Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment. Marketing of smoked fish in the Kainji Lake Basin (Nigeria) has been found to be complex, traditional and inefficient. It is also said to be limited in scope due to poor handling and processing techniques, lack of storage facilities and inadequate marketing informations. The invention of Kainji gas kiln has been found suitable to overcoming poor handling and processing techniques. This paper discusses the feasibility of operating Kainji gas kiln commercially supported with adequate storage facilities and competent management hands. The financial indicators of net present value (NPV), 47,481.11, Internal rate of return (IRR) 24% and payback period of 2.3 years that are calculated confirmed that the commercial use of Kainji gas kiln is indeed profitably feasible

The vertical zoning of the planktonic Crustacea in a lake is the expression of a complex set of different factors. Besides the measurable, external influences such as light, temperature, acid and C02 stratification, a particularly large part is played by internal factors, which co-ordinate a specific reaction in each species depending on state of development, age and sex. Supporting this extensive, predictable, annual course of diurnal depths and the daily vertical migrations, whose extent is again dependent on external conditions, primarily of course on the amount of light. The individual factors mentioned, however, are here also of great significance. Within the scope of a long-term study of the planktonic Copepoda of Lake Constance, some day and night series were in 1963 also carried out in the Obersee, in order to obtain at least volumetric data on the extent of the daily migrations of these creatures.

Biomanipulation is a form of biological engineering in which organisms are selectively removed or encouraged to alleviate the symptoms of eutrophication. Most examples involve fish and grazer zooplankton though mussels have also been used. The technique involves continuous management in many deeper lakes and is not a substitute for nutrient control. In some lakes, alterations to the lake environment have given longer-term positive effects. And in some shallow lakes, biomanipulation may be essential, alongside nutrient control, in re- establishing former aquatic-plant-dominated ecosystems which have been lost through severe eutrophication. The emergence of biomanipulation techniques emphasises that lake systems are not simply chemical reactors which respond simply to engineered chemical changes, but very complex and still very imperfectly understood ecosystems which require a yet profounder understanding before they can be restored with certainty.

The aim of this study was to develop a short-term genotoxicity assay for monitoring the marine environment for mutagens. Based on the developing eggs and embryos of the marine mussel Mytilus edulis, an important pollution indicator species, the test employs the sensitive sister chromatid exchange (SCE) technique as its end-point, and exploits the potential of mussel eggs to accumulate mutagenic pollutants from the surrounding sea water. Mussel eggs take up to 6 months to develop while in the gonad, which provides scope for DNA damage to be accumulated over an extended time interval; chromosome damage is subsequently visualised as SCEs in 2-cell-stage embryos after these have been spawned in the laboratory. Methods which measure biological responses to pollutant exposure are able to integrate all the factors (internal and external) which contribute to the exposure. The new cytogenetic assay allows the effects of adult exposure to be interpreted in cells destined to become part of the next generation.

The importance of quantifying the economic returns to investments in aquatic resources research together with the social, environmental and institutional impacts of such investments is widely recognized among ICLARM's donors, trustees and beneficiaries. As with other Consultative Group on International Agricultural Research (CGIAR) centers, ICLARM is being asked to provide specific accounts of the outputs of its research and their impact on farms and on fisheries, including their socioeconomic impact. Such impact information has become a necessary, though not sufficient, basis for setting priorities and allocating resources for research for the CGIAR centers. This paper discusses the types and methods of impact assessment relevant to ICLARM's work. A three-pronged assessment approach is envisaged to capture the full range of impacts: 1) ex ante assessment for research priority setting; 2) assessment prior to dissemination or adoption along with monitoring and evaluation; and 3) ex post impact assessment. It also discusses the objectives and scope for operational impact assessment of ICLARM's research.

Although brackishwater prawn and fish culture was traditionally practiced for a long time in the country, efforts at sea farming are still in their infancy. During the past 15 years the Central Marine Fisheries Research Institute has developed various technologies for sea farming of mussels, pearl oysters, production of cultured pearls, edible oysters, clams, prawns, lobsters, seaweeds and more recently sea cucumbers and top shells. The paper outlines recent developments in these areas as well as in others like sea ranching of marine prawns and pearl oyster, and scope for enlarging sea farming activities including development of artificial reefs in India.

The coastal area of approximately 2000 km and the water-bodies in between the Andaman and Nicobar islands are rich in fishery potential which range from 0.012-0.47 million tonnes. The fishery is dominated by catches of sardines, perches, carangids, mackerels, Leiognathus elasmobranchs, seerfish, mullets and tunas. About 2050 fishermen, with 1150 country craft, 113 mechanised boats and 1367 different kinds of nets and lines are engaged in active fishing in the island. Numerous bays, lagoons and creeks are available among the group of islands for mariculture activities. The mangroves of these islands provide feeding and nursery grounds for juveniles of penaeid prawns, crabs and finfishes.

Silver belly (Leiognathus Spp.) forms a major fishery in recent years in the Rameswaram island but fetches for the fishermen very low prices ranging from Rs. 0.03 to 0.12/Kg only, there being practically no demand for the fish. The possibilities of utilizing this cheap fish are discussed and the processing method described. During the glut season the cost of production of Silver belly fish meal works out to competitive prices of Rs. 500 to 700/ton. The silver belly fish meal is of high quality with good protein content averaging 57.71% in commercial samples and 61.90% in laboratory samples and with a high pepsin digestibility of 90.0% to 92.5%. The essential amino acid composition of the Silver belly fish meal compares very favorably with other round fish meals, with high contents of lysine, leucine, arginine, isoleucine, methionine, phenyl alanine, threonine and valine. Since there is good demand for fish meal as poultry and cattle food both in the internal and external markets, there is good scope for large scale production and sale of fish meal.

Studies on small trawls seem to be comparatively less. These trawls are generally operated in shallower waters, where due to the limitations in the length of warp that could be released, size restrictions have to be considered for their efficient functioning. An attempt has been made to assess the effective scope-ratio of length of warp required for the operation of trawls at shallower depth and to a judge the size of trawl suitable for use at lower depths.
