Aquaculture and capture fisheries in Vietnam have been increasing fast in the last decade, especially aquaculture growth rate is 12% for the 1999 – 2003 period, contributing a significant part into the hunger eradication and poverty reduction1. Vietnam is to be ranked into one of the countries potential to produce the aquatic economic in the world, and the fact is that, after 40 years of establishing, the fisheries sector has made remarkable contributions to the country. By the list, at the moment the aquatic products make up about 4 - 5% of GDP and create job opportunities for over 3 three million employees (VASEP, 2004), in which the largest contribution is from shrimp farming. The CFDO-SCALE-STREAM Stakeholders Meeting was held on the 16th and morning of the 17th of May 2002 in the Department of Fisheries (DOF). This was the first opportunity for a range of stakeholders to gather for presentations and discussions on the STREAM Initiative and its partnership with the Community Fisheries Development Office (CFDO) and the Cambodian NGO SCALE. Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment. Fishery resources are very important resource from the aquatic environment to the Nigerian economy. Stakeholders involvement in its management is highly important therefore, this paper proposes two frameworks against which sustainable fishery should be based, vis-a-vis stakeholders participation. The paper showed that decision-making involving stakeholders would enhance the goals of sustainable fishery development and create unity of purpose among various stakeholders

This paper assesses the costs and benefits of a proposed project for restocking sandfish (Holothuria scabra) in Khanh Hoa Province, Vietnam. It identifies the key stakeholders, institutional framework, management and financing required for its implementation. The recommended management strategy includes a 50 percent harvest at optimum size. Limiting the number of boats fishing an area, possibly through licensing, can control the number of sandfish removed. The easiest way to prevent harvesting of undersized sandfish is to control the size of processed sandfish from processors. The potential benefits of restocking are shown by the rapid changes in selected indicators, particularly the net present value, the internal rate of return, and the benefit-cost ratio. Probability analysis is used to estimate the uncertainties in the project calculations. Based on a conservative estimate, the restocking of sandfish is expected to be profitable, although cost-benefit analyses are sensitive to the survival of restocked sandfish and their progeny, and the number of boats fishing for sandfish in the release area.

This document presents ex-ante impact evaluations of research for development projects related to aquaculture in Bangladesh, Malawi and Ghana. The Ghana chapter also includes an ex-ante evaluation of a fisheries project. The case studies utilized preliminary versions of guidelines developed specifically for ex-ante evaluations of aquaculture and fisheries projects. The guidelines, found in A Practical Guide for Ex-Ante Impact Evaluations in Fisheries and Aquaculture, are designed to provide an approach for a qualitative examination of the potential for a project to deliver impacts. Using a conceptual framework based on the outcome focus of results-based management, the guidelines stress careful examination of the setting, internal consistency, a sound theory of change, and an examination of stakeholders’ interests and potential partnerships. The case study reports illustrate the variability with which the guidelines may be interpreted and applied. The different teams, operating with limited time and budget that constrained the collection of new data, were forced to utilize existing secondary data and information and consult with key stakeholders to complete their analyses. The varying levels of reporting reflect the differences among the cases in the amounts of existing information and variety of stakeholders potentially involved in the projects being examined.

Nine different categories of stakeholders in shrimp farming industry ·were assessed to show the socioeconomic impact of shrimp farming in south-west Bangladesh. Among all the stakeholders the shrimp farmer's average own land was 4 ha whereas the seed collectors and faria's had lowest amount of average land, 0.1 and 0.5 ha respectively. The shrimp farming positively impacted to the livelihood of stakeholders. Income of the coastal people, sanitation, working facilities of women, employment, health condition and the literacy rate increased due to shrimp farming. On the other hand shrimp farming had negative impact on the rice production, livestock, drinking water supply, and social conflict and violence had increased due to shrimp farming. There were internal conflicts between different stakeholders; the farias conflict with the depot owners and shrimp farmers, marginal farmers' conflict with the rich shrimp farmers about leasing lands and saline water control, the rice farmers conflicts with the shrimp farmers about agricultural crop production.
