information for applied management, natural history interpretation, and scientific research. Numerous photographs and illustrations were used to supplement the report to make the material presented easier to comprehend (Plate B). We anticipate the information provided will be used by managers, naturalists, and the general public in addition to scientists. Unless otherwise indicated, all photographs were taken at Looe Key Reef by Dr. James A. Bohnsack. The top photograph in Plate 7.8 was taken by Michael C. Schmale. Illustrations were done by Jack Javech, NMFS. Field work was initiated in May 1983 and completed for the most part by October 1983 thanks to the cooperation of numerous people and organizations. In addition to the participating agencies and organizations we thank the Newfound Harbor Marine Institute and the Division of Parks and Recreation, State of Florida Department of Natural Resources for their logistical support. Special thanks goes to Billy Causey, the Sanctuary Manager, for his help, information, and comments. Seagrass communities are among the richest and most productive, photoautotrophic coastal systems in the world. They protect and improve water quality, provide shoreline stabilization, and are important habitats for an array of fish, birds, and other wildlife. Hence, much can be gained by protecting and restoring these important living resources. Human’s impact on these vital resources from population growth, pollution, and physical damage from boating and other activities can disrupt the growth of these seagrasses communities and have devastating effects on their health and vitality. Inventory and monitoring are required to determine the dynamics of seagrasses and devise better protection and restoration for these rich resources. The purpose of this seagrass workshop, sponsored by NOAA’s CSC , USGS, and FMRI, was to move toward greater objectivity and accuracy in seagrass mapping and monitoring. This workshop helped foster interaction and communication among seagrass professionals. In order to begin the process of determining the best uniform mapping process for the biological research community. Increasing such awareness among the seagrass and management communities, it is hoped that an improved understanding of the monitoring and mapping process will lead to more effective and efficient preservation os submerged aquatic vegetation. Davidson Seamount is one of the largest seamounts in U.S. waters and the first to be characterized as a “seamount.” In 2002 and 2006, the Monterey Bay National Marine Sanctuary (MBNMS) led two multi-institutional expeditions to characterize the geology and natural history of Davidson Seamount. Results from these expeditions to Davidson Seamount are adding to the scientific knowledge of seamounts, including the discovery of new species. In November 2008, the MBNMS boundary was expanded to include the Davidson Seamount. In addition, a management plan for Davidson Seamount was created to develop resource protection, education, and research strategies for the area. The purpose of this taxonomic guide is to create an inventory of benthic and mid-water organisms observed at the Davidson Seamount to provide a baseline taxonomic characterization. At least 237 taxa were observed and are presented in this guide; including 15 new or undescribed species (8 sponges, 3 corals, 1 ctenophore, 1 nudibranch, 1 polychaete, 1 tunicate) recently or currently being described by taxonomic experts. This is the first taxonomic guide to Davidson Seamount, and is intended to be revised in the future as we learn more about the seamount and the organisms that live there. (PDF has 145 pages.)
