This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. The impact of waste discharge on fishery resources is a matter of great concern. The accepted norm in all environmental impact assessment studies is to avoid areas of high fishery potential while locating a marine outfall. Contemplating on this aspect a case study was conducted in the Amba River estuary before and after the establishment of a petrochemical complex at Nagothane. The treated wastewater from this complex is released through a subsurface outfall after adopting effective control measures for marine disposal of waste. Experimental trawling was done at five locations covering a distance of 30 km during 1990 to 1991. The catch rate within the estuary varied from 0.6 to 255 kg/h (av 24 kg/h). The trend indicated considerable decrease in fishery potential from the mouth of the estuary (av 64 kg/h) to the upstream location (av 11 kg/h). A total of 49 species of fishes, 16 species of prawns, 7 species of crabs and 1 species of lobster were identified from the collections. Number of species gradually increased from the interior segment at Dharamtar (8) to the outer area near Revas (18). A comparison of the quantitative and qualitative nature of the post outfall and pre outfall data revealed only marginal difference. The study indicates that if necessary precautions are taken to render the waste harmless the marine ecology will hardly be affected.

A study on the status of fisheries and environmental impact assessment (EIA) was conducted on Bashundhara Baridhara Housing Project (BBHP), Dhaka, Bangladesh for prediction and measure the effects of housing project related development activities that have already been implemented and planned for future implementation. The project is still under development phase and so far allotted 10,000 plots of different sizes. The study shows that the original water bodies and natural fish production there from have greatly declined due to earth filling carried out for development of land for the housing. The physico-chemical parameters of the existing water body within the project area were found to be suitable for fish farming in the estate. A number of economically important fish species are found available in the existing lake. However, the natural fisheries resources of the existing lake is under great stress due to the changes made in the ecosystem, siltation, construction of building and dumping of house building and household waste materials. This has caused some important fish species of the lake to become critically endangered and vulnerable which have been documented in this paper. Appropriate regulatory and mitigating measures with respect to water management, disposal of construction garbage and other biomedical toxic substances far away from the water bodies are required to be taken to keep the water safe and suitable for fish production as well as for multipurpose use of the lake water.

A total of 37 beneficiaries under the Philippine National Aquasilviculture Program (PNAP) was interviewed using the structured survey questionnaire of Socioeconomic Monitoring Guidelines for Coastal Managers in Southeast Asia (SocMon SEA). Most of the members of the households are young and in-school. Household heads’ primary occupation is fishing, a shift from mussel farming- the town’s major industry in the past decades. Perceived threat by the beneficiaries is related to the environment specifically typhoon and the problems on waste disposal. It also identified law enforcement as weak leading to dwindling fish catch, mass mortality of mussel, red tide and other problems affecting their primary sources of income. However, they could not relate these phenomena to the most likely causes. The current occupation does not provide sufficient income for the family as they seek for alternative jobs. Garbage and poor implementation of laws are among the identified problems of the beneficiaries.

This report reviews marine zoning in the Monterey Bay National Marine Sanctuary (MBNMS). The 72 zoned areas in the MBNMS are of 13 different zone types. Each marine zone type has associated regulations that restrict or promote specific activities. For example, recreational activities such as boating, fishing, tidepooling, snorkeling, and SCUBA diving are limited in some zones. Scientific research is allowed at all sites, with appropriate permits, and is specifically promoted in a few sites. In addition, motorized personal watercraft use, dredge material disposal, large vessel traffic, jade collection, and aircraft overflight are allowed only in specific zones. The effectiveness of the marine zoning in the MBNMS is difficult to determine for two reasons. Firstly, many of the zones lack a clearly stated purpose or have confusing regulations. Secondly, the majority of the zones have not been evaluated formally by the managing agencies. Of the zones that have been evaluated, such as Dredge Material Disposal zones, Big Creek MRPA Ecological Reserve, and Pt. Lobos State/Ecological Reserve, the majority appear to be achieving their mandated purpose to some extent. Many of the zones in the MBNMS fall under the title "marine reserve." Marine reserves have recently received significant attention internationally, nationally, and in California due to their potential for: improving the status of exploited species; protecting marine habitats and ecosystems from degradation; facilitating scientific research and fisheries management; and increasing ecotourism. However, reserves must be well designed and managed to reach this potential. A well designed and managed reserve will have clearly defined goals, scientifically-based design, proper enforcement of regulations, rigorous evaluation of the reserve's effectiveness, and adaptive management. Based on these criteria, the majority of the marine reserves in California are not well designed or managed. However, the State of California has recognized this problem and is in the process of re-evaluating the California system of marine managed areas. (PDF contains 137 pages.)

This study owes its inception to the wisdom and experience of the staff of the Northeast Fisheries Science Center who, after several decades of surveys in the New York Bight, recognized a unique opportunity to capitalize on the decision to stop ocean dumping of sewage sludge and designed an innovative field study to evaluate effects on living marine resources and their habitats. For decades ocean dumping was viewed as a cheap and effective means for disposal of wastes generated by urbanized coastal areas. Even after the 12-mile site was closed, sewage sludge continued to be dumped at Deepwater Dumpsite 106. The 6-mile site off the NewJersey coast is still used as a dumpsite for dredged material from New York Harbor areas. Discussions continue on the propriety of using the deep ocean spaces for disposal of a variety of material including low level radioactive wastes. Consequently, managers are still faced with critical decisions in this area. It is to be hoped that the results from the 12-mile study will provide the necessary information on which these managers can evaluate future risks associated with ocean waste disposal. This paper examined the environmental hazards limiting sustainable small-scale fisheries development in Nigeria. Observation has showed that hazards range from pollution of the aquatic habitats by domestic and urban sewage and garbage, agro-chemicals, industrial pollutants, crude oil spillage etc. In an attempt to maximize catch, many migrant and part-time fisher folks indulge in highly destructive and obnoxious fishing practices with adverse impact on fisheries resources. These have constituted significant environmental hazards. Discharges of waste from aquacultural practices in to rivers and lakes have also been identified as sources of environmental hazards. Some aquatic weeds such as water hyacinth are sources of hazards. The effects of environmental hazards on small-scale fisheries resources may be direct arising from the toxicity of pollutants or indirect as a result of ecosystem modification. Gold Coast Water is responsible for the management of the water and wastewater assets of the City of the Gold Coast on Australia’s east coast. Treated wastewater is released at the Gold Coast Seaway on an outgoing tide in order for the plume to be dispersed before the tide changes and renters the Broadwater estuary. Rapid population growth over the past decade has placed increasing demands on the receiving waters for the release of the City’s effluent. The Seaway SmartRelease Project is designed to optimise the release of the effluent from the City’s main wastewater treatment plant in order to minimise the impact of the estuarine water quality and maximise the cost efficiency of pumping. In order to do this an optimisation study that involves water quality monitoring, numerical modelling and a web based decision support system was conducted. An intensive monitoring campaign provided information on water levels, currents, winds, waves, nutrients and bacterial levels within the Broadwater. These data were then used to calibrate and verify numerical models using the MIKE by DHI suite of software. The decision support system then collects continually measured data such as water levels, interacts with the WWTP SCADA system, runs the models in forecast mode and provides the optimal time window to release the required amount of effluent from the WWTP. The City’s increasing population means that the length of time available for releasing the water with minimal impact may be exceeded within 5 years. Optimising the release of the treated water through monitoring, modelling and a decision support system has been an effective way of demonstrating the limited environmental impact of the expected short term increase in effluent disposal procedures. This is the report from the Lune, Wyre and Furness Fisheries Advisory Committee meeting, which was held on the 19th January 1976. The report contains information on land drainage representation on local committees, fisheries activities report, Heysham and Lancaster sewage disposal, planning study for the post 1981 period and progress made in implementing the recommendations contained in the 'Taking Stock' publication. The section on fisheries activities reported by area fisheries officers looks at fish taken for stripping at River Lune Broadraine and Northern area, the presence of feral mink, fish mortalities at Killington Beck and number of fish counted through the fish monitoring stations at River Leven and River Lune. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
