The Department of Fisheries Resources (DFR) under MAAIF and Directorate of Animal Resources is the technical Department mandated to promote, support and guide the Fisheries Sector in Uganda. The Department also retains the responsibility for setting and enforcing the standards and regulations for practices pertaining to fisheries. The Department compiles data and information for its own use and for dissemination to stakeholders. This publication is an annual product to support evidence-based decision making, planning and assessing progress in the formulation and implementation of policy to better manage the fisheries resource.

In the early part of 1911 a collection of 368 mammals was made by me while engaged in the biological survey of the Canal Zone, and adjacent parts of Panama, undertaken by the Smithsonian Institution in cooperation with several government departments, including the War Department and Department of Agriculture. The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. The study is based on information provided by the villagers, who shared their knowledge and spoke about real problems they face with their livelihoods. This study was conducted from 11-20 October 2001. The monthly and seasonal water requirements of a small fish pond (0.068ha; maximum capacity of 613.83m super(3)) at the University of Agriculture, Makurdi Fish Farm (Benue, Nigeria) were determined during the period of February to August 1996. The sources of water for the pond were rainfall, (103.4cm), run-off (6.3cm) and regulated inflow (95.0cm). The water loss for the period were Evapotranspiration, (106.74cm), Seepage (71.64cm) and regulated discharge (25.00cm). Evapotranspiration was identified as the main source of water loss while rainfall was the major source of water gain. The mean monthly water deficit was 24.56~c11.43cm while the mean monthly surplus was 9.84~c8.05cm. The quantity of water required to maintain the optimal water level in the pond was 474.00m super(3). Preliminary water budget of the study area showed that rainfed aquaculture can be effectively carried out at Makurdi during the months of June to October with supplementary inflows during the dry season months

The Quedan and Rural Credit Guarantee Corporation (Quedancor) of the Philippine Department of Agriculture has the critical responsibility of providing and improving credit assistance to fishers, it also has the task of helping its beneficiaries meet the repayment obligations of their loans. One reason for defaults can be attributed to the devastating impact of natural calamities. Schemes in place are still insufficient to help safeguard lending programs and operations from non-repayment of loans due to production losses and damages to personal properties.(PDF contains 5 pages) Natural calamities include the uncertainties and vagaries of weather and climate that bring about typhoons, floods, and drought; earthquakes; volcanic eruption as well as pests and diseases that affect the productivity of fisheries. When natural calamities occur, small fishers are unable to pay their loans from Quedancor, moreover they have difficulty renewing their loan applications from Quedancor or accessing credit from other sources. Failure to access credit could disable them to continue venture on fishing activities and could eventually jeopardize the welfare of their entire household. The inability of creditors to pay their loans and meet their obligations also impair, to a large extent, the financial operation and viability of the lending institutions. Risk management schemes currently employed include price stabilization measures, targeted relief` to typhoons and drought victims, and crop insurance systems, to name a few. Some of these schemes are becoming very expensive to implement. Moreover, they fail to enable fishers regain sufficient resources so that they may continue production.
