For purposes ofthe Endangered Species Act (ESA), a "species" is defined to include "any distinct population segment of any species of vertebrate fish or wildlife which interbreeds when mature. "Federal agencies charged with carrying out the provisions of the ESA have struggled for over a decade to develop a consistent approach for interpreting the term "distinct population segment." This paper outlines such an approach and explains in some detail how it can be applied to ESA evaluations of anadromous Pacific salmonids. The following definition is proposed: A population (or group of populations) will be considered "distinct" (and hence a "species ")for purposes of the ESA if it represents an evolutionarily significant unit (ESU) of the biological species. A population must satisfy two criteria to be considered an ESU: 1) It must be substantially reproductively isolated from other conspecific population units, and 2) It must represent an important component in the evolutionary legacy of the species. Isolation does not have to be absolute, but it must be strong enough to permit evolutionarily important differences to accrue in different population units. The second criterion would be met if the population contributes substantially to the ecological/genetic diversity of the species as a whole. Insights into the extent of reproductive isolation can be provided by movements of tagged fish, natural recolonization rates observed in other populations, measurements of genetic differences between populations, and evaluations of the efficacy of natural barriers. Each of these methods has its limitations. Identification of physical barriers to genetic exchange can help define the geographic extent of distinct populations, but reliance on physical features alone can be misleading in the absence of supporting biological information. Physical tags provide information about the movements of individual fish but not the genetic consequences of migration. Furthermore, measurements ofc urrent straying or recolonization rates provide no direct information about the magnitude or consistency of such rates in the past. In this respect, data from protein electrophoresis or DNA analyses can be very useful because they reflect levels of gene flow that have occurred over evolutionary time scales. The best strategy is to use all available lines of evidence for or against reproductive isolation, recognizing the limitations of each and taking advantage of the often complementary nature of the different types of information. If available evidence indicates significant reproductive isolation, the next step is to determine whether the population in question is of substantial ecological/genetic importance to the species as a whole. In other words, if the population became extinct, would this event represent a significant loss to the ecological/genetic diversity of thes pecies? In making this determination, the following questions are relevant: 1) Is the population genetically distinct from other conspecific populations? 2) Does the population occupy unusual or distinctive habitat? 3) Does the population show evidence of unusual or distinctive adaptation to its environment? Several types of information are useful in addressing these questions. Again, the strengths and limitations of each should be kept in mind in making the evaluation. Phenotypic/life-history traits such as size, fecundity, and age and time of spawning may reflect local adaptations of evolutionary importance, but interpretation of these traits is complicated by their sensitivity to environmental conditions. Data from protein electrophoresis or DNA analyses provide valuable insight into theprocessofgenetic differentiation among populations but little direct information regarding the extent of adaptive genetic differences. Habitat differences suggest the possibility for local adaptations but do not prove that such adaptations exist. The framework suggested here provides a focal point for accomplishing the majorgoal of the Act-to conserve the genetic diversity of species and the ecosystems they inhabit. At the same time, it allows discretion in the listing of populations by requiring that they represent units of real evolutionary significance to the species. Further, this framework provides a means of addressing several issues of particular concern for Pacific salmon, including anadromous/nonanadromous population segments, differences in run-timing, groups of populations, introduced populations, and the role of hatchery fish.

Mayan cichlids (Cichlasoma urophthalmus) were collected monthly from March 1996 to October 1997 with hook-and-line gear at Taylor River, Florida, an area within the Crocodile Sanctuary of Everglades National Park, where human activities such as fishing are prohibited. Fish were aged by examining thin-sectioned otoliths, and past size-at-age information was generated by using back-calculation techniques. Marginal increment analysis showed that opaque growth zones were annuli deposited between January and May. The size of age-1 fish was estimated to be 33–66 mm standard length (mean=45.5 mm) and was supported by monthly length-frequency data of young-of-year fish collected with drop traps over a seven-year period. Mayan cichlids up to seven years old were observed. Male cichlids grew slower but achieved a larger size than females. Growth was asymptotic and was modeled by the von Bertalanffy growth equation Lt=263.6(1–exp[–0.166(t–0.001)]) for males (r2=0.82, n=581) and Lt=215.6 (1–exp[–0.197(t–0.058)]) for females (r2= 0.77, n=639). Separate estimates of total annual mortality were relatively consistent (0.44–0.60) and indicated moderate mortality at higher age classes, even in the absence of fishing mortality. Our data indicated that Mayan cichlids grow slower and live longer in Florida than previously reported from native Mexican habitats. Because the growth of Mayan cichlids in Florida periodically slowed and thus produced visible annuli, it may be possible to age introduced populations of other subtropical and tropical cichlids in a similar way.

There have been considerable changes in fish species composition in Lakes victoria, Kyoga and Nabugabo since the Nile perch were introduced. Populations of most of the native species have declined and many species may have become extinct. The original decline in the fish stocks was due to overfishing but the recent and more drastic decline has been attributed to predation by the Nile perch. Nile perch feeds on invertebrates changing to a piscivorous diet with size. Haplochromine cichlids, which were the most abundant fish in Lakes Victoria just before the Nile perch populations started increasing rapidly have been depleted. As more suitable types of prey were depleted in the new habi tats, Nile perch switched to other prey types to the extent of feeding even on its own young. There are, fears that the Nile perch will overshoot its food supply, resulting in a reduction of its own population and subsequently a collapse in the fishery (FAD 1985).

Ngege, Oreochromis esculentus, originally formed the mainstay of the Lake Victoria Region (LVR) fisheries. Together with its indigenous congener O. variabilis, it was displaced from Lakes Victoria and Kyoga of LVR and was found to survive as isolated small populations within the peripheral minor lakes and reservoirs around the two lakes. Displacement of the two LVR indigenous tilapiines was thought to be principally driven by changed lake environment and predation by the introduced Nile perch, but also competition and genetic swamping by the closely related introduced and comparatively more ecologically versatile tilapine species. In a study carried out in the LVR between 1993 and 2003, micro satellites and RAPD markers were used to analyse the remnant populations so as to establish the population structure and extant genetic diversity of O. esculentus. Analyses indicated that the surviving O. esculentus retained a high proportion of genetic diversity with high differentiation between units an indication of genetic exchange between indigenous and introduced Nile tilapia where the two forms co-existed. While this heightened concern for genetic swamping of the remnant population units by the introduced tilapiines it was noteworthy that in a few of the satellite lakes where the O. esculentus was dominant evidence for introgression was weak.

We evaluated the use of strip-transect survey methods for manatees through a series of replicate aerial surveys in the Banana River, Brevard County, Florida, during summer 1993 and summer 1994. Transect methods sample a representative portion of the total study area, thus allowing for statistical extrapolation to the total area. Other advantages of transect methods are less flight time and less cost than total coverage, ease of navigation, and reduced likelihood of double-counting. Our objectives were: (1) to identify visibility biases associated with the transect survey method and to adjust the counts accordingly; (2) to derive a population estimate with known variance for the Banana River during summer; and (3) to evaluate the potential value of this survey method for monitoring trends in manatee population size over time. Waterhyacinth (Eichhornia crassipes(Mart.) Solms), is a serious problem in the Sacramento Delta. Two weevil species (Neochetina bruchi Hustache and N. eichhorniae Warner) have been introduced as biological control agents. The purpose of this study was to test the hypothesis that nitrogen (N) in the tissue of waterhyacinth was not sufficient to support weevil growth and reproduction. Because it grows better on plants with high N content and because it has a greater impact on the growth of high N plants, N. bruchi may be a more effective biological control agent in the Sacramento Delta.

A review and analysis of the exotic fish distribution and introduction is made using bibliographic information. Both lentic and lotic environments were considered. In order to classify the state of the populations, different categories were defined as follow: permanent, probably permanent, reported and unknown. Results show that 15 species were attempted to be introduced from 1904. Only 8 of them arose an successfull aclimatization: raimbow trout, brown trout, lake trout, landlocked salmon, carp, goldfish, and mosquitofish. For the salmonids, ecological features were analized, in order to explain the disappearence or the permanence in some regions. (Document contains 90 pages)

Age and growth of populations of three fish species from sixteen lakes and reservoirs situated in the Patagonian Andean and the Patagonian Plateau Region (Argentina) were studied. They included two native species, the Patagonian smallmouth perch. (Percichthys trucha) and the Patagonian silverside (Patagonina hatcheri) and the introduced rainbow trout (Oncorhynchus mykiss). For the three species backcalculated lenght at age was obtained from scale readings. Von Bertalanffy growth curves were usually adjusted to data. Four southern Minnesota populations of curlyleaf pondweed ( Potamogeton crispus L.) were sampled monthly from January 2001 to November 2002 to determine seasonal phenological, biomass, and carbohydrate allocation patterns. Low periods of carbohydrate storage in the seasonal phenological cycle indicate potentially vulnerable periods in the plant’s life cycle and may be the ideal time to initiate management and control efforts.

Giant cutgrass ( Zizaniopsis miliacea (Michx.) Doell. & Asch.), a tall emergent grass native to the southeastern United States, was studied in Lake Seminole where it formed large expanding stands, and Lake Alice where it was confined to a stable narrow fringe.

Water bodies located at 34º 58' S, 62º 58' W formed after 1980 by 30 % increasing rainfall during the last half century, were colonized by ten fish species which are a subset of the commonest species living in the pampasic lagunas. These new populations imply a displacement of the West of Pampasian fishes to areas of the western basins previously lacking fish.

ENGLISH: Three hundred and twenty-six collections of anchoveta (Cetengraulis mysticetus), an important tuna bait species, taken between April 1951 and April 1960 from seven major baiting areas in the Eastern Tropical Pacific Ocean (Almejas Bay, Guaymas, Ahome Point, Banderas Bay, Gulf of Fonseca, coast of Colombia and Ecuador-Peru) are the basis of this study of age, growth, sexual maturity and spawning. The study of the temporal progression of modal size groups from plots of monthly length-frequency distributions provided estimates of age and rate of growth. The study of sexual maturity and time of spawning was based on gross examination of ovaries, and application of the gonad index. SPANISH: Trescientas veintiseis recolecciones de anchovetas (Cetengraulis mysticetus), una importante especie de carnada para la pesca del atún, cogidas entre abril de 1951 y abril de 1960 en siete de las mayores áreas de pesca de peces de carnada en el Océano Pacífico Oriental Tropical (Bahía de Almejas, Guaymas, Punta Ahome, Bahía Banderas, Golfo de Fonseca, y las costas de Colombia y de Ecuador- Perú), sirven de base a este estudio de la edad, crecimiento, madurez sexual y desove de dicha especie. El estudio de la progresión temporal de los grupos de tamaños modales según los gráficos de las distribuciones de la frecuencia de las longitudes proporcionó estimaciones de la edad y de la tasa de crecimiento. La investigación de la madurez sexual y la época de desove se basó en el examen macroscópico de los ovarios y en la aplicación del índice de gónadas.

Final report on a three year study designed to investigate the effects of the Maryland hydraulic escalator clam dredge on populations and recruitment of the soft-shell clam, Mya arenaria. Experimental plots were established in the Potomac river, Maryland, and were dredged ina commerical manner by removing only legal size clams. quarterly samples were taken in the experimental and control plots by means of a van Veen grab for juvenile clams and the hydraulic dredge for older, deeper burrowing clams. Sediment samples were taken at selected periods for organic carbon and grain size analysis. Clams were separated into two size-groups. (PDF contains 38 pages)

ENGLISH: This study was undertaken to determine whether meristic characters indicate that more than one major population of anchovetas occurs in the range of the species from Mexico to Peru. Interest in this species lies in the fact that it is the principal bait fish used to catch yellowfin and skipjack tunas in the Eastern Pacific. Specimens examined were from collections made by California tuna fishing vessels at six major baiting localities covering nearly the entire range of the species, namely, Almejas Bay on the outer coast of Baja California, Guaymas and Ahome Point in the Gulf of California, Gulf of Fonseca, Gulf of Panama, and Gulf of Guayaquil. Four meristic characters were selected for study: vertebrae, dorsal fin rays, anal fin rays, and gill rakers on the first gill arch. Vertebral counts, using X-ray film, were taken from a total of 1,500 fish, 250 each from each of the six localities. For the other characters, 125 anchovetas were examined from each locality for a total of 750, the counts being made with the aid of a binocular microscope. Specimens were between 80 and 165 mm. standard length. SPANISH: Este estudio ha sido hecho con el propósito de determinar si los caracteres numéricos de las anchovetas indican que existe más de una población de este pez en la zona en que se encuentra la especie, comprendida entre México y Perú. El interés en dicha especie radica en el hecho de que éste es el pez de carnada usado principalmente para la pesca de los atunes "aleta amarilla" y "barrilete" en el Pacífico Oriental. Los especímenes que han sido examinados, se tomaron de las muestras recogidas por los barcos atuneros de California en seis de las mejores localidades en que se pesca la anchoveta, las cuales comprenden casi toda la zona en donde se encuentra la especie, a saber, Bahía de Almejas en la costa exterior de Baja California, Guaymas y Punta Ahorne en el Golfo de California, el Golfo de Fonseca, el Golfo de Panamá y el Golfo de Guayaquil. Cuatro caracteres numéricos fueron escogidos para su estudio: los que presentan 1) las vértebras, 2) los radios de la aleta dorsal, 3) los radios de la aleta anal y 4) las branquispinas del primer arco branquial. Mediante el uso de películas con rayos X, se contaron las vértebras en un total de 1,500 peces, es decir, 250 de cada una de las seis mencionadas localidades. En relación con los otros caracteres, se examinaron 125 anchovetas de cada área, o sea, un total de 750 ejemplares, habiendo sido hecho el conteo por medio de un microscopio binocular. ENGLISH: The several species of clupeoid fishes used as baitfish in the Eastern Pacific tuna fishery are, in some cases, sufficiently similar to make identification difficult. During a review of the anatomy of the intestine of clupeoid fishes it was observed that the morphology of the intestine is sometimes a useful character in the identification of systematic groups. The genera at least can be distinguished by means of the topographical anatomy of the intestines. This also may be a useful character because it is often found that a species occurs in the same area as another species that may be confused with it on external inspection, although it belongs to a different genus. SPANISH: La gran similitud morfológica de varias especies del órden Clupeoidea usadas como cebo en la pesquería de atún del Pacifíco Oriental, hace que su identificación sea en algunos casos difícil. Al realizar una revisión anatómica del intestino de los peces clupeoides, se observó que la morfología del mismo es a veces un carácter útil para la identificación de los diversos grupos sistemáticos. Al menos los géneros pueden ser distinguidos por medio de la anatomía topográfica de los intestinos. Esto también puede ser un carácter útil, puesto que a menudo dos especies pertenecientes a géneros diferentes y que ocupen la misma área, pueden ser confundidos si nos basamos solamente en la morfología externa.
