The overall goal of the MARine and Estuarine goal Setting (MARES) project for South Florida is “to reach a science-based consensus about the defining characteristics and fundamental regulating processes of a South Florida coastal marine ecosystem that is both sustainable and capable of providing the diverse ecosystem services upon which our society depends.” Through participation in a systematic process of reaching such a consensus, science can contribute more directly and effectively to the critical decisions being made by both policy makers and by natural resource and environmental management agencies. The document that follows briefly describes the MARES project and this systematic process. It then describes in considerable detail the resulting output from the first two steps in the process, the development of conceptual diagrams and an Integrated Conceptual Ecosystem Model (ICEM) for the first subregion to be addressed by MARES, the Florida Keys/Dry Tortugas (FK/DT). What follows with regard to the FK/DT is the input received from more than 60 scientists, agency resource managers, and representatives of environmental organizations beginning with a workshop held December 9-10, 2009 at Florida International University in Miami, Florida.

Data have been collected on fisheries catch and effort trends since the latter half of the 1800s. With current trends in declining stocks and stricter management regimes, data need to be collected and analyzed over shorter periods and at finer spatial resolution than in the past. New methods of electronic reporting may reduce the lag time in data collection and provide more accurate spatial resolution. In this study I evaluated the differences between fish dealer and vessel reporting systems for federal fisheries in the US New England and Mid-Atlantic areas. Using data on landing date, report date, gear used, port landed, number of hauls, number of fish sampled and species quotas from available catch and effort records I compared dealer and vessel electronically collected data against paper collected dealer and vessel data to determine if electronically collected data are timelier and more accurate. To determine if vessel or dealer electronic reporting is more useful for management, I determined differences in timeliness and accuracy between vessel and dealer electronic reports. I also compared the cost and efficiency of these new methods with less technology intensive reporting methods using available cost data and surveys of seafood dealers for cost information. Using this information I identified potentially unnecessary duplication of effort and identified applications in ecosystem-based fisheries management. This information can be used to guide the decisions of fisheries managers in the United States and other countries that are attempting to identify appropriate fisheries reporting methods for the management regimes under consideration. Development and management indices identified in the capture fishery resources focus on stock management, freshwater and marine pollution by organic and inorganic compounds including silting, plankton sustainability, fishing methods, biological productivity, energy cycles, ornamental fish and sanctuaries. The issue of post-harvest handling and processing is also discussed. The paper also identifies fisheries sectorial problems at the artisanal and industrial level both at sea and at shore, in the processing plant, infrastructure, manpower and marketing issues. The paper suggests that advocacy should be incorporated into extension and communication programme ensuring some changes in attitudes of all stakeholders in the fisheries game. The paper concludes stating that policy makers should stop paying lip-service to the fisheries sub-sector and should create a separate Ministry for Fisheries

Kainji Lake, the first man-made lake in Nigeria is one of the most researched water bodies in Africa. Earlier studies indicated that there was no systematic management of the lake fisheries involving the participation of the fishers in the decision-making processes before 1993. In 1993, the Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) started the introduction of a bottom-up approach in the management of the fishery resources through a random selection of some fishers representatives for the decision making body of the project. The paper traces the democratization process of the management approach to the lake fisheries culminating in the systematic selection, appointment, training and assignment of responsibilities to twenty-four Wakilis covering the 316 fishing communities around Lake Kainji

Within natural resource management, there is increasing criticism of the traditional model of top-down management as a method of governance, as researchers and managers alike have recognized that resources can frequently be better managed when stakeholders are directly involved in management. As a result, in recent years the concept of co-management of natural resources, in which management responsibilities are shared between the government and stakeholders, has become increasingly popular, both in the academic literature and in practice. However, while co-management has significant potential as a successful management tool, the issue of equity in co-management has rarely been addressed. It is necessary to understand the differential impacts on stakeholders of co-management processes and the degree to which diverse stakeholders are represented within co-management. Understanding the interests of various stakeholders can be a way to more effectively address the distributional and social impacts of coastal policies, which can in turn increase compliance with management measures and lead to more sustainable resource management regimes. This research seeks to take a closer look at the concepts of co-management and participation through a number of case studies of marine protected areas (MPAs) in the Caribbean. (PDF contains 4 pages)

A collaborative project in developing a broad-based coastal management training program in the Philippines is being undertaken by a group of government and nongovernment agencies. It addresses the lack of expertise in planning an implementation for coastal management in the country. The process will be documented to serve as a guide in starting and maintaining the process of collaborative training in coastal management in the region. Other training initiatives are outlined including regional and global efforts.

The Directorate of Fisheries (DOF) of Bahrain has a novel scheme in which the DOF workers cooperate with local sports divers in the management and conservation of their marine resources. This cooperation is mutually beneficial for both the DOF and the divers who are interested in environmental conservation.

This paper provides an historical review of homarid lobster fisheries, the development and usage of lobster hatcheries, and much of the research influenced by hatchery-initiated studies on natural history, physiology, and morphological development of the lobster, Homarus spp. Few commercial lobster hatcheries exist in the world today, yet their potential usage in restocking efforts in various countries is constantly being reexamined, particularly when natural stocks are considered “overfished.” Furthermore, many individual researchers working on homarid lobsters use smallscale hatchery operations to provide the animals necessary for their work as well as animals reared and provided by various governmental agencies interested in specific projects on larvae, postlarvae, or juveniles. Such researchers can benefi t from the information in this review and can avoid many pitfalls previously documented. The development of hatcheries and the experimental studies that were generated from their activities have had a direct impact on much of the research on lobsters. The past work arising from hatchery operations—descriptions of life stages, behavior, physiology, etc.—has generally been confirmed rather than refuted and has stimulated further research important for an understanding of the life history of homarid lobsters. The connections between homarid fisheries and hatchery operations (i.e. culturing of the lobsters), whether small- or large-scale for field and laboratory research, are important to understand so that better tools for fishery management can be developed. This review tries to provide such connections. However, the rearing techniques in use in today’s hatcheries—most of which are relics from the past—are clearly not effi cient enough for large-scale commercial aquaculture of lobsters or even for current restocking efforts practiced by several countries today. If hatcheries are to be used to supplement homarid stocks, to restock areas that were overfished, or to reintroduce species into their historical ranges, there is a clear need to further develop culture techniques. This review should help in assessments of culturing techniques for Homarus spp. and provide a reference source for researchers or governmental agencies wishing to avoid repeating previous mistakes.
